PREFACE
ABOUT THE UNIVERSITY

Maharaja Ranjit Singh Punjab Technical University, Bathinda (erstwhile Maharaja Ranjit
Singh State Technical University, Bathinda) is an affiliating Technical University, established
by Govt. of Punjab vide Punjab Act No. 5 of 2015 notified through Punjab Government
Gazette-Extraordinary (Regd. No. CHD/0092/2015-2017) notification No. 5-Leg./2015 dated
12th February 2015. It is registered with UGC u/s 2(f) & 12B. It has been given membership of
Association of Indian Universities w.e.f. 01.04.2016.
With spontaneous upswing in demand for quality Technical Education, burgeoning
pressure on the Premier Technical University of Punjab, Punjab Technical University,
Kapurthala, to mitigate regional imbalance in distribution of Temples of quality Technical
Education in the State, for exponential socio-economic growth of the Malwa region, to bridge
the gap between demand and supply of employable technical human resource, exigency for
creation of a new State Technical University in Punjab was realized.
Consequent on the implementation of this Act, Technical Institutions of Eleven
Districts of Punjab have been affiliated to MRSPTU w.e.f. 1stJuly, 2015: Barnala, Bathinda,
Faridkot, Fatehgarh Sahib, Fazilka, Ferozepur, Mansa, Moga, Patiala, Sangrur and Sri Muktsar
Sahib.
The major objectives of this new Technical University at Bathinda are to provide,
upgrade and promote Quality Technical Education, Training and Research and to create
entrepreneurship and a conducive environment for the pursuit of technical education in close
cooperation with Industry. In its pursuit of creating excellence in Teaching, Research and Skill
Development, the University intends to attain highest standards by following and conforming
to norms and policies laid down by All India Council for Technical Education, University
Grants Commission, COA and PCI, New Delhi. The University is expected to generate and
maintain resources through Consultancy Services, Testing Services, Continuing Education
Programmes, National and International Collaborations, MoUs and transfer of Intellectual
Property Rights.
MRSPTU takes pride in adopting 5 villages of Punjab – Nandgarh, Bajak, Bambiha,
Kotguru and Dhunike for accelerating their overall growth and as a part of social responsibility
of the University towards upliftment of rural Punjab.

In Pursuit of Success through Excellence

I have great pleasure in welcoming the aspiring students to Maharaja Ranjit Singh Punjab
Technical University (MRSPTU), Bathinda, established by the Government of Punjab. The
MRSPTU has become the epitome of professional education in a very short span. Our mission
is success through academic excellence and advancement of technical and scientific education,
pioneering research and innovation driven development for holistic development of students
by fostering freedom, empowerment, commitment, unleashing creativity and innovation. The
MRSPTU signed Memorandum of Understanding (MOU) for academic partnership with
globally top ranked universities (including USA, Canada), renowned Industries/ Corporate and
academic institutes. MRS-PTU, Bathinda is adding another feather in its cap by signing a MoU
with leading Wayne State University of U.S.A regarding International students exchange
programme. The unique project is named as, 'Enroll Here Study Abroad'. It will definitely open
new vistas to students of Punjab to pursue education abroad as to cherish their aspirations.
The university offers a wide array of world class courses in Science and Technology,
Management and Commerce, Architecture, Pharmaceutical Sciences, Food Science and
Technology, Agriculture, newer teaching and research programmers through its affiliated
constituent colleges and campuses. With modern infrastructure, vibrant campus and Centres of
Excellence, we endeavour to produce technically skilled manpower better than the best
professionals with an integrated and technology oriented education to serve the needs of the

1. GENERAL PROTOCOL OF MOU SIGNED WITH WAYNE STATE UNIVERSITY,
DETROIT, MICHIGAN, USA
The University has signed MoU with Wayne State University, Detroit, Michigan, United
States (WSU) through which the eligible students can be accepted into the appropriate
departments at WSU, after completing 3 years of their undergraduate Program at MRSPTU,
under 3+1 or 3+2 Agreement. Under this MoUs University has decided to admit 20 students
in each branch of CSE, Electrical Engg, Mech Engg w.e.f. 2021-22 to onwards. The
admissions will be made to 1st, 2nd, and 3rd years during that Academic Session.

universities of repute is given in PART-V of the brochure.

ELIGIBILITY CRITERIA &MODE OF ADMISSION TO

MRSPTU PROGRAMMES
2022-23 BATCH
For a candidate to be eligible to apply for admission in any of the Programmes offered by
MRSPTU Teaching Departments/Constituent & Affiliated Colleges, he/she must,
1. Fulfill Minimum Eligibility Criteria for basic qualification (Part-III,MRSPTU

Information Brochure 2022-23).
2. Fulfill all other conditions laid down in Punjab Government Notifications for
Admissions in Academic Session 2022-23.
3. Fulfill all other general eligibility criteria as per memo No. 35/44/95-1T(2)/978 Dated,
Chandigarh, the 21stMarch, 2003 of the State Govt. of Punjab.
4. Bears a good moral character.
5. Complete/fulfill all the applicable requirements of MRSPTU and the College in which
admission is sought.
RESERVATION POLICY
1. For online centralized counselling by I.K. Gujral PTU and online direct counselling by
MRSPTU, the reservation of seats shall be as per Punjab Govt., Department of Technical
Education and Industrial Training Memo no. 13/2/05-1TE2/1987 dated 02/07/2013Memo.
No. 8/41/2019 - 4 TE2/53 dated 13.09.2019.MRSPTU will comply with the exemptions
allowed in these notifications.
2. Every candidate must mention in his/her application at the time of registration, the reserved
category and sub reserved category (if applicable) for which he/she has applied. A
Candidate seeking admission under a reserved category will be eligible to apply for only
one reserved category.
3. A candidate shall be eligible to make a claim for reservation in any of the reserved
categories. However, the procedure for counselling shall be as per Punjab Govt., Welfare
Department (Reservation Cell) Memo no. 7/21/2004-RS1/1674-1677 dated 20/12/2004.
He/she shall be required to bring original certificates when called upon to do so. A Candidate
not claiming any reservation shall be treated and considered as a “General Candidate”.
Rules/instructions of Govt. of Punjab, regarding reserved categories as amended from time to
time, will be applicable. The reservation policy of the Punjab Govt. is applicable.
Important:
As per the UGC letter no. F.1-27/2009 (SCT) all the eligible SC/ST, OBC, PwD students etc.
should submit their scholarship form for the academic year by February for processing
scholarship to SC/ST, OBC, PwD etc.

KASHMIRI MIGRANTS
There is one seat reserved for Kashmiri Migrants as per Punjab Government
Notification no. TECH-TE-2013/2/2020-4TE2/1036 dated 11/10/2021. The admissions and
disciplines of seat under this category will be decided by Director, Technical Education &
Industrial Training, Punjab, Chandigarh. Candidates desirous of seeking admission as
Kashmiri Migrants may contact the office of Director, Technical Education & Industrial
Training, Plot No. 1, Sector - 36-A, Chandigarh.
MANAGEMENT QUOTA SEATS

a) The Government of Punjab has approved 33-1/3 percent (one third) of total seats as
management quota vide Notification No. 13/129/2003-1TE2/1247 dated 25/04/2008, No.
13/129/2003-1TE2/1892 dated 20/04/2008, partial notification no. No. 13/129/2003-
1TE2/171 dated 18/01/2011in all the Private Unaided Colleges/Institutions.
b) Each Institution shall publish an advertisement in two leading newspapers (one in English
and one in Punjabi language), with a clear fifteen days of period before the last date for
making application for admission under this category.
c) The College/Institute Management shall fill these seats in accordance with the following
order of preference:
(i) Merit in JEE - 2020
(ii) Marks secured in the qualifying examination.
d) The fee of “Management Quota” seats shall be the same as the latest uniform rate of fee
already notified vide No.- 13/127/09-1TE2/767 dated 01/03/2011 until it is revised in
accordance with procedure established by law, subject to the condition that there shall be
no profiteering or charging or any capitation fee, directly or indirectly, Miscellaneous
charges like Admission Fee, Security, Student Fund and Hostel Fee already fixed and
conveyed vide memos dated 4/3/99 and 15/3/99 will continue be charged.
e) The admission under Management Quota will be initiated by the respective affiliated
colleges after the completion of centralized online counselling conducted by IKG Punjab
Technical University, Jalandhar.

Norms/Guidelines for admissions to various Courses for International Students in

MRSPTU, Bathinda
1. Introduction:
These rules define the procedure for the admission of International students to various
courses. These rules are based on General Guidelines issued by the University Grants
Commission (UGC), Association of Indian Universities (AIU) and Statutory / Regulatory
directives issued from time to time.
2. The Cell:
The International Students Cell will provide necessary guidance for admission. All letters
related to international students should be addressed to the Office mentioned below.
Admission of NRI/PIO/Foreign National candidates will be based on merit in qualifying
examination or equivalent examination.

3. International Students:
i. Foreign students: Students holding passports issued by foreign countries including people
of Indian origin who have acquired the nationality of foreign countries.
ii. Non Resident Indians (NRI): Only those Non Resident Indian students who have studied
and passed the qualifying examinations from schools or colleges in foreign countries
will be included as international students. This will include the students studying in the
schools or colleges situated in foreign countries even if affiliated to the Boards of
Secondary, Higher Secondary Education or Universities located in India, but will not
include students studying in those schools or colleges (situated in India) and affiliated
to the Boards of Secondary Higher Secondary Education or Universities of foreign
countries. Students passing the qualifying examinations from Boards or Universities
located in foreign countries as external students and Dependants of NRI studying in
India will not merit the status of international students.
Entry level status of International students on entry to the country will be
maintained.
4. Rules for Deposit of Counselling and Other Fees

i. Candidates will register online at www.mrsptu.ac.in and deposit counselling fees of
US$ 100 (Non-Refundable) for affiliated colleges of MRSPTU and US$ 30 (Non-
Refundable) for Main Campus/ constituent colleges of MRSPTU. They will have
to take the print out of the online fee slip.

ii. Each candidate is required to deposit fee year wise, as per the fee structure of the
University. This payment of fee must be deposited within date specified on the
allotment letter.
iii. If a student does not submit fee within stipulated time, his seat may be treated as
cancelled.
4. Documents required for admission of International Students:
i. Visa: All the international students will require a student visa endorsed to this Institution
for joining full time courses. No other endorsement is acceptable. Students wishing to join
a research programme will require a research visa endorsed to this Institution. The visa
should be valid for the prescribed duration of the course.
Visa is not required for NRI students.
ii. All international students wishing to undertake any research work or join a Ph.D
programmes will have to obtain prior security clearance from the Ministry of Home
Affairs and the approval of Department of Secondary & Higher Education, Ministry of
Human Resource Development, Government of India.
5. Eligibility Qualifications:
Only students having qualification recognized as equivalent by the Association Of Indian
Universities (AIU) are only eligible for admission.
i. A candidate shall have completed 17 years of age on or before 31st December of
the last calendar year.
ii. Under this category only the students who have studied and passed the qualifying
examination from a school located in foreign country shall be considered. This will
include the student studying in school and / or college situated in foreign country,
even if the concerned school / college is affiliated to any Board of secondary, Higher
Secondary education or a University in India. However, wards of NRI / PIO / FN,
who is studying for the qualifying examination in school / college located in India
are excluded.
iii. The candidate shall get equivalence certificate from the Association of Indian
University (AIU), New Delhi.
6. Equivalence Certificate
For issue of Equivalence Certificate, US $ 200 or equivalent Indian currency or fee as
applicable payable through Demand Draft favouring "Association of Indian
Universities, New Delhi” is required.

(a) The candidates against NRI / PIO / NRI seats will be admitted on merit determined
on the basis of marks obtained in the qualifying examination. They shall not be
required to take the Entrance Test.

(b) First preferences shall be given to those NRI / PIO candidates who are having
ancestral Punjab Resident background.
(c) Second preference shall be given to those NRI / PIO candidates who are having
ancestral background relating to other States of India.
(d) Third preference shall be given to those resident Indian Candidates who are
sponsored by an NRI / PIO and the sponsorship letter is attached with their application.
(e) Fourth preference shall be given to those resident Indian Candidates who are ready
to pay fees in Indian Currency.

CHIEF MINISTER SCHOLARSHIP SCHEME

The benefits of Chief Minister Scholarship Scheme 2022-23 shall be extended to candidates

Anti-ragging policy as per AICTE F. No.37-3/Legal/AICTE/2009 Notification for
