II. Executive Summary


The Young Women's Congress (Lipunang Patas sa Bagong Pilipinas: Kakayahan ng Kababaihan,
Patunayan!) aims to empower young women in the Philippines by giving them a platform to share their
ideas and concerns. It wants to encourage them to be active in discussions about society and politics so
they can help make society more fair and inclusive. Having a Young Women's Congress is important
because young women make up a big part of the population and their thoughts and experiences are vital
for making fair rules. When young women take part in making decisions, it leads to better solutions that
help more people. This matches our goal of giving young women in the Philippines the power to succeed
equally. According to a report by the World Economic Forum, when women are involved in politics, it
helps make the world more peaceful. This shows how young women's voices can make society fairer and
more peaceful, which is why we need a platform like the Young Women's Congress.
The passage of the following laws serves as the legal bases for the celebration of National Women’s
Month:
• Proclamation No. 224 s. 1988, “Declaring the First Week of March of Every Year as Women’s Week
and March 8, 1988, and Every Year Thereafter as Women’s Rights and International Peace Day.”

Signed by former President Corazon C. Aquino on March 1, 1988, it affirmed our solidarity with the
United Nations and recognized Filipino women’s contribution to the struggle for national
independence, civil liberties, equality, and human rights.
• Proclamation No, 227 s. 1988, “Providing for the observance of the Month of March as ‘Women’s
Role in History Month’” Signed by President Aquino on March 17, 1988, reinforced the earlier
proclamation by emphasizing the role of Filipino women in the social, cultural, economic and
political development throughout our history. It provided for a month-long nationwide
observance with appropriate ceremonies and activities to be spearheaded by the Commission.
• R.A. 6949 s. 1990, “An Act to Declare March Eight of Every Year as a Working Special Holiday to be
Known as National Women’s Day” was signed by President Aquino on April 10, 1990. The law
further strengthened the impetus for the celebration by declaring every March 8 as a special
working holiday and enjoining employees from the government and private sector to participate
in activities conducted by their offices.
Young Women's Congress (Lipunang Patas sa Bagong Pilipinas: Kakayahan ng Kababaihan,
Patunayan!) is not just important, but it can also help change society for the better. By letting young
women share their thoughts and help make decisions, we're investing in a future where everyone is
treated fairly. This congress is a big step towards reaching our goal of giving young women equal power
and making our society better for everyone.
The 2024 National Women’s Month Celebration aims to capitalize on the recurring theme “WE for
gender equality and inclusive society,” introduced in 2023. This theme, launched to renew commitment
to the advocacy, builds upon the accomplishments under the 2016-2022 theme, “WE Make CHANGE Work
for Women.” The earlier theme stressed the importance of compassionate and harmonized networks
towards gender equality and women’s empowerment (GEWE)..

III. Project Design

A. Objectives
1st Young Women’s Congress shall be prompted to:
• To provide Young Women with opportunities for personal and professional growth,
encouraging them to explore their potential and build self-confidence.
• To raise awareness about important issues facing Young Women, including gender
equality, education, healthcare, and representation in leadership roles.
• To create a platform for Young Women to connect with like-minded individuals,
mentors, and potential collaborations, fostering a supportive community.
• To offer workshops, seminars, and resources that equip young women with tools they
need to succeed in various aspects of their lives, from career development to
personal well-being.

B. Target Participants
The target participants shall be 100-150 women students from Binan Secondary School of
Applied Academics.
