1.0 GENERAL
This requisition covers the requirements of HV Cables to be supplied for motor Spirit Quality Upgradation
Project of IOCL (INDIAN OIL CORPORATION LIMITED) located at Panipat, Haryana, India.

2.0 SCOPE OF WORK

Vendor shall be completely responsible to supply all required materials for satisfying the functional /
operational requirements stated in this Requisition / Specifications and its Attachments / Annexure.

Supplier shall have complete responsibility for all the items supplied by them including their sub-suppliers, if
any. The Supplier’s scope of work includes, but not limited to:

() Design & Engineering

() Manufacturing
() Supply of materials as specified
() Acceptance tests and inspection of ex-factory items
() Packing & Forwarding
() Transportation
() Documentation: The Supplier shall supply all the documents in both hard copy and magnetic media
() Data Sheet

It is Supplier’s responsibility to verify the selection of type of instruments, material of construction of each
component as per the data mentioned in individual specifications / data sheets / requisition. Supplier to
suggest an alternative, in case not found suitable. Supplier shall stand guarantee for all items supplied by
them, including their bought out items.

2.1 Qualifying Requirement and Proven Track Record.

The offered materials shall be brand new with proven track record.
All the material supplied in general shall conform to Jacob’s standard specifications.

2.2 Conflict
In case of conflict between this requisition and other specifications / documents the following order of
precedence shall govern.

 Statutory Regulations.
 This Material Requisition.
 Codes and standards.

2.3 Vendor Compliance

Vendor shall clearly list out all deviations / clarifications (if any) separately as per the Deviation Format. In
absence of such list, quotation will be deemed as in full compliance with this requisition.

2.4 Scope Of Supply

The scope of supply of HV Cables shall be as per Annexure I.

3.0 QUALITY AND SAFETY

Vendor shall carryout complete in-house inspection and testing as per codes, standards, and applicable

documents. Stage wise and final inspection shall be by L&T’s or/and authorized third party inspection

agency or by IOCL/PMC, as per vendor’s approved QC plan at vendor premises as well as at site.

Routine & acceptance tests as listed in relevant Indian standards and ITPs attached with the MR shall be

conducted on all equipment. These tests shall be carried out by the vendor and shall be witnessed by

owner/Jacob’s or agency authorized by owner/Jacobs.

3.1 The following types of reports/certificates should at least be considered:

 Type test certificates.

 Proven Track Record.
 Material certificates.

4.0 SUPPLIER’S DATA REQUIREMENT

Vendor data requirement along with bid/ after placement of order shall be as per Annexure-3.

5.0 PACKING AND SHIPMENT

 Please refer standard specifications for Medium and high Voltage heavy duty cables,
document no. 3177-ESS-08

6.0 SPECIAL NOTES & SPECIFIC REQUIREMENTS

6.1 The Cable shall be 33KV (E) grade, Heavy duty stranded Al conductor, dry cured XLPE insulated,
insulation screened, conductor screened, extruded inner and outer sheath, PVC sheathed armoured,
overall FRLS PVC outer sheathed power cables.
6.2 Cable pulling eye shall be provided at one end of the cable on each drum to facilitate pulling of cable
while laying. Arrangement shall be made for perfect sealing with pulling eye to avoid ingress of
moisture through pulling eye. M seal shall be used for sealing gap between outer sheath and cable
pulling eye.
6.3 Vendor shall indicate the maximum drum length size along with offer.

7.0 CODES AND STANDARD

 Please refer standard specifications for Medium and high voltage heavy duty cables,
document no. 3177-ESS-08
