3.1 COVID 19: SCENARIO AND IMAPCT ASSESSMENT


COVID-19 was first declared a world health emergency by the World Health Organization (WHO) in January
2020. Since its first diagnosis in Wuhan, China, the virus has been detected in over 190 countries and all the U.S.
states. In March 2020, Europe, especially Italy became the epicenter of the virus. Later, by April 2020, the focus
has shifted to the United States, where the number of infections has been accelerating. The infection has sickened
over 1.5 million people, with thousands of fatalities. Almost 80 countries have restricted arrivals from other
countries with infections. Moreover, economies are going for lockdowns leading businesses to close and
populations to self-quarantine.

According to Centre for Global Development, most of the countries globally are still in the midst of this searing
COVID-19 experience, with its multidimensional domino effects. There is uncertainty in terms of lives,
livelihoods, and the global order is likely to change permanently or indeed already have changed. COVID-19
has, with alarming speed, delivered a global economic shock of enormous magnitude, leading to steep recessions
in many countries. Per capita incomes in the vast majority of emerging market and developing economies shrunk
in 2020, tipping many millions back into poverty. The International Monetary Fund (IMF) estimates a 3.5 percent
contraction in global GDP in 2020.

On March 2020, the WHO announced that the outbreak was officially a pandemic, the highest level of a health
emergency. Several economic indicators, including growth rate, global trade volume, and price decline, have
made it clear that the outbreak has had a significant negative impact on global economic growth. The disease has

affected international economic and trade activities in almost every sector ranging from services to tourism and
hospitality. Other major global value chains, including consumer electronics, automotive and transportation,
food, e-commerce, and logistics, have also been impacted.

The COVID-19 pandemic has been rapidly spreading across countries and regions, causing huge impact on
people’s lives and communities. The pandemic which started as a health crisis, has now given rise to serious
threats to the global economy, trade, and finance. According to estimates by the Asian Development Bank
(ADB), the estimated economic impacts are likely to range between USD 2-3.1 trillion globally.

Since the outbreak of the coronavirus disease of 2019 (COVID-19), more than 1 million people have lost their
lives due to the pandemic, and the global economy is expected to contract by a staggering 4.3 per cent in 2020.
Millions of jobs have already been lost, millions of livelihoods are at risk, and an estimated additional 130 million
people will be living in extreme poverty if the crisis persists. These are grim gures that reect the immense
challenges and human suffering caused by this pandemic. Nor is an end to COVID-19 yet in sight. In many
countries, the number of new COVID-19 cases is rising at an alarming rate and, for many, a second wave is
already an unwelcome reality. Much uncertainty remains about how and when the pandemic will run its course,
but the unprecedented economic shock generated by the global health emergency has already sharply exposed
the global economy’s pre-existing weaknesses, severely setting back development progress around the world.

After successful attainment of the aim of developing a global COVID-19 vaccination strategy taken by the main
global immunization partners, through the Access to COVID-19 Tools Accelerator (ACT-A) Vaccines Pillar
(COVAX), led by WHO. The COVAX set out to provide vaccine supply fairly and equitably by deploying two
billion doses to vaccinate at least 20% of each country’s population by the end of 2021. Globally, according to
WHO recommendations, the 3.8 billion doses deployed as of 26 July 2021 would have been sufficient to cover
the initial target of 20% of the population in every country, nearly halving the proposed time to achieve the 2021
global goal. However, the world is not on track to meet this ambition, with the great majority of high-income
countries (HICs) exceeding the target and very few low-income countries (LICs) being able to vaccinate even
those most at risk of severe disease or death.

The Global COVID-19 Vaccination Strategic Vision for 2022 was submitted to the WHO Strategic Advisory
Group of Experts on Immunization (SAGE) for critical appraisal on 29 June 2021. Significant progress has been
made against three of the strategy goals laid out in 2021 to: (1) minimize deaths, severe disease, and overall
disease burden; (2) curtail the health system impact; and (3) fully resume socio-economic activity.
Notwithstanding the fact that these goals have not yet been fully achieved, the positive trajectory is largely a
result of vaccination, public health and social measures (PHSMs), and to some degree infection-induced
immunity.

3.2 POST COVID IMPACT: POLICY RESPONSES


In response to growing concerns over the global economic impact of the pandemic, G-7 finance ministers and
central bankers released a statement on March 3, 2020, indicating they would “use all appropriate policy tools”
to sustain economic growth. The Finance Ministers also pledged fiscal support to ensure health systems can

sustain efforts to fight the outbreak. In most cases, however, countries pursued their own divergent strategies, in
some cases including banning exports of medical equipment.

3.2.1 UNITED STATES


Recognizing the growing impact, the pandemic was having on financial markets and economic growth, the
Federal Reserve (Fed) took a number of steps to promote economic and financial stability involving the Fed’s
monetary policy and “lender of last resort” roles. Some of these actions were intended to stimulate economic
activity by reducing interest rates; other actions were intended to provide liquidity to financial markets so firms
would have access to needed funding.

On March 25, 2021, the Bureau of Economic Analysis (BEA) released updated data on U.S. GDP growth for the
fourth quarter of 2020, indicating the economy grew by 4.3%, substantially below the third quarter rate of 33.4%.
In contrast, U.S. GDP fell at an annual rate of 31.4% in the second quarter, after rising by 5.0% at an annual rate
in the first quarter. On an annual basis, the rate of growth fell by 3.5%, compared with a 2019 rate of 2.9%. In
the second quarter, amidst a large decline overall in U.S. economic activity in response to business lockdowns,
some sectors experienced a decline in activity of 80% or more, including recreation, food services and
accommodation and transportation sectors.

Steel has long been the primary material of choice for automotive manufacturers across the world. It provides
desirable standards in strength and safety for vehicles at relatively low costs in comparison to other materials.

Today advanced high strength steels (AHSS) are being used for most of the new vehicle designed. New grades
of advanced high strength steel can reduce vehicular weight by approx. 25-39% compared to conventional steel.

By type, stainless steel segment accounted for a significant revenue share in 2020 and is estimated to grow at a
high CAGR during the forecast period. Stainless steel is one of the most common materials seen in residential
and commercial kitchens. It is an excellent alternative for plastic containers and is 100% reusable and recyclable.
It is also nonporous which makes it a hygienic material. It also does not support growth of pathogens or bacteria.
