I am grateful to the Almighty God for His sufficient grace, provision, chance and
ability to pursue further studies. Also thankful to the management of Tanga City
Council, in Tanga region for giving me this opportunity and allow me to conduct my
practical training and work as a public administrator. It is with most and gratitude
that I acknowledge who enabled me to carry out this report .I wish to extend my
sincerely thanks giving to my internal supervisor Mr. JUMBE MWINJANGA together
with department of Human Resources and Administration in Tanga City Council for
their guidance, advice and encouragement for providing all possible help for
completing this task for whole period of my practical training.

Special thanks to my external supervisor Mr. M.K.KAIJAGE for advice and constant
encouragement in preparing my practical training student report. I also express my
thanks to the University of Dodoma through College of humanities and social
sciences for giving us opportunity to learn the practical application of the theory.

Also, I extended my sincere and heartfelt gratitude to my lovely family, my father


BAKARI HAMADI SUWAKA and my mother KHADIJA BINT RANDU alongside with my

ABSTRACT

The University of Dodoma through the College of Humanities and Social Sciences
organizes practical training program for second year student purposively for to
enable them apply or learn the practical application of the theory they learn at the
University in real life problem. This is for their intention of making student to see the
relationship between the theory of their studies and practice of work for the national
development .This is a practical training student report of six weeks field practical
training conducted at Tanga City Council in Tanga region.

This report the first chapter explain about the historical background of the field
attachment program and the host organization where I did my practical training that
include the historical background, vision, mission as well as the core values of this
organization.

Chapter two consist of the task and duties I performed that includes canning
different documents ,doing employees promotion and re-categorization, reviewing
employees information that consist of new employees and retired employees. Also
this chapter consists of skills and knowledge acquired during my practical training
that includes ethics and moral of work, self-confidence, communication skills.
Although consists of challenges and problem encountered during my practical
training and things enjoyed, relationship of the staff as well as solution that include
insufficient instruction on working procedure ,insufficient working facilities.

Chapter three consists of conclusion and recommendations on all issues I faced for
the whole period of my practical training as a Human Resource Manager, at Tanga
City council.

CHAPTER ONE
1.0Introduction
Field practical training aims to enable the student to learn practically by applying
theories and training obtained in the lecture sessions. This chapter explain the
historical background of the field attachment program and historical background of
the organization where the field study was undertaken, objectives of the organization,
visions statement and mission statement of the organization, objectives of the
organization as well as organization structure which is illustrated by using divisional
structure.

1.1Historical Background of the field attachment Program


The program I have been signed to conduct my practical training period in Tanga City
Council is human resources management .Human resources according to (Johnson,
2009) defined that is a function in organization designed to maximize employee
performance in service of their employer’s strategic objectives. Human resources
management is a produce the human relation movement of the early 20 century
when researchers began documenting ways of creating business value through
strategic management of the workforce where industrial welfare was the first for
human resources management ,in 1883 the factories acts stated that there should
be male factory worker .In 1878 legislation was passed to regulate the hours of work
for children and women by having a 60 hours week .Human resources now focuses
on strategic initiative by managers, acquisition talent management, succession
planning industrial and labor relation and ethical consideration. Although human
resources have large scope that include human resource planned, selection and
staffing, union labor relation, human resources information system, training and
development and employees assistance. Also human resources management focus
on different objectives like;

i)To increase the employees satisfaction and self-actualization.


ii) To ensure organization complies with the national law.
iii) To maintain employees performance through performance appraisal.
iv)To provide organization with well trained and motivated employees.

v) Developing organizational climate.

1.2 Historical background of Tanga City Council


Tanga City Council was established by the Act of Parliament No.8 of 1982CAP.288
with mandated role of fostering social and economic development in the area. It is
among of 8 administrative districts of Tanga Region. Other districts are Pangani,
Muheza, Kilindi, Korogwe, Lushoto, Mkinga and Handeni.

Geographical location Tanga City is located in the Northern East of Tanzania


Mainland along the Indian Ocean. It is situated between 38 53’ and 39 10’ E, and 5
and 5 16’ S. It extends 20 km inland from the coast between 0 and 17 meters above
sea level. The landscape features rolling hills, valleys and streams. The City
boarders to Muheza district in west and South, Mkinga District in Northern west and
Indian Ocean in the East. The district is 354 km North of Dar es Salaam and about
250 km south of Mombasa City. It is conveniently accessible by all-weather roads,
flight and rail from Dar-es-Salaam, and neighboring towns in the west; Moshi and
Arusha 355 and 455 kilometers away respectively. Tarmac road connects the City
with Mombasa, which is the second commercial Centre of the Republic of Kenya and
largest port.

1.3. Area and Administration

The area of Tanga City is approximately to 600 square kilometres in which 538 km2
island and the remaining 62 km2 is covered with water bodies The City has 4
divisions, which are subdivided into 24 administrative wards. The City has 181
streets. The council has 34 councillors of which 23 are elected, 8 from special seats
and 3 are members of Parliament. Out of the three 1 is elected and 2 are from
special seats. The City has one election Constituency which is the Constituency of
Tanga.

Major activities and focus of the department of Human resources management
include operative and managerial activities as stipulated below:-
 Directing.
 Organizing.
 Controlling.
 Recruitment and selection.
 Maintaining good industrial relation.
 Record keeping.
 Human resource planning.
 Employee’s development and training.
 Compassion and benefit.

CHAPTERTWO
2.0. DUTIES AND ACTIVITIES UNDERTAKEN DURING THE PRACTICAL
TRAINING
This chapter shows the activities and duties that I performed during my field
practical training within six week as explained below;

i).Employees promotion and re-categorization


Under this activity I was able to learn how to promote and categorize an employees
within an organization. I was mostly dealing with filling employee’s information for
promotion and categorization and uploading that information in the system, also I
managed to learn how employees are being promoted and categorized. For

ii).Reviewing employee’s information
During my practical training period, I was involved much in reviewing employees
information. I was able to learn how to review information specifically new
employees information and retired employees information as well as reviewing
employees information for promotion and categorization, I was able to review
different employees listing report by observing employees employee check number,
job code ,grade, scale, data, promotion and age. Also I managed to know how to
deal with employee that have been passed away in term of his or her claim and
demand, also reviewing retired employees information concerning with claim and
demand.
iii).Drafting official letters
In my practical training period, under this activity I managed to learn how HRO reply
official letter, also I managed to know how to prepare letter for replying different
request such as letter for employee training and development. Also under this
activity I was able to prepare letter for reception of minutes sheets from different
ward and village concerning with WDC and VDC meeting in order to prepare
information to be submitted to City Human Resources Offer (CHRO) then to be
approved by City Executive Director.
vi).Collecting employee’ statistics from different department.
During my practical training period I was signed to collect employee statistics from
different department from2018 to 2022 in order for CHRO to investigate the number
of worker and gaps to be filled. Under this activity I managed to know different
department within the organization also I was able to know gaps and number of
employee. For example I managed to collect that statistics from land sector, forest
sector, infrastructure sector, water sector, mineral sector and health sector..
vii).Issuing transfer letter
During my practical training period I managed to learn how to do employees transfer
by scanning and uploading to region administration and local government authority
system for verification.
viii).Filling village and ward information about Ward Development Committee and
Village Development Committee.
Under this activity I was mostly dealing with analyzing number of village and ward to
investigate the total number of ward as well as village that are within Tanga City
Council. Also I managed to analyze minutes sheet of every ward and village about the
meeting of VDC and WDC concerning with the whole process expenditure and other

activity within a specific village and ward also to see different development plan of
every village and ward.
2.1 .SKILLS AND KNOWLEDGE ACQUIRED.
During my field practical training at Tanga City Council I managed to acquire many
different skills and competence in human resources management .Also I managed to
learn many things which have helped me to expand my knowledge and experience at
the working place .After my practical training I became more competent to perform
various activities such as operating various system, computer application, customers
cares services and others as explained below:-
.i).Ethics and moral of work
During my practical training I learned about ethical and moral of work within the
organization means how code of conduct is working within the organization to know
how individual behave within the organization and how individual perform their duties
by observing code of conduct As public administrator I managed to learn on how I
should dress properly , and how I can behave at workplace also how to relate with
each other in term of cooperation to work as team in order to execute their daily
duties and responsibilities.

ii).Communications kills
A communication skill is a type of skills which is acquired so as to smooth different
negotiation within the community (Machumu, L. and Msabila DT.2012). This skill
helps to facilitate different communication to both vertical flow and lateral flow of
communication at the workplace, communication skills helps to clarify there
solutions and spread awareness soft what is going on in the particular area.

Iii).Self-confidence skill
Also during my practical training I managed to acquire self-confidence skills that
made me to realize more on how should have confidence for what I am doing and
how I can work independently without help when my supervisor was not around, I
gained much confidence to speak to different kind of people some are polite some
are not polite but the confidence I gained made me to make sure I bring their
satisfaction. Also providing services to different kind of customers gave me a self-
confidence skill; also I was able to learn how structure of the organization is much
important in facilitating and bring about daily duties and responsibilities achievement.
v).Inter personal relation skills

Interpersonal skills refers to the skills which was imparted so as to maintain the
positive relationship at the workplace, interpersonal skills helps one to understand
how others feels and interact with others, it require one to put one self in to others
shoes so as to assess and examine different situations that they experienced, this
skills boost-up the moral of employee after understand everyone point of view and
try to match with them uncertainly.
Things enjoyed during my practical training period include attending meeting with
other employees because of learning how the organization organize meeting .Also
the relationship without her staff was interpersonal because Human resource
management maintains all employees within the organization at Tanga city council

2.2. PROBLEMS AND CHALLENGES ENCOUNTERED DURING FIELD TRAINING

2.2.1. Introduction.
Despite of strength of the organization, Tanga City Council in the department of
human resources management so has internal weakness the challenges include
inadequate synergies between department, low integrity of some employees,
frequent system downtime. During my practical training period I faced some
problems that affected implementation of a number of initiatives. The following are
the administrative, organizational and systematic problem I encountered during my
practical training at Tanga city Council as stipulated below:-

i).Insufficient instruction on working procedure


There were some of duties I was given to perform without well explain able
instruction on work procedure to perform particular duty. The supervisor and staff
member thought that we had enough experience or exposure from university
especially in computer skills while in real sense the exposure is very important apart
from what we study at the university.
.
ii).Insufficient working facilities.
During my practical training I faced a challenge of insufficient working facilities at the

organization .It was very difficult to works once there are insufficient working
facilities like personal computer and internet access there was no computer format
perform my duties. I spent most of time without doing anything I had to find free
computer to us when one of the staff went out.

iii).Frequent system downtime


System downtime at several times was common problem during my training. Mostly
when reviewing and uploading employees information these system are not well
maintained which makes the system to downtime frequently due to poo network
connection problem. This problem discouraged customers as they are supposed to
wait for long time for the problem to get solved and services to get back as normal,
this problem leads to delay in services delivery tour customer.

CHAPTER THREE
3.0. CONCLUSION AND RECOMMENDATIONS
3.1. Introduction
This chapter explain general conclusion regarding overall field studies as well as
recommendations and suggestions in relations of what student experienced during
the whole field time.

3.2. Conclusion
Practical training course is an enhancing program designed for student to learn and
understand the challenges necessary for their career. Most things taught
theoretically are Putin real world situation during field attachment. It enable student
to experience working environment for being exposed to work after completion of
their study. As public administrator) I managed to learn many things within the
organization which enable me to expand my knowledge and experience at the
workplace. During my practical training also I managed to expand my self-confidence
and awareness, I learn to my practical training on how worker at the organization are
cooperative and how work as team work. Also through practical training has
enabled us student to see their relationship between the theory of our studies sand

practice of work, practical training has help us to develop our future careers and
enable us to gain on the job experience to complement academic training.

3.3 Recommendations and suggestions:


i).Extension of practical training period.
Time allocated for students to train at the organization is very short; there are many
things student could learn more if the time period for practical training could be
extended. For example student has to learn at most everything in every department it
became difficult for student within 6 weeks to learn everything, understand and
became competent in performing his or her duties effectively.
ii).Practical training for computer system
Today in the world there are too many changes in technology and information
system, university should make sure they emphasize much on learning practical on
the computer studies they should discourage theory teaching in class when it comes
to the use of computer a student will understand more when learning through
practical studies.

iii).There is a need for the syllabus for the university studies to be amended
So as to cope with many things at the practice of work in solving real life problem
.During my practical training period I managed to discover the gap between theories
learn in class and practice of work. There are some few things learned in the
university theories were not directly practice at work.
