ANNUAL REVIEW OF IMPORT PAYMENTS, 2015-16

Overall Position:
Total import payments of Bangladesh (including imports of EPZ) during the years 2015-
2016 and 2014-15 amounted to Taka 313878.8 crore (or US$ 40097.4 million) and Taka
315184.7 crore (or US 40579.3 million) respectively, reflecting a 0.4 % decrease in dollar
terms.
The overall position of import payments in Taka and US dollar for the years 2015-16 and
2014-15 are shown in Table –I(A) and Table-I (B) respectively:

Import payments during the financial year 2015-16 amounted to Taka 288142.1 crore as against Taka
290675.0 crore during the previous year. The major commodities imported under (Cash+Buyer's Credit+
IDB/ITFC Loan+ Loans & Grants) basis were: Cotton (all types), cotton yarn / thread and cotton fabrics

Commodity group-wise Import Payments under (Cash+Buyer's Credit+
IDB/ITFC Loan+ Loans & Grants):

The import payments during the year 2015-2016 amounted to Tk. 288142.1 crore as against
Tk.290675.0 crore during the previous year showing an decrease of Taka 2532.9 crore (or
0.87%).Commodity-wise classification revealed increases over the previous year under textiles and
textile articles (+Taka 4003.5 crore), machinery and mechanical appliances, electrical equipment, parts
thereof, sound recorders and reproducers, television image and sound recorders and reproducers, and
parts and accessories of such articles (+Taka 7812.0 crore), Vehicles, aircraft, vessels and associated
transport equipment. (+Taka 1852.0 crore), pulp of wood or of other fibrous cellulosic material;
recovered (waste and scrap) paper or paperboard, paper and paperboard and articles thereof (+Taka
709.3 crore), optical, photographic, cinematographic measuring, checking, precision, medical or
surgical instruments and apparatus; clock and watches, musical instruments, parts and accessories
thereof (+Taka 697.1 crore), miscellaneous manufactured articles (+Taka 333.6 crore), arms and
ammunition; parts and accessories thereof (+Taka 211.6 crore), articles of stone, plaster, cement
asbestos, mica or similar materials, ceramic products; glass and glassware (+Taka 238.6 crore), foot

On the other hand, Commodity-wise classification revealed decreases over the previous year were
recorded under: mineral products ( -Taka 12815.4 crore), products of the chemical or allied industries (-
Taka 430.4 crore), vegetable products (-Taka 1098.6 crore), base metals and articles of base metal (-
Taka 983.7 crore), plastics and articles thereof, rubber and articles thereof (-Taka 98.7 crore),Animal or
vegetable fats and oils and their cleavage products, prepared edible fats, animal or vegetable waxes (-
Taka 1827.1 crore), live animals, animal products (-Taka 674.6 crore), raw hides and skins, leather,
furskins and articles thereof; suddlery and harness; travel goods; handbags and similar containers;
articles of animals gut (other than silk-worm gut) (-Taka 239.8 crore), prepared food stuffs; beverages,
spirits and vinegar, tobacco and manufactured tobacco substitutes (-Taka 205.6 crore), wood and
articles of wood; wood charcoal, cork and articles of cork; manufactures of straw, of esparto or of other
plating meterials; basketware and wicker-work (-Taka 133.8 crore). natural or cultured pearls, precious
or semi-precious stones, precious metal, metals clad with precious metal and articles thereof, imitation
jewellery, coin (-Taka 7.9 crore) and goods and commodities not included elsewhere (-Taka 12.1 crore).

The destinational pattern of imports during the year under review revealed that
People’s Republic of China topped the list of suppliers which earned Taka
75638.9 crore (or 26.3%) from export to Bangladesh during the year 2015-16
as compared to Taka 63946.1 crore (or 22.0%) during the preceding year.
The second highest seller was the India which supplied merchandise worth
Taka 42684.7 crore (or 14.8%) during the year 2015-16 under review as
compared to Taka 45266.5 crore (or 15.6%) during the previous year.
Next to India, the third highest seller was Singapore which supplied
merchandise worth Taka 15065.4 crore (or 5.2%) during 2015-16 as
compared to Taka 17070.5 crore (or 5.9%) during the preceding year.
Japan being the fourth supplier in order of rank, sold goods worth Taka
12869.7 crore (or 4.5%) as compared to Taka 11834.7 crore (or 4.1%)
during the previous year.
Indonesia, fifth being the supplier in order of importance, sold goods worth
Taka 9667.4 crore (or 3.4%) as compared to Taka 10853.6 (or 3.7%) during
the previous year.
Korea Republic of, U.S.A., Malaysia, Brazil, Hongkong, Germany, Taiwan,
Canada, Thailand, Saudia Arabia, United Arab Emirates (UAE), Kuwait,
Australia, Pakistan, Uzbekistan, followed in descending order of magnitude in
respect of import payments and accounted for Taka 8962.9 crore (or 3.1%),
Taka 7881.4 crore (or 2.7%), Taka 7487.3 crore (or 2.6%), Taka 7457.3 crore
(or 2.6%),Taka 6294.7 crore (or 2.2%), Taka 6245.7 crore (or 2.2%), Taka
6036.2 crore (or 2.1%), Taka 5691.3 crore (or 2.0%), Taka 5236.9 crore (or
1.8%), Taka 4622.6 crore (or 1.6%) Taka 4572.5 crore (or 1.6%) Taka 4553.3

The above twenty countries being the 84.5 % supplier of goods worth Taka

Import Payments classified by Bloc/Group/Community:

Import payments under cash, buyer's credit, loans & grants, IDB/ITFC loan and other unclassified
imports when classified by countries in a bloc/group/economic cummunity revealed that the Other
Asian Countries topped the list, selling goods worth Taka 115427.0 crore (or 39.9 %) of the total
import payments during the period under review as compared to Taka 106031.2 crore (or 36.3 %) in
the preceding year.
The second highest seller were the member countries of Organisation of Islamic Conference (OIC)
which accounted for an amount of Taka 49837.0 crore (or 17.2%) during the year under review as
against Taka 62672.8 crore (or 21.5%) during the preceding year.
The third highest seller were the member countries of Asian Clearing Union (ACU) which accounted
for an amount of Taka 47604.1 crore (or 16.4%) during the year under review as compared to Taka
49917.8 crore (or 17.1%) during the preceding year.
The fourth highest seller were the member countries of SAARC which accounted for an amount of
Taka 47303.3 crore (or 16.3 %) during the year under review as against Taka 49679.9 crore (or 17.0
%) during the preceding year.
ASEAN, D-8, EU, OPEC, NAFTA and Other European countries followed in descending order of
magnitude in respect of import payments as follows: Taka 41071.0 crore ( or 14.2%), 22919.2 core
(7.9%), Taka 20529.9 crore (or 7.1%), Taka 15608.2 crore (or 5.4%), Taka 13621.5 crore (or 4.7%),
and Taka 9286.7 crore (or 3.2%) respectively.

Imports of Export Processing Zone (EPZ):

In order to achieve rapid economic growth of the country by increasing the inflow of foreign
investment, particularly through industrialisation, special steps have been taken since 1980 by
setting up Export Processing Zone (EPZ) in the country in Chittagong (Halishahar), Dhaka
(Savar) and Khulna (Mongla) where favourable facilities/ assistance are provided to the
potential investors, both Bangladeshi and foreigners. The Chittagong Export Processing Zone
(CEPZ) started from 1983-84 while the Dhaka Export Processing Zone (DEPZ) started from
1993-94. Later, EPZs have also been established in Mongla of Khulna, Ishurdi of Pabna,
Comilla, Uttara of Syedpur in the district of Nilphamary, Adamjee of Narayanganj and
Karnaphuli of Chittagong where the investments are classified into three types i.e., A-type
(100% foreign investment), B-type (Joint venture investment between Bangladeshi and
foreigners) and C-type (100% Bangladeshi entrepreneur's investment).

At the end of June, 2016 type-wise number of functioning enterprises in EPZ area are shown in
Table-VI.
