1.0 SCOPE OF WORK:


This Method Statement refers to the work procedures contained within the Project
Quality Plan & Contract Specifications and the approved SLD, which explains and
covers the, Installation, Testing & Commissioning of LT Panels at East Pier, West
Processor, West Pier & East Processor, PTB & STP

2.0 TECHNICAL SPECIFICATION REFERENCES:

5.0 ROLES & RESPONSIBILITY

5.1. Project Manager:

The Project Manager shall be responsible for arranging necessary


manpower, equipments and materials solves the site technical
problems and ensuring work progress shall be completed as per
construction schedule.

5.2. Project Engineer :

a. Ensure all required submittals are made and required plant / tools / material
and manpower are available in a timely manner.
b. Ensure execution of all works are carried out according to approvals, contract
specifications, Mock up approvals, approved shop drawings, Project Quality
Plan, Method Statement and that safety measures are implemented.
c. Ensure necessary coordination with GC Management / PMC Representatives
and other Agencies for timely completion of works.
5.3. Site Engineer :

a. Timely provision of complete relevant information, Consultant approved


documents and instructions to site execution / installation team.
b. Proper execution of works as per approved material submittals, approved
Method Statements, Approved Construction drawings and adopt all safety
measures as required.
c. The implementation of the procedures mentioned in method statement shall
be ensured by concerned Site Engineer / Site Supervisor.
d. To carryout site work activities with regard to Quality and Safety requirements,
Conducting Tool Box Talks to the site workers and co coordinating with
concerned Quality & Safety Engineer.

5.4. Safety Engineer:


a. Ensure implementation of all safety measures and procedures specific to the
nature and type of execution work being carried out at site.
b. To ensure that project personnel / site execution teams are fully aware of their
responsibilities and have full understanding of the related safety rules,
procedures.
c. To advise the involved personnel about the involved risk at work and necessary
health, safety and environment precautions / measures to minimize it.
d. To keep the site management and Consultant informed about the adopted safety
measures at site and ensuring their adequacy.

e. To ensure continuous inspection/surveillance of site activities, implementation of


HSE policies, advising, training site staff / work men regarding EHS
Implementation. Ensure to take work permits and make sure that HIRA to be
approved before starting the work.
f. Ensure work area to be Barricaded & necessary Tools Box Talk before starting
the Works.
g. Ensure that Experience person to be engaged with all job specific PPE’s
h. Ensure Hydra /Mobile Crane shall be operated by authorized personnel with
Rigger/Signal Man. Display TPI & Operator details Ensure tool & tackles are
TPC[Third Party Certificate]
i. Ensure good supervision ,unauthorized entry prohibited ,good communication,
j. Certified Electrician /Engineer shall perform the electrical job pertaining to HT
Panels
k. Ensure no work force stand under lantern while taking up or bring down
l. Ensure implementation of all safety measures and procedures specific to the
nature and type of execution work being carried out at site.
m. To ensure that project personnel / site execution teams are fully aware of their
responsibilities and have full understanding of the related safety rules,
procedures.
n. To advise the involved personnel about the associated risk at work and
necessary health, safety and environment precautions /mitigation measures to
minimize it.
o. To keep the site management and Consultant informed about the adopted safety
measures at site and ensuring their adequacy.
p. To ensure continuous inspection/surveillance of site activities, implementation of
HSE policies, advising, training site staff / work men regarding EHS
Implementation.

5.5. Quality Engineer:


a. Preparing the Method Statement, ITP, and check list.
b. Calling the client/PMC for inspections.

c. Ensure approved materials are used in the site.


d. Checking, quality aspects of material, tools and equipment are used at site.
e. Ensure works are performing as per the approved shop drawings.
f. Verify the quality of tools and tackles, their certificates, suitability and
working conditions and keep a record.
g. Completion and verification of installation

6.0 WORK PROCEDURE


6.1 Preparation Work:

Before the commencement of installation, the following are required to be


carried out:

 Ensure delivered panels are as per the approved GA drawings/BOQ.


 Check that all the allocated equipment position and dimensions are correct and
Access toward the Switchboard room is free from blockage.
 Check work area for cleanliness and safety.
 MIR to be raised for getting approval from client.
 Ensure for any damage / short supply as per GA drawing / BOQ before erection.
 Mobile crane or Tower crane shall be arranged along with operator.
 Necessary pipe rollers/skids shall be kept ready for moving the unit.
 Ensure the control circuit terminals as per the drawing.
 Base structure supports are fabricated & installed as per the layout of the panels.
 Name plate provided for the panels. Ensure panel designed as per CEIG
requirement.
 Place panels by keeping some wooden pallets to prevent water ingress.

 Take adequate care to ensure that panels are not damaged during movement
and also ensure safety of the personnel handling the Panels.
 Take necessary permits to install the Panels.
 If the foundation frame consists of several parts, bolt/ weld together at the
Prepared joints in the specified sequence, so as to obtain a flush and level top
Surface.
 Place the foundation frame accurately in the specified position on the concrete
floor.
 Couple the panel with side coupling bolt and nuts.
 Fix the Bus bars as manufacture recommended procedure.
 Align the foundation frame with the aid of a leveling instrument.
 Use Fabricated MS Supports, if required, Install as required on the floor or trench.
 Drill holes if the Panel is to be installed on the Floor.
 The switch boards shall be properly aligned and bolted to the base channel by at
least 4 bolts.
 Check the horizontal and vertical levels using spirit level.
 Tighten the nuts & bolts or anchor bolts on the panel with help of Torque
Wrenches.
 Equipment's short names to be pasted inside DB's at possible nearest location
 Check listed to be furnished.
Tighten the fastening bolts at busbar section; the rated torque is reached as given
below:
 Earth the Panel using correct size of strips as per the approved drawings.
 Shift the panels from lower level to upper levels by using mobile crane & place
them upon pallet.
 Pull the pallet to exact location as per drawings.

 Earthing connection shall be done by two separate and dilettante connection with
earth.

 Panel bus bar section shall have the following minimum clearances:
Between phases - 25mm
Between phases & neutral - 25mm
Between phases & earth - 25mm
Between neutral & earth - 19mm
 Electro – static powder coating of approved color as per site / Clients requirement
and the thickness shall be 80 microns +/_ 10%.
 Wiring shall be neatly bunched, adequately supported and properly routed to
allow for easy access and maintenance.
 All control wiring shall be carried out with 1100 / 660 volts grade single core PVC
FRLS cable having stranded copper conductors with minimum cross section of
1.5sqmm for potential circuits and 2.5sqmm for current circuits.

6.2 Termination /Testing:

 Ensure all LT panels is as per approved SLD/GA drawings.


 After the installation of panels, terminate the cables using appropriate approved
glands and suitable diameter hole Lugs.
 Rating of fuse, MCB shall be checked to ensure that it is according to the
drawing.
 Ensure that there is no loose connection in cable termination.
 Check and confirm Insulation Resistance of cables are ok.

 All the Panels Spare Gland Holes and other openings on sealed properly after
completion of cable terminations. Ensure cable entries to the panels for adequate
protection against the increase of vermin and insets
 Continuity of the bus bars & phase indication at the terminated cable.
 Phase rotation test shall be conducted.
 Give Inspection call for Testing and Commissioning after Client Approval of the
installation
 Record the readings in the Test Formats and get the Approval of the concerned
Engineers.

7.0 ENVIRONMENTS, HEALTH & SAFETY:

 . If any changing in weather condition i.e- rain, cyclone, stop lifting activity and
wait for clearance

1. EHS & SAFETY


I. Before start work take PTW(permit to work) with Approved RA
II. Work carried out according to RA (Risk Assessment)
III. Ensure Tool Box Talk is provided to the workers involved before starting
Work
IV. to be perform job experience person with all job specific PPE’s
V. Hydra Crane operates by authorized operator with Rigger. Display TPI &
Operator details Ensure tool & tackles are TPI[Third Party Inspection]
VI. Good communication in between mobile crane operator &
Rigger/signal man
VII. Good supervision and good communication other crew members
VIII. No one should be stand under suspended load
IX. Certified & competent electrician perform electrical task
X. Certified testing engineer perform testing & commissioning i.e. earth
test, etc task
