B PAGE 6 OF 13 13 14 15 VENDOR's Responsibility VENDOR shall take full responsibility for mechanical design, provision of materials, fabrication, inspection, testing, and quality of workmanship unless agreed otherwise with ‘COMPANY. VENDOR shall also handle and expedite the drawings, and supervise and coordinate all tests as specified. It is VENDOR's responsibility to bring promptly to the PURCHASER's attention any errors or discrepancies which are found to exist between this specification and the other specifications and/or data sheet. In this connection VENDOR shall take into consideration the prevailing industry practices for design and fabrication of similar service and construction. VENDOR should supply all designing, testing and operating, maintenance related documents to COMPANY. Review by COMPANY of VENDOR drawings or other documents, or release of equipment for shipment by PURCHASER's authorized representative shall not relieve VENDOR of any of these responsibiliics for compliance with this specification nor alter the conditions of the guarantee. COMPANY Access COMPANY andior authorised representatives shall have free access and the right to inspect and/or witness any of VENDOR'S activities, operations, reports and certificates in connection with the equipment purchased to this specification. COMPANY and/or his authorised representative may, at no extra cost to COMPANY, reject any work failing to meet the purchase order requirements. Language and Units The governing language shall be English language. All notices, correspondence, information, literature, data, manuals and other documents required under the Contract shall be in the English language. Technical units, quantities, etc. shall be expressed, used and abbreviated according to the SI system. B PAGE 8 OF 13 3.0 APPLICABLE REGULATIONS, CODES, STANDARDS AND SPECIFICATIONS 34 3.2 3.3 General Reciprocating compressors shall meet or exceed requirements specified in the latest editions or the equivalent ones of the following standards and specifications. If any requirements are specified in more then one standard or specification at the same time, the most stringent shall be followed. In addition, reciprocating compressors shall also comply with laws and regulations approved by local government. Before design and manufacture of reciprocating compressors, if any contradiction between this Technical Specification and relevant technical specifications or correspondences, the PURCHASER shall be consulted and written confirmation from the PURCHASER shall be obtained before any further work starts. International Standards and Codes The following codes and standards, to the extent specified herein, form a part of this specification. When an edition date is not indicated for a code or standard, the latest edition in force at the time of VENDOR's proposal submitted shall apply. Conflicting Requirements, Deviation and Substitution In the event of a conflict between this specification and other specifications or correspondence, VENDOR shall consult with the COMPANY's designated representative and a ruling, in writing, shall be obtained before any work is started. Where Provincial or National Codes conflict with this specification, the more rigid requirement shall govern BASIC DESIGN DOC. NO.: GEN-TEL-SPC-0007 REV. B PAGE 9 OF 13 Any deviation from this specification must be approved, in writing, by the COMPANY'S designated representative. Alternatives may be offered for materials and fabrication, if technically or economically justified and provided that they meet the requirements of the applicable codes, standards and specifications. 3.4 Order of Precedence for Documents All conflicts between the requirements of this specification, related contract documents, national / international documents, codes, engineering practices and the requisition shall be referred to COMPANY/PURCHASER for clarification. Should any confict occur in the application of these specifications, the order of precedence shall be as follows: 1) PURCHASER order (including attachments) and variations thereon; 2) Data sheets and drawings; 3) This Technical Specification; 4) Project Specification in conjunction with native standard; 5) International codes and standards. 4.0 TECHNICAL REQUIREMENT 41 IP Telephone Set Requirement © IP Telephone sets shall comply with the SIP standard (or H.323). © IP Telephone set shall be deployed at any facility location via the IP network. If the IP Telephone set and Soft-switch system are not manufactured by the same vendor, the Contractor shall provide Compatibility Test Certification to assure the Purchaser that all required functionality can be realised by the IP Telephone. © For remote unattended sites, the IP Telephone set shall be powered by DC +24V or ~4BV. 4.2 Network Synchronization The System shall use master-slave synchronization - remote equipment shall ‘synchronize with the centralised soft-switch. The System shall be configured with an external clock interface. 4.3. Network Management System A centralized maintenance and network management system (NMS) shall be provided, which shall be able to test, maintain, configure and alarm the local and remote equipment. The NMS shall be scalable and be equipped with a network management server, 22' LCD display, keyboard, mouse and licensed software. The Contractor shall provide details of the NMS. Software used shall be authorized licensed and on end/ user name. BASIC DESIGN DOC. NO.: GEN-TEL-SPC-0007 REV. B PAGE 10 OF 13 4.3.4 System Maintenance and Testing @ The System shall support localised and remote maintenance, and shall ‘communicate via SNMP with the network management system. © The Maintenance Terminal shall have a web-based, graphical, user interface which can be operated easily. © Access to the Maintenance Terminal shall be password protected relative to authority permissions. © The System shall search and sort host error information via the Maintenance Terminal to ensure the system operation quality @ System data shall be configured and revised via the Maintenance Terminal. © The System shall support routine circuit test functions: automatically diagnose circuit faults, locate faulty ports and send alarm signals. © Ifthe System malfunctions, it shall trigger an audio-visual alarm. 43.2. System Management ‘The Network Management System shall support functionality such as: configuration management, fault management, traffic statistic analysis, measurement and control and security management. The system shall be able to manage the network resources and services centrally, usea hierarchical user management mechanism and have a web- based management interface. 4.3.3 Configuration Management The System shall support offiine, online and remote configuration and a data backup function, 4.3.4 Fault Management The System shall self-diagnose on schedule, detect over-load and reduce the effect. The System shall have a sophisticated alarm system and classify alarms according to the severity of fault, generally: emergency and non-emergency. The System shall support audio-visual alarms, and display the alarm class, location and type via a graphical interface. The System shall have of QoS monitoring mechanisms to record call statistical information such as delay, jitter, packet loss rate etc, and be capable of setting threshold values, which shall trigger an alarm when exceeded. 43.5 Traffic Statistic and Measurement The System shall be provided with a billing system, provide traffic measurement and analysis and show the traffic load and operational status. The System shall provide various reports, such as trunk line statistics report, traffic report, billing report, processing unit usage report ete. 4.3.6 Traffic Controlling ‘The System shall control traffic via predefined or instant commands and use analysis of traffic statistics and the operational status to prevent the network faults occurring. Maintenance personnel shall use secure accounts and passwords to login and the System shall record user access. The ‘System shall be able to classify access authority levels such as System Manager, Configuration Manager and Maintenance Manager. 4.3.8 Human-Machine Interface The System shall provide a human-machine interface to perform maintenance and operational management. All management functions shall be archived via a human-machine interface. The System shall support an authority management function to distinguish between function type and operational grade to grant appropriate authority to maintenance personnel The System shall support dynamic and static password management. With static password management, the user shall be able to set a fixed account and password. With dynamic password management, the user shall get a random number and use this number to produce an access password (this software shall provide a higher lovel ofsecurity). The System shall be able to record all personnel operations via a log detailing operation period, operation time, operator, operation console, command and result ete. Lightning, Earthing and Power Supply Power supply: 230V, 50Hz. Unattended sites shall use DC +24V or -48V. Earthing: common earthing, the Contractor shall list the earthing requirement. Lightning protection: the Contractor shall consider the lightning protection requirement and provide the appropriate protection modules. Environmental Requirement Operating temperature: 5-40°C, relative humidity: 10%-90% INSPECTION AND TESTING The System shall be thoroughly tested as a pre-condition for acceptance. The Acceptance Tests shall be conducted in two stages as follows: © The Factory Acceptance Test (FAT) @ The Site Acceptance Test (SAT) The Telephone Network System Contractor shall submit a complete plan for the factory and site acceptance testing. This plan shall be complete with sufficient detail to indicate the exact nature of each test, time required, expected results and step-by-step procedure. The plan shall be submitted at least four weeks in advance of the FAT. ‘The objective of the FAT is to verify that the Telephone Network System as designed for delivery to site meets or exceeds the specified design and functional requirements. B PAGE 12 OF 13 During the FAT the complete Telephone Network System shall be subjected to functional checks and testing The objective of the SAT is to verify that the ‘as installed’ Telephone Network System meets or exceeds the specified design and functional requirements. The Contractor shall handle the Telephone Network System carefully to prevent damage, breakage and marking. The Contractor shall not install damaged equipment or ‘components, any such equipment shall be replaced with new. The Telephone Network ‘System equipment shall be stored in a clean, dry environment and shall be protected from weather, dirt, fumes, water, construction debris, and physical damage. PREPARATION FOR SHIPMENT The Package shall be suitably crated and prepared for export shipment and for storage for up to one year in a hot, wet marine environment. All equipment shall be packed according to transport requirement by ship, railway or highway Packaging paint shall be suitable for exposure to an outdoor marine environment for one year from the date of shipment. Unless otherwise specitiea, the rust prevention applied shall be of a type: To provide protection during outdoor storage for a period of twelve months exposed to an outdoor marine environment To be removable with mineral spirits or any Stoddard solvent. The size and weight of transport shall be included in the quotation sheet. GUARANTEE AND WARRANTY ‘Any equipment purchased under this specification shall be provided in accordance with the Purchaser's Order Terms and Conditions. The Contractor shall disclose to the Purchaser each proposed design, manufacturing procedure, material, component, or assembly which does not have at least 2 years satisfactory field-operating track record in a similar service. Field experience shall be at least as severe as the proposed conditions. Failure to make such disclosure prior to accepting a purchase order, specifically and in writing, shall both: Extend the Contractors warranty for two additional years Expand the Contractors warrenty obligations to include payment of all direct costs to the Purchaser that may result from Contractors use of such procedures, components, materials, or assemblies. Direct costs include (but are not limited to) the following: © Replacement parts © Field labour required for removal and re-installation © Factory labour to complete repairs © Shipping and freight BASIC DESIGN DOC. B PAGE 13 OF 13 70 TA 72 73 @ Engineering Inspection and testing QUALITY ASSURANCE Supplier Qualifications ‘Suppliers shall be regularly engaged in the manufacture of Telephone Network System equipment of similar type, size and electrical characteristics and whose products have been in satisfactory use in similar services for not less than 3 years, Vendor is also responsible to upgrade the existing system software to meet, project requirement during executing the tie-in work to the existing system. Contractor Qualifications ‘The Contractor shall engage an experienced Telephone Network System installer who is a factory-authorized sale and service representative to perform the specified work. The Installer shall have at least 3 years of successful installation experience in projects with Telephone Network Systems similar to those required for this project. The Installer shall have factory training experience. Training The Contractor, the Telephone Network System Vendor and the authorized, local tepresentative shall provide on site training to selected personnel from the Purchaser's organisation. DOCUMENTATION The documentation shall include, but not be limited to, the following: IP telephone system drawing Technical details of IP telephone, monitors, cabinets, cables, etc. Detailed installation and hook-up drawing Functional design specification (if any) Additional features offered Power supply requirements Detailed wiring drawings Testing procedures Installation, operation, and maintenance manual.
