Acknowledgments
This book was conceived during the virtual European Consortium for
Political Research (ECPR) General Conference in August 22–26, 2021,
in Innsbruck when we were involved in some successful panels organized
by the Standing Group on Presidential Politics. This conference facilitated
networking of scholars dealing with Post-Soviet politics and some relevant
scientific dimension of contemporary research on presidential politics.
The latter can be analyzed with different theoretical and method-
ological approaches which were well discussed in panel on presidential
activism, political leadership, president’s role in policy-making as well as
presidential parties and institutional relations. This occasion paved the
way to the idea of a new book testing the validity of presidentialisation
politics in a different geopolitical area: the post-Soviet States.
In doing so, we asked some younger scholars (country experts)—Ilia
Baskakov, Nikolay Novik, Andrey Suzdaltsev—to write chapters on three
main “presidential cases,” i.e., Belarus, Kazakhstan and Russia in order to
describe and explain the process of party’s genetic features and president’s
role in a wider comparative perspective.
This book has been possible thanks to the support of our institutions—
High School of Economics (Moscow) and the University of Genoa—and
to the people which provided us useful insights for a better discussion and
review of our chapters.
We would like to thank the editor, Gianluca Passarelli, who strongly
believed in this project and all the members of the steering committee of

to thank the anonymous reviewers for their comments and suggestions
and the Palgrave executive editor, Ambra Finotello, for being supportive
to our project.
The responsibility for all that it is written is ours alone.

CHAPTER 1
Mara Morini
Introduction
The centralization of power in the hands of the leadership is a widespread
phenomenon in both democratic and authoritarian political regimes
(Elgie & Passarelli, 2019: 1).
From the 1970s onwards the processes of personalization, centraliza-
tion, prime-ministerialization, and presidentialization of politics increased
the power in the hands of the executive institutions (Passarelli, 2015).
So, it is not surprising if leaders, nowadays, play an important role in
contemporary politics. This phenomenon is quite new and institutional
constraints seem to be the most important reasons for its origin and
development among countries (Passarelli, 2020). In literature, the term
