1. 0 - OBJECTIVE

The objective of this PROJECT EHS PLAN is to facilitate safe execution of the works by incorporating
Health, Safety & Environment factors into construction program in a structured way as per the various
requirements of the job. The plan is prepared to accomplish the following objectives.
a) To identify all critical activities, assess the risk, hazard and significant impacts associated therein
and suggest precautionary measures to avoid any incidents.
b) To integrate Environment Health & Safety friendly work practices.
c) To create Environment Health & Safety awareness to every individual associated with the
project.
d) To formulate and effectively maintain the accident prevention and Health and environment
protection program of the project.
e) To establish and sustain a proper class of HSE standards in the project.

f) To achieve the prime objective of ' ZERO FATALITY / INCIDENT& MINIMAL IMPACT ON
ENVIRONMENT’.

2. Environment Health & Safety (EHS) Policy

As an integral part of our business philosophy, we are committed to conserving the environment and
providing a safe and healthy workplace to our employees and stakeholders. To achieve this, we will
ensure:

 Incorporate EHS Considerations in all Construction processes.


 Compliance with statutory and other applicable requirements.
 Prevent adverse environmental impacts and occupational health and safety risks.
 Conserve natural resources; minimize waste generation and environmental emissions.
 Impart structured training and augment resources for effective EHS performance.
 Encourage communication, consultation and collaboration with all stake holders.

Environment, Health & Safety Policy

The Company is committed to provide and maintain a safe and healthy work environment by
establishing safe operating procedures and practices that protect employees from ill health and injury
and it is committed to conservation of resources and continual improvement of processes and activities
in order to minimize impact on environment prevent pollution and protect the environment.

 Effective EHS management system we maintain.


 We train and educate our employees regarding the safety norms.
 Each of our construction unit has been constructed with taking utmost care of environment and
employee safety and are providing a safe infrastructure to our employees.
 We have developed bilateral communication channels with our employees, customers, Suppliers
& contractors for suggestions and execution of EHS norms and periodic review of policy norms
by our experts.
 Continuous safety inspections at all locations for noticing and correcting deviations in rules and
instructions.
 These Safety and Environmental guidelines are implemented on full scope of work.
 The scope of work is briefly defined here under:-

k) Provide a safety and health orientation for all new employees, which will include, but not
limited to:

Implementing of EHS Policy, EHS Management System requirements to site personnel.

Plan and conduct Internal EHS training programs, initiate drive to promote EHS awareness and
performance.

Report all unsafe acts and condition to the immediate supervisor.

Operate equipment only when authorized and prescribed manner.(If applicable)

Conduct investigation of all accidents/dangerous occurrences & recommend appropriate corrective


measures.

Convene EHS meeting & minute the proceedings for circulation & follow-up action.

Organize campaigns, competitions & other special emphasis programs to promote EHS in the workplace.

Maintain all EHS related documents & Update EHS training records

Maintain all equipment and tools in a safe condition.

Provide Personal Protective equipment and other protective equipment as per the requirements of the
work.

4.0 ROLES AND RESPONSIBILITIES

4.1 Project Manager/Project Head.

a) Responsible for completion of the project with total implementation of the company’s EHS policy
requirement, EHS Management System & requirements of this plan and comply with the relevant
statutory rules and regulations.
b) Investigate all high potential incidents and non-compliance and ensure immediate remedial action
to stop recurrence.
c) Ensuring all closing out of all audit reports, NCR’s raised by clients, sending all reports to clients.
d) Ensure 3rd party certification for all plant, machineries and operators at site.

4.2 Safety Officer/Engineer

a) Participating in creating Health and Safety Policy and ensuring these policies are implemented
by the management and employees.
b) Monitoring and ensuring that the activities are being performed with the acceptable safety
norms.
c) Conducting tool box talk meeting, Supervisors safety meeting, conducting training in various
topics, conducting safety incentive program, conducting safety training/inspection.
d) Ensuring valid Work Permit obtained and available at the site for all jobs.
e) Taking disciplinary action against violations.
f) Conducting risk assessment and inspection, pre task meeting and all other project related safety
requirement.
g) Investigating hazards and dangerous occurrences, examine the cause of accident, carry out
safety inspection on site and what remedial steps/action has been under taken.
h) Record, analysis and cascade lateral learning points from First Aid Cases, Near Miss Cases &
Accidents to all project personnel and analysis the trends & effectiveness.

i) To train and educate the labour for uses of personnel protective equipment like safety shoes,
safety belt and safety goggles to prevention of accidents.Create safety awareness among the
labor through training, inspection or interaction.

4.3 All Employees

a) Report all unsafe acts and condition to the immediate supervisor. To report any unsafe
condition / unsafe act noticed by him to his supervisor.
b) Start work only when conditions are safe and stop work when it is unsafe.
c) Operate equipment only when authorized and prescribed manner.(If applicable)
d) Obey all safety rules, regulations & instructions at site. Report any injury or accident
immediately
e) Properly use and maintain all PPE’s issued to him.

f) Ask the supervisor for any clarification before work starts.


g) To assemble at the assembly point in case of emergency.

4.4 Site Engineer

a) Understanding the OHSE requirements of the Project from this Plan, EHS Management Systems,
EHS Plan & following the same in execution of the work.
b) Give Pep talk to the workmen under him.
c) Ensuring the workmen under him wear the necessary personal protective equipment’s respective
to the job.
d) Eliminating all unsafe conditions in their work area. Keeping the work area neat & clean
e) Know the critical activities of his job based on the Group Risk Assessment and ensure
implementation of the Risk control measures.
f) To follow all work permit system as per client requirements or New Consolidated Construction
Co. Ltd OHSE Management System before starting of similar work.
g) To report all near miss cases / reportable LTI /dangerous occurrences / fatality to Safety Officer /
Engineer immediately verbally & submitting the accident report within 12 hours.
h) Informing the concerned authority as per the emergency response plan.

4.5 Project EHS committee members


a) Attend meeting regularly as per schedule to discuss & decide the ways & means of eliminating
the factors affecting EHS.
b) To analysis all the activities of the forth coming period & identify the possible hazards & finalizing
the precautions to be taken.
c) To monitor the EHS performance of the project & suggesting improvements whenever required.
d) Actively participate in the OHSE committee inspections.
4.6 Sub-Contractor
a) Shall understand the safety code of conduct for subcontractors & sign the same as a token of
acceptance before starting the activity.
b) Subcontractors, his supervisors & his workmen shall adhere all the laid down OHSE rules &
regulations while working at site, follow the instructions / advice of site engineer & Safety officer /
Engineer from time to time.
c) To employ persons only above 18 yrs of age.To ensure that he will not employ
physically/mentally disable person under his contract. To ensure every new person to be
employed at site must be given induction training before going on work.
d) To ensure that all persons working under his contract should wear proper P.P.E in correct
manner. To ensure that all persons working under his contract will follow site safety rules and
instruction from safety department. To ensure that all person working under his contract are
working in safe conditions and doing safe acts.

e) To keep site and labor camp in hygienic condition. To ensure that any person under his contract
will not work in influence of drugs and alcohol; no sick person will go on work.
f) To report near miss, first aid case, an accident and dangerous occurrence to safety department
and line management immediately. To cooperate in incident investigation process.

4.7 Duties & responsibilities of workers


a) Every building worker shall use only means of access provided in accordance with these rules
and no person shall authorise or order another to use means of access other than such means of
access.
b) It shall be the duty of a building worker to keep the latrines, urinals, washing points, canteen and
other facilities provided by the employer for securing his welfare in clean and hygienic condition.

5.0 - SAFETY RULES AND PROCEDURES – GENERAL

5.1 - PREVENTION OF ACCIDENTS

5.1.1 - Accidents do not simply result from “bad luck “. They are generally caused by persons
who indulge in unsafe practices or create unsafe conditions. Most accidents can be prevented if
every employee carefully tries to avoid and eliminate unsafe practices and conditions.

5.1.2 - Every employee has the responsibility to act positively to prevent accidents from
occurring.

5.2 - GENERAL SAFETY MEASURES

5.2.1 - The office premises, work places, outside surrounding areas, equipment, plant and
machinery will be provided and maintained, in such a manner as to protect all employees,
workers and third parties as far as practicable, against risks of accidents and injuries to health.

5.2.2 - Awareness will be created among all employees and workers so that they know and
understand the requirement of safety provisions and measures, not only in individual tasks but
also in team/ group working

5.2.3 - While acquiring vehicles, equipment, plants and machinery, it will be ensured that they
confirm to the statutory/ official safety regulations/standards applicable to them, or if there are
none, then they are so designed or protected that they can be operated safety

5.2.4 - All construction works and operations will be properly planned and organized in such a
manner, as to protect all employees and workers against injuries and accidents.

5.2.5 - It will be ensured that all employees and workers are properly instructed about the
hazards and the necessary precautions to avoid accident in their respective occupation.
Wherever necessary the work will be supervised by experienced supervisors.

5.2.6 - Instructions, notices, copies of statutory regulations and posters regarding safety will be
displayed in the language understandable by the workers and other at prominent places. If
necessary the extracts of the above can also be given to the supervisor/ workers

5.2.7 - A board will be displayed at a suitable place in the site office, showing the list of the
nearest Hospitals, their addresses, tel. No., specializations if any, etc. and also a list of the
nearest Doctors, their addresses, tel. No., specializations , etc.

5.2.8 - It will be ensured that the employees and workers perform their work in good conditions
of safety and health and with mutual understanding and co-ordination

5.2.9 - While assigning workers, it will be ensured that they are suited by their age, sex,
physique, state of health and skill, for the particular operation/work

5.2.10 - Protective equipment and clothing suited to the duties of workers will be arranged and it
will be ensured that these are effectively used as per requirement of the construction work/
operations.

5.2.11 - It will be ensured that workers do not sleep or rest in dangerous places, such as under
scaffolds, stairs garages or in the vicinity of dangerous or toxic substances, running machines,
vehicles and heavy equipment

5.2.12 - Within the limit of their responsibilities, employees and workers will do everything in
their power to maintain their and their work mates health and safety.

5.2.13 - Before beginning the work, employees and workers will examine their work places and
the equipment that they are to use, and will forthwith report to their Supervisor/ Foremen/
Engineer, any dangerous defect that they may discover in them. Defective equipment will not be
used until the defects are rectified

5.2.14 - The consideration will be given during planning and design, to the safety of employees
and workers, who will be required to construct and assemble the structure/ installation; by
avoiding the use of unwarrantably dangerous structural/ construction procedure, with suitable
design modification

5.2.15 - It will be ensured that safety requirements for handling and storage of constructions
materials, including explosives and inflammable materials at construction sites and receiving
depots are complied with.

5.2.16 - Engineers and Supervisors will establish uniform system of signaling for all operations, in
which signals are required to prevent danger. In order to avoid danger, Engineers and
Supervisors will ensure that workers are familiar with all signals. It will also be ensured that each

signal has one meaning and all signals are governed only by reliable, competent and authorized
person

5.2.17 - It will be ensured that safety inspections and checks are planned and regularly
conducted.

5.2.18 - As far as practicable, safe means of access will be provided for all workplaces. No
unauthorized person/ persons will be allowed to enter the workplaces

5.2.19 - Loose materials, equipment & tools will not be placed or left to obstruct dangerously in
workplaces or passageways or to cause accident by falling on a person/ worker.

5.2.20 - Workplaces and passageways that are slippery owing to mud, oil other causes will be
cleaned up or strewn with sand, saw dust, ash, etc.

5.2.21 - Floor openings through which persons could fall will be barricaded / covered at all levels
“Safe to walk on” and also by providing guard rails to toe.

5.2.22 - The construction site are exposed to vertical drops of 6 feet or more, provide fall
protection in one of three ways before work begins:

a) Placing guardrails around the hazard area.


b) Deploying safety nets
c) Providing personal fall arrest systems for each employee. The belts will be always tied above
the person.
5.2.23 - Where workers are in danger of falling into water and drowning, they will wear a lift vest
5.2.24 - Secure working platform planks to be provided with ropes to the scaffolding. The
thickness of the working platform if in wood will not be less than 2”.
5.2.25 - Dowel rods will not be left naked at the body level. It will be covered for safety.
5.2.26 – All the Trenches, Staircases, and Lifts will be barricaded to a height of 1m
5.2.27 - Structures and equipment will be inspected by competent person at suitable intervals.
5.2.28 - No accumulation of rubbish will be allowed to gather.
5.2.29 -A good standard of housekeeping will be maintained at all times on the sites and offices.
5.2.30 - Recharging of fire extinguishers and their proper maintenance will be ensured to meet
minimum Indian National Standards.
5.2.31 - The telephone number of the local fire brigade would be prominently displayed near
each telephone on site.

5.2.32 - Supervisors and workmen at the site would be trained in the use of fire fighting
equipment’s.
6.0 - HEALTH AND HYGIENE
6.1 - DRINKING WATER
6.1.1 - An adequate supply of water will be provided for and readily accessible to all the
employees and workers.
6.1.2 - Suppliers of water that is unfit to drink will be conspicuously indicated by notices
prohibiting the workers from drinking it.
6.1.3 - Transport and storage tanks will be periodically cleaned and disinfected at pre-
determined intervals.
6.1.4 – Lunch area for workers has to be provided which will be enclosed on all sides for them to
sit & eat lunch / rest.
6.1.5 – First Aid Facility will be provided in office &will be open at all times.
6.1.6 – Drinking water will be checked once a month.
7.0 - FUNDAMENTAL SAFETY RULES
7.1 - ALCOHOL AND DRUGS
Alcoholic drinks and drug taking are strictly forbidden at work site and work place. Disciplinary
action will be taken against employees under the influence of alcohol or drugs.
7.2 - PERSONAL BEHAVIOUR AT WORK PLACE
Fighting, horseplay or practical joking is not permitted at the workplace. Appropriate disciplinary
action will be taken against employees who indulge in such practices
7.3 - HEALTH
a) Ensure to take good rest before coming to work.
b) Report promptly to the Supervisor concerned when one’s physical condition is unsatisfactory.

7.4 - INCIDENT &ACCIDENT REPORTING


a) Regardless of severity, report to the Supervisors concerned immediately when any injuries are
sustained, materials or equipment are damaged.
b) Any injury irrespective of the severity will be reported to the first Aid center.

c) Proper First Aid will be done with Trained First aid Asst.
d) Ensure to receive proper medical treatment at the designated clinic or hospital promptly in case
of injuries.
e) Stop work and report to the Supervisor immediately if there is any fire or accident.
f) Workmen & staffs will be educated about the facilities available at site (through Safety
Induction).
7.5 - WORK CLOTHES
a) Wear safe working clothes. Loose or baggy pants and short pants are not allowed.
b) Do not work bare footed or in sandals. Wear safety shoes.
c) Wear approved safety helmet at work site at all times.
d) For certain works safety gloves are needed; make sure to wear them.
7.6 - HOUSEKEEPING
a) Good housekeeping is the basis for a safe work environment. It helps prevent accidents and
creates a business like work place.
b) Pile or stack materials in a stable manner.
c) Combustible materials such as oil-soaked or paint covered rags, waste, rubbish etc. will not be
allowed to accumulate except in areas specially provided for this purpose.
d) Never leave materials and supplies in walkways, on roads or where they will interfere with other
work. Clean up after each assignment.
e) Where welding cables, hose, electric leads etc are used in walkways measures will be taken to
ensure that they do not create tripping hazards.
f) Bring only the material required for the day’s job to work site
g) Do not leave scraps/ debris at work site, but place them at designated locations at the end of
each workday. All garbage will be placed in containers/ bins provided at designated locations.
h) Keep working place, toilets and rest rooms clean and neat.
7.7 - PERSONAL PROTECTIVE EQUIPMETN (PPE) AND SAFETY GEAR
Personal Protective Equipment (PPE) and safety gear are to be provided to workers involved in specific
job functions to prevent injuries/bodily harm.
7.7.1 - Head Protection

Safety helmets will be worn at all times while at the workplace. They will not be altered or painted.
7.7.2 - Hand, Face, Foot and Leg Protection
 Safety shoes will be worn at all times at the work site. Rubber boots are to be worn when
carrying out concrete pouring work or when working in pools of water or muddy areas. Sneakers
or slippers will not be worn at any time. Gloves will be worn while handling heavy materials
which are likely to hurt the hands, like rails, steel girders, equipment with relatively sharp edges,
etc.
 Use proper gear when performing following works
 Gas welding, cutting, brazing, goggles or face shields and gloves
 Electric welding, cutting, Shields, shades and gloves
 Grinding, cutting, chiseling, chipping or breaking, places exposed to risk of flying particles
Goggles or face shields
7.7.3 –Full Body Harness
A Full body harness or independent lifeline will be worn while working at heights where there is
risk of failing. The Full body harnesswill be securely fastened to a secure point. Good working or
standing foundation will be ensured and any tripping hazard will be cleared.
7.7.4 - Ear Protection
Ear plugs will be worn in areas where there is noise in excess of 85 dBA such as while carrying
out the following: _
a) Pneumatic chipping
b) Grinding
c) Working on generators compressors or other equipment producing excessive noise
Consideration will always be given first to reduce the noise level at source by adopting suitable
methods like:-
a) More efficient silencers on compressors and maintenance of exhaust system.
b) Fitting acoustic lining to machinery panels
c) Use of acoustic screens and sheds to protect other workers.
d) Sitting of noisy plant away from the work place

Safety Helmets, Safety Shoes, and High viz. Jacket will be the minimum PPE requirement to enter the site.

7.8 - WORKING AT HIEGHTS


Always wear full body harness when working at heights unless fully protected by scaffolds, handrails or
toe boards, always use ladders, stairways or other access when going up or down scaffolds, towers and
pipe rack, etc. Never jump down especially onto wooden scaffold planks.
Do not work directly under other workers working above
Refrain from working at high elevation during stormy weather. Descend and seek shelter immediately.
7.9 – TRAFFIC SAFETY
a) Do not cross or enter area unless work is to be carried out.
b) Drive or walk always along the designated road
c) Riding on crane or other construction equipment is not allowed at site. If any pickup truck is
used, all passengers will be properly seated.
d) Drive or walk always along the designated road.
e) Ensure that every vehicle entering at construction site will have reverse horn.
f) Ensure that, Driver will have a valid license holder
g) Inspection to be done for all vehicles and will be engaged only after the certification
h) The Vehicle fitness / Driver details will be displayed in the vehicle.
i) Periodic inspection of vehicle will be carried out and the report will be circulated to the
concerned.
j) A separate traffic way to be maintained for movement of all vehicles
k) A walkway to be maintained for pedestrian.
l) Designated parking and vehicle unloading points will be available.
m) All necessary sign board and guidelines will be provided in the roads.
n) Sufficient illumination will be provided at the roads and walkways.
o) SPEED LIMIT will be 20 KMPH inside the site premises.
p) Drivers and Operators will be trained and educated to follow all the statutory requirements even
OFF the site.
q) The workmen will be guided to the workplace safely against the Traffic Hazards in and around
the site.

r) Workmen to be transported only by the passenger vehicles, riding over goods vehicle shall be
strictly viewed as serious safety violation

7.10 – ELECTRICAL SAFETY


a) Main power supply for the construction activities will be routed through Earth leakage
resistance.
b) Main power cable will be laid overhead or underground. It will be protected from heat and
mechanical damages.
c) Any joint in the main power cable will be made only by using M-Seal Kit.
d) Panels and DBs will be protected against rain. Doors of panels and DBs will be provided with
gaskets and locking arrangement. Panels will not be kept open.
e) Around the panel rubber mat will be provided.
f) Electrical systems and machinery having metallic body/parts will be earthed.
g) Neutral will be earthed at the point’s source.
h) Loose wires will not be inserted into the socket for tapping power supply. Plug tops will be used
for this purpose.
i) Joints in the welding cables will be made using ferrules/lugs and maintained tight.
j) Joints in the power cables well insulated and knotted and the joint will be kept inside a cap made
of nonconductive material.
k) Welding cables and other electrical cables will not be laid with each other.
l) Welding and other electrical machines kept together in running condition will be bonded with
each other.
m) Power supply for the power-hand tools, hand lamps, welding machines, winches, vibrators, sand
compactors, water pumps, stress relieving systems, machine tools and other similar equipment
will be routed through Earth Leakage Circuit Breaker (ELCB) of 30mA sensitivity.
n) Cable termination in the panels and DBs will be made with glands and lugs.
o) An Energized Electrical Work Program is required for all energized electrical work.
p) OH Cable Management: All the power distribution cables will be laid either overhead &
protected from damage.

q) All the power distribution boards will be provided with double earthen.
r) All the power distribution boards will be kept under rain proof sheds.
s) Armour of armored cables will be earthed at both the ends.

system and welding activites

7.11 – ILLUMINATION
a) All the working area will be illuminated properly with minimum glare ( 66 lux)
b) All the passages, access to the area will be illuminated properly(20 lux)
c) General illumination will be made at all the locations of personnel movements.
d) Protective covers of area lights will be maintained.
e) Hand lamps will be provided with double protection of bulbs.
f) No lights will be used at site without protective guard.
g) Halogen lights will be used only in mounted conditions.

7.12– SMOKING
Smoking is only permitted at designated areas

7.13 - EQUIPMENT / TOOLS


a) It will be ensured that prior to the introduction of mechanical/pneumatic/hydraulic tools and
equipment into the project site, the safety inspection of equipment/ tool to be done.
b) Do not start any work in the operation plant areas without first obtaining permission and
authorization from the supervisors concerned.
c) Do not operate machines, cranes, trucks and vehicles or other equipment without proper
authorization from supervisors. Only qualified personnel are allowed to operate machines.
d) Do not repair electrical equipment, tools and appliances. Seek authorized electricians to do so.
e) Do not remove any safety devices from machines or attempt to operate machine without such
devices.

f) Stop engines or electricity before making repair, replacement or adjustment of any part of the
machines, grinding, stones, etc
g) Do not use any unsafe tools or equipment. Always use the right tools to the job
h) Do not leave running plant, machinery and equipment unattended. Before leaving the plant and
equipment, operator will ensure to taken out the start key.

7.14 - MATERIAL HANDLING


a) Use proper tools and equipment for heavy lifting work
b) Do not stand or sit on top of laden moving trucks.
c) Do not stand under any loads being hoisted by cranes, for lifts, winches or power hoist.
d) Do not throw or drop any tools or materials from any height

7.15 –CONFINED SPACE


a) Safety Officer will ensure to avoid possible entry to confined space.
b) Only 24 volt torch will be used to illuminating the space.
c) Safety Officer to issue the work permit to work in confined space.
d) The atmosphere is to be monitored continually throughout the period of entry
e) A suitable means of communication between the site and an external point of contact is to be
established tested and will working before entry commences.

f) The number of workers entering the confined space is to be appropriate to the task and Log In
and Log-Out Mechanism will be established.
g) Do not attempt to enter any tanks, vessels, manholes, pits or other restricted area without
authorization by supervisor.
h) Confined spaces where oxygen enrichment may occur will be checked regularly, any equipment
used in the welding and burning process will be removed from confined space when not in use.
i) Welding processes on materials such as stainless steel, zinc galvanized, lead coated and
cadmium plated steel for example produce fumes and gases such as ozone, nitrous fumes and
other by-products that are injurious to health.

j) In these circumstances attention will be made for the ventilation and reduction of such
emissions produced by the process.
k) All available confined spaces access points are to be opened to permit air circulation.
l) All work is to cease immediately, escape breathing apparatus is to be put on and the confined
space exited immediately the atmosphere monitor alarms.The attendant has responsibility for
raising the alarm and invoking the appropriate emergency response.
m) Confined space

8.3 - It is very important that fire extinguishers are kept in good working condition. Monthly checks will

e) All the fuel is stored under well-ventilated shed with warning signs.
f) No power cable passes through the fuel shed.
g) Empty barrels are not left at site.
h) Sufficient number of fire extinguishers will be kept near storage area.
i) All electrical installations are provided with co2 type fire extinguishers.
j) No combustible wastes are allowed to get accumulated at site or stored near hot job areas.
k) Spark generated by hot jobs at height will be contained by providing fire blanket at fire prone
zones

9.0 - SAFETY RULES AND PROCEDURES

9.1 Excavation
 Before commencing the excavation, underground structures are identified so as to avoid any risk
and injury.
 No foundation pit or part thereof is excavated, with in the designated right of way.

 The disposal of excavated materials are not placed in an area where natural drainage or storm
water can pond and becomes stagnant or where it can erode the material and cause siltation in
natural or man-made water course.
 Construction materials are not stacked near the edge of any excavation to avoid any collapse of
the sides of the pit/ trench.
 Construction activities are undertaken in such a way that minimizes the siltation of steam, river,
creek or any body of water and it is ensured that no debris, soil, petroleum products which is
dangerous to aquatic life is allowed to mix with stream. Efforts are made to clean the silt settled
in the pool of water if so required.
 Normally workers who are to supervise the machinery in motion will invariably be attentive for
feeding and screening undesired material if any.
 Support systems for excavations will be designed and installed taking into account site/ soil
conditions and the depth of excavations
 Area of excavation will be properly barricaded. Workers will not be allowed down into an
excavation of depth more than 2.5m until an inspection has been carried out and recorded by a
competent supervisor who will complete a check list for excavation support.
 Proper access and egress (Ramp or Ladder) will be provided to the excavated area.
 Proper benching/stepping/shielding will be provided to excavated area to avoid soil collapsing
incident.
 Signage board will be displayed wherever it will be necessary.

9.1 EXCAVATION

9.2 CONCRETE WORKS

 Adequate precautions are to be taken while carrying out concreting work. All workers in the
work will be fully equipped with the necessary PPE

 Ensure that a good foundation is established while handling a vibrator engineSling fit concrete

 Excess concrete overflowing from the unloading point of RMC on transits ground surface will be
cleared immediately so as not to cause hardened lumps.

9.3 USE OF SCAFFOLDING

 When scaffolding is to be used, the following will be ensured.


 Scaffolding will be designed to comply for safe working conditions. The design loads will be
carefully worked out. Will also take into account the specific nature of the work e.g. load of wet
concrete, reinforcement, shuttering, workers, vibrators, any machine, materials, etc. in case of
casting of reinforced cement concrete slab/ beam.
 The detailing of all scaffolding and scaffold materials will comply with the relevant codes and
government regulations.
 Scaffolding will be erected by competent erectors.
 Regular inspections will be carried out on scaffolding to identify and correct any defects.
 Good foundation to be established using wooden planks of suitable length and thickness being
placed beneath the base plate.
 Good platform of suitable material, or if wooden planks are used, they will be of hard wood of
suitably thick. The minimum width of the platform will be 600 mm. Planks to be secured using
wire.
 Cross bracings are to be properly secured. Scaffolding will be firm and will not wobble. Hand
rails and toe boards are to be fitted.
 Safe access to and from scaffolding will be provided and the access will be kept clear of any
obstruction.
 All scaffolding will be checked by a competent scaffolder and it will be shown by Green tag/Red
tag. (Green will be shown as Safe to use and Red will be shown as Unsafe/Not to use).

9.4 USE OF LADDERS


 Ladders are only intended as a means of ascent and descent where it is impractical to erect
scaffolding to carry out the work.
Ladders can be allowed to be use provided it will:
 Be secured at the top or footed at the bottom to prevent slippage.
 For some of the more difficult situations where work at height is necessary and the provision of
working platform is not practicable, safety belts will be used as arrest devices to provide a safe
system of working.
 The ladder will be of well-constructed type.

 Do not use the top rung as a working platform.


 Do not use ladder, if any rung is missing.

9.5 HEAVY MACHINERY AND VEHICLES


 All machinery and vehicles intended to be used for the purpose of construction within the
project site will be in possession of valid licenses and permits.
 Machinery and vehicles are to be maintained in good order and roadworthiness at all times.
Owners of authorized person’s in-charge of machinery and vehicles are to ensure that these
machines are in safe operating condition at all times. Records of maintenance and repairs will be
kept.
 Drivers and operators will regularly inspect the machines and vehicles being used and will be
responsible for reporting any defects to the assigned person in charge. Any defects will be
immediately rectified before use.
 In case of breakdown of a machine, a board bearing the words ‘Out of Order’ will be displayed to
alert the drivers of the running vehicles for the safety of the mechanics carrying out the repair
work.
 Drivers to comply with the permissible speed limit at the sites.

9.6 LIFTING WORKS


 Proper procedures will be followed and precautions taken while carrying out heavy lifting work
and material handling.
 Whenever a crane is to be used the following are to be ensured.
 Proper lifting procedure will be followed.
 A trained competent rigger will be deployed at the work site.
 Outrigger of crane will be properly extended on a strong foundation. Suitable material such as
timber can be used to strengthen the foundation.
 Ensure that the load being lifted does not exceed the SWL (safe working load) of the hoist.
 Only a person holding an appropriate operator’s license is allowed to operate a hoist.
 Do not allow any person to pass under a suspended load.
 Limit switches, radius and angle indicators will be in good working order.
 Wire runners will be regularly lubricated and inspected for any defects.
 All slings, chains and ropes will have a valid test certificate.

 Sling chains & ropes which are kinked, knotted or heavily corroded will be replaced.
 Hoist will not be allowed to operate without the certificates of fitness issued by the concerned
regulatory authority.
 Workers involved in material handling will be fully equipped with necessary PPE including safety
shoes, safety helmets and suitable hand gloves.
 In addition to the above, whenever lifting is carried out by the road side. Proper signs and
precautionary markers ate to be installed and traffic control established.
 The wire ropes used for lifting will be as per specifications & strong enough to lift the load.

9.7 GENERATORS, ELECTRICAL EQUIPMENT AND COMPRESSOR

9.7.1 - Generators and Electrical Equipment


 Only competent personnel are allowed to operate or maintain a generator.
 Lubrication, water level, fuel will be checked before operating.
 Regular inspection and maintenance to be carried out
 Generators will be properly earthed and the termination point to be checked.
 Do not attempt to repair defective equipment. It will only be repaired by an authorized
electrician.
 Extra care will be taken when operating any equipment in wet conditions.
 All exposed electrical wires, damaged conduits, plugs or switches will not be used until fully
rectified.
 Switch off the main power supply whenever equipment is not being used.
9.7.2 - Air Compressor
 Compressors will not be operated by incompetent persons.
 Regular inspection and maintenance is required to ensure the unit is safe for use.
 Do not use compressed air to dust clothing or to cool the body.
 Air manifolds and connections will be regularly maintained to prevent leakage.

 Ensure that the air hose is suitable for its intended pressure. Proper connections will be used to
join the hoses.
 Hose couplings to be properly secured before operating or disconnecting the air hose. Pressure
from the hose may cause the coupling to shoot out and cause bodily harm.
 Compressors will not be left running over long period to prevent over heating. Switch off
whenever not in use.
 Whips-lashes shall be used to prevent whipping action of pressure pipe flexible hoses

9.8 USE OF HAND TOOLS


a) Cracked or split hammer handles will be replaced.
b) Hammer heads will be securely wedged to the handle.
c) Use proper size of hammer for each task.
d) Mushroomed chisel heads will not be used.
e) Hammers and chisels will be free of oil and grease.
f) Eye protection will be worn.
SPANNERS AND SCREW DRIVERS
a) Do not use splayed open-end spanners or box spanners, which show signs of splitting.
b) Use correct size of spanner or screwdriver for its intended bolt, nut or screw. Do not use a
spanner as a hammer. Do not use a screwdriver as a chisel.
c) Never sharpen the tip of a screwdriver.
d) Do not hold work piece in the hand when using a screwdriver or spanner.
e) Generally, all tools will be checked to ensure they are in good condition before being used. Hand
tools will be carried around in a suitable box. Do not attempt to repair hand tools by means of
welding.
f) Wherever tools are not in use, keep them stored in boxes or racks.
g) Wherever necessary wear suitable protective equipment.

10.0 SAFETY INSPECTION BY THE PROJECT HEAD/ SAFETY OFFICER


10.1 Pre-work review and meeting

At the start of every work day, the supervisors will review the safety environment at site and
take necessary corrective action. Once a week, at the start of the work day, the supervisors will
have a pre-work safety meeting and decide on any improvements or measures considered
necessary for ensuring continued safety
10.2 - Safety Inspections with the purpose of identifying state of cleanliness, unsafe condition,
unsafe practices and any infringement of safety, health and environment aspect will be carried
out monthly at each project.
Observations made during inspections will be followed up / complied with promptly.
The PH/Safety Team will then do a follow up inspection and confirm whether the corrective
action has been implemented.
Each sub-contractor is required to conduct once a month and submit regular safety inspection
reports of their own work to the PH.
10.3 Inspections
Each sub-contractor will be required to conduct and submit regular safety inspection reports of
their own work to the job site manager
The following inspection schedule will be followed for monitoring the safe working environment
at site.

 Inspection of all the work area : Everyday


 Inspection of electrical systems : Once in a fortnight

11.0 - TRAINING
11.1 - SAFETY INDUCTION TRAINING
Project site personnel will undergo safety induction/ training sessions with the aim of familiarizing them
with the requirements of the safety, health and environment as detailed in the Safety Manual – General
and the Project Safety Manual.

Each new trade Contractor’s Staff & Workmen, Client & Consultant staff and all other staff (other
than vendors visiting office only) is required to attend a site induction session before
commencing work on site. The HPIL Project Manager will conduct the SAFETY INDUCTION
training. The Site new contractor orientation training Briefing will include but not be limited to
the following: -
a) Site specific information relating to the project.
b) Induction to the contractor’s site team and their roles and other activities on site.
c) Site establishment indicating site office, toilets, amenities, first aid and work area locations.
d) Emergency and evacuation procedures.
e) First aid, accident procedures, emergency reporting procedures.
f) Employee’s responsibilities relating to safe working practices.
g) Site regulations covering such items as house rules, general behaviour, exposure to occupied
buildings and their occupants,
h) Site specific items. I.e. temporary power, lift usage and goods handling.
i) Site hazards and safe work methods.
j) Induction sticker on the helmet to be pasted with the details of the induction undergone with date
signature by EHS Note: BIAL approved EHS formats to be used for reporting EHS related matters
k) PPE, Fatality Prevention Program (Hot work, Height work, Confined space work, Work with Energized
Equipment’s … Etc.) ,Pre task Plan, Crane safety, Vehicle Truck Safety, House Keeping, Use of
hazardous chemicals.
11.2 - BADGING PROCESS

 Once the Induction is over the a photo ID cards to be issued for all the workers
 For the Visitors coming to site, a Visitor Badge will be given and they will be provided with a
Visitor’s helmet.

 One and all will display their badges while at site.

11.3 – Tool Box Talk

 Regular toolbox talks will be conducted for subcontractors and employees to maintain and
improve safety, health, quality and environmental issues. A wide range of topics will be covered
over time with a focus on issues most relevant to current or upcoming works. Toolbox talks will
highlight the specific safety aspects, requirements and activities being undertaken within each
site as part of ongoing training and development. The toolbox talks will typically cover:
 General overview of works being conducted at that time.
 Traffic/access, location of entry/exit points, traffic routes and designated parking areas.
 Possibility of other persons required to enter the site on that day.
 Incidents that have occurred either on the Project or other worksites and possible implications
on the Project.

12.0 - REPORTING AND STATISTICS


a) All accidents, however trivial, will be reported immediately as per procedure – “Emergency
Procedure for Incidents and Accidents on Site”.
b) Monthly statistics to be maintained.

13.0 - EMERGENCY PROCEDURE - INCIDENTS AND ACCIDENTS


13.1 - PROCEDURE
a) For each site there will be an EMERGENCY CONTACT LIST detailing names and contact numbers of
all the persons and organizations to be contacted in the event of an emergency
b) The Emergency Contact List will be circulated to the PH and other site engineers and will also be
prominently displayed at site notice boards
c) The person who observes or first notices an accident or incident, will report it immediately to the
PH and/ or other Site Engineers concerned depending on who is available
d) PH or site engineer will immediately contact the relevant emergency organizations, public services
authorities, and the project office.
e) In the event that such officers are not available at site, the person first noticing an emergency will
report it directly to the persons and organizations detailed on the Emergency Contact List
f) Immediately ensure rescue of and giving first aid to injured persons, if any – this will be a priority. It
could involve the installation of temporary support to structures or excavations, and the erection of
barriers and warning signs
g) It will be ensured that the scene of the emergency is photographed. If necessary, any witnesses will
be interviewed

h) The PH or the officer nominated by him will investigate the incident / accident as soon as possible
and prepare a report with recommendations and submit it to PH. PH will take necessary action on
it & inform Corporate Office wherever deemed necessary.
i) After an accident or incident has taken place, an official or committee nominated by PH will conduct
an investigation with the help of subcontractor’s safety officer to identify the causes(S) of the
incident/ accident and propose remedial action(s) to be taken.
j) They will prepare Accident/ Incident report from. The PH will then identify the actions to be taken.
k) After action has been taken, the concerned official / sub-contractor will advise about the “Action
taken”.
l) The incident / accident will be highlighted during the Safety Team meeting.

remarks “Action has been taken”.
b) The PH/ SO will also ensure that the incident/ accident are highlighted during the Safety Committee
meetings.
c) The reports and the corresponding forms are to be appropriately made.

15.0 SAFETY PROVISIONS INTRODUCTIONS


15.1 - PROCEDURE
a) Site In-charge organizes awareness program on safety and ensures that personal at site level know
the safety provisions for the activities, they are executing. Awareness program is arranged in the
language known to the personal as far as possible.
b) To develop awareness, posters on safety are displayed at work places.
c) It is ensured that safety shoes, safety helmets, gloves, gum-boots etc. are provided to the workers
working in risk zone as the case may be.
d) To meet the safety measures (in general) once in a month
e) Besides the above check list, a separate check list for various activities based on safety manual is
implemented. This checklist is made for major activity at work for ensuring safety precautions
during construction

15.2 DOCUMENTATION

16.0 - SAFETY PROMOTIONAL ACTIVITIES

16.1 - Safety Posters, Banners and Displays:

Necessary Poster and displays will be provided as conspicuous locations which are meant to reach a
large number of people on the move with brief and simple messages.

a) To remind workers of common human traits that can cause accidents.


b) To impress workers with the good sense of working safely.
c) To suggest behavioural patterns which help prevent accidents.
d) To inspire a friendly interest in the Company’s Safety Effort.
e) To remind workers of specific hazards.
f) To foster the attitude that accidents can be prevented and safety is a mark of skill.

16.2 - Safety Notice Boards or signboards:

Safety policy, programs, rules and regulations, safety news are to be displayed prominently in Notice
Boards or Signboards/information board that is strategically located in the sites. Signs of appropriate
design and bearing standard pertinent regulations will be used to convey warning, directions and
instructions of unusual hazards.

16.3 - Safety Park:

A safety park will be set up at a prominent location of the site. All PPEs, safety devices, signboards, fire
protection equipments, and safety models will be displayed in the safety park. Roll of honor for safety
award winners and their photo graph will be exhibited there. The safety park will be maintained
throughout the project duration.

16.4 -Safety Recognition Programs:

16.4.1 Safety Day celebration

Once a year on 4th Mar “Safety Day” shall be celebrated with all workers and staff. Award will be given to
the winner of previous year worker. Get achievement to participate of major workers in different
activities. Promote use of participate approach by workers involving their participation in various
construction safe activities.

16.4.2 Safety Week Celebration

One week in a year from 4th Mar to 10th Mar celebrate as “Safety Week”. During the week will give daily
different construction relevant activities training to the all workers. Motivate & Inspire them of safety
requirement of particular jobs.

16.4.3 Monthly award event

Safety Recognition Program will be planned by the Contractor at the first week of every month in which
the winners of the previous month will be awarded. All workmen and staffs will be gathered for this
program and the award will be distributed.

17.0 MAINTENANCE PROGRAMS

17.1 Scope

To provide detailed and clear procedure to be understood by all concerned employees on Maintenance
of Plant Machinery and Equipment. The procedure is applicable to HPIPL project sites.

17.4 Activities

a) Once EHS Officer receives the information about the maintenance works, he shall check all the
safety norms and control procedure for maintenance works.
b) EHS Officer shall visit the site for physical check-up.
c) EHS Officer shall check whether all the safety norms according to OCP are being followed by the
Site/PNM In-charge / Engineer.
d) If all the norms are not being followed the EHS Officer shall instruct the Site/Project In-charge /
Engineer to follow the same.
e) If all the norms are followed by the Site/Project In-charge / Engineer then Site/Officer/EHS shall
allow the works to be executed and monitor the works till completion.

17.5 Control Procedures

a) Control measures for maintenance of plant Machinery and Equipment Plan


b) Maintenance shall start with proper planning. A risk assessment shall be carried out and workers
shall be involved in this process. A maintenance plan is a useful tool, a list of premises, plant and
equipment to be maintained shall be compiled. The plan shall include details of the maintenance
to be carried out on each item and when it will be carried out.
c) Before starting the maintenance work, all the concerned person shall be informed.

d) Records of maintenance of plant machinery and equipment shall be maintained and submitted
to the EHS department. Arrangement of testing and examination shall be done. Make the
equipment fully immobile / discharge it before starting the work.

17.5.1 Use the appropriate equipment

Workers involved in maintenance tasks shall have the appropriate tools and equipment,
including appropriate PPE. It’s important to make sure that one has all of the equipment he need
before starting work, many accidents happen when someone decides to improvise with an
inappropriate item, tool or piece of equipment.

17.5.2 Make the area safe

You may need to restrict access to the equipment and the area being maintained. The work area needs
to be secured by preventing unauthorized access and needs to be kept clean and safe. Warning cards
shall be attached to machinery. Any machinery undergoing maintenance shall be isolated and locked off
if there is a risk of the item being restarted before maintenance is complete.

17.5.3 Maintenance waste

Maintenance is likely to contain following types of hazardous waste. The Hazardous Waste shall
not be mixed with other wastes. They shall be recycled or disposed off in accordance with regulation/
instructions from MoEF / State PCB. The types of hazardous waste are as follows:

a) Used oil
b) Used / waste solvents or solvents containing material
c) Pest control chemicals
d) Empty contaminated containers that contained hazardous chemicals
e) Asbestos
f) Fluorescent tubes / bulbs
g) Batteries

18.0 COSHH-Control of Substances Hazardous to Health.

Reducing exposure to an adequate level always involves a mixture of equipment and ways of working.
This means employees shall:

a) Chose the most effective and reliable control measures.


b) Make sure they are used properly by instructing, training and supervising workers.

d) Check and review all elements of control measures regularly for their continued effectiveness.

21. Hazard Identification Risk Assessment (HIRA)

The Hazard Identification Risk Assessments prepared on the basis of work method statement (WMS)
specific to the project.

21.1 The procedure(s) for hazard identification and risk assessment shall take in to account:

a) Routine and non-routine activities


b) Activities of all the persons having access to the work places(Including contractors & visitors)
c) Human behaviour, capabilities and other human factors.
d) Identified hazards originating outside the work place capable of adversely affecting the health
and safety of persons under the control of organization within workplace.
e) Hazards created in the vicinity of the work place by work related activities under the control of
organization.
f) Infrastructure, equipment and materials at the work place, whether provided by the
organization or others.
g) Change or proposed change in the organization, its activities or materials.
h) Modification to the OH&S management system, including temporary changes, and their
impacts on operations, process and activities.
i) Any applicable legal obligations relating to risk assessment and implementation of necessary
control.
j) The design of work areas, processes, installations, machinery/equipment, operating procedures
and work organization, including their adaptations to human capabilities.

21.2 Methodology for Hazard Identification & Risk Assessment (HIRA)

a) For HIRA, we need to identify OHS concern/Hazard-physical, chemical, biological, ergonomic


involved in all the activities.
b) It should be identified on their probability of the occurrence and impact of that particular hazard of
the activity.
c) The rating for the HIRA would be defined by the following criteria:
I. Severity rating in the scale of Low-L, Medium-M & High-H.
II. Likelihood rating in the scale of Low-L, Medium-M & High-H.
d) In order to get the value of significant risk and the Risk Priority No; determine the value of RPN
from the risk matrix in the scale of 1-5. If the value of RPN or Risk Level is 3 or more than 3, then
consider it as significant.
e) Results of identification of hazards, risk assessments and determined control shall be kept up to date
