Concept Note
In federal countries such as India, unequal regional development is a major hurdle in the pursuit of sustainable and inclusive
development for all. Current trends in India indicate that while at the national level, the country is likely to achieve some of
the development targets, the same level of progress is not reflected at all regional levels. The states with low levels of health
and education are also at the bottom of the hierarchy of human development. The prime case being Bihar, where nearly one-
third of its population still lives in abject poverty. Bihar, the third largest state in population in India and a resource-rich state
has historically faced governance challenges. These challenges have perpetuated socio-economic disparities and inhibited
the realization of the state's full potential. Despite these obstacles, there have been notable efforts in recent years to address
these issues through various policy initiatives, administrative innovations, grassroots movements, and academic research.
On the supply side, where there are several welfare schemes, however, their effectiveness remained understudied. On the
demand side, the lack of awareness persists which is further compounded by the limited opportunity to choose better
options to escape poverty. This mismatch calls for the immediate attention of policymakers, implementing agencies, and
think tanks. In practice, identifying policy coherence between and within the multiple challenges of development is a
monumental task but also a necessary action for all important stakeholders related to public policy and governance.

The 2nd International Conference on s Public Policy and Management (ICPPM), being organized under the aegis of the
Centre for Public Policy, Chandragupt Institute of Management, aims to bring together scholars, implementing agencies,
and policymakers from India and abroad to discuss the latest scholarship and innovative practice related to public policy
research and good governance. It will have a particular focus on how insights from this discussion, as well as ongoing
collaboration among the participants, can contribute to economic and social development in Bihar.

About Chandragupt Institute of Management Patna (CIMP):


Chandragupt Institute of Management Patna (CIMP) was inaugurated in 2008 by His Excellency, the then Vice-President
of India, Md. Hamid Ansari, as the dream-project of Hon'ble Chief Minister of Bihar, Shri Nitish Kumar to resurrect the
ancient educational glory of Bihar. It is an autonomous institute of excellence in management education, consultancy and
research set up by the Government of Bihar on the lines of Indian Institutes of Management (IIMs). CIMP offers full time
AICTE Approved, NBA accredited and AIU recognized Post- Graduate Diploma in Management Programme; full time
AICTE approved Fellow Programme in Management (FPM) and Executive Programme in Management (EXPM) for the
officials of Government of Bihar and executives/managers from various industries/corporate. Apart from this, CIMP also
provides short-term Training Programme, Research and Consulting services for various departments, agencies and bodies
of the government and the corporate.

CIMP is in Rank Band: 101-125 (Management Category) by NIRF 2023 in the National Institutional Ranking Framework
(NIRF) India Rankings 2023. CIMP stands in top 100 in Indian Institutional Ranking Framework (IIRF).
About Centre for Public Policy of CIMP:
The Centre for Public Policy (CPP) at Chandragupt Institute of Management Patna (CIMP) was established to evolve as an
avant-garde public policy think-tank; engaged in policy research, analysis, debate, capacity building and consulting;
catalysing fast-tracked, inclusive, and sustainable societal development. The Centre aspires to be the largest public policy
repository and provide a platform to strengthen policy-making through cutting-edge research on policy interventions for
enhanced effectiveness, applicability and governance. Throughout the years, the CPP has been doing research on various
domains and dimensions of public policy. CPP has completed more than five dozen projects, including drafting the Bihar
Vision Document for the Government of Bihar. Under the aegis of the centre, a large number of projects on a wide spectrum
of public policy issues like drinking water, agriculture, education, and social impact assessments (SIAs) have been
conducted and these projects have provided evidence-based policy suggestions to different departments of the state
government.
