IT is still imagined in some quarters that the real difference
between the Liberals and the Nationalists is that while the latter
want immediate and complete self-government, the former is pre-
pared to accept a substantial instalment of it to start with. This may
or may not have been true four years ago. It is certainly not true
today when both want complete responsible government, and want
it immediately in the sense that they want immediate Parliamen-
tary provision for the speediest possible transfer of all governmen-
tal power to the people’s chosen representatives, the transfer to
take place according to the wishes of the people and to be complet-
ed within a specified period not exceeding 10 years or so in any case.
Today even more than in the past, the only essential difference
between the two is in the sphere of methods. While most of the Lib-
erals still seem to think in terms of ordinary constitutional agitation,
of petitioning, protest and prayer, most of the non-co-operators still
seem to think in terms of either obstruction in the Councils or civil
disobedience and other forms of non-violent non-co-operation out-
side the Councils. Here again, the difference between the two is
largely due to a lack of clear thinking. Ordinary constitutional agita-
tion, as summing up the whole of our political method, has already
been tried and found wanting, and civil disobedience and obstruc-
tion are too rich and spicy a food for consumption by the average cit-
izen for a protracted period. It is surely no mere accident that some
of the very men who until recently had been the loudest in their con-
demnation of non-co-operation and obstruction have now begun to
talk rather freely of the possible necessity and desirability of both.

attack. The state is under siege.
Yet, from this mayhem arose
voices that stood above the sectar-
ian divide and expressed their
anguish on behalf of a whole civil
society, like that of retired Lt-Gen-
eral Nishikanta Singh, who on
June 15, tweeted, “I’m just an
ordinary Indian from Manipur liv-
ing a retired life. The state is now
‘stateless’. Life and property can
be destroyed anytime by anyone
just like in Libya, Lebanon, Nige-
ria, Syria, etc.... Is anyone listen-
ing?” Former Army Chief
VP Malik, perceptibly distressed,
responded in another tweet,

Shah and Defence Minister Raj-
nath Singh. He said, “An extraor-
dinary call from a retired Lt Gen

ly May, when the largely Vaishnav
Hindu Meiteis, who do not belong
to a tribe and inhabit the Imphal
valley, and the Kuki-Zo tribes from
the hills were engaged in a pitched
battle. Manipur has a BJP govern-
ment with N Biren Singh, a Meitei,
as the Chief Minister.
It is important to emphasise the
ethnicity of the players because
that lies at the heart of the conflict.
The Meiteis comprise the largest
population grouping at 53 per
cent, followed by the Tangkhul
Naga tribe living to the north of
Imphal at 24 per cent and the
Kuki-Zo tribes of the hills at 16 per
cent. The Meitei Hindus and the
Christian Tangkhul Nagas and
Kuki-Zo tribes are almost equal in
number, at 41.39 per cent and 41.29

part, but this time, the Hindu-
Christian fault-line constituted
another angle of a battle that con-
cerned land, economic alienation
and political representation.
To recapitulate, the spark was lit
on May 3 by a solidarity march
organised by the All Tribal Stu-
dents’ Union Manipur in the hills
to protest the direction given to the
state government by the high
court to submit a recommendation
to the Centre on the inclusion of
the Meiteis in the ST list. It was a
longstanding demand of the com-
munity, which was aggrieved by
the existing law allowing tribes to
buy land in the plains but denying
the Meiteis this right in the hills.
The march was a red rag for the
Meiteis, who marked out the
homes and properties of the Kuki-
Zo tribes in the plains, burnt them
down and assaulted and killed the
outnumbered tribals.
Numbers apart, the representa-
tion in the legislature is uneven.
Out of 60 seats, only 19 are reserved
for the tribes, who justifiably feel
left out of the power and decision-
making structures. The political
dominance of the Meiteis gave a fil-
lip to the community in the ongoing
strife against the tribes, who lack
the same heft. Indeed, CM Singh
pandered to his electoral con-
stituency to not only secure his
position within the state BJP
against factional challenges but
also implemented measures such
as extending the Forest Act to
declare significant areas in the hills
as reserved/protected forest and
wildlife sanctuary to deny the tribes
the use of their natural habitats.
Going by the BJP’s playbook, the
Kukis, who share ethnic roots with
the Mizos of Mizoram and Chins of
Myanmar, were disparaged as ‘for-
eigners’, ‘illegal immigrants’ and
‘encroachers’, engaged in drug
peddling (it’s true that many tribes
are involved in poppy cultivation).
The Kuki militant groups were
blamed for the violence and equat-
ed with the Kuki population at
large. Undeniably, the conflict was
not as one-sided as portrayed by sec-
tions because the Meitei settlers in
the hills were attacked
by the tribes, but the
casualties were fewer.
Does a state govern-
ment exist? Yes, but only
to foster the BJP’s ‘dou-
ble-engine sarkar’ slo-
gan that is increasingly
looked askance and was
rejected by the voters of
Himachal Pradesh and
MANIPUR
Karnataka. But CM

Singh continues
because the Centre does not want
to disturb the ‘double-engine’
equation, although it has stopped
chugging and exists only to help
the mobs, as the huge haul of
weapons ransacked and handed
over to local militia and mobs from
the state armouries demonstrated.

East BJP legislator Susindro Meit-
ei hung a poster urging the
destructors to deposit their
snatched weapons in a drop-box,
no questions asked! That was the
degree to which the state patron-
ised one section of the attackers.
The Centre’s intriguing silence
prompted the belief that either it
did not want to intervene or was
indifferent to the goings-on. Bar-
ring a three-day visit by Shah
after the Karnataka electioneer-
ing concluded, no Central minis-
ter has stepped inside Manipur.
The Centre did not initiate steps
towards a broader political
engagement with the Opposition.
Gone was the convention to meet
all-party delegations and convene
cross-party gatherings. A cynic in
the BJP, when asked to explain
the Centre’s reticence in contrast
to the prompt responses to the
Balasore train tragedy or cyclone

Understandably, to get the
answer to the words “separation’s

state, by the London daily, I turned
to the Indian Constitution, delving
deep to look for a possible solution.

this point in time is too dangerous
and absurd an idea
because, as it is, over
the past 50 years, the
collective brigade of the
Indian leadership has
shown a conspicuous
lack of sound judgment
in uniting the people
through Gandhi’s non-
violence way.
Instead, myopic lead-
ership has been
responsible for irre-
versibly dividing state after state,
despite the existence of one of the
most beautifully crafted Constitu-
tions a democracy can possibly
think of possessing. Over the
years, this small band of leaders
has invariably failed the nation
and sowed seeds of a sense of
alienation and disunity which
have affected vast swaths of India.
Contextually, the November 25,
1949, lofty words of the learned

be, it is sure to turn out bad because
those who are called to work it, hap-
pen to be bad lot. However bad a

Just check the reality. From 1950 to
2021-end (71 years), the Constitution
has been amended 105 times. In
contrast, from 1789 to 2023 (234
years), only 27 amendments have
been ratified in the US Constitution.
The best and most admirable part
is that the ‘American federation’
has been described by its Supreme
Court as “an indestructible Union
of indestructible States” (Texas vs
White-1869- 7 Wall 700). It compris-
es two propositions: “(a) The Union
cannot be destroyed by any State
seceding from Union at its will”;
and (b) “It’s not possible for Feder-

In India, however, things
changed so fast that, at times, con-
stitutionally conscious, conscien-
tious and law-abiding citizens have
been shocked by the way things
happened and how some actors
constantly played the volatile and
emotional cards of ethnicity, lan-
guage, tribal fraternity, caste, semi-
caste and religion in the sensitive
areas of the Indian state, especial-
ly in the border states.
Thus, the concept of ‘cut-and-
creation’ of states gives little rea-
son to feel confident for the future,
too, because in the Indian federa-
tion, the states don’t constitute
‘indestructible’ units. The ease
with which Indian Parliament has
changed names and numbers of
states in the past is bewildering.
The start, however, was impressive
when the States Reorganisation Act,
1956, reduced the number of states
from 27 to 14. Regrettably, thereafter,
states, mostly border states, were cut
to create more new border states.
Thus, Punjab (facing Pakistan),
Assam (China, Burma, Bhutan and
Bangladesh), Bihar (Nepal), Uttar
Pradesh (Nepal and Tibet) and Bom-
bay state (Pakistan) were cut to cre-
ate smaller, new border states of
Nagaland, Mizoram, Arunachal
Pradesh, Manipur, Tripura, Megha-
laya, Uttarakhand, Himachal
Pradesh and Gujarat. The only two
non-border states to be cut were
Madhya Pradesh, which gave birth
to the non-border, landlocked state
Chhattisgarh, and Andhra Pradesh,
from which originated the land-
locked state of Telangana.
On careful scrutiny of Articles 1 to
4, it emerges that, unlike the US Con-
stitution, the Indian Constitution
gives no guarantee to states against
affecting their territorial integrity
without their consent. I think this
could create grave complications in
future owing to competitive polity
turning confrontationist in a flash,
especially in the border-states.
Just ponder. We have tinkered
with the border states and thought
that problems stand resolved. But
is that the reality? We must take
into account the broader picture
and call for an all-party conference
and domain experts on demogra-
phy, geography, ethnicity, etc, to
reach a consensus that henceforth
no state, especially if it is facing Chi-
na, Burma, Bangladesh, Bhutan,
Nepal and Pakistan, would be cut to
create new, smaller states.
Contextually, no division of, and
separation from, Manipur must be
entertained at any cost. If such a
demand is conceded, the floodgates
will open as a number of regional
and sub-regional satraps at India’s
border are keenly watching and
waiting to resort to, and whip up,
their own volatile agendas; thereby,
India faces the danger of falling into
the trap of foes like China, arguably
its permanent enemy.
Hence, regarding the Manipur cri-
sis, which is showing signs of a great
divide between ethno-religious
groups, an urgent conciliatory
process that sends a clear signal to
the hostile Hans is needed — by
resolving that “anything, but no
division of the state” would be done.
Ironically, however, far from
Manipur, another danger looms
large — why are Ladakh leaders
demanding statehood? It being
accorded the special status is
understandable, but the creation of
another small hill state far from
Delhi is a “no-no”.
Delhi must put its foot down and
tell all those who nurture hopes of
building their mini-empires that the
bottom line prohibits the creation of
a fresh state. Article 4 of the Consti-
tution empowers Parliament with
the following: “form new state”,
“increase area of state”, “diminish
area of state”, “alter boundaries” and
“alter name of state”, but it’s time to
unite and not divide any more. The
enemy across the border is lurking.

pared by the Vigilance Bureau
has come to the fore, revenue
officials today went on a mass
causal leave in the state.
Due to the leave taken by
tehsildars, the revenue work
across the state remained
paralysed. There was a desert-
ed look in the tehsil complex-
es in most of the districts. Peo-
ple were having a tough time
in registration offices in Bar-
nala, Ludhiana, Bathinda,
Sangrur, Patiala, Amritsar, etc.
However, the government
sent across a clear message
that it would act tough on any
mass casual leave or strike by
teshildars. Following that
officials decided to rejoin the
work from Thursday.

In an unprecedented deci-
sion, the Returning Officer
appointed to conduct the
elections of the Wrestling
Federation of India (WFI),
Justice Mahesh Mittal
Kumar (retd), has postponed
the scheduled polls.
As per the original notifi-
cation, the polling was to
happen on July 6. However,
according to the latest noti-
fication, the elections will
now be held on July 11.
Interestingly, the deci-
sion came on a day when
Justice Kumar had to
finalise the electoral list.
Sources have confirmed
that Indian Olympic Associ-
ation (IOA) joint secretary
Kalyan Chaubey wrote a let-
ter to Justice Kumar,
requesting him to give a
patient hearing to the state
bodies where there is a dis-
pute amongst two factions.
“Chaubey wrote a letter to
the Returning Officer,
requesting him to hear all
the disputes for the sake of
free and fair elections, and
we think the latest election
notification is a result of
that,” a source in the IOA
told The Tribune.
