FOREWORD

The Schedule of rates of the Department was last published in the year 2018-19.
The existing SOR of 2018 - 19 has been revised considering the present market rate of
various materials used in the flood & erosion management works, construction materials,
increase in the price of Fuel & Lubricant, Hire Charges, etc. including the current / latest
circular regarding Labour Wages.

Moreover, a few new item of works has been included in the Schedule of Rate for
2022-23 including the items of Ready-Made Embankment (RME) to cope up with the
changing technology adopted by the Department for flood and erosion management works
and some obsolete items have been omitted from the Schedule of Rate.

The Schedule of Rates for 2022-23 is applicable for all funding Agencies like World
Bank, ADB, NABARD, NEC & NESIDS (under DoNER), NLCPR, NDMF, NDRF, FMBAP, etc in
addition to State Funded works.

Although, all care has been taken to prepare the Schedule in the best possible
manner, there might be undetected error and scope for its further improvement. Further,
if any error/omission is noticed the same may kindly be brought to the notice of the
undersigned for appropriate evaluation & necessary rectification. All Field Engineers of the
Department may therefore feel free to point out any error or give their suggestion for
further improvement and feedback on reasonability of Rates. Moreover, new item of
works, which may be required in future best practices of the Department can be added in
the subsequent updating of this SoR of 2022-23 or may be circulated as Addendum to this
Schedule of Rate.

GENERAL INFORMATION ON THE SCHEDULE OF RATE OF WATER


RESOURCES DEPARTMENT 2022-23

 The rates of items in the Revised Schedule of Rates for 2022-23 are only the Basic
rates and does not include Contractors’ Profit, Forest Royalty, GST, Labour Cess, etc.
or any other Taxes.
 In preparation of estimate for any scheme, 10% Contractors’ Profit is to be added
to the Basic Rates of the items of work.
 Labour rates are considered as per the Notification of the Labour Commissioner,
Govt. of Assam vide Notification No. ACL/41/2004/3173-3241, Dated: -
20.04.2022.
 G.S.T. is to be applied as per the relevant Notification.
 Forest Royalty is applicable as per the Notification No. PEM.130/2021/40 Dtd.
07.10.2021 by the Department of Mines & Minerals, Govt. of Assam.
 Labour Cess at 1% is applicable as per Govt. rule.

PREFACE

The Schedule of Rates for all Divisions under Water Resources Department, Assam
was last revised in the year 2018 - 19. Since then, the cost of all materials used in flood and
erosion management works under this Department have increased considerably making
the schedule of rate practically obsolete & unworkable. As such, the revision of the
Schedule of Rates for 2018-19 has become necessary to make the S.o.R. workable at the
present stage.
Accordingly, the revision of S.o.R. was carried out considering the present price of
all materials used in flood and erosion management work including construction materials.
The wages of skilled & unskilled labours are based on the rates fixed by Labour
Commissioner, Govt. of Assam vide Notification No. ACL/41/2004/3173-3241, Dated: -
20.04.2022
The detailed analysis of rate for all items covered by this schedule of rates has been
carried out on the basis been prepared on the basis of the Guidelines laid by CWC, New
Delhi, the IS Codes relating to Flood Management works, River Training Works, Building
Works, etc.
The items in this S.o.R. will cover both original & repair works involved in
Embankment works and are likely to cover almost all aspects of work, which may arise.
A number of new items have been incorporated in this S.o.R. (2022 - 23) taking into
consideration the present demand and requirements of modern construction materials
that have been introduced in the market.
Every endeavor has been made to make this S.o.R. comprehensive and expressive
in all respect. If, however, there is any error or omission, the same may kindly be brought
to the notice of The Chief Engineer, Water Resources Department, Assam.
The S.o.R. (2022 - 23) will be effective for all Divisions under Water Resources
Department, Assam, from the date of its publication.

SCHEDULE OF WATER RESOURCES DEPARTMENT 2022-23

A. GENERAL NOTES ON SCHEDULE OF RATES

1 These general notes are applicable to all sections of Schedule of Rates to the extent
they are relevant.
2 All materials to be used in work shall conform to relevant specifications of Bureau of
Indian standards (BIS Codes).
3 The rates are inclusive of cost of all materials including finishing, wastage, machinery,
labour, enabling works, small tools & plants, etc.
4 The rates mentioned here in the Schedule of Rates shall be applicable for all the flood
& erosion management works as well as river training works, drainage works & other
allied works within the jurisdiction of Water Resources Department, Govt. of Assam.
5 The basic rates of materials have been considered as per cost involved up to delivery
at site.
6 The rates of items in the Revised Schedule of Rates for 2022-23 are only the
Basic rates and does not include Contractors’ Profit, Forest Royalty, GST,
Labour Cess, etc. or any other Taxes.
7 Unless & otherwise specified, the basic lead and lift of all items of work are 30 m and
1.50m respectively.
8 Unless & otherwise specified, lead charges for Earth / Sand / Gravel / Aggregates and
stones are for compacted or in-situ volume.
9 In the rate analyses of earthwork, compacted volume of earth has been considered.

10 Unless & otherwise specified, the rates are exclusive of cost of de-watering, working
under watery situation, de-silting, river diversion arrangements etc., wherever
applicable.
11 The hire charges of vehicles / machineries / boats / carts etc. have been considered
as per prevailing market rates for deployment at work sites in river side areas.
12 The concrete items like P.S.C. Porcupine members / Concrete slabs are to be cured
properly before supply of the same.
13 The rates for concrete items are inclusive of standard finishing to surfaces.

14 The wages of labour has been considered as per Notification No. –


ACL/41/2004/3173-3241 dated 20.04.2022, issued by the Labour Commissioner,
Assam.
15 Most of the flood management works are executed in remote areas in the river side
where the working conditions differ from general areas. Carriage of construction
materials to the work site also involves extra effort for want of defined approach
roads. These aspects have been taken into account while arriving at workable rates
for concerned items of work.
16 For the items not incorporated in this Schedule of Rates., the rates as provided in the
latest schedule of rates of PWD, Assam, may be adopted.
18 The basic rates of labour wages, hire charges, cost of materials, P.O.L. etc. are annexed
herewith in the following pages.
19 All works are to be carried out in accordance with the current Water Resources
Department Govt. of Assam general specifications.

20 The Schedule of Rates of W.R. Department for 2022-23 is effective from


1st September, 2022.

21 The Geo-materials are to be procured only from the listed Contractors empaneled by
the Department vide Circulated No. WR(ED)Tech/7711/2021/Pt-I/13 Dtd.
28.01.2022 and Approval No. WR(G)120/2013/Vol/274 Dtd. 23.06.2022.

CHAPTER – 1 :: SITE CLEARANCE

CHAPTER - 2 :: EARTH WORK


NOTE: - Manual means will be adopted where machineries cannot be deployed
due to site condition and the same is to be certified by the concerned EE
& SE.

CHAPTER - 9 :: READY MADE EMBANKMENT (RME)

All chambers of RME shall have 3 × 3' top opening for
filling, be 6' vertically deep in the back tapering off into
