INTRODUCTION & RATIONALE
The Laoang Youth Summit (LYS) 2024 trumpets a resounding call to action! Organized
by the LGU-Laoang through the Sangguniang Kabataan Federation (SK Federation) and
Local Youth Development Office (LYDO), in collaboration with esteemed partners like
the Municipal Social Welfare and Development Office (MSWDO), PYAP Laoang Chapter,
Local Youth Development Council (LYDC), and Gios Kabataan, the LYS promises a week
brimming with empowerment, inspiration, and action.

We stand at a crossroads, a pivotal moment where the vibrant energy and clear vision
of Laoang's youth are paramount in shaping a brighter future for our beloved
community. This year's summit, aptly themed "Pakigbisug" (meaning struggle,
endurance, and strength in Waray), serves as a powerful catalyst to ignite the spirit of
collaboration and unwavering determination within our young leaders.

The world craves the unwavering spirit of Pakigbisug now more than ever. By bringing
together the brightest young minds from across Laoang, the LYS fosters a nurturing
platform for:

Shared Vision and Unity: Cultivating a profound sense of unity and purpose amongst
Laoang's youth. This is fostered through the collaborative efforts of LGU-Laoang, SK
Federation, LYDO, MSWDO, PYAP Laoang, LYDC, and Gios Kabataan. These
organizations come together to create a space where diverse perspectives can
converge, and a shared vision for Laoang's future can be sculpted.

Empowering Discussions: Engaging in critical dialogues on issues that hold


significant weight for both the youth and the broader Laoang community. Partner
organizations like MSWDO and PYAP Laoang will provide valuable guidance, ensuring
these discussions are not only insightful but also actionable.

Actionable Solutions: Developing practical solutions and strategies to address the


challenges faced by our community. The LYS empowers young leaders to translate
their ideas into tangible action plans, supported by the resources and expertise of
our partnering institutions.

Building a Network of Strength: Fostering connections and collaboration between


young leaders from diverse backgrounds. This summit aims to create a strong,
interconnected network, ensuring that the spirit of Pakigbisug continues to resonate
beyond the LYS week. This network will serve as the backbone for future youth-led
initiatives and a springboard for a more vibrant Laoang.

The Laoang Youth Summit is more than just a gathering; it's a movement. It's a
testament to the unwavering belief in the power of our youth to become active
participants in shaping a stronger, more vibrant Laoang. Through the collaborative
spirit of Pakigbisug, we, together with our dedicated network of partners, can propel
Laoang towards a brighter future. Let the LYS 2024 be the spark that ignites a fire of
change, fueled by the collective strength and vision of Laoang's youth!

OBJECTIVES
The LYS 2024 is guided by a set of core objectives designed to cultivate the spirit of Pakigbisug
within Laoang's youth:
To cultivate a sense of empowerment amongst young leaders, fostering their belief in their
ability to make a positive impact on their community.
To facilitate open and constructive dialogue on issues relevant to Laoang's youth and the
community at large.
To equip young leaders with the skills and knowledge necessary to develop and implement
actionable solutions to local challenges.
To create a platform for collaboration and networking between young leaders from diverse
backgrounds, fostering a sense of unity and purpose.
To inspire and ignite a passion for community development within Laoang's youth,
empowering them to become active participants in shaping a brighter future.

TRAINING PARTICIPANTS
CRITERIA FOR PARTICIPANTS SELECTION
Age: 15-30 years old as of July 17, 2024.
Residency: Open to all young people residing in Laoang, regardless of their barangay or current place
of study.
Affiliation: Applicants can be members of a Sangguniang Kabataan (SK) Council or a registered youth
organization in Laoang.
Openness: This program is open to all young people regardless of their background, educational
attainment, or socioeconomic status.

Selection Process:

Due to limited slots, SK Councils and youth organizations will be allocated a maximum of 20 participant
slots each. The selection of participants within each delegation will be at the discretion of the respective
SK Council or youth organization.
We encourage SK Councils and youth organizations to consider the following factors when selecting
participants:

Demonstrated Leadership Potential: Look for individuals who have a proven track record of
leadership within their communities, schools, or organizations.
Passion for Pakigbisug: Select participants who demonstrate a strong interest in the theme of the
summit and a commitment to working collaboratively to address local challenges.
Diversity of Perspectives: Strive to create a delegation that reflects the diverse backgrounds and
experiences of Laoang's youth.
Active Participation: Choose participants who are enthusiastic about actively participating in
discussions, workshops, and activities throughout the summit.

Note:
Individual applications will not be accepted. Applicants must be nominated by their respective SK
Council or youth organization.
All SK Councils and youth organizations are encouraged to submit their delegation lists by July 12,
2024

VOCAL SOLO SINGING CONTEST

1. The contest is open to all participants of the Laoang Youth Summit 2024.
2. Age requirement is 15-30 years only.
3. Songs to sing is either foreign or OPM.
4. Background Music can be minus one and or use instrument or combination.
5. Appropriate and decent attire must be worn.
6. The decision of the board of judges is final and irrevocable.

Criteria for Judging:

· Vocal Technique (e.g., tone, pitch, breath control) -40%


· Stage Presence (e.g., confidence, connection with audience) -15%
· Performance (e.g., interpretation, emotional delivery) -25%
· Song Choice (e.g., suitability for voice and genre) -15%
· Overall Impression (judges' discretion) -5%

HIPHOP DANCE CONTEST

1. The contest is open to all participants of the Laoang Youth Summit 2024. Age
requirement is 15-30 years only.
2. All entries should have a minimum of 7 members, and a maximum of 15 members, who
may either be composed of all male and female or a combination of both.
3. The duration of the dance should not be less than 3 minutes and not more than 5
minutes. One (1) point deduction shall be deducted to every exceeding minute.
4. Street dance all-style must be seen in the dance including, popping, locking, krumping,
wacking, breakdance, house,afro, vogue or any kind of dance style with the hip hop.

Criteria for Judging:

· CHOREOGRAPHY (formation, combination of movement, & variation) - 40%‬


· DEPORTMENT (mastery, timing, coordination & discipline) -30%‬
· PERFORMANCE (grace, skills, and difficulty of steps) -20%‬
· ENTERTAINMENT VALUE (costumes, props & scenery) -10%‬

SPOKEN WORDS POETRY CONTEST

1. The contest is open to all participants of the Laoang Youth Summit 2024. Age requirement is 15-
30 years only.
2. The spoken word poetry must be an original composition. It should be written in Filipino or
English. (The use of Taglish is allowed).
3. Participants are allowed to choose any themes about “youth empowerment”.
4. The entry must illustrate, interpret, and emphasize the theme and must not contain any malicious
or offensive content.
5. Each contestant has to submit the spoken poetry piece he/she has originally written a day before
the contest to the event facilitators.
6. Sounds, instrumental, or music background is allowed to complement the delivery. No deduction
shall be made if the contestant chooses not to have a musical background.
7. The overall performance must not exceed 3-6 minutes.

Criteria for Judging:

· Message/Content -40%
· Voice Quality, Delivery & Performance -40%
· Originality- 20%

QUIZ BEE

1. The contest is open to all participants of the Laoang Youth Summit 2024. Age requirement is 15-
30 years only.
2. The coverage of the quiz is General Education.
3. The contest is divided into two categories-- individual category and group category.
4. In the group category, a team of 3 members will compete.
5. The top 3 participants/groups shall compete in the final round to identify the winners.

BEST IN TORCH PARADE

1. The contest is open to all participants of the Laoang Youth Summit 2024. Age requirement is 15-
30 years only.
2. Each barangay will come up with their best designs for their torches, costumes and banners to be
used during the parade.

Criteria for Judging:

· Creativity - 40%
· Organization - 30%
· Participation - 30%

MISS BEKLAVAN & THAT’S MY TOMBOY

Calling all the fabulous Beklavans and their Tomboy partners! Are you ready to strut your stuff and
show what you've got? The Laoang Youth Summit 2024 is proudly announce its search for the next
Ms. Beklavan and Tomboy Companion. This pageant celebrates the beauty, wit, and individuality of
our LGBTQ+ community. Think you and your partner have what it takes? Here's the scoop!

Eligibility:

Age: Applicants must be at least 18 years of age and no older than 25 years of age on the
competition date.
Residency: Both contestants should represent the barangay they currently live in.
Mind Your Manners: Contestants' introductions should be delivered in a manner that is
respectful and embraces diversity. Playful wordplay is welcome, however, vulgar language will
not be tolerated.

Registration:

Double Trouble: Applications are accepted as pairs only. Individual applications will not be
considered so find your perfect match!
Beat the Clock: The online registration window closes on July 18, 2024. Timely submission is
highly encouraged to avoid disqualification.

1. The contest is open to all interested female residents of Laoang.
2. Must be single and ages 16-24 years old.
3. Each district must have one representative only.
4. Candidates will vie for the different categories of the pageant. The top five(5) candidates will
compete on a back-to-zero Question and Answer. Finally, the top three(3) candidates will compete
again on a back-to-zero final Question and answer and among them-- one titleholder and two
runners-up will be crowned.
5. The judges' decision is final and irrevocable.
6. The contestants shall be evaluated according to the following CRITERIA:
