Subject: LL to FTTH Speedy Conversion Scheme.

1. To speed up the LL to FTTH conversion a scheme has been introduced with the
approval of competent authority vide above referred letter.

2. In this regard it is intimated that para 3.2 of above referred letter has modified and
may now be read as follows:

One time incentive of Rs 1200 + GST (single band ONT) shall be paid for the
ONT for FTTH plans with FMC less than Rs 699/-, and Rs 1800 + GST (dual
band ONT) for plans with FMC Rs 699/- and above. Amount is payable
immediately after completion of installation (as per the bundled ONT process
instructions).

3. All other terms and conditions shall remain same.

4. This has the approval of Competent Authority.

Subject: Proactive conversion from Cu to FTTH –formation of FTTH clusters regarding

In order to give fillip to proactive conversion and migration of customers from Copper land-
line connections to FTTH connections special incentive scheme has been launched in
Kerala Circle on 07.12.2023. It has been decided to implement the scheme by forming FTTH
clusters in each OA and offering them to the FTTH Partner of that area operating FTTH
services as per steps described below:

1.1. The OA shall form a cluster by grouping LL customers of exchanges/ pillar together
through Cluster portal.
1.2. While forming cluster OA should give preference to the exchanges proposed for
closing.
1.3. The size of the cluster should be 80-120 customers.
1.4. This cluster formed by OA shall be offered to the FTTH Partner of that area
operating FTTH services. While offering the FTTH clusters to FTTH partners
priority may be assigned to the clusters as per their business potential.
1.5. The partners have to accept the Terms and Conditions w.r.t. Incentive for LL to
FTTH conversion which are being issued separately by CFA cell of BSNL CO in
order to get the Speedy Conversion Incentives.
1.6. Once the partner accepts the cluster through online portal, the partner can work on
these customers for LL to FTTH migration.
1.7. A partner can operate maximum 7 clusters in an OA at any point of time. Once
migration of all the customers of a cluster is completed, more cluster can be
offered.
1.8. However, any partner with in the OA cannot have more than 7 number of clusters
{existing cluster, not yet closed i.e. 6 months starting the 1st day of calendar month
following the month in which partner accepts the cluster + newly allotted cluster }.
1.9. After a cluster is completed, new cluster can be taken by partner subject to
maximum 7 active clusters with one partner at any point of time
1.10. Cluster migration shall be considered deemed completed if 80% of the customers
of cluster have been migrated to FTTH. This is considering the fact that few
customers may churn out for reasons beyond the control of OA/BA during this
period or few may not opt for FTTH.
1.11. Post closure of cluster, when all numbers are converted, all necessary steps are to
be taken by the BA to close the exchange / DSLAM, sale of copper asset,
decommissioning in ERP within 2 months.

2. The instructions related to incentive to partner etc. shall be issued separately by CFA cell
of BSNL CO.
3. The information regarding FTTH clusters formed in the Circle may be provided latest by
18.12.2023 in the following format:

Sub: Reminder regarding formation of FTTH clusters

Ref:
1. CFA Cell Letter no. BSNLCO-CFAO/ 11(11)/2/2023-CFA dated 07.12.2023.
2. This office letter no.BSNLCO-CFAP/13(15)2/2023-NWP-CFA dated 08.12.2023

In order to give fillip to proactive conversion and migration of customers from Copper land-
line connections to FTTH connections the "Landline to FTTH Speedy conversion scheme"
has already been launched. The instructions related to the process for the payment of
incentive to the partners was issued by the CFA Cell BSNL Corporate office letter dated
07.12.2023.

The operational instructions regarding formation of FTTH clusters for the scheme was issued
by this office letter dated 08.12.2023. ITPC Pune team has intimated that Cluster creation
module for LL to FTTH Speedy conversion has been deployed for all Circles in Cluster Portal
except West Zone after implementing following changes-

a. Franchise assignment can be done later.

b. Save and Freeze cluster option provided.
c. FMS will pull the data of freezed clusters only.

It is therefore kindly requested to complete the process of formation of FTTH clusters and
franchise assignment at the Cluster Portal and submit the compliance to this office at the
earliest.
