VENDOR shall also handle and expedite the drawings, and supervise and coordinate all tests as specified. It is VENDOR's responsibility to bring promptly to the PURCHASER's attention any errors or discrepancies which are found to exist between this specification and the other specifications and/or data sheet. In this connection VENDOR shall take into consideration the prevailing industry practices for design and fabrication of similar service and construction. VENDOR should supply all designing, testing and operating, maintenance related documents to COMPANY. Review by COMPANY of VENDOR drawings or other documents, or release of equipment for shipment by PURCHASER's authorized representative shall not relieve VENDOR of any of these responsibiliics for compliance with this specification nor alter the conditions of the guarantee. COMPANY Access COMPANY andjor authorised representatives shall have free access and the right to inspect and/or witness any of VENDOR'S activities, operations, reports and certificates in connection with the equipment purchased to this specification. COMPANY and/or his authorised representative may, at no extra cost to COMPANY, reject any work failing to meet the purchase order requirements. Language and Units The governing language shall be English language. All notices, correspondence, information, literature, data, manuals and other documents required under the Contract shall be in the English language. Technical units, quantities, etc. shall be expressed, used and abbreviated according to the SI system. In addition, Telecommunication equipment shall also comply with laws and regulations approved by local government. Before design and manufacture of Telecommunication equipment, if any contradiction between this Technical Specification and relevant technical specifications or correspondences, the PURCHASER shall be consulted and written confirmation from the PURCHASER shall be obtained before any further work starts. The vendors are obligated to provide other standards and codes relevant to these equipments that are not included within. Conflicting Requirements, Deviation and Substitution In the event of a conflict between this specification and other specifications or correspondence, VENDOR shall consult with the COMPANY’s designated representative and a ruling, in writing, shall be obtained before any work is started Where Provincial or National Codes conflict with this specification, the more rigid requirement shall govern Any deviation from this specification must be approved, in writing, by the COMPANY’s designated representative Alternatives may be offered for materials and fabrication, if technically or economically justified and provided that they meet the requirements of the applicable codes, standards and specifications. Order of Precedence for Documents All conflicts between the requirements of this specification, related contract documents, national / international documents, codes, engineering practices and the requisition shall be referred to COMPANY/PURCHASER for clarification. Should any confict occur in the application of these specifications, the order of precedence shall be as follows: 1) PURCHASER order (including attachments) and variations thereon; 2) Data sheets and drawings; 3) This Technical Specification; 4) Project Specification in conjunction with native standard; BASIC DESIGN DOC. TECHNICAL REQUIREMENT cctv ‘The CCTV system administrator shall have the ability to independently set-up each camera for frame rate, brightness, contrast, and other performance settings. The architecture shall allow the user to optimize camera-tecording settings according to the site needs. Configuration options shall be available based on user defined time schedules, CCTV system at wellhead shall be provided to surveillance and process monitoring. The CCTV system network delivery shall be internet Protocol (IP) based with TCP/IP transmission protocol. 4.1.1 FSF PROCESS MONITORING Day /night colour cameras equipped with pan, tilt and zoom facilities shall be provided: * To monitor selected process areas of ite FSF, + For security purposes + To aid FSF operation. Cameras should equipped with motorised zoom lens and an auto-iris function in ‘order to compensate for varying light level conditions. CCTV camera's located in hazardous area's shall comply with hazard classification. 41.2 Basic Operation The system shall not require any human intervention except for periodic maintenance. ‘The system shall support alarm and scheduled recording modes. The system recording architecture shall allow for simultaneous recording, archiving and viewing. Remote control unit(s) shall be required to enable the cameras to be controlled from a central location. The following control functions are required: Pan and tilt, zoom, focus, on/off. 4.1.3 Alarm Recording The system shall provide an alarm recording mode on all or selectable cameras. Each camera shall have the option for individual set up. Each alarm configured camera shall have the ability to be activated by multiple triggers. Triggers can be video motion, video lost, video fetch, net lost, net fetch, BIO or software controlled. Each camera shall have the ability to initiate a real time video pop-up or message only notification of the triggered camera. 4.1.4 Scheduled Recording BASIC DESIGN DOC. Consideration shall be taken for the use of addressable system. The system shall include the required hardware to perform all the logic functions and provide the Tequired output to activate dedicated alarm devices. The FAS including the central control unit and alarm components shall be electrically supervised with self-diagnostic features. The FAS shall be consisted of redundant central processing units, visual displays screen, The FAS shall have at least 20% expansion capabilities to add more loops when required. The detectors shall be located to cover the buildings which needed them in the facilities. ‘Signal inputs from the Smoke Detectors (SD) and Manual Alarm Call Points (MACP) and signal outputs to sirens and strobe lights shall be wired directly to the FAS located in an electrically unclassified (safe) area. The FAS components shall not suffer damage or performance degradation during prolonged failure of air conditioning up to 14 days when the ambient temperature of 55°C and relative humidity of 95% non-condensing may be reached. All the FAS components shall be suitable for indoor environment. However, the strobe. lights and the horns shall be suitable fer outdoor environment. BASIC DESIGN DOC. NO.: HFY-GEN-TEL-SPC-0002 REV.: C PAGE 20 OF 25 4.3.2, Hardware Requirements The SDs and MACPs shall be of the two wire addressable low voltage type. Additional devices shall be capable of being added to the circuit by multi-drop (parallel node) connections in the required manner from any point in the circuit and without affecting any existing device or function. Blanking caps complete with continuity contacts shall be provided to enable detectors or detector bases to be protected prior to commissioning. The exact quantities of the various devices connected to the FAS shall be determined during the detailed engineering phase by CONTRACTOR The FAS, detectors and output devices shall include all essential accessories required to make the system fully functional to this specification. 4.3.3. General Requirements of Detectors The detectors shall be of the type to reduce false alarm and shall provide the best level of detection for each potential Fire or smoke hazard. All detectors shall be mounted on a common socket type base to facilitate the changing of detector type if building conditions change. Each detector shall contain a LED, which ‘shall remain ‘ON’ when an alarm condition occurs. A test meter to check detector calibration and sensitivity shall be provided. 4.3.4 Photoelectric Smoke Detectors Photoelectric smoke detectors shall be applied for detection of incipient and smouldering Fires in enclosed spaces and buildings such as offices, archives, store rooms, etc. Photoelectric smoke Detectors shall be addressable. The photoelectric smoke chamber design shall effectively manage light dissipation and extraneous reflection from dust particles or other air borne contaminants in such a way 0 as to maintain a stable, consistent detector operation. The photoelectric detectors shall be provided with a plug in head, which mounted to a twist lock base with no electronics on the detector’s base. All extemal wiring shall be terminated in the base of the detectors. The detectors shall be operated on a two-wire circuit. The photoelectric detectors shall be operated on a nominal supply voltage of 24V DC with the minimum and maximum voltage levels being 18V DC and 28V DC respectively. It shall be possible to connect the detectors in bus configuration. The power supply to the beacons shall be derived from the power supply of FAS. The color of the beacon light shall be “Red for Fire. The beacon shall be a high quality, reliable, field proven device suitable for industrial application. The beacons shall be located in corridor of buildings, rooms have person and open area which is non hazardous outside of buildings so that they are clearly visible to personnel. The beacons shall have an ingress protection of IP22. 43.6 Sirons The sirens shall be of the addressable type, red color inscribed with word “Fire” in English. The power supply to the sirens shall be derived from the power supply of FAS. The sound level shall be a minimum of 95dB. The sirens shall be provided with a fixing base and suitable terminals for cable connections. The sirens shall be provided with an ingress protection of IP34. The sirens shall be located in non-hazardous areas such as corridor within buildings, and rooms having person and open area which is non-hazardous outside of buildings shall be activated on detection of Fite or smoke. On the activation of the siren the personnel shall be able to identify the cause from the FAS. 43.7 Manual Alarm Call Points (MACP) MACP shall be addressable design of the break-glass, auto-release type suitable for non-hazardous areas such as corridor within buildings, and rooms having person and ‘open area which is non hazardous outside of buildings. The ingress protection of the housing shall be weather proof to IP 65. For easier identification they shall be colored RED to RAL 3000 or equivalent, and written “Fire” in English on surface. ‘The MACP shall be provided with the required End of Line resistors. Fire Alarm Control Panel The Fire Alarm Control Panel (FACP) shall be located indoors (Control room) in an air conditioned atmosphere. All detectors shall be wired to the associated hardware in the FAGP, The required fused knife edged terminals shall be provided for the termination of the cables. These terminals shall be segregated in separate sections for inputs and ‘outputs with the required identification The outputs from the detectors shall be wired to the redundant microprocessor based ‘system for performing the logic operatons and generation of alarm signals. The system design shall be based on fail safe principles with inputs to the logic system moving to the open circuit position for an alarm or abnormal condition. Inputs shall be designed so that false alarms due to contact bounce or any other short time period intermittent condition is eliminated. The Acceptance Tests shall be conducted in two stages as follows: © The Factory Acceptance Test (FAT) © The Site Acceptance Test (SAT) The LAN equipment Contractor shall submit a complete plan for the factory and site acceptance testing. This plan shall be complete with sufficient detail to indicate the exact nature of each test, time required, expected results and step-by-step procedure. The plan shall be submitted at least four weeks in advance of the FAT. The objective of the FAT is to verify that the LAN equipment as designed for delivery to site meets or exceeds the specified design and functional requirements.
