8.0 CONTROL BOUNDARY PROCEDURE FOR INTERCONNECTED


HIGH VOLTAGE ELECTRICAL SYSTEMS
8.1 OBJECTIVE

8.1.1 To specify responsibilities for the control and operation of Electrical Equipment in
the Al Furat Petroleum Company interconnected High Voltage generating,
transmission and distribution system.
8.1.2 To establish the interface between the Al Furat Petroleum Company operational
areas of Tanak, El Ward, El Isba and Omar and the central power generation,
transmission and distribution system.
8.1.3 To define the basic principles of establishing operational control boundaries and the
Control Persons responsible for the control and operation of designated Electrical
Equipment within these control boundaries.
8.1.4 To detail specific items of Electrical Equipment controlled and operated by the
operational area Control Person and the central power generation, transmission and
distribution system Control Person.
8.2 RESPONSIBILITES FOR CONTROL AND OPERATION

8.2.1 The Al Furat Petroleum Company Electrical Safety Rules require that Control
Persons be appointed to manage electrical power generation and distribution
systems within defined electrical control boundaries.
8.2.2 The Control Person for the central power generating, transmission and distribution
system will operate from a control room in Omar Power Station equipped with a
DCS control system for the operation and control of Electrical Equipment within
the control boundaries of this integrated central power generating, transmission and
distribution system. This Control Person will be responsible for agreeing the
operation, control, Switching, Isolation, Earthing and issue of Electrical Safety
Documents on Electrical Equipment, circuits, busbars and systems within a
specified control boundary.
8.2.3 The Control Person for each operational area will be responsible for agreeing the
operation, control, Switching, Isolation, Earthing and issue of Electrical Safety
Documents on Electrical Equipment, circuits, busbars and systems within a
specified control boundary.
8.3 IDENTIFICATION OF ELECTRICAL GROUPS OF PERSONNEL
8.3.1 For the purpose of this procedure, it is necessary to select terms that clearly identify
personnel who are to control and operate circuits and equipment that constitute the
interconnected High Voltage power generating, transmission and distribution
system.

8.3.2 The operational area Control Person and personnel responsible to this position are
referred to collectively as Distribution Staff.
8.3.3 The central power generating, transmission and distribution system Control Person
and personnel responsible to this position are referred to collectively as Transmission
Staff.
8.4 SYSTEM CONTROL BOUNDARIES

8.4.1 The boundary limits of operation and control for the central power generation,
transmission and distribution system are generally established by the operational
limitations of the DCS control system.
However, certain items of Electrical Equipment not provided with the facility for
operation or control by the DCS system, such as Low Voltage switchboard bus
couplers, where the consequences of operation may impact on the integrity of the
integrated generating, transmission and distribution system, are included in the
boundary of control of the Transmission Control Person.
These control boundaries are defined in drawings in appendix A and can in general
be defined as follows:
 Equipment within the boundary fences of Omar Power Station and primary
substations at Tanak, El Ward and El Isba.
 Interbus transformers located at CPFs in Omar, Tanak and El Ward including
3.3kV interbus circuit breakers.
 Solar generators at Tanak, El Ward and Omar.
 Black start link between Omar CPF substation and Power Station including
3.3kV circuit breaker at Omar CPF substation.
 Incomers and bus couplers on 3.3kV switchboard at Tanak.
 66kV transmission and 20kV distribution overhead lines.
 The control boundary interface for 20kV overhead lines is established at the
High Voltage bushings of the transformer supplying a production facility or
Beam Pump. The interface point for Electrical Submersible Pumps is established
at the High Voltage termination of the pole mounted fuses.
8.4.2 The control boundary interface of operation and control for each Distribution
Control Person is established in general, as being all Electrical Equipment in an
operational area which is not provided with facilities for operation or control from
the central power generation, transmission and distribution system DCS control
system.
Exceptions to this general control boundary establishment which are controlled by
the Transmission Control Person are listed as follows.
 Low Voltage bus couplers on switchboards supplied from a High Voltage
transformer.

8.5 OPERATION OF EQUIPMENT

8.5.1 Within any defined control boundary, one Control Person shall be responsible for
agreeing to all operations, allowing circuits or busbars to be Switched, Isolated,
Earthed and Electrical Safety Documents issued.

8.5.2 Operation, Switching, Isolation or the application and removal of Circuit Main
Earths shall only be carried out with the agreement of, or at the direction of the
Control Person responsible for that circuit, equipment or busbar. Equipment that is
provided with the facility for remote Switching by the DCS system for which the
Distribution Control Person is responsible, the Transmission Control Person, using
the DCS system, may act as an operator.
Transmission and Distribution personnel may operate any apparatus, apply and
remove Circuit Main Earths and issue Electrical Safety Documents on circuits for
which they are not operationally responsible but only after agreement of the Control
Person responsible for that equipment, circuit or busbar.
8.5.3 Transmission Control Persons and Distribution Control Persons shall
communicate with each other when a Switching Programme, to which either is
agreeing, will affect the electrical systems for which the Control Person is
responsible.
8.6 SCHEDULE OF SYSTEM CONTROL BOUNDARIES
8.6.1 Details of control boundary definition are appended to this Electrical Safety
Operational Procedure which clearly indicate system control boundaries and identify
each Control Person responsible for control and operation within those control
boundaries. Reference appendix A.
