Section II Scope of Works

1 General Overview

This scope of work document shall be read in conjunction with relevant CONTRACT Documents,
Job Descriptions, Drawings, Specification, all addenda and other documents supplied by
COMPANY. CONTRACTOR shall be responsible for examining with appropriate care all such
materials in order to analyze all conditions that might affect the cost or performance of the WORK.
CONTRACTOR shall be responsible to perform the WORK as generally described in this scope
of work and as specifically described in CALL OFFS that are issued to CONTRACTOR. Failure
to execute the WORK shall be at CONTRACTOR’s sole risk and no relief shall be given to
CONTRACTOR for errors or omissions.

This scope of work includes the provision of resources, PERSONNEL (direct and indirect),
PLANT, to ensure the performance by CONTRACTOR of multiple disciplinary general
construction services inside and outside of existing operational facilities (each such service to be
more fully described in the relevant CALL OFF in respect of such item) including (but not limited
to):

a) Civils, Structural, fabrication, erection & building works


b) Design/engineering/procurement supplemental and specific as required (in and out-of-
country), details of which will be covered by specific CALL OFF(S), as required.
c) Transportation and lifting of in-gauge and out-of-gauge equipment
d) Storage and handling of Equipment including preservation where required
e) Scaffolding & craneage
f) Hydrovac excavation
g) Equipment Installation and Mechanical hook-up
h) Pipelines, Process and Utility Piping fabrication, installation & testing including externally
coated, internally lined, heavy wall thickness and high & low pressure systems including
specialist alloys (Super Duplex etc.)
i) Coating/lining of pipelines.
j) Provision of off-site fabrication facilities including blasting & painting
k) Electrical Power & Control Systems and CCTV systems installation & testing
l) Instrumentation installation & calibration
m) Geotechnical survey support, GPR and CAT scan capability
n) Testing, Pre-commissioning (GOC) and Commissioning Support

The scope of work described above is required in support of the field development plan which
may include the following projects:

i. Any Site enabling works


ii. Vessel remediation, refurbishment & replacement
iii. Pipelines and wellhead facilities
iv. Flowlines, flexline and trunkline installations
v. ESPs and repair of existing ESPs
vi. OHTL electrical distribution systems
vii. Manifolds, fabrication, construction and installation
viii. Water storage tank construction & refurbishments
ix. Qarmat Ali Project support including Water Intake
x. CPS Station project support
xi. North Rumaila Water Treatment (NRWT) project support
xii. Free Water Knockout facilities (1st & 2nd stage separation)
xiii. Produced Water facilities (transfer/reinjection)
xiv. Tie-in/OSBL work associated with major EPC projects (ISBL work)

xv. Any future project as defined by the field development plan

CONTRACTOR shall provide PERSONNEL and PLANT required to complete the construction
WORK detailed in each CALL OFF.

CONTRACTOR shall ensure that all PERSONNEL are competent to perform the WORK assigned
to them and that PERSONNEL are mobilized in sufficient numbers and in sufficient time for the
WORK to be completed by the SCHEDULED COMPLETION DATE stated in the CALL-OFF.

In the event CONTRACTOR is required to perform an aspect of work or part of the WORK, that
CONTRACTOR does not normally perform in the course of its normal business activities or if
suitably qualified, specialist PERSONNEL are not available in-house or within CONTRACTOR
GROUP or if COMPANY expressly nominates a specialist 3rd party organisation or consultant to
perform certain aspects of the WORK, then CONTRACTOR shall appoint such 3rd party specialists
or consultants nominated or APPROVED by COMPANY to perform such WORK or part of the
WORK.

CONTRACTOR acknowledges that COMPANY has total freedom to contract with any other entity
for any services that could fall within the scope of this scope of work.

The responsibilities of the PARTIES in respect of the performance of the WORK are summarised
in the “Division of Responsibilities (DoR)” (APPENDIX I). This DoR is indicative only.

Any TECHNICAL INFORMATION referenced herein and issued to CONTRACTOR is indicative


only of the possible items that might be the subject of a CALL OFF and are intended to highlight
to CONTRACTOR the potential complexity of the WORK to be performed under this CONTRACT.
Such indicative TECHNICAL INFORMATION relates to the construction of a degassing station
(DS03), installation of a flowline and wellhead installation and repairs to existing crude oil flow
tanks as referenced in APPENDIX 2 with instructions for CONTRACTOR on how to source this
TECHNICAL INFORMATION.

For each specific element of WORK that COMPANY requires CONTRACTOR to perform,
COMPANY shall issue a specific CALL OFF to CONTRACTOR that includes all associated
specific TECHNICAL INFORMATION.

CONTRACTOR shall only be authorized to perform elements of the WORK that are expressly
covered by executed CALL OFF(S).

CONTRACTOR shall provide PERSONNEL and PLANT to carry out multiple CALL OFFS
concurrently, if so required by COMPANY.

3 Document Precedence

CONTRACTOR shall notify COMPANY of any conflict between the Specifications, codes and
standards and any other specifications noted herein. Resolution and/or interpretation precedence
shall be obtained from COMPANY in writing before proceeding with the affected work.

In the case of conflict between Laws, Specifications and Standards, the following shall be applied
in decreasing order of precedence:

1. Statutory Iraqi Laws and Regulatory Requirements.


2. Project Specifications and Standards/TECHNICAL INFORMATION
2. International Codes, Standards and Regulations.
4. Recognised manufacturer’s and technology codes and standards shall
be utilised where appropriate and where they do not conflict with (1) or
(2) or (3).
5. Good Engineering Practice.

In the event of an inconsistency, conflict or discrepancy between any of the Laws, Codes,
Standards and Regulatory Requirements, notwithstanding the above hierarchy, COMPANY may
elect, on occasion, to adopt the most stringent of these for the execution of the WORK and shall
notify CONTRACTOR accordingly.

4 Deviations
Any technical deviations to Project Specifications or codes and standards listed in 0000RP-
C-G0-G000-QA-PRO-0001, shall be processed according to deviation request procedure
0000RP-C-G0-G000-QA-PRO-0004. Scope of Work

5 General

Scope of Work Review

CONTRACTOR shall review this Scope of Work and any associated CALL OFFS that are
issued in their entirety, ensuring adequate provision of the necessary PLANT and full spectrum
of qualified PERSONNEL in order to perform the WORK detailed in a CALL OFF.

Land Release Certificate

CONTRACTOR must request from COMPANY and be in possession of a `Land Release


Certificate’ from COMPANY unless otherwise instructed by COMPANY before mobilization to any
WORKSITE. This includes the nominated WORKSITES, all access routes and laydown areas.

5.1 The Work

a) Generally

CONTRACTOR shall be deemed to have full working knowledge and have obtained
all necessary information and data of the WORKSITES, at which the WORK is to be
performed, including prevailing weather, surface and subsurface conditions,
hydrological, climatic and physical conditions, contingencies and all other circumstances
under which the CONTRACT shall be performed. The WORK shall be executed in
accordance with CONTRACT and the terms and conditions stipulated within the CALL
OFF.

CONTRACTOR shall familiarize itself with the requirements and extent of the WORK
anticipated by this CONTRACT and each CALL-OFF.

b) PERSONNEL

CONTRACTOR shall provide fully trained, competent PERSONNEL at sufficient level in


order to complete WORK in a timely manner and to implement all project management,
co-ordination, quality assurance control systems, HSE supervision and control of the
construction activities.

CONTRACTOR shall employ qualified manpower capable of executing the WORK in a


technically acceptable manner in accordance with the requirements detailed in
Attachment B – Candidate Technical Specifications to Section III (Contract Payments).

CONTRACTOR shall for each CALL OFF, provide a manpower loading plan with trade
and grade etc. The manpower loading plan may include, number of PERSONNEL by
category required to discharge all duties needed to complete the WORK; organization
charts; manner in which any applicable local content requirements shall be satisfied; and
other items that may be specified. The manpower loading plan will differentiate direct and
indirect categories of labour and identify work to be performed pm and off site.

CONTRACTOR shall assign a dedicated project manager under the CONTRACT. The
project manager shall be single point of contact for provision of project management, co-
ordination, quality assurance control systems, HSE supervision and control of the
construction activities. The project manager is expected to provide a single point of
contact for contractual issues, HSSE performance, and for issues relating to compliance
with the scope of work contained herein.

All PERSONNEL making up CONTRACTOR’s Project / Construction Management Team


shall be classed as KEY PERSONNEL.

CONTRACTOR shall provide an overall project organisation chart complete with the
names and positions of KEY PERSONNEL within 14 days of the issuance of any CALL-
OFF.

KEY PERSONNEL shall be defined in the Project Execution Plan. The organisation chart
shall accurately reflect the actual personnel assignments and the split between expatriate,
local staff, site and home office. Before commencing any activity, CONTRACTOR shall
obtain APPROVAL from COMPANY for the organisation and KEY PERSONNEL
assigned.

For each KEY PERSONNEL position, the following information shall be provided:

 Role and responsibilities.


 Job title.
 Person(s) appointed.
 Candidate's most recent resume.
 English language proficiency.

All KEY PERSONNEL proposed to be deployed under CONTRACT shall be subject to


APPROVAL via a Personnel Assignment Approval Form (PAAF), in accordance with the
requirements detailed in Section VI (Project Coordination Procedures). For the avoidance
of doubt, nothing in the PAAF shall be construed as an amendment to the provisions of
this CONTRACT or any rates set out in this CONTRACT. At COMPANY’s discretion, face-
to-face/telephone interviews may be conducted with various candidates before they are
APPROVED to mobilise to site.

KEY PERSONNEL shall be sufficiently conversant with the English language to enable
COMPANY to issue instructions and to receive written and verbal reports in the English
language.

CONTRACTOR shall employ local labour subject to availability and suitability of


qualifications and experience. CONTRACTOR shall comply with all relevant
governmental rules, regulations and instructions with respect to the employment of local
labour. CONTACTOR shall ensure that all employees undertake suitable induction
training and work orientation and be familiarized with the HSE aspects of their work.

c) PLANT, Construction Equipment and Tools

CONTRACTOR shall be responsible for provision of all required PLANT and construction
facilities:

 Provision of all necessary onsite/offsite fabrication workshops


 Provision of all warehousing
 Provision of all construction equipment, cranes, tower cranes, man lift, truck,
compactor, grader, excavator, loader, welding machines, generators and the like.
 Provision of scaffolding materials
 Provision of transportation vehicles
 Provision of lighting equipment
 Provision of all test equipment and tools
 Provision of any temporary power and instrument air

All PLANT to be used in execution of WORK shall comply fully with all statutory and
COMPANY’S HSE requirements, whichever is more stringent.

All PLANT to be used shall be in good condition, well maintained and duly protected
against climatic influences, in order to ensure safe working conditions.

Regular inspection and testing of PLANT shall be carried out to satisfy HSE, statutory and
COMPANY requirements. Official records of these inspections shall be made available to
COMPANY upon request.

CONTRACTOR shall prohibit the use of PLANT, which is unsafe and/or unsuitable to
perform the WORK.

CONTRACTOR shall ensure that all cranes are:


 Certified to BS7121 with all previous inspection records, reports and certificates.
 Further comply to the following:
‐ BS7121 Safe Use of Cranes
‐ Lifting Operations and Lifting Equipment Regulations 1998 (LOLER)
‐ Provision and Use of Work Equipment Regulations (PUWER) 1998
 Certified by an internationally recognized Third Party Certification Organisation
APPROVED by COMPANY and COMPANY’s ATO (Authorised to Operate) Authority.
 Supplied with a selection of new rigging accessories from an internationally
recognized manufacturer and will be colour coded in accordance with ROO lifting
procedures.
 All lifting personnel such as crane operators/riggers/signal men will be trained and
qualified by internationally recognized training provider.

All lifting operations carried out by CONTRACTOR shall comply with the following:

CONTRACTOR is responsible for all permits and for all customs and other duties for his
PLANT, if applicable.

d) Other Temporary Facilities and Services

COMPANY shall provide CONTRACTOR with a site where he may establish his
temporary construction facilities.

CONTRACTOR shall construct, provide and maintain any temporary construction site
facilities and establishments that he requires to complete the WORK. CONTRACTOR
shall be responsible for the security of the temporary construction facilities on the land
provided including, but not limited to any civil remediation works required / civil foundation
works for temporary cabins and the like.

CONTRACTOR shall provide all utilities required for the Construction Temporary Facilities,
including, but not limited to electrical power, raw water, potable water and the like.

CONTRACTOR shall provide transportation, all security services, camp facilities and
support services for PERSONNEL.

For CONTRACTOR’s PERSONNEL, CONTRACTOR shall provide items, including:


 Accommodation
 Food, laundry and catering services.
 Personal Protective Equipment (PPE) and workwear
 Office accommodation as necessary.
 All computers, software, printers, telephones and other ITC equipment and apparatus
necessary.
 CONTRACTOR shall satisfactorily maintain all camp facilities, including utility systems.
 Provision of waste and sewage collections from all camp locations.
 All accommodations shall be maintained in a clean and hygienic condition by
CONTRACTOR.
 Security of PERSONNEL as per COMPANY policy, 24 hours per day, 7 days per week.
 All transportation services to ensure PERSONNEL are able to perform their duties
satisfactorily and, for local PERSONNEL, commuting from their home base. Where
necessary, transportation shall cover PERSONNEL making multiple moves on a daily
basis around Rumaila WORKSITES.
 Medical facilities (including first-aid and trauma care) at the worksite(s) and at all
accommodation camp, in accordance with HSSE policies and procedures.

If requested by COMPANY, CONTRACTOR shall provide such furnished office


accommodation for COMPANY personnel at CONTRACTOR’s temporary construction
facilities as COMPANY may specify. This office accommodation shall be of a standard
equal to that that CONTRACTOR would provide to his own senior site staff.

e) Civil Works may include:

 CONTRACTOR shall perform the setting out of the WORKS, ensure the correctness
of the positions, levels, dimensions and alignments of all parts of the WORK.
CONTRACTOR shall check and accept the elevations and positions of all work
performed by others that interface with the WORK performed by CONTRACTOR.

 Demolition works and removal off site of all debris.

 General Earthworks; e.g. Site Clearance, Grading & levelling, Excavations, normal
& structural. Backfilling at different locations for installation of foundations,
underground piping, cable ducts and trenches, chambers and pits. Compaction and
surface finishing.

 Piling, if necessary.

 Construction of concrete foundations for installing the packaged equipment and


skids, buildings & equipment, pipe supports, transformer walls, chemical dosing tank
bund, cable ducts, street lighting, package substation and road crossing culverts.
Concrete shall be in-situ and/or precast depending upon WORKSITE requirements.

 Minor building works/extensions.

 Repairing and remedy works to existing concrete works, this may include
demolishing and casting or renewal concrete parts.

 CONTRACTOR’S scope under Fencing & Gate works shall comprise of fabricating
and installing various types of fencing and gates including all associated fence,
concrete footings, gates and fence posts.

 The scope of road works includes the construction of concrete paving, access road
and all site plant asphalt roads (black top to be completed after main mechanical

f) Steelworks may include:

 Supply, fabrication and installation of structures including pipe racks, pipe supports,
support structures for vessels, structures, platforms and access ladders with safety
cages, miscellaneous supports and access structures, supports for electrical and
instrumentation cable trays and racks, covers for manholes and trenches.

 Supply, offsite fabrication and installation of PAU’s, valve skids, pipe racks/bridges and
the like.

 Supply, fabricate and erect storage tanks and/or refurbish tanks

 Installation and grouting of all structural steelwork, pipe and miscellaneous supports
including any sub-assemblies.

 Where structures include runway beams, these shall be installed and load-tested by
CONTRACTOR in accordance with local rules and regulations.

 CONTRACTOR is required to ‘touch-up’ any damage to paint on pre-painted steel


items which may have occurred during transportation and installation.

g) Pipelines may include:

 The construction, installation, tie-in and testing of various pipeline systems (flowlines,
flexlines, trunklines, water injection lines, source water lines, pipework within degassing
stations/CPS, outside battery limits of existing facilities and the like), including hydro
testing and/or leak testing.

h) Process and Utility Piping installation in Oil, Gas and Water systems (ferrous/non-
ferrous/GRP materials) may include:

 Supply, handle and install fabricated/pre-fabricated assemblies, components, all


interconnecting process piping and process piping between mechanical process
packages and tie-ins on pre-erected racks, connection of the erected spools,
installation of loose supplied interconnection spools, fabrication, erection and
connection of all inter skid connection spools (as required) and valves. Prefabrication
works may be undertaken at CONTRACTOR’s workshop, pipe yard and/or at the
DS’s in Rumaila Oil Field under supervision of COMPANY.

 Fabrication & installation, repair, replacement, maintenance, modification or tie-in of


various pipeline systems and interconnecting piping systems between skids and
process tie-in points within the existing facilities (in-station production manifold, in-
station oil piping works and the like).

 Hydro-testing and/or flushing of piping systems

 All necessary NDT/PWHT, radiography, ITP and GOC certification

 Fabrication & installation of all accessories, fittings, valves and the like.

 CONTRACTOR will be responsible for assembling and dressing the process and
utility skids with all pipe and fittings supplied by Vendor, where applicable.

 Where the WORK relates to existing facilities the CONTRACTOR shall interface closely
and in cooperation with COMPANY’s Operations/Maintenance Departments in the
execution of applicable work.

i) Installation of packaged mechanical process (oil, gas & water systems) equipment
may include:

 Uplift from COMPANY’s store/yard/warehouse/Rumaila Supply Base (RSB) or Iraqi


Seaport and/or Airport of importation, transport to WORKSITE, handle and lift into
position, various IN-GAUGE and OUT-OF-GAUGE (OOG) process and utility skids and
the like, including, but not limited to equipment and vessels such as -

x. E-houses

 CONTRACTOR shall use the services of an APPROVED specialist heavy


transportation and heavy lifting contractor, who shall be responsible for the uplifting of
heavy and/or OOG vessels and equipment from COMPANY’s RSB, Iraqi Seaport
and/or Airport of importation and/or other locations, transportation of them to
WORKSITES, handling and lifting into position on foundations that have been
previously cast by CONTRACTOR.

 At COMPANY’s sole discretion, COMPANY may appoint a specialist heavy


transportation and heavy lifting contractor (OTHER CONTRACTOR) , who shall be
responsible for the uplifting of heavy and/or OOG vessels and equipment from
COMPANY’s RSB, Iraqi Seaport and/or Airport of importation and/or other locations,
transportation of them to WORKSITES.

 CONTRACTOR shall closely interface and cooperate with this specialist OTHER
CONTRACTOR in this critical element of the WORK. CONTRACTOR shall provide all
necessary support and attendance to this OTHER CONTRACTOR to ensure the
satisfactory execution of this WORK. Specifically, CONTRACTOR shall shim, pack and
level the equipment base plates to the specified tolerances, carry out any necessary
final levelling and alignment and then shall bolt and grout vessels into final position on
foundation.

j) Tank Construction and Refurbishment may include:

underground cable in tray/rack and precast concrete trenches, discrete E&I systems
replacements, modifications and extensions, site inspections and system testing,
services of electrical technicians and QA inspection engineers in support of larger
projects, hook up of Package Substations (PST), HV / LV jointing & termination,
control wiring and terminations, temporary power generation, etc.

 Installation and calibration of instrument includes: Instrument Air, Plant Air, Control
Systems (PT/TT/DPT/LT and the like), Shut Down (PS/LS/SDV’s/CV’s and the like),
Junction Box and Marshalling Terminations etc.

 If required, CONTRACTOR shall provide adequate, qualified staff, plant and test
equipment’s for the installation, and commissioning of 11kV and 6.6kV overhead
lines.

6 Quality Assurance & Quality Control (QA/QC)

CONTRACTOR shall implement and maintain effective Quality and Integrity Management over
all activities in the performance of the WORK.

CONTRACTOR shall ensure that all the requirements defined within Section V (Quality and
Integration Management) are complied with in full, in every aspect of the WORK under
CONTRACT.

7 Health Safety Security Environment (HSSE)

CONTRACTOR shall implement and maintain effective Health, Safety, Security and
Environmental Procedures covering all activities in the performance of the WORK.

CONTRACTOR shall ensure that all the requirements defined within Section IV (Health, Safety,
Security and Environmental) are complied with in full, in every aspect of the execution of the
WORK under the CONTRACT.

CONTRACTOR shall implement and maintain effective Project Coordination Procedures


covering all activities in the performance of the WORK.

CONTRACTOR shall ensure that all the requirements defined within Section VI (Project
Coordination Procedures) are complied with in full, in every aspect of the WORK under
CONTRACT. As prescribed within Section VI, the PARTIES shall participate in a CONTRACT
Project Co-ordination Meeting with fifteen (15) days from the CONTRACT COMMENCEMENT
DATE, at which the PARTIES shall agree upon the specific administrative plans, procedures,
reports and tools that will be implemented and/or use by CONTRACTOR, and the submission
frequency for such deliverables, to properly control, co-ordinate and report to COMPANY on
CONTRACTOR’s execution of the WORK. All such deliverables shall be APPROVED prior to
implementation.

9 Supply of Materials

COMPANY shall “free issue” to the CONTRACTOR, COMPANY PROVIDED ITEMS, including
but not limited to:

 Equipment and vessels


 OOG/heavy items of equipment
 Pipe
 Valves
 Flanges and Fittings
 Gaskets (permanent)
 Stud Bolts
 Tagged instruments & equipment, including field instrument devices, junction boxes,
HV/MV/LV switchgear, ICSS systems, Ex. lighting and the like
 E & I Bulks (e.g. cables, glands, cable ladder/rack, Unistrut)

Each CALL OFF that is issued to CONTRACTOR shall detail specific COMPANY PROVIDED
ITEMS that shall be issued to CONTRACTOR.

CONTRACTOR shall collect COMPANY PROVIDED ITEMS from COMPANY stores / warehouse
/ RSB, and shall transport to site, unpack, inspect, store and protect it prior to installation. Any
paint touch-up, where required, shall be carried out by CONTRACTOR.

All aspects of CONTRACT Section VI – PROJECT COORDINATION PROCEDURES, 12 –


MATERIALS CONTROL shall be followed by CONTRACTOR and these obligations shall be
supplemented as follows, if the storage of COMPANY PROIVIDED ITEMS at CONTRACTOR’s
facilities is APPROVED:

i. COMPANY shall, without cost to CONTRACTOR, supply COMPANY PROVIDED


ITEMS as in the CONTRACT whereupon COMPANY PROVIDED ITEMS shall enter
the care, custody and control of CONTRACTOR. CONTRACTOR shall, at its cost,
make all necessary arrangements for receiving, off-loading, handling, storing and
safeguarding COMPANY PROVIDED ITEMS.

ii. CONTRACTOR shall be responsible for collecting from COMPANY’s Rumaila


Supply Base (RSB), receiving, unloading and handling COMPANY PROVIDED
ITEMS when delivered to any member of CONTRACTOR GROUP. CONTRACTOR
shall visually inspect all such items and check all supporting documentation and shall
notify COMPANY via an Over, Shortage & Damage Report (OSD) of any discrepancy
or damage within five (5) DAYS of their receipt failing which there shall be deemed
to be no discrepancy or damage. Receipt of all COMPANY PROVIDED ITEMS shall
be recorded in writing.
iii. CONTRACTOR shall carry out all inspections of COMPANY PROVIDED ITEMS as
provided for in the CONTRACT and shall notify COMPANY of the results of such
inspections.
iv. CONTRACTOR shall maintain, in a form agreed by COMPANY, adequate records of
COMPANY PROVIDED ITEMS and provide a regular monthly inventory to show the
use of all materials and equipment received and the balance of materials and
equipment unused at all times. COMPANY may request ad-hoc reports as necessary.
v. CONTRACTOR shall store, preserve, maintain and inspect COMPANY PROVIDED
ITEMS to the extent necessary to protect and prevent deterioration in such items in
the period prior to the HANDOVER DATE. CONTRACTOR shall promptly notify
COMPANY of DEFECTS discovered by such inspections.
vi. COMPANY shall, following receipt of notice from CONTRACTOR of defects in
COMPANY PROVIDED ITEMS, provide CONTRACTOR with instructions as to how
to proceed.
vii. If CONTRACTOR fails to comply with the provisions of ( v ) a b o v e and, as a result
of such failure, COMPANY suffers loss or expense or loses any warranty,
CONTRACTOR shall make good such loss or expense or loss of warranty, at its own
cost.
viii. COMPANY shall retain title to all COMPANY PROVIDED ITEMS at all times and
CONTRACTOR shall store COMPANY PROVIDED ITEMS for each Project
separately and shall clearly label such as the property of COMPANY.
ix. CONTRACTOR shall include all key delivery dates in relation to COMPANY
PROVIDED ITEMS within the SCHEDULE and shall closely liaise with COMPANY in
relation to progress and delivery of COMPANY PROVIDED ITEMS. CONTRACTOR
shall use all reasonable endeavours to ensure that the impact of any delay in delivery
of COMPANY PROVIDED ITEMS is mitigated.
x. CONTRACTOR shall return or dispose of all unused surplus COMPANY PROVIDED
ITEMS as instructed by COMPANY.

All other materials, including all materials for the civil works and structural works, shall be supplied
by the CONTRACTOR unless stated otherwise in specific CALL OFF.

CONTRACTOR may be requested to make-up quantities of shortfalls in COMPANY PROVIDED


ITEMS (piping, electrical, instrumentation bulks and the like).

CONTRACTOR shall also supply all consumable material and temporary materials required for:

 Welder qualifications, welding procedure qualifications,


 Non-Destructive Testing,
 Hydrotesting including supply/disposal of test water, blind flanges and gaskets,
 Flushing of piping systems,
 Blind flanges and gaskets for hydrotest,
 Welding consumables,
 Mechanical stoppers required for tie-ins,

 All tools and equipment for levelling, shimming and alignment of Manifolds,
 Scaffolding,
 All painting materials including paint, thinner, tools and consumables required for surface
preparation and painting including shots, grits, etc.,
 Materials to externally coat joints and to line internal joints of pipelines
 All cathodic protection materials and associated concrete chambers and the like.
 Construction Utilities,
 All utility services necessary to construct, test and pre-commission the WORKS including,
potable water, and test water, water for construction purpose, electrical power, sewage and
waste disposal. CONTRACTOR shall provide, install and operate all facilities required to
store, transport or handle such utility services.
 E & I Consumables, include but are not limited to bolts, nuts (to suit Unistrut fittings), ferrules,
snoop, insulation tape, Cadweld materials, crimps and lugs.

Upon collection, and prior to removal by CONTRACTOR of any COMPANY PROVIDED ITEMS,
CONTRACTOR shall verify that the materials are in good order and free from any damage
whatsoever.

9.1 Materials Management and Preservation

Referring to COMPANY’s Preservation Strategy, Document No: 00095R-C-G0-G000-PM-PLN-


0002 refers; CONTRACTOR shall develop and manage detailed implementation plans for the
effective preservation of COMPANY PROVIDED ITEMS in the care, custody and control of
CONTRACTOR and EQUIPMENT. All such plans shall take due cognisance of preservation
recommendations of OTHER CONTRACTORS/Vendors/Suppliers, who manufactured and/or
supplied COMPANY PROVIDED ITEMS or EQUIPMENT. All such plans shall be APPROVED.

The objective of the preservation process is to protect the COMPANY PROVIDED ITEMS and
EQUIPMENT from damage, contamination and deterioration, which may occur as a result of poor
handling, transportation and storage. CONTRACTOR shall be responsible for all aspects of
preservation, including the provision of all consumables.

CONTRACTOR shall operate an efficient and safe Material Control System to ensure appropriate
equipment and / or material marking, handling and tracking procedures are in place.
CONTRACTOR shall implement his own Materials Management System SMCS (Site Materials
Control System) for use in the Project. CONTRACTOR’s SMCS system must be able to track
materials that have been issued. CONTRACTOR shall liaise closely with COMPANY’S
representatives to ensure that his SMCS is able to interface with COMPANY’s Maximo (Oracle
data base) system hosted in the ROO HQ, in order to operate independently at the remote
Rumaila site.

Throughout the CONTRACT, at intervals to be agreed, CONTRACTOR shall provide an Inventory


Report on COMPANY PROVIDED ITEMS and EQUIPMENT in an APPROVED format.

CONTRACTOR shall be responsible for safekeeping of all COMPANY PROVIDED ITEMS from
receipt from COMPANY until HANDOVER of the PERMANENT WORKS to COMPANY.

10 Execution of Works

COMPANY Design Documentation

CONTRACTOR shall perform the WORK in accordance with the Specification, Procedures,
Codes, Standards and Drawings.

In the event of discrepancy or conflict between the documents, the following order of precedence
applies;

 Project drawings “Issued for Construction”

 Standard drawings and general notes

 The project Specifications.

Should the application of local standards, codes, or similar statutory requirement conflict with the
above order of precedence, CONTRACTOR shall immediately inform COMPANY in writing.

CONTRACTOR shall be responsible for obtaining all necessary Third Party inspections and
approvals from the relevant authority. COMPANY shall be kept fully informed and involved with
discussions with any Third Parties.

CONTRACTOR shall comply with any local regulations and / or codes of practice that are
applicable to this CONTRACT. CONTRACTOR shall verify for himself what such local regulations
or codes of practice that are applicable to this CONTRACT from time to time. No such materials
will be supplied by COMPANY.

CONTRACTOR shall be responsible for the preparation of any shop drawing that he requires to
execute the WORK.

Drawing Revisions

The list of drawings provided by the COMPANY appended to this Scope of Work identifies the
drawing revision status at the time of issue. During the course of the WORK, drawings may be
revised, and in such cases, CONTRACTOR shall immediately inform COMPANY of the impact
of the changes therein.

CONTRACTOR shall maintain a register of all documents issued to him by the COMPANY.

CONTRACTOR shall not proceed with construction / fabrication work until an “Issued for
Construction” or “Approved for Construction” drawing is issued by the COMPANY.

CONTRACTOR shall clearly identify the revision and purpose of each issued document. Site
work shall only commence once CONTRACTOR’s own documentation has been clearly marked
as being either “Issued for Construction” or “Approved for Construction”.

CONTRACTOR shall provide all “As Built” data to COMPANY within seven (7) days of any
modification as a clear mark-up on the COMPANY design document.

Drawings that require amending to “As Built” status by CONTRACTOR shall be marked in
accordance with the following project coding:

 Deletions from the drawings shall be made in the colour BLUE

 Additions to the drawings shall be made in the colour RED.

 Comments to the drawings shall be made in the colour GREEN.

 All text shall be in the English language.

 All mark-ups shall be neat and legible.

“As-Built” drawings shall be identified by a stamped on label colour RED, which shall state; “AS
BUILT”, shall be dated and the name of the person who marked up he drawings, together with
the signature of CONTRACTORS approved QA Engineer.

10.1 Permit to Work

CONTRACTOR shall use COMPANY’S Control of Works (CoW) system of "Work Permits" to
ensure that the CONTRACTOR'S activities do not constitute a danger, particularly within the
DS’s. Permits shall be issued by the COMPANY’S authorized representative in accordance with
the safety rules and will specify the work that is permitted to be performed and the equipment that
shall be used. Work Permits are to be obtained / renewed daily subject to the respective WORK
to be performed.

A permit becomes invalid if the work is stopped during the day or if the CONTRACTOR'S
Supervisor is changed during the course of work. No claims will be entertained for withdrawal of
work permit. However, permit would be withdrawn only if it is considered that the activities at site
are unsafe or if the CONTACTOR’S Supervisor is changed during the course of work?.

No WORK is permitted to be performed inside hazardous, live plants or adjacent to existing


hazardous, live pipelines and facilities without authorization being granted to CONTRACTOR
through the issue of an APPROVED Work Permit and related documentation such as Gas Test
Certificate, Excavation Certificate, Isolation Certificate, etc. by the COMPANY'S representative.
All welding shall be performed outside of live plants / hazardous zones as far as practicable and
welding and gas cutting inside the live plants/hazardous zones shall be kept to a minimum.

CONTRACTOR shall use non-spark generating tools and shall take adequate precautions not to
generate sparks while work is carried out inside the Plants. Suitable fire-fighting equipment (fire
blanket, water hose, fire extinguisher etc.) shall be made available and ready for immediate use.
PERSONNEL shall be instructed/ trained in the proper use of this equipment.

Sufficient area as defined by the COMPANY representative will be assigned as working space
for the storage of material and CONTRACTOR shall restrict his operations to the working space
allocated to him. CONTRACTOR shall be held responsible for ensuring that all activities are
conducted in this working space.

CONTRACTOR’S Engineer / Foreman (Performing Authority), to whom the Work Permit is


issued, shall always be present at the applicable WORKSITE during the applicable working hours.
This Performing Authority (PA) must be authorized to perform these duties through mandatory
training provided by COMPANY.

10.2 Documentation Required Before Commencement of WORK

Before the commencement of any WORK by CONTRACTOR under a specific CALL OFF, certain
documents, including the below list, must be APPOVED by COMPANY and effective –

 HSSE Plan along with all Method Statements and Risk Assessments associated
with the WORK
 Quality Plan along with all Inspection and Test Plans (ITP’s), WPS/PQR and
Welder Qualification Tests associated with the WORK
 Applicable Control Of Work Permits
 Construction Schedule
 Construction Method Statements and Execution Plans including transportation
and lifting plans

10.3 Pre-Commissioning and Commissioning Support

Pre-Commissioning Support:

CONTRACTOR shall provide labour to support pre-commissioning activities, which shall include,
the following:

 Installation and removal of temporary blinds, strainers, etc


 Leak testing of piping systems
 Loading of first fills lubricants and chemicals.

 All Mechanical, Electrical, Instrumentation and Control Process equipment Installation and
testing
 Perform minor modifications, remedial work, housekeeping
 Touch-up paint

Commissioning Support:

During Commissioning, CONTRACTOR shall provide all necessary assistance to COMPANY


(labour, supervision and specialists) to perform activities which shall include, but shall not be
limited to:

 Tightening flanges;

 Adjusting valves and instruments;


 Any other similar activities required by COMPANY

10.4 Completion Activities

CONTRACTOR shall be responsible for the execution of the WORK and completion of
documentation in accordance with the Work Packs (prepared by CONTRACTOR) up to and
including Mechanical Completion (MC) and Pre-Commissioning, all in accordance with the
COMPANY’S Guidance on Certification (GOC) Completions Procedure.

CONTRACTOR shall then assist COMPANY with the commission of the WORKS to system
handover (SH1).

The management of the testing and verification, to ensure that the WORK complies with the
CONTRACT documents and/or APPROVED revisions, shall be witnessed and entered in an
inspection and test record (ITR) procedure, namely Guidance on Certification (GOC).

The GOC procedure details the structured approach that CONTRACTOR shall employ to manage
the Site Inspection, Testing and Commissioning of his scope of WORK.

The following diagram illustrates the process:

MECHANICAL COMPLETION is the final stage of construction and involves checking and testing
individual items of equipment in situ to confirm compliance with project drawings, instructions and
specifications. It is a single discipline activity.

The checking and testing (A sheets) is carried out by CONTRACTOR on un- energised, static
tagged items (i.e. device by device). COMPANY will issue generic ‘A’ sheets that it requires
CONTRACTOR to use.

All WORK shall be completed by system or sub-system previously identified and included in the
project and construction SCHEDULES.

When CONTRACTOR considers it has achieved Mechanical Completion of a system, it shall invite
COMPANY representatives to participate in a system walk- down (tri-party punch, i.e.
Construction, Commissioning and Operations representatives). Any Category ‘A’ deficiencies
identified shall be cleared prior to the Mechanical Completion Certificate (MC) being signed.
Signatories will include the CONTRACTOR’S and COMPANY Commissioning Authorities. A
limited number of Category B deficiencies may be allowed to remain outstanding at COMPANY’S
sole discretion, captured via a punch list system. Refer to 00096R-C-G0-G000-CO-PRO-0001,
GOC Completions Procedure, for the definition of Category A and B items.

Discipline Mechanical Completion (DMC) is an optional stage. The CONTRACTOR should give
due consideration to including DMC in the process as it allows discipline static commissioning to
start as soon as the DMC is complete. Safety hazards that are associated with integrated
construction and commissioning activities should be considered and addressed through the
commissioning HSSE plan as well as the site control of work system.

Technical Integrity Documentation (GOC) shall be handed over to the COMPANY in two formats,
Soft Copy (Electronic) and hard paper copies. Soft Copy documentation shall be sent to
COMPANY for review and comment prior to the Mechanical Completion (MC) and System
Handovers (SH) being signed. Hard copies of the completed documentation shall be presented
to COMPANY after the handover stage, but in a timely manner.

COMPANY shall organise and provide qualified, competent PERSONNEL with GOC System
Administration training (the cost of the training course shall be free to CONTRACTOR).
