ELECTRICAL SAFETY RULES Rev 06

1.0 INTRODUCTION
The Electrical Safety Rules are intended for the use of employees of Al Furat
Petroleum Company and its contractors who are concerned with the operation of, or
work on Electrical Equipment or electrical systems of the Company. The Rules are
additional to the applicable safety requirements of the Company, specifically the
Permit to Work System (S.01.001), together with the Company HSE Manual
(1.HSE.8.111).

The application of the Electrical Safety Rules is mandatory and shall be followed at
all times. Ignorance of the requirements shall not be accepted as an excuse for
neglect of duty.

The Custodian of the Electrical Safety Rules and authority for revision is the
Corporate Functional Discipline Head - Electrical (CFDH-E). Any question
related to the content, distribution, or use of this document, should be directed to the
incumbent of this position.

The Rules shall not apply to three phase and single phase Low Voltage equipment
inside workshops, commercial premises, domestic premises, and similar buildings,
all of which are not considered to be part of the Al Furat Petroleum Company
electrical systems which come within the scope of these Rules.

The principles of safe working methods contained in Rule 4.4 of these Rules shall be
followed when working on any Low Voltage circuits within Al Furat Petroleum
Company concession areas including workshops, commercial and domestic premises
and similar buildings.

Electrical Safety Operational Procedures (ESOPs) are issued by the Corporate


Functional Discipline Head - Electrical (CFDH-E) to supplement these Electrical
Safety Rules and to define policies that assist in their implementation.

1.1 OBJECTIVE
The main objective of the Electrical Safety Rules is to ensure that all work, testing
and operation carried out on Electrical Equipment is carried out safely.

1.2 INTERPRETATION
Words which are in Bold Type in this document are those which have been assigned
a special meaning and are defined in Section 2.

1.3 DUTY
It is the duty of all persons, including contractors and sub-contractors employed by
Al Furat Petroleum Company, who work on the electrical systems within the
Company areas, to make themselves thoroughly conversant with, and to conduct
their work in accordance with the Electrical Safety Rules governing the operation or
work they have to undertake on such systems.

Furthermore, these persons shall undertake their duties in accordance with good
working practices and shall use any means or appliance provided by Al Furat

Petroleum Company for securing safety and not to willfully do anything likely to
endanger themselves or others.

Contravention of these Electrical Safety Rules shall constitute misconduct. Any


person, whether Al Furat Petroleum Company or non Company personnel, who
contravene these Rules shall be liable to have their Certificate of Appointment
withdrawn and be dealt with in accordance with the Al Furat Petroleum Company
personnel disciplinary procedures.

1.4 OBJECTIONS
Any person objecting on operational or safety grounds to any instructions given to
him regarding the operation of High Voltage or Low Voltage equipment or work on
Electrical Equipment, shall make these objections clearly known to the person
issuing them.
This person shall then have the matter investigated and if necessary, referred to a
higher authority for a decision before proceeding.

1.5 ISSUE OF ELECTRICAL SAFETY RULES


A copy of these Rules shall be issued to all Electrical Persons, including contractors
and sub-contractors, involved in the operation of, or work on Al Furat Petroleum
Company electrical systems. Each employee shall sign a receipt for their copy of the
Electrical Safety Rules which shall be maintained in good condition.

1.6 DANGEROUS OCCURRENCES AND ACCIDENTS


All dangerous occurrences and electrical incidents shall be reported immediately to
the responsible Control Person who shall report in accordance with the reporting
procedures specified in the Electrical Safety Operational Procedure – Reporting of
Electrical Accidents, Incidents and Supply Failure, and, if required, in accordance
with the Al Furat Petroleum Company Incident Investigation and Reporting
Procedure (3.OSA.1.005).

1.7 FAILURE OF SUPPLY


A failure of supply, from whatever cause, to any part of the High Voltage systems
shall be reported immediately to the Control Person for the section affected and in
acordance with the Electrical Safety Operational Procedure – Reporting of
Electrical Accidents, Incidents and Supply Failure.

The Area Electrical Section Head shall report any serious interruption involving a
large part of the facilities or an important single consumer in accordance with the
Electrical Safety Operational Procedure – Reporting of Electrical Accidents,
Incidents and Supply Failure.

During failure of supply, all equipment and conductors shall be considered Live until
Isolated and proved Dead.

1.8 ADMITTANCE TO STATIONS


Admittance to electrical rooms is limited to Electrical Persons and non electrical
persons having permission of the Area Electrical Section Head.

All such stations shall be kept secured with Standard Electrical Locks when
unattended.
