6.0 PRECAUTIONS TO BE TAKEN ON SPECIFIC ITEMS OF


EQUIPMENT

6.1 WORK ON OVERHEAD LINES


6.1.1 GENERAL
The procedures called for in Rule 4.1 shall apply for all work on overhead lines.
6.1.2 IDENTIFICATION OF CIRCUITS
Poles and structures, supporting an overhead line circuit running near to, or in the
immediate vicinity of another overhead line circuit, shall carry a permanent label or
symbol to enable easy identification of that circuit from ground level.
6.1.3 APPROACH OF LIGHTNING
On the approach of lightning, all work on overhead lines shall cease immediately and
the Authorised Electrical Person in charge, shall inform the Senior Authorised
Electrical Person that his Working Party are no longer working on the overhead
line.
6.1.4 WORK ON POLES SUPPORTING HIGH VOLTAGE CONDUCTORS
No person shall climb, or attempt to climb a pole, when the conductors are Live.
Before any pole is climbed, it shall be sounded. No pole badly impaired by decay or
damage shall be climbed until the person in charge is satisfied that it has been made
safe.
No person shall work upon any pole or tower without making proper use of an
Approved safety harness which shall be examined prior to use to verify that it is in
good order.
6.1.5 WORK ON HIGH VOLTAGE OVERHEAD LINES WITH ALL
CONDUCTORS DEAD AND EARTHED
For work on High Voltage conductors of an overhead line, the Senior Authorised
Electrical Person, in addition to the rules called for in Rule 4.3, shall implement the
following:

(a) Identify the line to be worked on at the point of work.


(b) Ensure that the line is Dead by checking with an Approved voltage
detection device.
(c) Issue an Electrical Permit to Work to an Authorised Electrical Person
and issue Additional Earths if required.

6.1.5.1 For work on High Voltage conductors, the Authorised Electrical Person holding
the Electrical Permit to Work shall implement the following:

(a) Before commencement of work, apply Additional Earths at, or as near as


practicable to the point of work. These Earthing leads shall be connected to
Earth and used to bond together all conductors.

An Additional Earth Notice shall be attached to the Earthing leads.


(b) Remove and re-apply these Additional Earths at different points of work
on the line, but only if they are kept between the Circuit Main Earth
positions.
(c) The use of Additional Earths may be disregarded if Circuit Main Earths
have been applied in the immediate vicinity at each side of the point of
work.
(d) If the Working Party leaves the line at any time, it shall be verified on
return by the person in charge of the Working Party, that the party has
returned to the same line, and that all Earths adjacent to the point of work
are still in position, before allowing work to re-commence.
(e) Checks shall be carried out to ensure that all members of the Working
Party are off the line before removing any Additional Earths.
(f) Sign the Hand Back of Work section of the Electrical Permit to Work on
completion of the work and return it to the Senior Authorised Electrical
Person for cancellation.

6.2 WORK ON UNDERGROUND CABLES

6.2.1 WORK ON HIGH VOLTAGE CABLES


For work on High Voltage cables, the Senior Authorised Electrical Person, in
addition to the rules called for in Rule 4.3, shall carry out the following:

(a) Ensure that no person touches or cuts into the insulation of the cable unless
the cable is Dead, Isolated and Earthed.
(b) Identify the cable to be worked on at the point of work, and issue a Sanction
for Test to an Authorised Electrical Person for spiking the cable.
(c) Prove the cable is Dead by Approved spiking equipment.
(d) Cancel the Sanction for Test and issue an Electrical Permit to Work to an
Authorised Electrical Person.
(e) Keep any Safety Padlock keys, withdrawn fuses or links in a Lock Out
Box during progress of work.

6.2.2 WORK ON LOW VOLTAGE CABLES


For work on Low Voltage cables, the Senior Authorised Electrical Person, in
addition to the rules called for in Rule 4.4, shall carry out the following:

(a) Identify the cable to be worked on at the point of work, and issue a
Sanction for Test to an Authorised Electrical Person.
(b) Prove the cable is Dead by Approved spiking equipment.
(c) Keep any Safety Padlock keys, withdrawn fuses or links in a Lock Out
Box during progress of the work.

6.2.3 WORK IN THE VICINITY OF BURIED CABLES


Accidental damage to power or auxiliary cables buried in the ground can result in

fatal or severe accidents in addition to possible loss of electrical supplies to

installations. To prevent such incidents, it is necessary for an Excavation Certificate


to be issued to the person in charge of the excavation.

6.2.3.1 If the excavations are in the vicinity of underground electrical cables, the Senior
Authorised Electrical Person shall specify on the Excavation Certificate the
additional precautions that shall be taken to safeguard the cables.

6.3 WORK ON HIGH VOLTAGE TRANSFORMERS

6.3.1 For work on High Voltage transformers, the Senior Authorised Electrical Person,
in addition to the rules called for in Rule 4.3 shall:

(a) Ensure that, where auxiliary or voltage transformers cannot be Isolated


from the High Voltage conductors, the Low Voltage fuses or links are
withdrawn and kept in a Lock Out Box during progress of the work.
(b) Ensure that, on transformers with automatic tapchanging facilities, the
safety precautions are taken as stipulated in Rule 4.4.1.
(c) Where work is to be carried out on a High Voltage transformer, ensure that
the Low Voltage windings are Isolated either by the opening of a switch or
withdrawal of fuses or links, so that any possible backfeed is prevented
during progress of the work. Attach Caution Notices at the points of
Isolation.
(d) Before issuing an Electrical Permit to Work to an Authorised Electrical
Person, identify at the point of work, the transformer to be worked on.

6.4 WORK ON HIGH VOLTAGE SWITCHGEAR

6.4.1 WITHDRAWABLE UNITS


When work is to be carried out on the withdrawable portion of a multi-panel High
Voltage switchboard, e.g., circuit breakers, voltage transformers, the Senior
Authorised Electrical Person or suitably authorised Authorised Electrical Person,
in addition to the rules called for in Rule 4.1.1, shall:

(a) Disconnect the withdrawable High Voltage equipment from all supplies and
where practicable, remove it from its cubicle.
(b) Discharge the conductors to Earth, which need not remain connected to
Earth.
(c) Release stored mechanical energy where applicable.
(d) Ensure shutters or cubicle doors are locked shut.

6.4.2 WORK ON BUSBAR AND SPOUTS


When work is to be carried out on busbar or busbar spouts of multi-panel
switchboards, the Senior Authorised Electrical Person, in addition to the rules
called for in Rule 4.3, shall:

(a) Ensure that the section of the busbar on which work is to be carried out is
Isolated from all points of supply from which it can be made Live.
(b) Ensure that the Isolating arrangements are secured with Safety Padlocks,
and the shutters of Live spouts locked shut. If not possible to padlock the
shutters, additional barriers and Danger Notices shall be installed.
(c) Attach Caution Notices at all points where the busbars can be made Live.
(d) Attach Danger Notices, where applicable, on or adjacent to equipment
containing Live conductors at the limits of the busbar on which work is to
be carried out.
(e) Test with an Approved voltage testing device that the busbars are Dead,
checking the voltage testing device before and after use.
(f) Earth the busbar and where practicable lock the Circuit Main Earth in
position. Attach a Circuit Main Earth Notice to the circuit breaker or
Earthing device.
(g) Test with an Approved voltage detector every spout where work is to be
carried out, checking the correct operation of the voltage detector before and
after each use.
(h) Issue an Electrical Permit to Work to an Authorised Electrical Person.

6.4.3 WORK NEAR LIVE BUSBAR SPOUTS


When work is to be carried out in the vicinity of Live busbar spouts, e.g., cleaning,
replacing CTs, the Senior Authorised Electrical Person, in addition to the rules
called for in Rule 4.1.1, shall:

(a) Ensure the shutters of the Live busbar spouts are locked shut.
(b) Issue an Electrical Permit to Work to an Authorised Electrical Person.

6.5 WORK IN SWITCHYARDS WITH EXPOSED HIGH VOLTAGE


CONDUCTORS

6.5.1 SAFETY DISTANCES TO LIVE CONDUCTORS


When work is to be carried out in switchyards near exposed Live High Voltage
conductors, the Senior Authorised Electrical Person in addition to the rules called
for in Rule 4.3, shall:

(a) Identify the safe working area and ensure that Safety Distances called for in
Rule 4.6 can be maintained at all times with particular attention to the tools
and equipment the Working Party are to use.
(b) Approved barriers must be used to define the safe area of work. These
barriers must be clearly visible and shall not be tied or supported by any
structure carrying Live equipment or conductors. The safe area shall be
clearly identified inside the barriers or ropes and Danger Notices attached
to adjoining Live equipment.
(c) Ensure that ladders and scaffolding required for the work are constructed

from non conductive material and kept secure with a Standard Electrical
Padlock when not in use.
(d) Ensure that if ladders, scaffolding, cranes etc., are to be used, that the

position that they shall be placed and the route through the switchyard to
that position shall first be agreed by the Senior Authorised Electrical
Person. Metal housing of cranes and scaffolding etc., shall be connected to
the substation Earth system as soon as they are in position for work to take
place.

6.6 WORK ON REMOTELY OR AUTOMATICALLY CONTROLLED HIGH


VOLTAGE EQUIPMENT

6.6.1 PHYSICAL DANGER


Serious injury can be suffered by persons working on High Voltage equipment such
as tap-changers, circuit breakers, disconnectors, etc., from mechanical stored energy
or due to the automatic or remote control feature being inadvertently operated.

6.6.2 PRECAUTIONS
For work on remotely or automatically controlled High Voltage equipment such as
tap-changers, circuit breakers, disconnectors etc., the Senior Authorised Electrical
Person, before work commences, shall:

(a) Ensure that all remote control and automatic features are made inoperable
and where practicable, secured with Safety Padlocks and Caution Notices
attached.
(b) Avoid work being in progress simultaneously on the tap-changer, circuit
breaker etc., and on the controlling equipment, associated wiring or relays,
except when it is undertaken by an Authorised Electrical Person acting
under his direct supervision.

6.7 WORK AND TESTING ON HIGH VOLTAGE MOTOR CIRCUITS

6.7.1 When work has to be carried out on a High Voltage motor, the following precautions
shall be taken. The Senior Authorised Electrical Person shall, in sequence:

(a) Switch off the High Voltage motor circuit.


(b) Isolate the High Voltage motor circuit and apply Safety Padlocks and
Caution Notices at the points of Isolation.
(c) Apply a Circuit Main Earth to the High Voltage motor circuit at the point
of Isolation through the integral earthing switch, the circuit breaker or by
Approved earthing leads. Attach a Circuit Main Earth Notice to the
cubicle.
Where appropriate, lock the switchgear busbar shutters closed with Safety
Padlocks and attach Caution Notices.
(d) Ensure all necessary auxilliary equipment e.g., heaters, lubricating pump,
instrumentation, etc., is Isolated. Remove tripping and closing supply fuses.

(e) Establish that the correct motor has been Isolated by attempting a start at
the local control station when selected to the local position.
Note: Process interlocks may prevent starting.
(f) Ensure that the driven equipment cannot be turned by passage of air, fluid or
mechanical forces acting on the driven unit or its auxilliaries.
(g) Issue an Electrical Permit to Work to an Authorised Electrical Person.
(h) When work is completed, the Authorised Electrical Person will complete
the Hand Back of Work section of the Electrical Permit to Work and
return it to the Senior Authorised Electrical Person.
(i) Notwithstanding the requirements of Rule 4.5.1 and Rule 5.3.1, remove the
Circuit Main Earth and apply an insulation resistance test to the High
Voltage motor circuit.
(j) Cancel the Electrical Permit to Work, remove Safety Padlocks, Caution
Notices, Danger and Circuit Main Earth Notices and restore the circuit
breaker to the service position.

6.7.2 When work has to be carried out on a High Voltage motor supplied from a unit
transformer, then in addition to the precautions in Rule 6.7.1 and prior to the issue of
an Electrical Permit to Work, the following additional precaution shall be taken.

(a) Apply a Circuit Main Earth to the High Voltage motor cable at the motor
terminal box or unit transformer terminal box by Approved Earthing leads.
Attach a Circuit Main Earth Notice to the Earthing leads.

6.8 WORK AND TESTING ON HIGH VOLTAGE GENERATORS

6.8.1 When work is to be carried out on a High Voltage generator, the following
precautions shall be taken.

(a) If the generator neutral is solidly Earthed through a switch and is providing
the system Earth, then this Earth should be transferred to another running
generator.
(b) The generator shall be shut down in accordance with operational
procedures.
(c) Check the identification on the generator matches the supply switchgear
identification and the Work Permit. Check the generator is stationary.
Cable numbers should also be checked to ensure the correct equipment is
selected.
(d) Isolate and Safety Padlock off control and instrumentation voltage
transformer, attach Caution Notices.
(e) Isolate the generator circuit and attach Caution Notices.
(f) Isolate or make inoperable all remote control facilities, and where
practicable, Safety Padlock off and attach Caution Notices.
(g) Lock the switchgear busbar shutters or cubicle door closed with Safety

Padlocks and attach Caution Notices.


(h) Apply a Circuit Main Earth to the generator circuit and remove tripping
and closing supply fuses.

(i) The excitation equipment shall be Isolated and Safety Padlocked off where
possible.
(j) Adequate precautions must be taken to ensure the prime mover is Isolated.
(k) Ensure all necessary auxilliary equipment, e.g., heaters, lubricating pump,
instrumentation, etc., is Isolated.

6.9 WORK ON LOW VOLTAGE SWITCHBOARDS

6.9.1 Due to the danger of backfeeds on Low Voltage switchboards supplied by two or
more High Voltage transformers or Low Voltage feeders, any work carried out on
the Low Voltage incoming switchgear, busbars or bus couplers of the Low Voltage
switchboard requires strict precautions and the issue of an Electrical Permit to
Work to the Electrical Person in charge of the work.

6.9.2 If the design of the Low Voltage system or switchboard connections are such that
complete Isolation of the incoming switchgear to be worked on requires the
Isolation of the High Voltage winding of a High Voltage transformer, then in
addition to the opening of Low Voltage switchgear units, the following procedure
shall be carried out by a Senior Authorised Electrical Person.

(a) All such Low Voltage switchgear shall be opened, and where practicable, a
Safety Padlock applied and Caution Notices attached.

(b) Danger Notices shall be attached to Live equipment adjacent to the point
of work.
(c) The High Voltage transformer shall be switched off, Isolated, and a
Caution Notice attached at the point of Isolation.
(d) A Circuit Main Earth shall be applied to the High Voltage winding of the
transformer.
(e) An Electrical Permit to Work shall be issued to the person in charge of the
work.
(f) Any Earth applied to the Dead switchboard shall be in accordance with
Rule 4.5.3.

6.10 WORK ON LOW VOLTAGE MOTORS

6.10.1 When work is to be carried out on a Low Voltage motor, the following precautions
shall be taken.

(a) Check the identification on the motor matches the supply switchgear
identification and the Work Permit. Check that the motor is not running.

Cable numbers should also be checked to ensure the correct equipment is


selected.
(b) Switch off and Isolate motor circuit and prove Dead. Remove links or
motor fuses and tripping and closing supply fuses. Safety Padlock off and
attach a Caution Notice.
(b) Establish that the correct motor has been Isolated by attempting a start at

the local control station when selected to the local position.


Note: Process interlocks may prevent starting.

(d) Isolate or make inoperable all remote control facilities, and where
practicable, Safety Padlock and attach Caution Notices.
(e) Ensure that the driven equipment cannot be turned by passage of air, fluid or
mechanical forces acting on the driven unit or its auxilliaries. Particular
attention must be given to fan units.

(f) Ensure all necessary auxilliary equipment, e.g., heaters, lubicating pump,
instrumentation etc., is Isolated.

6.11 WORK ON BATTERIES

6.11.1 GENERAL
Due to the inherent dangers present in batteries and battery systems where Live
working is unavoidable, strict precautions must be enforced to reduce the potential
risk of injury to personnel involved in this work.

The Electrical Safety Rules shall not apply to batteries providing motive power. e.g.,
vehicles, pump or generator starting.

6.11.2 A Limitation of Access shall be issued for any work on Live battery systems. The
Senior Authorised Electrical Person, however, may decide at his discretion, that
routine work on batteries e.g., cleaning, topping up and inspection carried out by
Electrical Persons authorised for this work, may be carried out without the issue of
a Limitation of Access.

In addition the following precautions shall be taken:

(a) Isolate battery charger, Safety Padlock off and attach Caution Notices.
(b) Where possible, Isolate battery and attach Caution Notice.
(c) Appropriate protective clothing shall be worn: gloves, full overalls,
protective apron and eye protection.

(d) Use only Approved insulated tools.


(e) Remove any jewellery, e.g., watches, rings etc.
(f) Ensure work area is well ventilated.

(g) Be aware of nearest hand basin, eye wash, medication and shower facility.
(h) Batteries shall not be connected in parallel by temporary jump leads.
(i) A fire extinguisher of the correct type shall be readily available whilst work
is in progress.

6.12 SWITCHING, WORKING OR TESTING IN HAZARDOUS AREAS

6.12.1 GENERAL
All electrical work and electrical testing in Al Furat Petroleum Company designated
hazardous areas shall be undertaken in accordance with the requirements of the

Permit to Work system, supplemented as may be applicable, by these Rules.

All precautions called for in other sections of these Rules that apply to Switching,
work or testing on either High Voltage or Low Voltage equipment, shall apply to all
Electrical Equipment located in hazardous areas.

6.12.2 ADDITIONAL PRECAUTIONS


The person in charge of work or testing in hazardous areas shall ensure that:

(a) Before removing any equipment covers, the incoming connections,


including the neutral, are made Dead and have been Isolated at a unit
outside the hazardous area.
(b) No Switching, testing or other operations are carried out on equipment
whilst the covers are removed and electrical connections are exposed to the
atmosphere.

(c) Before removing any equipment covers, a gas test has been conducted by a
person appointed as an Approved Gas Tester to establish that no flammable
gases are present at the point of work or testing.
