5.0 ISSUE AND CONTROL OF ELECTRICAL SAFETY DOCUMENTS


5.1 INITIATION OF DOCUMENTS
5.1.1 Where a Work Permit is required, as defined in the Permit to Work System Manual
(S.01.001), it shall be raised and endorsed before any Electrical Safety Document is
issued. The Work Permit and the Electrical Safety Document shall cross refer.
5.1.2 The authorised signatory and the recipient shall not be the same person for an
Electrical Permit to Work, Limitation of Access or Sanction for Test.
5.1.3 An Electrical Permit to Work, Sanction for Test or Limitation of Access shall be
explained and issued to the Electrical Person in charge of the Working Party. This
Electrical Person shall confirm that he understands the content, and is conversant
with the nature and extent of the work or testing. He should then sign for receipt of
the Electrical Safety Document on all copies.
5.1.4 Where an Electrical Permit to Work, Sanction for Test or Limitation of Access is
issued for work in a substation or associated switchyard, the issue shall be logged in
that substation Log Book.
5.1.5 An Electrical Permit to Work shall be issued by a Senior Authorised Electrical
Person under whose approval the work is initiated before any work is carried out on
any High Voltage equipment which is capable of being energised from the system or
any Low Voltage equipment that requires a Circuit Main Earth to be applied to
High Voltage equipment or the incomers, busbars or bus coupler of a Low Voltage
switchboard. (for document flow –refer to appendix H)

A Sanction for Test shall be issued by a Senior Authorised Electrical Person


under whose approval the testing is initiated, before any testing is carried out on any
High Voltage equipment. (for document flow –refer to appendix H)

A Limitation of Access shall be issued by a Senior Authorised Electrical Person


when verbal instructions are not considered sufficient, particularly when work is to
be undertaken in the close proximity of Live uninsulated High Voltage or Low
Voltage conductors. (for document flow –refer to appendix H)

5.1.6 An Electrical Isolation Certificate shall be issued by a responsible member of the


asset custodian department to a suitably authorised Electrical Person to allow non
electrical work to be carried out on equipment that requires electrical Isolation prior
to work commencing. (for document flow –see chapter 9 Permit to Work manual -
Permit to Work System Procedures)

5.2 PROCEDURE FOR ISSUE AND RECEIPT

5.2.1 The person to whom an Electrical Safety Document is issued shall retain it in his
possession and remain on site at all times whilst work is being carried out.
Where more than one Working Party is involved, an Electrical Permit to Work or

Limitation of Access shall be issued to the Electrical Person in charge of each


Working Party. All Electrical Safety Documents issued shall be cross referenced
to ensure they are all cancelled before the Electrical Equipment is de-isolated.

5.2.2 The Isolation/De-isolation of Low Voltage equipment may be carried out by an


Appointed Person, suitably trained and appointed under an Approved Electrical
Work Instruction for the equipment to be Isolated/De-isolated.
5.3 PRECAUTIONS DURING PROGRESS OF WORK
5.3.1 Electrical Equipment Isolated and Earthed for work under the terms of an
Electrical Permit to Work shall remain so until the Electrical Permit to Work has
been completed and returned to a Senior Authorised Electrical Person for
cancellation.
The equipment Isolated and Earthed for testing under the terms of a Sanction for
Test shall not be connected to the system without the agreement of the Senior
Authorised Electrical Person. The recipient of the Sanction for Test shall be
responsible for co-ordinating all testing operations on the Isolated equipment and for
ensuring safety during the tests. He may, without reference to a Senior Authorised
Electrical Person, remove and replace Earths identified on the Sanction for Test
and carry out tests including making Live the equipment concerned from a testing
supply. This does not mean that the recipient of the Sanction for Test has to carry
out the tests personally, but that they shall be carried out under his direct supervision.
5.4 PROCEDURE FOR COMPLETION AND CANCELLATION
5.4.1 When work on Electrical Equipment, for which an Electrical Permit to Work has
been issued is completed, the recipient shall sign the Hand Back of Work section
and return the Electrical Permit to Work to the Senior Authorised Electrical
Person for cancellation.
Where more than one Electrical Permit to Work has been issued for work on
equipment associated with the same Circuit Main Earth, the Senior Authorised
Electrical Person shall ensure that all such Electrical Permits to Work have been
cancelled before the Circuit Main Earth is removed.
When testing on equipment, for which a Sanction for Test has been issued is
completed, the recipient shall sign the Hand Back of Work section and return the
Sanction for Test to the Senior Authorised Electrical Person for cancellation.
A circuit under Sanction for Test shall have all Circuit Main Earths restored prior
to cancellation unless agreed by the Senior Authorised Electrical Person to accept
cancellation of the Sanction for Test without these Earths in position.
The Senior Authorised Electrical Person, before cancelling the Sanction for Test
shall identify exceptions in the state of Earthing in the Hand Back of Work section
of the Sanction for Test.

When work for which a Limitation of Access has been issued is completed, the
recipient shall sign the Hand Back of Work section and return the Limitation of

Access for cancellation to the Senior Authorised Electrical Person.


5.4.2 All completed Limitation of Access, Sanction for Test and Electrical Permit to
Work documents shall be retained by the Senior Authorised Electrical Person and
the Work Permit Co-ordinator for audit purposes.
