BARANGAY ORDINANCE NO. 03

SERIES OF 2023

“AN ORDINANCE PROHIBITING RESIDENTS FROM ROAMING HALF-NAKED

IN PUBLIC PLACES WITHIN THE JURISDICTION OF THE BARANGAY PALAO,
SOLANA, CAGAYAN AND PROVIDING PENALTIES FOR VIOLATIONS”

WHEREAS, the Barangay Palao must set an example of orderliness, propriety and
decency;

WHEREAS, it has been observed that some people still roam around in public places
within the Barangay Jurisdiction often times and topless or half naked.

WHEREAS, the Sangguniang Barangay adheres to the MMDA Resolution No. 03-
20, Series of 2003 “Urging the Local Government Units of Metro Manila to enact an
Ordinance on dress Code in Public Places in their areas of jurisdiction;
 WHEREAS, the Sangguniang Barangay recognizes the need to bring about an
atmosphere of decency to uphold higher morals and standards among residents of Barangay
Palao, Solana, Cagayan.

NOW THEREFORE BE IT ORDAINED BY THE SANGGUNIANG

BARANGAY OF PALAO, SOLANA, CAGAYAN IN A SESION DULY ASSEMBLED
THAT:

SECTION 1. The Sangguniang Barangay of Palao, Solana, Cagayan hereby

prescribes that all persons must be properly and decently attired while moving about in public
places within the Barangay Jurisdiction.

SECTION 2. No person shall move about (walk, jog and run) in public places and
outside his private residence half naked or wearing clothing covering only the lower most
portion part of the body without any top apparel.

SECTION 3. DEFINITION OF TERMS

A. HALF-NAKED (TOPLESS/BOTTOMLESS) – wearing clothing covering

only portion of the body with the absence of top or bottom apparel.
B. PUBLIC PLACES
b. 1. OPEN PUBLIC PLACES – include but not limited to the following: Roads,
Streets, Alleys and Sidewalks.
b. 2. COVERED PUBLIC PLACES – include but not limited to the following:
Schools, health Center, Barangay Hall/Session Hall, Churches/ Convention
Centers and other enclose eating places, stores, groceries and other covered places
where people stay or gather for political, social, educational, religious, sports or
entertainment purposes.

SECTION 4. PENALTY – Any person apprehended for violating this Ordinance

shall be penalized as follows:

FIRST OFFENSE: Warning;

SECOND OFFENSE: Eight (8) hours Community Service;

THIRD OFFENSE: Five Hundred Pesos (P500.00) fine and Three (3) hours
Community Service.

SECTION 5. IMPLEMENTING AUTHORITY – The Barangay Officials and

Tanods are hereby tasked to strictly implement this Ordinance.

SECTION 6. REPEALING CLAUSE – all ordinances and resolutions contrary and

inconsistent herewith are hereby repealed and amended accordingly.

SECTION 7. EFFECTIVITY – This Ordinance shall take effect immediately upon

approval, after its posting in at least three (3) conspicuous places within the barangay.
ENACTED this 1st day of June 2023, at Barangay Palao, Solana, Cagayan.
