1 General Overview
This scope of work document shall be read in conjunction with relevant CONTRACT Documents,
Job Descriptions, Drawings, Specification, all addenda and other documents supplied by
COMPANY. CONTRACTOR shall be responsible for examining with appropriate care all such
materials in order to analyze all conditions that might affect the cost or performance of the WORK.
CONTRACTOR shall be responsible to perform the WORK as generally described in this scope
of work and as specifically described in CALL OFFS that are issued to CONTRACTOR. Failure
to execute the WORK shall be at CONTRACTOR’s sole risk and no relief shall be given to
CONTRACTOR for errors or omissions.
This scope of work includes the provision of resources, PERSONNEL (direct and indirect),
PLANT, to ensure the performance by CONTRACTOR of multiple disciplinary general
construction services inside and outside of existing operational facilities (each such service to be
more fully described in the relevant CALL OFF in respect of such item) including (but not limited
to):
The scope of work described above is required in support of the field development plan which
may include the following projects:
CONTRACTOR shall provide PERSONNEL and PLANT required to complete the construction
WORK detailed in each CALL OFF.
CONTRACTOR shall ensure that all PERSONNEL are competent to perform the WORK assigned
to them and that PERSONNEL are mobilized in sufficient numbers and in sufficient time for the
WORK to be completed by the SCHEDULED COMPLETION DATE stated in the CALL-OFF.
In the event CONTRACTOR is required to perform an aspect of work or part of the WORK, that
CONTRACTOR does not normally perform in the course of its normal business activities or if
suitably qualified, specialist PERSONNEL are not available in-house or within CONTRACTOR
GROUP or if COMPANY expressly nominates a specialist 3rd party organisation or consultant to
perform certain aspects of the WORK, then CONTRACTOR shall appoint such 3rd party specialists
or consultants nominated or APPROVED by COMPANY to perform such WORK or part of the
WORK.
CONTRACTOR acknowledges that COMPANY has total freedom to contract with any other entity
for any services that could fall within the scope of this scope of work.
The responsibilities of the PARTIES in respect of the performance of the WORK are summarised
in the “Division of Responsibilities (DoR)” (APPENDIX I). This DoR is indicative only.
For each specific element of WORK that COMPANY requires CONTRACTOR to perform,
COMPANY shall issue a specific CALL OFF to CONTRACTOR that includes all associated
specific TECHNICAL INFORMATION.
CONTRACTOR shall only be authorized to perform elements of the WORK that are expressly
covered by executed CALL OFF(S).
CONTRACTOR shall provide PERSONNEL and PLANT to carry out multiple CALL OFFS
concurrently, if so required by COMPANY.

Project Documents shall be current revision at the effective date of the agreement.
3 Document Precedence
CONTRACTOR shall notify COMPANY of any conflict between the Specifications, codes and
standards and any other specifications noted herein. Resolution and/or interpretation precedence
shall be obtained from COMPANY in writing before proceeding with the affected work.
In the case of conflict between Laws, Specifications and Standards, the following shall be applied
in decreasing order of precedence:
In the event of an inconsistency, conflict or discrepancy between any of the Laws, Codes,
Standards and Regulatory Requirements, notwithstanding the above hierarchy, COMPANY may
elect, on occasion, to adopt the most stringent of these for the execution of the WORK and shall
notify CONTRACTOR accordingly.
4 Deviations
Any technical deviations to Project Specifications or codes and standards listed in 0000RP-
C-G0-G000-QA-PRO-0001, shall be processed according to deviation request procedure
0000RP-C-G0-G000-QA-PRO-0004. Scope of Work
5 General
CONTRACTOR shall review this Scope of Work and any associated CALL OFFS that are
issued in their entirety, ensuring adequate provision of the necessary PLANT and full spectrum
of qualified PERSONNEL in order to perform the WORK detailed in a CALL OFF.
a) Generally
CONTRACTOR shall be deemed to have full working knowledge and have obtained
all necessary information and data of the WORKSITES, at which the WORK is to be
performed, including prevailing weather, surface and subsurface conditions,
hydrological, climatic and physical conditions, contingencies and all other circumstances
under which the CONTRACT shall be performed. The WORK shall be executed in
accordance with CONTRACT and the terms and conditions stipulated within the CALL
OFF.
CONTRACTOR shall familiarize itself with the requirements and extent of the WORK
anticipated by this CONTRACT and each CALL-OFF.
b) PERSONNEL
CONTRACTOR shall for each CALL OFF, provide a manpower loading plan with trade
and grade etc. The manpower loading plan may include, number of PERSONNEL by
category required to discharge all duties needed to complete the WORK; organization
charts; manner in which any applicable local content requirements shall be satisfied; and
other items that may be specified. The manpower loading plan will differentiate direct and
indirect categories of labour and identify work to be performed pm and off site.
CONTRACTOR shall assign a dedicated project manager under the CONTRACT. The
project manager shall be single point of contact for provision of project management, co-
ordination, quality assurance control systems, HSE supervision and control of the
construction activities. The project manager is expected to provide a single point of
contact for contractual issues, HSSE performance, and for issues relating to compliance
with the scope of work contained herein.
CONTRACTOR shall provide an overall project organisation chart complete with the
names and positions of KEY PERSONNEL within 14 days of the issuance of any CALL-
OFF.
KEY PERSONNEL shall be defined in the Project Execution Plan. The organisation chart
shall accurately reflect the actual personnel assignments and the split between expatriate,
local staff, site and home office. Before commencing any activity, CONTRACTOR shall
obtain APPROVAL from COMPANY for the organisation and KEY PERSONNEL
assigned.
For each KEY PERSONNEL position, the following information shall be provided:
KEY PERSONNEL shall be sufficiently conversant with the English language to enable
COMPANY to issue instructions and to receive written and verbal reports in the English
language.
CONTRACTOR shall be responsible for provision of all required PLANT and construction
facilities:
All PLANT to be used in execution of WORK shall comply fully with all statutory and
COMPANY’S HSE requirements, whichever is more stringent.
All PLANT to be used shall be in good condition, well maintained and duly protected
against climatic influences, in order to ensure safe working conditions.
Regular inspection and testing of PLANT shall be carried out to satisfy HSE, statutory and
COMPANY requirements. Official records of these inspections shall be made available to
COMPANY upon request.
CONTRACTOR shall prohibit the use of PLANT, which is unsafe and/or unsuitable to
perform the WORK.
All lifting operations carried out by CONTRACTOR shall comply with the following:

CONTRACTOR is responsible for all permits and for all customs and other duties for his
PLANT, if applicable.
COMPANY shall provide CONTRACTOR with a site where he may establish his
temporary construction facilities.
CONTRACTOR shall construct, provide and maintain any temporary construction site
facilities and establishments that he requires to complete the WORK. CONTRACTOR
shall be responsible for the security of the temporary construction facilities on the land
provided including, but not limited to any civil remediation works required / civil foundation
works for temporary cabins and the like.
CONTRACTOR shall provide all utilities required for the Construction Temporary Facilities,
including, but not limited to electrical power, raw water, potable water and the like.
CONTRACTOR shall provide transportation, all security services, camp facilities and
support services for PERSONNEL.
CONTRACTOR shall perform the setting out of the WORKS, ensure the correctness
of the positions, levels, dimensions and alignments of all parts of the WORK.
CONTRACTOR shall check and accept the elevations and positions of all work
performed by others that interface with the WORK performed by CONTRACTOR.
General Earthworks; e.g. Site Clearance, Grading & levelling, Excavations, normal
& structural. Backfilling at different locations for installation of foundations,
underground piping, cable ducts and trenches, chambers and pits. Compaction and
surface finishing.
Piling, if necessary.
Repairing and remedy works to existing concrete works, this may include
demolishing and casting or renewal concrete parts.
CONTRACTOR’S scope under Fencing & Gate works shall comprise of fabricating
and installing various types of fencing and gates including all associated fence,
concrete footings, gates and fence posts.
The scope of road works includes the construction of concrete paving, access road
and all site plant asphalt roads (black top to be completed after main mechanical
scope of work is completed), thermo-plastic traffic markings, traffic signage and
vehicle impact guardrails.
Supply, fabrication and installation of structures including pipe racks, pipe supports,
support structures for vessels, structures, platforms and access ladders with safety
cages, miscellaneous supports and access structures, supports for electrical and
instrumentation cable trays and racks, covers for manholes and trenches.
Supply, offsite fabrication and installation of PAU’s, valve skids, pipe racks/bridges and
the like.
Installation and grouting of all structural steelwork, pipe and miscellaneous supports
including any sub-assemblies.
Where structures include runway beams, these shall be installed and load-tested by
CONTRACTOR in accordance with local rules and regulations.
The construction, installation, tie-in and testing of various pipeline systems (flowlines,
flexlines, trunklines, water injection lines, source water lines, pipework within degassing
stations/CPS, outside battery limits of existing facilities and the like), including hydro
testing and/or leak testing.

h) Process and Utility Piping installation in Oil, Gas and Water systems (ferrous/non-
ferrous/GRP materials) may include:
Fabrication & installation of all accessories, fittings, valves and the like.
CONTRACTOR will be responsible for assembling and dressing the process and
utility skids with all pipe and fittings supplied by Vendor, where applicable.
Where the WORK relates to existing facilities the CONTRACTOR shall interface closely
and in cooperation with COMPANY’s Operations/Maintenance Departments in the
execution of applicable work.
i) Installation of packaged mechanical process (oil, gas & water systems) equipment
may include:
x. E-houses
CONTRACTOR shall closely interface and cooperate with this specialist OTHER
CONTRACTOR in this critical element of the WORK. CONTRACTOR shall provide all
necessary support and attendance to this OTHER CONTRACTOR to ensure the
satisfactory execution of this WORK. Specifically, CONTRACTOR shall shim, pack and
level the equipment base plates to the specified tolerances, carry out any necessary
final levelling and alignment and then shall bolt and grout vessels into final position on
foundation.
The typical Scope of Work for Remedial Works to existing tanks includes the
repair/replacement of:
Tank foundation/Roof/Shell/Bottom
Nozzles, manhole and / or clean out door
Tank external and/or internal coating
Safety valves/PVVs, blow off hatch
Foam system
Tank ancillary piping
Instrumentation
Tank earthing system
Lighting system
Lightening protection system
Provision of Cathodic Protection system
All necessary NDT/PWHT, radiography, ITP and GOC certification
Bund wall
The installation of general power / lighting and installation of fittings, earthing systems,
including the core boring / drilling for new electrodes, installation of above and
underground cable in tray/rack and precast concrete trenches, discrete E&I systems
replacements, modifications and extensions, site inspections and system testing,
services of electrical technicians and QA inspection engineers in support of larger
projects, hook up of Package Substations (PST), HV / LV jointing & termination,
control wiring and terminations, temporary power generation, etc.
Installation and calibration of instrument includes: Instrument Air, Plant Air, Control
Systems (PT/TT/DPT/LT and the like), Shut Down (PS/LS/SDV’s/CV’s and the like),
Junction Box and Marshalling Terminations etc.
If required, CONTRACTOR shall provide adequate, qualified staff, plant and test
equipment’s for the installation, and commissioning of 11kV and 6.6kV overhead
lines.
CONTRACTOR shall implement and maintain effective Quality and Integrity Management over
all activities in the performance of the WORK.
CONTRACTOR shall ensure that all the requirements defined within Section V (Quality and
Integration Management) are complied with in full, in every aspect of the WORK under
CONTRACT.
CONTRACTOR shall implement and maintain effective Health, Safety, Security and
Environmental Procedures covering all activities in the performance of the WORK.
CONTRACTOR shall ensure that all the requirements defined within Section IV (Health, Safety,
Security and Environmental) are complied with in full, in every aspect of the execution of the
WORK under the CONTRACT.
8 Project Coordination
CONTRACTOR shall ensure that all the requirements defined within Section VI (Project
Coordination Procedures) are complied with in full, in every aspect of the WORK under
CONTRACT. As prescribed within Section VI, the PARTIES shall participate in a CONTRACT
Project Co-ordination Meeting with fifteen (15) days from the CONTRACT COMMENCEMENT
DATE, at which the PARTIES shall agree upon the specific administrative plans, procedures,
reports and tools that will be implemented and/or use by CONTRACTOR, and the submission
frequency for such deliverables, to properly control, co-ordinate and report to COMPANY on
CONTRACTOR’s execution of the WORK. All such deliverables shall be APPROVED prior to
implementation.
9 Supply of Materials
COMPANY shall “free issue” to the CONTRACTOR, COMPANY PROVIDED ITEMS, including
but not limited to:
Each CALL OFF that is issued to CONTRACTOR shall detail specific COMPANY PROVIDED
ITEMS that shall be issued to CONTRACTOR.
CONTRACTOR shall collect COMPANY PROVIDED ITEMS from COMPANY stores / warehouse
/ RSB, and shall transport to site, unpack, inspect, store and protect it prior to installation. Any
paint touch-up, where required, shall be carried out by CONTRACTOR.
All other materials, including all materials for the civil works and structural works, shall be supplied
by the CONTRACTOR unless stated otherwise in specific CALL OFF.
CONTRACTOR shall also supply all consumable material and temporary materials required for:
All tools and equipment for levelling, shimming and alignment of Manifolds,
Scaffolding,
All painting materials including paint, thinner, tools and consumables required for surface
preparation and painting including shots, grits, etc.,
Materials to externally coat joints and to line internal joints of pipelines
All cathodic protection materials and associated concrete chambers and the like.
Construction Utilities,
All utility services necessary to construct, test and pre-commission the WORKS including,
potable water, and test water, water for construction purpose, electrical power, sewage and
waste disposal. CONTRACTOR shall provide, install and operate all facilities required to
store, transport or handle such utility services.
E & I Consumables, include but are not limited to bolts, nuts (to suit Unistrut fittings), ferrules,
snoop, insulation tape, Cadweld materials, crimps and lugs.
Upon collection, and prior to removal by CONTRACTOR of any COMPANY PROVIDED ITEMS,
CONTRACTOR shall verify that the materials are in good order and free from any damage
whatsoever.
The objective of the preservation process is to protect the COMPANY PROVIDED ITEMS and
EQUIPMENT from damage, contamination and deterioration, which may occur as a result of poor
handling, transportation and storage. CONTRACTOR shall be responsible for all aspects of
preservation, including the provision of all consumables.
CONTRACTOR shall operate an efficient and safe Material Control System to ensure appropriate
equipment and / or material marking, handling and tracking procedures are in place.
CONTRACTOR shall implement his own Materials Management System SMCS (Site Materials
Control System) for use in the Project. CONTRACTOR’s SMCS system must be able to track
materials that have been issued. CONTRACTOR shall liaise closely with COMPANY’S
representatives to ensure that his SMCS is able to interface with COMPANY’s Maximo (Oracle
data base) system hosted in the ROO HQ, in order to operate independently at the remote
Rumaila site.
CONTRACTOR shall be responsible for safekeeping of all COMPANY PROVIDED ITEMS from
receipt from COMPANY until HANDOVER of the PERMANENT WORKS to COMPANY.
10 Execution of Works
CONTRACTOR shall perform the WORK in accordance with the Specification, Procedures,
Codes, Standards and Drawings.
In the event of discrepancy or conflict between the documents, the following order of precedence
applies;
Should the application of local standards, codes, or similar statutory requirement conflict with the
above order of precedence, CONTRACTOR shall immediately inform COMPANY in writing.
CONTRACTOR shall be responsible for obtaining all necessary Third Party inspections and
approvals from the relevant authority. COMPANY shall be kept fully informed and involved with
discussions with any Third Parties.
CONTRACTOR shall comply with any local regulations and / or codes of practice that are
applicable to this CONTRACT. CONTRACTOR shall verify for himself what such local regulations
or codes of practice that are applicable to this CONTRACT from time to time. No such materials
will be supplied by COMPANY.
CONTRACTOR shall be responsible for the preparation of any shop drawing that he requires to
execute the WORK.
Drawing Revisions
The list of drawings provided by the COMPANY appended to this Scope of Work identifies the
drawing revision status at the time of issue. During the course of the WORK, drawings may be
revised, and in such cases, CONTRACTOR shall immediately inform COMPANY of the impact
of the changes therein.
CONTRACTOR shall maintain a register of all documents issued to him by the COMPANY.
CONTRACTOR shall not proceed with construction / fabrication work until an “Issued for
Construction” or “Approved for Construction” drawing is issued by the COMPANY.
CONTRACTOR shall clearly identify the revision and purpose of each issued document. Site
work shall only commence once CONTRACTOR’s own documentation has been clearly marked
as being either “Issued for Construction” or “Approved for Construction”.
“AS-Built” Drawings
CONTRACTOR shall provide all “As Built” data to COMPANY within seven (7) days of any
modification as a clear mark-up on the COMPANY design document.
Drawings that require amending to “As Built” status by CONTRACTOR shall be marked in
accordance with the following project coding:
“As-Built” drawings shall be identified by a stamped on label colour RED, which shall state; “AS
BUILT”, shall be dated and the name of the person who marked up he drawings, together with
the signature of CONTRACTORS approved QA Engineer.
CONTRACTOR shall use COMPANY’S Control of Works (CoW) system of "Work Permits" to
ensure that the CONTRACTOR'S activities do not constitute a danger, particularly within the
DS’s. Permits shall be issued by the COMPANY’S authorized representative in accordance with
the safety rules and will specify the work that is permitted to be performed and the equipment that
shall be used. Work Permits are to be obtained / renewed daily subject to the respective WORK
to be performed.
A permit becomes invalid if the work is stopped during the day or if the CONTRACTOR'S
Supervisor is changed during the course of work. No claims will be entertained for withdrawal of
work permit. However, permit would be withdrawn only if it is considered that the activities at site
are unsafe or if the CONTACTOR’S Supervisor is changed during the course of work?.
CONTRACTOR shall use non-spark generating tools and shall take adequate precautions not to
generate sparks while work is carried out inside the Plants. Suitable fire-fighting equipment (fire
blanket, water hose, fire extinguisher etc.) shall be made available and ready for immediate use.
PERSONNEL shall be instructed/ trained in the proper use of this equipment.
Sufficient area as defined by the COMPANY representative will be assigned as working space
for the storage of material and CONTRACTOR shall restrict his operations to the working space
allocated to him. CONTRACTOR shall be held responsible for ensuring that all activities are
conducted in this working space.
Before the commencement of any WORK by CONTRACTOR under a specific CALL OFF, certain
documents, including the below list, must be APPOVED by COMPANY and effective –
HSSE Plan along with all Method Statements and Risk Assessments associated
with the WORK
Quality Plan along with all Inspection and Test Plans (ITP’s), WPS/PQR and
Welder Qualification Tests associated with the WORK
Applicable Control Of Work Permits
Construction Schedule
Construction Method Statements and Execution Plans including transportation
and lifting plans
Pre-Commissioning Support:
CONTRACTOR shall provide labour to support pre-commissioning activities, which shall include,
the following:
CONTRACTOR shall provide labour to support COMPANY commissioning team during pre-
commissioning and through to completion commissioning activities, which shall include the
following:
Commissioning Support:
Tightening flanges;
CONTRACTOR shall be responsible for the execution of the WORK and completion of
documentation in accordance with the Work Packs (prepared by CONTRACTOR) up to and
including Mechanical Completion (MC) and Pre-Commissioning, all in accordance with the
COMPANY’S Guidance on Certification (GOC) Completions Procedure.
CONTRACTOR shall then assist COMPANY with the commission of the WORKS to system
handover (SH1).
The management of the testing and verification, to ensure that the WORK complies with the
CONTRACT documents and/or APPROVED revisions, shall be witnessed and entered in an
inspection and test record (ITR) procedure, namely Guidance on Certification (GOC).
The GOC procedure details the structured approach that CONTRACTOR shall employ to manage
the Site Inspection, Testing and Commissioning of his scope of WORK.
MECHANICAL COMPLETION is the final stage of construction and involves checking and testing
individual items of equipment in situ to confirm compliance with project drawings, instructions and
specifications. It is a single discipline activity.
The checking and testing (A sheets) is carried out by CONTRACTOR on un- energised, static
tagged items (i.e. device by device). COMPANY will issue generic ‘A’ sheets that it requires
CONTRACTOR to use.
All WORK shall be completed by system or sub-system previously identified and included in the
project and construction SCHEDULES.
When CONTRACTOR considers it has achieved Mechanical Completion of a system, it shall invite
COMPANY representatives to participate in a system walk- down (tri-party punch, i.e.
Construction, Commissioning and Operations representatives). Any Category ‘A’ deficiencies
identified shall be cleared prior to the Mechanical Completion Certificate (MC) being signed.
Signatories will include the CONTRACTOR’S and COMPANY Commissioning Authorities. A
limited number of Category B deficiencies may be allowed to remain outstanding at COMPANY’S
sole discretion, captured via a punch list system. Refer to 00096R-C-G0-G000-CO-PRO-0001,
GOC Completions Procedure, for the definition of Category A and B items.
Discipline Mechanical Completion (DMC) is an optional stage. The CONTRACTOR should give
due consideration to including DMC in the process as it allows discipline static commissioning to
start as soon as the DMC is complete. Safety hazards that are associated with integrated
construction and commissioning activities should be considered and addressed through the
commissioning HSSE plan as well as the site control of work system.
Technical Integrity Documentation (GOC) shall be handed over to the COMPANY in two formats,
Soft Copy (Electronic) and hard paper copies. Soft Copy documentation shall be sent to
COMPANY for review and comment prior to the Mechanical Completion (MC) and System
Handovers (SH) being signed. Hard copies of the completed documentation shall be presented
to COMPANY after the handover stage, but in a timely manner.
COMPANY shall organise and provide qualified, competent PERSONNEL with GOC System
Administration training (the cost of the training course shall be free to CONTRACTOR).
