2.0 GLOSSARY

2.1 ELECTRICAL DEFINITIONS


For the purpose of these Electrical Safety Rules, the following definitions shall
apply. The definitions have been grouped into categories dealing with specific
aspects of electrical safety.

2.1.1 EXTRA LOW VOLTAGE


Normally not exceeding 50 Volts AC or 120 Volts DC whether between conductors
or to Earth.

2.1.2 LOW VOLTAGE


Normally exceeding extra low voltage but not exceeding 1000 Volts AC or 1500
Volts DC between conductors or 600 Volts AC or 900 Volts DC between any
conductor and Earth.

2.1.3 HIGH VOLTAGE


Normally exceeding low voltage.

2.1.4 APPROVED
Of a type or method sanctioned in writing by the Corporate Functional Discipline
Head - Electrical (CFDH-E) for use within Al Furat Petroleum Company.

2.1.5 DANGER
A risk of injury, loss of life or health, from shock, burn, asphyxiation or other causes.

2.1.6 DEAD
Equipment at or about zero potential and disconnected from any Live system.

2.1.7 LIVE
Any circuit conductor, including a neutral conductor, that has aquired or can aquire a
charge of electricity.

2.1.8 EARTH
The conductive mass of the earth, whose electrical potential at any point is
conventionally taken as zero.

2.1.9 EARTHED or EARTHING


Connected to Earth in such a manner to ensure at all times that the body being
Earthed, discharges immediately any electrical energy stored in it and furthermore is
maintained at a safe potential with respect to Earth.
When applied to conductors, all phases shall be short circuited and connected to
Earth, either through switchgear with adequately rated Earthing capacity or by
Approved Earthing leads of adequate rated capacity.

2.1.10 ELECTRICAL EQUIPMENT

Anything used, intended to be used or installed for use to generate, provide, transmit,
transform, rectify, convert, conduct, distribute, control, store, measure, or use
electrical energy.

2.1.11 ISOLATED or ISOLATION


Disconnected from Live equipment and conductors by an open disconnector or by an
adequate physical separation from all sources of supply in such a manner that
inadvertant re-energisation is prevented.

2.1.12 SWITCHING
The operation of circuit breakers, isolators, disconnectors, fuses or other methods of
making or breaking an electrical circuit.

2.1.13 SWITCHGEAR OPERATING INSTRUCTIONS


Detailed operating instructions for specific types of switchgear, relevant copies of
which shall be available in all switchrooms.

2.1.14 SAFETY DISTANCE


The distance from the nearest Live High Voltage exposed conductor which shall be
maintained to avoid Danger.

2.1.15 WORKING PARTY


Person or persons working under the direct supervision of an Electrical Person.

2.2 DOCUMENTATION AND NOTICES

2.2.1 ELECTRICAL SAFETY OPERATIONAL PROCEDURES (ESOPs)


Instructions issued by the Corporate Functional Discipline Head - Electrical
(CFDH-E) to supplement the Electrical Safety Rules and to define policies that
assist in their implementation.

2.2.2 ELECTRICAL SAFETY DOCUMENTS


Electrical Safety Documents consist of the following:

(a) Electrical Permit to Work


(b) Sanction for Test
(c) Limitation of Access
(d) Electrical Isolation Certificate

2.2.3 ELECTRICAL PERMIT TO WORK (EPTW)


A form of declaration issued by a Senior Authorised Electrical Person to the
Electrical Person in charge of work to be carried out, for the purpose of making
known to such person exactly what High Voltage equipment is Dead, Isolated from
all Live conductors, has been discharged, connected to Earth and on which it is safe
to work.
An Electrical Permit to Work shall be issued to the Electrical Person in charge of
work on Low Voltage equipment when the following is necessary.

(a) Application of a Circuit Main Earth to the High Voltage side of a


transformer feeding Low Voltage equipment.
(b) Application of a Circuit Main Earth to the busbars, incoming switchgear
or bus coupler of a Low Voltage switchboard.

2.2.4 ELECTRICAL ISOLATION CERTIFICATE (EIC)


A form of declaration issued by a responsible member of the equipment custodian
department and endorsed by a suitably authorised Electrical Person to ensure the
safe Isolation of electrical circuits prior to the initiation of non-electrical work.

2.2.5 LIMITATION OF ACCESS (LOA)


A form of instruction issued and cancelled by a Senior Authorised Electrical
Person to the Electrical Person in charge of the work, defining the limits and nature
of work which will be carried out in the vicinity of exposed Live conductors.

2.2.6 SANCTION FOR TEST (SFT)


A form of declaration issued and cancelled by a Senior Authorised Electrical
Person to the Electrical Person in charge of testing High Voltage equipment for the
purpose of making known to such person exactly what equipment is to be tested and
the condition under which testing is to be performed.

2.2.7 WORK PERMIT


A form of declaration, issued and cancelled by an authorised signatory which
authorises work to be performed. The Work Permit identifies the person in charge
of the worksite, the work scope, safety precautions to be taken and the time period in
which the work can be progressed to completion.

2.2.8 EXCAVATION CERTIFICATE


A form of declaration, endorsed by all relevant departments and issued under a
Work Permit to ensure that all underground services and power cables are
identified, and safe methods of excavation are defined.

2.2.9 SWITCHING PROGRAMME


A document which lists in sequence the Switching operations necessary to achieve a
defined condition or configuration of the electrical system.
This schedule may include Isolation and Earthing of High Voltage and Low
Voltage equipment prior to the issue of an Electrical Permit to Work or Sanction
for Test.

2.2.10 ELECTRICAL WORK INSTRUCTION


An Approved work instruction defining a sequence to be followed by an Appointed
Person when carrying out specific electrical duties.

2.2.11 CAUTION NOTICE


A notice in an Approved form attached to Electrical Equipment or its controls,
conveying a warning against interference with such electrical equipment and

indicating that work is in progress. These notices shall be attached to all points of
Isolation from which the equipment can be made Live.

2.2.12 DANGER NOTICE


A notice in an Approved form attached to Live Electrical Equipment labeled
‘Danger’ with any additional wording calling attention to the Danger of
approaching or interfering with such equipment.

2.2.13 CIRCUIT MAIN EARTH NOTICE


A notice in an Approved form labeled ‘Circuit Main Earth’ that shall be used to
identify equipment that has been used to apply a Circuit Main Earth to a circuit or
to switchboard busbars.

2.2.14 CERTIFICATE OF APPOINTMENT


A form of appointment issued by the Corporate Functional Discipline Head -
Electrical (CFDH-E) to appoint Al Furat Petroleum Company staff and contractor
staff to a level of electrical authorisation.

2.2.15 ADDITIONAL EARTH NOTICE


A notice in an Approved form labeled ‘Additional Earth’ that shall be used to
identify equipment that has been used to apply an Additional Earth to a circuit.

2.3 SAFETY EQUIPMENT

2.3.1 CIRCUIT MAIN EARTH (CME)


A suitably rated earth applied by a Senior Authorised Electrical Person prior to
issue of an Electrical Permit to Work or Sanction for Test.

2.3.2 ADDITIONAL EARTH (AE)


An Approved Earthing device which may be applied in addition to a Circuit Main
Earth by the recipient of an Electrical Permit to Work or Sanction for Test.
These Additional Earths shall be attached or removed by the Electrical Person to
whom the Electrical Permit to Work or Sanction for Test is issued.

2.3.3 LOCK OUT BOX


A device for the secure retention of all Safety Padlock keys, fuses or other safety
devices used to lock the means of Isolation and or Earthing in accordance with
these Rules.

2.3.4 SAFETY PADLOCK


An Approved padlock applied to prevent unauthorised interference with Electrical
Equipment which is not available for operational use and which is under cover of an
appropriate Work Permit or Electrical Safety Document. Both padlock and key
shall be identified with a unique number.

2.3.5 STANDARD ELECTRICAL LOCK


An Approved lock applied to prevent access by unauthorised persons to power
stations, substations, switchyards and electrical rooms.

2.3.6 LOG BOOK


A document to record switching operations, electrical protection alarms and trips.
Entries in the Log Book may only be made by Electrical Persons.

2.4 PERSONS

2.4.1 REGISTER OF PERSONS


A register of all Electrical Persons holding a Certificate of Appointment. This
register will be maintained by the Corporate Functional Discipline Head -
Electrical (CFDH-E) and will include, but not be limited to, name, section,
authorisation level, date of authorisation and authorisation validity of all categories
of Electrical Persons.

2.4.2 ELECTRICAL PERSON


A person who has been appointed in writing by the Corporate Functional
Discipline Head - Electrical (CFDH-E) to any of the defined electrical
authorisation levels.
For the purpose of these Electrical Safety Rules, an Appointed Person is considered
to be an Electrical Person.

2.4.3 COMPETENT ELECTRICAL PERSON (CEP)


An Electrical Person who has sufficient technical knowledge, experience and
training to enable him to avoid Danger to himself and others whilst working on
Electrical Equipment.
The Certificate of Appointment shall state the section of the electrical system to
which it applies.

2.4.4 AUTHORISED ELECTRICAL PERSON (AEP)


A Competent Electrical Person who has sufficient technical knowledge, experience
and training to carry out the responsibilities indicated by the appointed category of
Rule 3.5.3.
The Certificate of Appointment shall state the section of the electrical system to
which it applies.

2.4.5 SENIOR AUTHORISED ELECTRICAL PERSON (SAEP)


An Authorised Electrical Person who has sufficient academic qualification,
technical knowledge, experience and training to carry out the responsibilities
indicated by the appointed category of Rule 3.5.4.
The Certificate of Appointment shall state the section of the electrical system to
which it applies.

2.4.6 CONTROL PERSON


A Senior Authorised Electrical Person, the most senior Electrical Person in each
defined operational area, appointed in writing to manage the electrical power
generation and distribution system within defined electrical boundaries.
The Certificate of Appointment shall state the section of the electrical system for
which the appointment applies.

2.4.7 NON COMPANY ELECTRICAL PERSON


It shall be possible for contract staff, manufacturer and specialist personnel to be
authorised for any of the defined authorisation levels.
The contractor shall nominate such staff in writing to Al Furat Petroleum Company
as having sufficient academic qualification, technical knowledge or experience,
commensurate with the level of authorisation requested, to carry out the defined
responsibilities in a safe manner.

Contractor staff shall be assessed in a similar manner to Al Furat Petroleum


Company staff.

The Certificate of Appointment shall state that the authorisation shall only be valid
for the purposes of maintenance activities, construction and commissioning
equipment and associated Switching in Al Furat Petroleum Company electrical
systems within defined boundaries.

2.4.8 APPOINTED PERSON


A person, normally not from electrical staff, especially trained for certain duties and
specified activities, e.g., limited switching, Isolation and De-isolation of Electrical
Equipment, synchronising etc., appointed in writing by the Corporate Functional
Discipline Head - Electrical (CFDH-E).

The specified duties shall be detailed in a written Electrical Work Instruction


compiled by an Area Electrical Section Head and Approved by the Corporate
Functional Discipline Head - Electrical (CFDH-E).

2.4.9 CORPORATE FUNCTIONAL DISCIPLINE HEAD - ELECTRICAL


The senior electrical engineer appointed by Al Furat Petroleum Company
Management.

2.4.10 AREA ELECTRICAL SECTION HEAD


A Senior Authorised Electrical Person, the most senior Electrical Person in an Al
Furat Petroleum Company operational area within defined electrical boundaries.

2.4.11 POWER SYSTEM SUPERINTENDENT


A senior field based Senior Authorised Electrical Person responsible for the
integrity of power generation, transmission, distribution and related systems in a
defined area of responsibility.
