The HIV/AIDS epidemic in the Philippines is an emerging urgent concern that demands
immediate attention and action. The country's progress towards achieving the UNAIDS 95-95-
95 targets is lagging, with significant leakages along the HIV treatment cascade. This means
that a substantial number of people living with HIV (PLHIV) are not receiving the necessary
treatment, posing a risk of further transmission and contributing to an alarming number of new
infections each year. Local Government Units (LGUs) play a crucial role in implementing
HIV/AIDS programs and services at the grassroots level, as mandated by the Philippine HIV
and AIDS Policy Act (RA 11166).
As local officials get more fully involved in the actual governance challenges that their
community face, it is critical that they are given the needed support on emerging governance
issues. This NEO-WES on HIV/AIDS Situation in the Philippines entitled: Community Action
and Resilient Efforts: Addressing HIV Challenges with Innovative Solutions aims to
contribute to the efforts in preventing and managing HIV/AIDS at the local level. This session
shall delve into the current HIV/AIDS landscape in the Philippines, the current laws and
policies, and good local practices on HIV/AIDS Governance.
