capacities through the Belt and Road Initiative. After China became
explicitly targeted by the USA as the primary economic and technological
rival, coupled with the global crises of the pandemic, even though China
may not be prone to seeking delinking (which is for the most part forced
on China rather than being a consciously pursued strategy), the situation
may warrant moves towards delinking and searching for alternatives.
China’s trajectory is an example of the plight and struggles of the
Global South. On the one hand, 500 years of global history of plunder
and genocide have today continued in a mutated form. The contemporary
neo-fascist trend of financial capitalism is reliant on military aggression.
We have witnessed a cataclysmic shift of the structure of the global debt
crisis at the turn of the millennium. Bad debt has now shifted from periph-
eral countries comprising 80% of the world population to core countries
with 20% of the world population. Indeed, we have come to see that the
more modernized a core country, the higher its total public and private
debts. The so-called modernization as modelled after the Global North
is not the model template to be copied by humanity. The elites of the
indebted core countries of the twenty-first century are rejecting the very
institutions and schemes that the Global North, as creditors in the late
twentieth century, had imposed on countries of the Global South. This
follows the Global North elites’ financial-sector bailouts, which created
the vast bulk of their countries’ public debts. Instead of overhauling the
system and reducing debts, governments in the Global North have exces-
sively increased their monetary base and issued government bonds which
run the risk of aggravating global inflation, thus further externalizing the
cost of the crisis to the Global South.
The current global financial crisis is in essence a consequence of the
transition throughout the 1990s from the Cold War bipolar geo-politics
between USA and USSR, to a unipolar hegemony of the USA, with the
ensuing new global geopolitical strategy based on currency supremacy
and its regional circulation aimed at further advancing the hegemonic
bloc’s economic interests. The current deadlock is further aggravated by
the bankruptcy of the ethical and cultural foundation that has guided this
advancement, the failure of education as cultural medium and degenera-
tion of the intellectuals as agents for local cultural heritage. Speculative
and exploitative financial practices, buttressed by rampant greed, insa-
tiable desire for power and control, vanity and arrogance, individualism
and selfishness, consumerism and materialism, have resulted not only in

Another World is Possible, and it is with hope and audacity that the battles
for another possible world are fought.
