1. INTRODUCTION

1.1. PROJECT BACKGROUND

COMPANY intend to carry out Provision of Facilities (Mechanical Modification


and Upgrade Works in OML 17) Services as defined herein and assume liabilities
as provided in the CONTRACT. The scope and services required for FACILITIES
MODIFICATION AND UPGRADES shall include but not limited to the following:
1. Mobilization: Mobilizing own transport spread, equipment, personnel, and
supplied materials to work sites.
2. Mechanical (Pre-fabrication Works): All pre-fabrication and fabrication work,
requisite piping works for the realization of the works shall be fabricated /
modified in all respect, as to achieve substitutions and hook- ups.
3. Piping Works: The making of all field bends, cut pipe lengths as required and
make welds in accordance with COMPANY DEPs.
4. Inspection, Testing and Radiographic Examination of Welds: Carry out
examination on 100% of welds on piping, 10% radiographic examination of
structural butt welds and 100% Magnetic Particle Inspection (MPI) on
structural fillet welds.
5. Painting Works: Painting of all newly installed/modified pipe works, and
production units installed in the cause of any Facilities (Mech Modification &
Upgrades)
6. DEMOBILISATION ACTIVITIES: Following the acceptance of the work by
COMPANY and contingent upon satisfactory completion of the
Commissioning and Acceptance Phase, the CONTRACTOR shall demobilize
from site.

1.2. OBJECTIVES
The following are the minimum quality objectives which are to be achieved
within the CONTRACTOR contractual scope of work.
• Ensure the work accurately and organized
• Ensure that the personnel involved in the Project activities are adequately
trained and qualified for the responsibilities assigned
• Ensure that Procedures and work instruction are issued for the
performance of all running activities.
• Ensure by well-organized inspection Processes that work has been carried
out and inspected to the required level of quality.
• Demonstrate by means of documented quality records that the work has
been carried out and inspected to the required level of quality, as
specified in applicable QC procedure.
• Ensure that HSE plans are defined and implemented.
• Ensure that personnel are well trained and informed on personnel safety
and environmental protection rules as regards to daily activity.
These Objectives are to be achieved in conjunction with CONTRACTOR main
Objectives as defined in Project Quality Plan.

All documents and drawings submitted by vendor shall be in English.

An industrial radiography worker who has undergone


ad- equate training and possesses relevant
qualification and experience above six months’
practical experience in carrying out radiographic work

2. RESPONSIBILTY OVERVIEW
2.1. PROJECT MANAGER

Shall be fully be in charge for the administration of the project and shall ensure that
clients aim and objective of project scope are met. He shall on regular basis, liaise

with CONTRACTOR on project matters and seek clarifications as applicable. He shall be


assisted by the QA/QC Engineer, shall ensure that adequate awareness is given to all
involved personnel on the contents of this quality plan. Making sure that its
importance is well understood, and strict adherence by all personnel is pledged

2.2. QAQC MANAGER


The QA/QC manager is responsible for the preparation and administration of the Project
Quality Plan, project Quality Control Plan(s) and QA/QC Procedures in accordance with
the Contract requirements, applicable codes, standards and CONTRACTOR quality
criteria. The QA/QC manager shall be responsible for verifying by means of planned
Project Internal Audit, that the established Project Quality Program is being
implemented and is being used to control/monitor the set Objectives.

2.3. HSE MANAGER


The CONTRACTOR HSE Manager will monitor implementation of the project HSE
management system. He is responsible for supporting project management during the
execution of the project and to aid them in the interpretation and application of HSE
legislation and international standards applicable to the project by development of
project specific management plans. Reporting to the project manager, he will;
• Prepare and distribute Project HSE Plan and procedures.
• Review and improve the Project HSE Management System.
• Ensure the competence of HSE personnel employed on the project.
• Participate in risk assessments.
• Participate in the development of operative and emergency procedures.
• Assist in the co-ordination of emergency response situations.
• Attend COMPANY and CONTRACTOR meetings, as required, whether on site or
in office.
• Supervise the activities of site HSE personnel.

• Ensure all accidents, incidents and near misses are identified and investigated
in conformance with COMPANY, CONTRACTOR and local authority
requirements.
• Conduct regular site HSE inspections.
• Ensure HSE Audits are conducted in line with CONTRACTOR HSE Audits Plan and
Project requirements and corrective actions required are implemented in a
timely manner.
• Promote the implementation of the toolbox and job safety analysis process
throughout the workforce.
• Identify employee training requirements.
• Prepare client required HSE reports.
• Assist in the investigation of accidents and near misses in line with
CONTRACTORS procedures.

3. PLANNING AND STRATRGYS


3.1 CONSTRUCTION ENGINEERING
All AFC drawings if applicable shall contain sufficient detail to be interpreted
without ambiguity. Drawings shall generally be in accordance with the latest
revision. Only AFC drawings are to be used by construction engineering in the
preparation of fabrication shop drawings. Overall planning shall follow CLIENT
deliverables, which are given in the Contract. CONTRACTOR shall produce
planning documents in accordance with the levels of detail as stated in the
Contract.

3.3 PROGRESS MEASUREMENT


CONTRACTOR’S progress tracking and measuring procedure shall be as per
project requirements.
Measuring project progress is essential for tracking performance, identifying issues, and
ensuring that a project stays on course. Several methods and tools can help measure
project progress effectively. Here are some common approaches:
• Key Performance Indicators (KPIs): Identify and monitor KPIs specific to your
project. These can include metrics like budget utilization, timeline adherence,
resource allocation, and quality standards. Regularly track and compare these
against your project plan.
• Project Management Software: Utilize project management tools such as
Microsoft Project, Asana, Trello, or Jira to maintain task lists, schedules, and to
track progress. These tools often offer Gantt charts, task boards, and reporting
features.
• Gantt Charts: Create Gantt charts to visualize the project's timeline, showing start
and end dates for tasks and dependencies. By comparing planned vs. actual
progress, you can gauge how well the project is advancing.
• Earned Value Management (EVM): EVM is a project management technique
that integrates project scope, cost, and schedule to assess project performance.
It calculates metrics like Cost Performance Index (CPI) and Schedule
Performance Index (SPI).
• Milestone Tracking: Define project milestones, which are significant points in the

3.4 DOCUMENT AND CORRESPONDENCE CONTROL SYSTEM


All correspondence shall be channeled to CLIENT and shall contain the date of issue,
revision number, name of originator, latest revision, document number etc. according
to Project Document Control Specifications

4. CONSTRUCTION & MAINTENANCE MANAGEMENT STRATEGY


The maintenance and construction management strategy of CONTRACTOR is clearly
defined in the Project Management and Organization Document section.

CONTRACTOR’S objective is to elect an engineering team at the work site, and trained
/ experience manpower that shall develop / review the design drawing and
documentations, cutting sheets as well as carry out construction works, scaffolding
works, maintenance works, machine operations, lifting & rigging operations, weight
control and other methods etc. All engineering and installation activities shall be
performed according to Contract specifications and approved drawings from CLIENT if
applicable.

As soon as the approved drawings are received and verified, and the detailed
construction drawings for prefabrication and erection work produced. These
documents will be transmitted through our internal document control from the technical
office to all relevant persons for the fabrication / installation works. A comprehensive
numbering system shall be prepared to identify civil, structural and piping members with
full traceability in accordance with Material Receipt and Traceability Procedure.

5. PROCUREMENT AND SUBCONTRACT PHILOSOPHY


5.1. PHILOSOPHY
CONTRACTOR’S subcontracting/procurement plan will be based on Project
Requirements, assessment of the capabilities of suppliers and sub-contractor as well

as the technical HSE, Quality, schedule and budget constraints of the project. The
primary objective shall be to minimize the number of sub-contractors and suppliers in
order to maximise timely delivery materials and services on the project.

5.2 SUBCONTRACTED ELEMENTS


Proposed project subcontracting strategy is to entrust services to vendors and sub-
contractors that have the capacity and experience for the subcontracted works
and must be subject to project specifications.

5.3 CONSTRUCTION EQUIPMENT SERVICES


CONTRACTOR’S has sufficient equipment resources to execute the work if requested
to provide and also with the support of her equipment rental vendors. the provision of
construction equipment, machinery, and associated support for Provision of Facilities
(Mechanical Modification and Upgrade Works) In Oml-17. These services are crucial for

ensuring the successful execution of construction projects. Here's how construction


equipment services are typically implemented within the project
• Equipment Selection: Project managers and contractors work with equipment
service providers to choose the right machinery for the specific project
requirements. The selection process considers factors like project scope, budget,
and equipment specifications.
• Equipment Procurement: The equipment service provider department shall
facilitate the procurement of the necessary machinery, either through rental,
purchase, or leasing agreements.
• Delivery and Setup: The equipment is delivered to the construction site and set
up as needed. This includes transportation, offloading, and assembly of the
equipment.
• Operator Training: If required, the equipment service provider shall offer training
to project staff or operators on the proper and safe use of the equipment.

• Maintenance and Repair: Throughout the project, equipment maintenance and


repair services are provided to ensure that the machinery remains in good
working condition. This minimizes downtime and maximizes efficiency.
• Technical Support: On-site technical support is available to address any issues or
problems that may arise during the project, ensuring smooth equipment
operation.
• Equipment Upgrades: If necessary, equipment upgrades or modifications shall be
provided to enhance the performance or extend the life of the machinery.
• Safety Compliance: Equipment services should adhere to safety standards and
regulations to ensure the safety of the project site and workers.
• Cost Management: Equipment service providers department assist in managing
equipment-related costs, including rental fees, maintenance, and repair
expenses.
• Equipment Return or Removal: At the conclusion of the project, the equipment is
removed from the site and returned to the base, were the equipment will be
properly stored or sold (in the case of purchased equipment).

These construction equipment services help ensure that the project progresses
efficiently, meets its timelines, and maintains safety standards. Equipment services are
often tailored to the specific needs of each project

6 QUALITY MANAGEMENT STRATEGY


6.1 QUALITY ASSURANCE/CONTROL
The Project Quality Assurance shall be guided by Project Quality Management Plan.
Inspection and Test Plans will be prepared for specific parts of the work showing
inspection points, procedural references, and acceptance criteria if requested by
client. Also, dimensional control checks will be performed in accordance with

Dimensional Control Procedure. A suitably qualified Inspector shall be deployed for


all civil work activities.

7 HSE MANAGEMENT STRATEGY


HSE shall be given high priority during work scope execution processes. All project
personnel shall be fully inducted before they shall be mobilized for the project.
Personnel shall be issued with adequate and appropriate personal protective

8 MANAGEMENT OF INTERFACES
Adequate resources shall be deployed by CONTRACTOR to follow the effective
management and technical interfaces with CLIENT to ensure regular and on-time
communication between the different parties.

9 RISK MANAGEMENT
CONTRACTOR shall adopt a strategic approach to manage the project risks linked to
the execution of the project. The strategy used to manage shall involve the identification
of risk, assessment of risk, the mitigating actions, record and the follow-up report. These
risks shall be further categorized according to project phases, to identify their source
and the resulting impact on the project. Their probability and their impact shall be
evaluated and mitigation measures shall be adopted to avoid them.

10 PROJECT KEY PERSONNEL

The following key personnel as listed in the project personnel lists and shall be available
to be mobilized by CONTRACTOR for the project. key personnel play crucial roles in
planning, managing, and executing the work. The exact roles and titles may vary

11 FABRICATION, INSTALLATION & ERECTION


All fabrication activities shall be executed according to CLIENT specifications.
Construction method statement and job hazard analysis shall be developed where
applicable. An installation / erection sequence shall be developed by CONTRACTOR

and submitted to CLIENT for approval before commencement of any fabrication,


installation and erection activity.

12 INSPECTION AND TESTING


During and at the end of maintenance, installation or erection works, all work sections
shall be inspected according to project specifications. Inspection shall be carried out
by certified practitioners (Quality Personnel) as may be specified in the project.

13 WEIGHT CONTROL
CONTRACTOR shall compute and add-up the theoretical weight of all components for
an assembly before construction/installation continues. The center of gravity of
assemblies shall be ascertained from time to time and shall be used to analyze the
stability of the assembly on its supports. At the completion of the assembly, a practical
weight check shall be done and its true center of gravity determined.

14 LOAD OUT AND SEA FASTENING


CONTRACTOR shall develop a Load out and Sea fastening procedure and submit it for
CLIENT review, if required by CLIENT.
