IRR 1.0 BACKGROUND

IRR 1.1 The General Assembly of NFJPIA Region 4 is a non-academic event that
plays an integral part in the total development of JPIAns throughout their
journey for achieving their desired profession. Through these activities,
participants shall have an opportunity to encounter new people while
having the chance to develop the value of collaboration and healthy
competition. In addition, the 25th General Assembly Academics
League aims to uphold academic excellence through creative and
exciting competitions. The best representatives from the Local Chapters
are gathered to showcase their wits and abilities to solve different
problems that are based on CPA board subjects.

IRR 2.0 OBJECTIVES

IRR 2.1 To promote academic excellence among the members of the organization
and help deepen their knowledge about accounting;

IRR 2.2 To allow the members to test their knowledge through a friendly and
competitive atmosphere;

IRR 2.3 To help the participants discover their strengths and be aware of their
weaknesses in different board-related subjects through different academic
competitions;

IRR 2.4 To promote camaraderie, familiarity, and sportsmanship among the


participants from the different local chapters; and

IRR 2.5 To increase the involvement and participation of the Local Chapters in the
academic activities held by NFJPIA R4.

IRR 3.0 ACADEMIC COMPETITION, COVERAGE, AND ELIGIBILITY

IRR 3.1 The 25th General Assembly Academics League shall be


composed of the following activities:

♦ Regional Academic Quiz Showdown


♦ The Clash of Brain Legions
♦ MAS Case Study Competition

IRR 4.0 GENERAL QUALIFICATION

IRR 4.1 The activities of the 25th General Assembly Academics League are open
to all bona fide members of the NFJPIA Region IV F.Y. 2023-2024,
provided that they are registered delegates of the event.

IRR 5.0 GENERAL REQUIREMENTS

IRR 5.1 Duly Accomplished Master List of Participants.

IRR 5.1.1 All qualified participants must use their respective


IYARUMA JPIA Number on the application.

IRR 5.1.2 In the case that a participant does not possess an IYARUMA
JPIA Number, a soft copy of any proof that he/she is
enrolled for the Academic Year 2023-2024 shall be
attached. Proof can be any of the following:

IRR 5.2 Parental/Guardian Consent. The pro-forma to be used is included in
the 25th General Assembly Packet File.

IRR 5.3 Waiver Form. The pro-forma to be used is included in the 25th General
Assembly Packet File.

IRR 5.4 Vaccination Card. Every participant must be fully vaccinated.


Booster shots are optional.

IRR 5.5 Endorsement Letter. The pro-forma to be used is included in the 25th
General Assembly Packet File. Only one (1) endorsement letter, duly
signed by the respective Local Chapter’s Vice President for Academics (or
equivalent), Local Chapter’s President, and Local Chapter’s Adviser, is
sufficient for all eligible participants within each local chapter.

IRR 5.6 Each Local Chapter’s Vice President for Academics should compress the
necessary requirements mentioned in IRR 5.1 to IRR
5.5 into one zip file. This must be sent to the corporate email of
the Academic’s Project Manager for Physical Events,

the Regional Vice President for Academics,

for file name and subject:

IRR 5.7 In all cases where there will be changes with regard to the delegates of
local chapters, the respective Local Chapter’s Vice President for
Academics must send a new zip file containing the necessary
requirements to the recipients mentioned in IRR 5.6. The file name and
subject format to be used shall be:

IRR 5.8 Deadline of registration and revision is until January 4, 2023


(Saturday), 11:59 PM.

IRR 6.0 ADVISERS

IRR 6.1 Each local chapter is only allowed to have one (1) adviser during the
event. The adviser must be pre-registered on or before January 4,
2024.

IRR 6.2 Only those pre-registered are allowed to stand as advisers during the
event. The advisers are requested to bring any valid IDs (preferably PRC
ID), to be presented during the event so as to confirm their identity.

IRR 6.3 Late advisers are still admitted to stand and act as such, provided they
comply with the aforementioned provisions of this IRR. Late advisers are
not allowed to raise any concern, protest, and/or clarification to those
questions already settled previously.

IRR 6.4 Advisers are not allowed to take/request a copy of the questions, or any
other pertinent documents, sacred to the event’s confidentiality.

IRR 7.0 CLAUSE ON LIMITS TO PARTICIPATION

IRR 7.1 Each contestant shall only be allowed to join one (1) academic
activity in the Academics League. This is to avoid any conflicts in the
schedule because the activities are held simultaneously.

IRR 7.2 Each local chapter shall only be allowed a maximum of three (3)
qualified participants to join in one (1) Academic Quiz Showdown.

IRR 8.0 GENERAL CONTEST RULES

IRR 8.1 Contestants are advised to be at the designated places of their events at
least thirty (30) minutes before the time schedule.

IRR 8.2 Contestants must be properly registered and must sign in the
provided registration before proceeding to the competition proper.
Certificates of participation shall also be distributed after the event.

IRR 8.3 Late contestants are still allowed to join the competition. However, he/she
shall no longer be allowed to answer the questions he/she might
have missed.

IRR 8.4 Students must bring their own BASIC calculator and ballpoint
pen on the actual date of examination as it will be checked on the

exam proper. Scientific calculators are strictly prohibited.

IRR 8.5 Contestants must wear their corporate attire or their smart
casual attire during the academic competitions.

IRR 8.6 The Academics Department shall be composed of the Regional Vice
President for Academics, and its Regional Standing Committee Members.
While NFJPIA-R4 Council shall be composed of the Regional Executive
Officers which shall serve as the monitoring personnel and question
distributors (QD).

IRR 8.7 Aside from the Regional Executive Officers, members of the standing
committee and assigned work force members for the different events may
also serve to act as QDs.

IRR 8.8 Any member of the Board of Judges and NFJPIA-R4 Council shall be
vested with the power to give sanction to any contestant he/she has
witnessed violating any of the said provisions in this IRR.

IRR 8.9 After reading the contest rules and mechanics, contestants are given the
chance to raise questions/clarifications regarding the said rules and
mechanics.

IRR 8.10 In case of any concern, clarification, or protest which is not governed by
the Implementing Rules and Regulations (IRR) of the said provision, the
Regional Vice-President for Academics shall have the absolute power to
objectively decide, upon consultation to NFJPIA-R4 and/or Regional
Adviser, on matters which are deemed necessary to preserve and protect
the integrity of the event. His decision is final and irrevocable.

IRR 9.0 REGIONAL ACADEMIC QUIZ SHOWDOWN

IRR 9.1 The Regional Academic Quiz Showdown (RAQs) shall be


composed of the following subjects:

♦ Basic Accounting
♦ Advanced Accounting and Reporting
♦ Taxation
♦ Regulatory Framework and Business Transactions
♦ Management Services
♦ Auditing

IRR 9.2 The following table shows the coverage and eligibility of the participants.

IRR 9.3 The academic quiz bee is a raise-board type quiz bee composed of three
(3) Rounds – Easy, Average, and Difficult.

IRR 9.4 However, if the registered number of participants in each subject reaches
50 and above, a 30-item examination will be given first and only
top 20 high scorers will proceed to the raise-board type.

The council will announce a week before the event if there will be an
examination on a particular subject.

IRR 9.5 The questions will be read twice (2) by the quizmaster. Requests to
repeat a question shall not be entertained unless there is an approval from
the member of NFJPIA-R4 council present at the contest proper.

IRR 9.6 Contestants must only start to solve and/or put answers on their
respective boards once the quizmaster has finished reading the question
twice.

IRR 9.7 The time allotment, number of items, and corresponding points per round
according to difficulty are as follows:

IRR 9.8 Before proceeding to the next question, the contestants shall be given an
allotted time of 45 seconds to raise a protest/clarification, to request a new
marker or scratch paper, to change their calculator if it encounters a
technical problem or other concerns. After the allotted time has elapsed,
the quizmaster shall read the next question. Hence, protests shall no
longer be entertained.

IRR 9.9 In case of a tie in the final scoring, clincher questions shall be asked
by the quizmaster. Difficulty can vary from easy, to average, or difficult.
The first to raise his/her board shall be entertained first.

A chance for a steal will be given when the first participant to raise the
board failed to give the correct answer. However, if the second response
is still incorrect, the quizmaster shall proceed to the next question. This
process will repeat until a participant successfully provides a correct
answer.

IRR 10.0 THE CLASH OF BRAIN LEGIONS

IRR 10.1 The Clash of Brain Legions shall be composed of two (2) rounds – the
Qualifying Round and Final Round.

IRR 10.2 Each participating team should consist of three (3) members. The
eligibility of the participants to join the activity isn’t limited to their year
level.

IRR 10.3 Contest Rules and Mechanics for the Qualifying Round:

IRR 10.3.1 A list of challenges will be given to the participating teams.


Each challenge has its corresponding point value – 2, 5,
and 7 points. It is important to note that participants must
possess a level of physical fitness to effectively navigate
this round.

IRR 10.3.2 The participants have an allotted time of 25 minutes to


complete as many challenges as possible.

IRR 10.3.3 A facilitator will be assigned to each team who will check and
monitor their progress throughout the round duration. The
team’s respective facilitators will sign the list of a completed
challenge to verify its completion.

IRR 10.3.4 At the end of the time limit, the facilitator will collect the list
and submit them to the scoring committees for verification
and point calculation.

IRR 10.3.5 The Top seven (7) teams with the highest accumulated
points will advance to the final round.

IRR 10.4 Contest Rules and Mechanics for the Final Round:

IRR 10.4.1 The final round is a buzzer-type of quiz bee composed of 30


questions, subdivided to three levels of difficulty – easy,
average, and difficult.

♦ Accounting-related Questions
♦ General Knowledge

IRR 10.4.2 Corresponding points per question according to the level of


difficulty are as follows:

IRR 10.4.3 Questions will be randomized without adherence to


predetermined difficulty levels. The participants will
discover the difficulty level only after the completion of each
question, adding an element of surprise before moving on
to the next challenge.

IRR 10.4.4 The quizmaster will read the questions once (1). Requests to
repeat a question shall not be entertained unless there is
an approval from the member of NFJPIA-R4 council
present at the contest proper.

IRR 10.4.5 The teams may start to solve and/or tap their buzzers even
before the quizmaster has finished reading the question
twice.

IRR 10.4.6 The team that tapped their buzzer first will be

prioritized and granted a five-second window to provide the
correct answer.

However, if an incorrect answer is given, the corresponding


point deduction shall be subtracted from the team’s score.
Simultaneously, a chance for a steal shall be given to the
second team that tapped their buzzer.

IRR 10.4.7 To amplify the quiz bee experience with an added layer of
creativity and intrigue, power-ups are integrated. The
following are the power-ups along with their respective
purposes, methods of acquisition, and instructions on
utilization:

Double-up ● Acquired after answering seven (7)


questions correctly.
● This power-up doubles the point increment
for correct answers, presenting an
opportunity for significant advancement.
● If the team wishes to use this power-up, they
shall raise the “Double-up” placard before
answering the question.
● Since the difficulty of questions is not
disclosed, using this power up becomes a
strategic decision.

Block ● Acquired after three (3) successful


steals.

● This power-up prevents the first buzzing
team from answering the question, which can
offer an opportunity for the second buzzing
team to potentially seize the question.
Notably, this chance for a steal is available
irrespective of whether the second team is
the user of the power-up or not.
● If a team wishes to use this power-up, they
shall raise the “Block” placard after a team
successfully buzzes first.

Pass It On ● Acquired after answering three (3)


consecutive questions correctly.
● Allows the first buzzing group to pass the
question to a chosen opponent.
● If a team wishes to use this power-up, they
shall raise the “Pass It On” placard after
buzzing first.
● If the chosen opponent answers correctly,
both groups gain points. If incorrect, points
are deducted.

IRR 10.4.8 All power-ups may only be acquired once per team.

IRR 10.4.9 In case of a tie in the final scoring, clincher questions shall
be asked by the quizmaster. The first to tap his/her buzzer
shall be entertained first.

IRR 10.4.10 The participants with the highest total score from this round
will be declared as follows:

IRR 11.0 MAS CASE STUDY COMPETITION

IRR 11.1 The topic of the case study is limited to Management Services.

IRR 11.2 Each local chapter may register one (1) group consisting of four
(4) members.

IRR 11.3 All teams will be provided a case study. They will be given one (1) week
to analyze the case and prepare the written report.

IRR 11.3.1 The written report shall contain the following


sections but are not limited to:

IRR 11.3.1.1 Title. This section must contain the title of


the report, the case study’s name, the
participants name, and the date of
submission.

IRR 11.3.1.2 Introduction. This section must contain an


introduction to the case study— including the
background information and context of the
problem or situation. The objectives of the
study and its significance should be clearly
stated.

IRR 11.3.1.3 Problem Statement. This section must
contain the clear definition of the problem or
issue that the case study aims to address.
Describe its scope and the specific
challenges it presents.

IRR 11.3.1.4 Methodology. This section must contain a


clear explanation of the research
methodology used in the case study.

IRR 11.3.1.5 Analysis. This section must contain the


findings in the case study presented in a
logical and coherent manner. A detailed
analysis of the data collected, supported by
relevant facts, figures, and evidence should
be provided. The group may use graphs,
charts, or tables to enhance clarity.

IRR 11.3.1.6 Discussion. This section must contain the


interpretation and discussion of the
analysis’s findings. It should be relayed to
the objectives of the study. Moreover, the
group should provide insights into the
problem or issue at hand.

IRR 11.3.1.7 Recommendations. This section contains


practical recommendations to address the
problem or issue identified in the case study.
A clear rationale for each recommendation

should be provided, and its possible
implementation explained. The group should
consider the potential risks or challenges
associated with the proposed solutions.

IRR 11.3.1.8 Conclusions. This section contains the


summarization of key points discussed in the
report, including the problem, research
objectives, findings, and recommendations.
The significance of the study and its potential
impact should be emphasized.

IRR 11.3.1.9 Bibliography. This section contains the


properly cited sources included in the paper.
In-text citations and references should
adhere to the APA 7th ed. format.

IRR 11.4 The template for the written report shall be provided by the council.

IRR 11.5 The written report should follow the following format:

♦ Font Style: Arial


♦ Font Size: 12
♦ Spacing: 1.0
♦ Margin: 1.5 Left; 1.0 Right, Top, and Bottom

IRR 11.6 The written report shall have a maximum of ten (10) pages, and

must not have an appendix.

IRR 11.7 All supporting computations must be part of the written report.

IRR 11.8 Failure to comply with the above-mentioned details will result in a
three-point deduction to the team’s final average score from the panelists.

IRR 11.9 The group must send the written report in Word and PDF format to the
corporate email of the Academic’s Project Manager for Physical Events,
r4prjmanphysicalevnt.nfjpia2324@gmail.com and cc notation to
the Regional Vice President for Academics,

IRR 11.10 Deadline of sending the case study output must be sent January 15,
11:59 PM.

Failure to submit the case report within the said time frame shall render a
deduction of one (1) point per five minutes exceeding the time of
submission to the total combined score of written and final presentation.

IRR 11.11 The following table shall be the criteria for judging the case study written

IRR 11.12 Contest Rules and Mechanics for Final Presentation:

IRR 10.12.1 The order of presentation will be determined through a


randomizer.

IRR 10.12.2 The groups shall present their case output for fifteen
(15) minutes. When the allotted time is up, the group will
undergo fifteen (15) minutes of question and

answer from the panel of judges. The interpolation may
exceed the allotted time if deemed necessary by the panel
of judges and upon the approval of the organizing team.

IRR 10.12.3 English shall be the medium of presentation.

IRR 10.12.4 Suggested answers to the case study will be discussed by


the Board of Judges after all the presentations are done.

IRR 11.13 The following table shall be the criteria for judging the final presentation.

IRR 11.14 Each group’s total score for both written report and final presentation shall

IRR 11.15 The scores given by the Board of Judges are final and irrevocable.

IRR 11.16 The group with the highest averaged score from both rounds shall be
declared the Champion, followed by the 1st Runner-up and 2nd

IRR 12.0 POINTING SYSTEM

IRR 12.1 The pointing system to be followed in the determination of points to be


accumulated by the Local Chapters in joining Academic Events is as

IRR 13.2 The Local Chapter with the highest number of points accumulated from
both Academic and Non-Academic Activities shall be awarded as the
25th General Assembly’s Most Outstanding Local Chapter.
The Local who had the 2nd and 3rd highest accumulated points shall be
declared as Outstanding Local Chapter.

IRR 14.0 WITHDRAWAL OF PRIVILEGE

IRR 14.1 A participant who withdraws his/her privilege to be part of the event is no
longer allowed to regain it after two (2) days from the date of
withdrawal.

IRR 14.2 Withdrawal of participation must be done three (3) days before the
submission date of Master list. If the participant/s did not send or is not
responding beyond the allowable time, the Local Chapter President will
receive a memorandum from the Regional Vice President for Membership.

IRR 15.0 VIOLATIONS AND SANCTIONS GUIDELINES

IRR 15.1 The above-mentioned 25th General Assembly Academic League’s


Implementing Rules and Regulations are intended for the Regional Vice
President for Academics and related persons upon issuing a request.
These people shall maintain the relevance and reliability of the
implementing rules and regulations for the event through its strict
implementation.

IRR 15.2 Any questions raised by the members of any varsities that are not
included in the IRR shall be subjected to the jurisdiction of the Regional
Vice President for Academics shall be final and irrevocable.

IRR 16.0 ENFORCEMENT OF THE IMPLEMENTING RULES AND


REGULATION

IRR 16.1 It shall be the primary duty of the Regional Vice President for Academics
and the Regional Executive Officers to effectively and

enforce the provisions of this Implementing Rules and Regulations. The
Regional Vice President for Academics and the Regional Executive
Officers have the sole right to interpret the contents of this Implementing
Rules & Regulations and their decision shall be binding and irrevocable.

IRR 16.2 The Regional Adviser or his duly designated representative shall act as
legal adviser to the Regional Vice Presidents for Academics and to the
Regional Executive Officers. He/she shall render legal assistance as may
be necessary in carrying out the provisions of this Implementing Rules and
Regulations.

IRR 17.0 AMENDMENTS OR REVISIONS

IRR 17.1 The Regional Executive Officers shall be vested with the exclusive power
to revise and amend the Implementing Rules and Regulations.

IRR 17.2 Any amendments or revisions to this Implementing Rules and Regulations
may be proposed by any member, stating the reasons thereto.

IRR 17.3 Any request for amendments and revisions as well as proposed
amendments must initially be reviewed by the Regional Vice President for
Academics then to be forwarded to the Regional Executive Officers for
discussion, editing and final approval by the Regional Council President
and to be noted by the Regional Adviser.

IRR 18.0 SEPARABILITY CLAUSE

IRR 18.1 If any clause, provision, paragraph or part of this Implementing Rules and
Regulations shall be unconstitutional or invalid, such judgment shall not
affect, invalidate, or impair any other part hereof, but shall be merely
confined to the clause, provision paragraph or part directly involved in the
controversy in which such judgment has been rendered.

IRR 19.0 REPEALING CLAUSE

IRR 19.1 Any rule or regulation or resolution or part/s inconsistent with the
provisions of this Implementing Rules and Regulations are hereby
repealed or modified accordingly.

IRR 20.0 EFFECTIVITY

IRR 20.1 These Implementing Rules and Regulations shall take effect immediately
after the approval of the Regional Council President.
