1 INTRODUCTION
1.1 Purpose of the Document
This method statement serves to outline the steps and actions that required for the Installation, pressure
testing and flushing of Sprinkler System and Fire Suppression System in the project as per the
Specifications and the approved shop drawings.

This activity should be performed with strict compliance and implementation of Safety Requirements &
executed in accordance with the contract requirements, hazards are analysed, safety procedures
implemented all quality assurance/control activities are conducted in a systematic manner, works
inspected and compiling with relevant specification, Legislation, Standard and Codes of Practice etc.

The execution statement explains the methodologies used for the implementation of various activities
and sub activities involved in this contract for a better and efficient performance in a professional
manner with high degree of quality and safety.

3 SITE CLEARANCE AND PLANNING


 Before commencing the work, the area shall be cleared of all debris, materials or other obstructions

 Required levels are to be confirmed and verified by Site Surveyor and Site Engineer before
commencing the work

 It is the responsibility of the Site Engineer to ensure that any preceding activity is completed

 Refer to approved Baseline schedule for the duration of piping works will be followed

4 TRAFFIC MANAGEMENT
 Other than some special cases no special traffic management plan is required

 Special cases can be identified on individual bases and related actions can be taken accordingly

5 PRE-CONSTRUCTION SAFETY MEETINGS


 The meeting shall be scheduled prior to the beginning of the work and before any Subcontractor
starts on the project

 Safety awareness meetings will be conducted every working day morning/every other day to brief
the workforce in the safety prevention measures

 The equipment check for safety shall be recorded/ documented during the daily Safety Awareness
Meeting. Traffic safety will be discussed to emphasise these meetings

 Each worker will be instructed to follow specific safety requirements related to his trade

 They will be required to follow installed safety signs, observe barricades and use opens

 Contractor Safety will perform hazard risk analysis by identifying all steps, hazards identified in those
steps, with a focus on the relationship between the work task, the tools, and the work environment

 After identifying uncontrolled hazards; Contractor will take steps to eliminate or reduce them to an
acceptable risk level

 General contractual safety, health, and environmental requirements. Roles of the contractor,
subcontractors, authority representatives and all project workers

 Accident reporting requirements.

 Specific details of the work to be performed along with the use of personal protective equipment

 Emergency procedure

6 OPERATING PROCEDURE
 Site investigation has to be carried out to develop safety precautions and measures prior to the
commencement of the work

 After such investigation, relevant sign boards will be displayed and barricades will be installed where
and as necessary, such as but not limited to the following: Advanced signs e.g. “Work Area” signs will
be placed the activity zones or fall hazard zone on around the area

 After completion of the work, safety cones and barricades have to be removed accordingly

 Site work shall be done as per the ongoing safety procedures being implemented on site

 All throughout the duration of work, the required supervision shall be considered to ensure
completion of the activity in a safe and orderly manner

7 PROCEDURE
7.1 General Requirements
 All necessary registers, method statement, risk assessment, health and safety plan etc will be kept
on site under the control of the Site Supervisor and can be inspected at any time. All accidents are to
be reported to and entered in the site accident book.

 A supply of spare hard hats, overalls, gloves, goggles, masks, hand gloves, face visors (when burning
equipment is used) etc will be stored on Site.

 At all times the appointed team will ensure a high standard of Health and Safety is carried out at all
times on site.

 All operatives on site must wear full PPE in accordance with HSE requirements including safety
boots, hard hats and a high visibility vets or coat and LEP (Light Eye Protection) as standard.

 Adequate segregation of pedestrians and vehicular traffic will be maintained at all times.

 Existing facilities, which are within the construction site radius considered to obstruct any work
activities, will be removed, or be provided with protection against damage, dust and dirt.

7.2 SEQUENCE OF WORK


Sprinkler Pipe Installation
1. Permit to work to be obtained prior to the beginning of works at site.
2. Pipes for sprinkler piping’s shall be delivered to site and stored in the designated laydown area.
3. Sprinkler pipe will be grooved and threaded therefore minimum amount of hot works is required
4. Brackets will be manufactured out of Uni strut or C-channel and threaded rods are installed on site at
height using MEWP/Scaffolding/Ladders. Where required.
5. Pipe hangers will be used to hold pipe work into position when installed.
6. Electric pipe threading machine will be setup in work location/site workshop.
7. Operatives will place pipe work on stands and carry out preparation work of grooving and threading of
pipework.
8. Operative will cut pipework to size where required using cold cutting if possible or angle grinder/chop
saw cutter .Hot works permit in place for use of angle grinder/chop saw cutter, Fire extinguishers and
fire blankets availability should be ensured.
9. Operatives to ensure they are always wearing correct PPE i.e., standard site PPE with visor when using
grinder.
10. Once brackets are in position operatives will begin installing pipework as per approved drawings routes.
11. Pipe work will be lifted into position at height using MEWP, scaffolding, pipe lifter.
12. Once pipework is raised to correct height operatives will l then place pipework into brackets and secure
into position in brackets.
13. The above process will be repeated until all pipework is in position.
14. Touch up paint work will be applied to pipework where required.

Threading procedure (For2"dia.AndbelowPipes)


1. Cut the required length of the pipe to be threaded.
2. Insert the end of the pipe to be threaded in-between the die head and tighten the chuck to hold the
pipes properly.
3. Start the machine and engage the die head in to threading position.
4. Thread the pipe until the required length of the thread is achieved.
5. After threading loosen the chuck and remove the pipe.
6. Drain the residual threading oil from the pipe into the oil tray of the threading machine.
7. Clean and remove all burrs at the end of threaded pipes.

Grooving procedure (For above 2"dia.Pipe)


1. Cut the required length of the pipe to be grooved.
2. Check that the cut ends of the pipe.
3. Install the correct die on the Grooving machine for the corresponding pipe size.
4. Insert the end of the pipe to be grooved in-between the groove dies.
5. Support the other end of the pipe using the pipe stand.
6. Start the machine and at the same time apply pressure on the pipe toward the machine so that the
pipe does not slip out of the groove die.
7. Groove the pipe until the required depth of the groove is achieved.

Coupling installation
1. Groove the pipe ends according to the manufacturer’s specification, project specification and
consultant's approval
2. Pipe must be free from indentations, projections or roll marks on exterior from the ends to the
groove, to assure a leak tight seat for the gasket.
3. Place gasket over pipe ends, being sure gasket lip does not overhang pipe end
4. Align and bring 2 pipe ends together and slide gasket into position centred between the grooves on
each pipe .No portion of the gasket should extending to the groove on either pipe.
5. Loosely assemble all segments leaving one nut and bolt off to allow for "swing-over" feature.
6. With 1 nut and 1 bolt removed, use the “swing-over" feature to position housings over gasket and
into the grooves on both pipes.
7. Insert the remaining bolt to allow easy tightening of the nut .Be sure track head engages into
housing recess.
8. Tighten nuts alternately and equally maintaining metal-to-metal contact at the angle bolt pads.
9. Tighten securely to assure a rigid joint.

Mechanical Tee Installation


1. Drill the hole according to the manufacturer's specification, project specification and consultant's
approval.
2. Remove 1 nut and bolt from the housing .Loosen the other nut until it is fixed with the end of the
bolt. Remove the tape and lift the gasket from the mechanical –T outlet
3. Check gasket supplied to be sure it is suited for intended service. Apply a thin coat of silicone
lubricant to gasket lips and outside of gasket.
4. Reposition gasket into housing using alignment tabs on slides for proper positioning.
5. Rotate the lower housing approximately 90 degree away from the upper housing. Place the upper
Section onto the face of the pipe in line with outlet hole. Rotate the lower section around the pipe
end and close the 2 halves.

6. Make sure that the locating collar is in the out let hole by rocking the upper housing in the hole.
7. Insert bolt in its hole and finger tighten both nuts .Be certain oval-neck of bolt engages recess in
housing. Make sure that the locating collar is in the outlet hole and the positioning lugs are properly
aligned.
8. Tighten bolt nuts uniformly until the upper housing is in complete surface contact in the gasket
pocket area and the assembly is rigid.

Valve with flange end connection installation


1. Confirm the valve size and location based on the approved shop drawings. Ensure that the selected
valve is flange type.
2. Place the valve between the pipe flanges. Make sure the flange and adjacent pipe work are clean
and free of dirt.
3. Select the gasket size according to the valve size and associated pipe size based on approved shop
drawings so that it can match the pipe work flange.
4. Connect the valve with the pipe flange. The pipe flange shall be square with the associated pipeline.
5. When the valve is in proper position, install the bolts into the holes. Tightening the nuts one by one
evenly. Repeat the above steps for the other joint.

Flow switch installation


1. Confirm the size and location of the flow switch from the approved shop drawing.
2. Clean the inside pipe of all growth or other materials for a distance equal to the pipe diameter one
either side of the hole.
3. Roll the vane so that it may be inserted into the hole, do not bend or crease it. Insert the vanes so
that the arrow on the saddle points in the direction of water flow.
4. Install the saddle points and tightening the nuts alternatively. The vane must not rub the inside of
the pipe or bind in anyway.

Testing of pipework
1. Installation of the pipe work shall be approved from the consultant prior to proceed with testing of
pipe work.
2. Valid calibration certificate shall be available for carrying out the pressure test.
3. Necessary safety permits shall be obtained from the concerned prior to start the pressure test.
4. Use ambient temperature water and clean water for testing purpose.
5. While filling system, use vents installed at high points of system to release air and use
drains installed at low points for complete draining of test liquid.
6. All piping are subjected to working pressure shall be hydrostatically tested @ 16 bar for 2 Hours.
7. After hydrostatic test pressure has been applied for at least 10mins, examine piping, joints, and
connections for leakage.
8. In case of leakage: Eliminate leaks by tightening, repairing, or replacing components and repeat
hydrostatic test until there are no leaks.

9. Inspection shall be offered to Consultant/Engineer to witness and approve the pressure testing along
with test reports and valid calibration certificates.
10. Consider tolerance limit/Variance for the pressure test±5% of applied pressure.
11. On completion of successful pressure test, the water shall be drained through the drain provisions
provided at in pipe work to the designated drainage network/disposal areas

Sprinkler installation
1. All sprinklers will be installed according to the approved shop drawings and NFPA standards.
2. Check for the proper model, style, orifice size and temperature rating prior to installation.
3. Install sprinklers after the piping is in place to avoid mechanical damage, replace any damaged units
4. Special key wrenches must be used to provide proper leverage when tightening the sprinkler to
avoid slipping.

10 DETAILED CONSTRUCTION PROCEDURE WITH


RESPONSIBILITY
AHCD will proceed and coordinate with concerned authorities to obtain required work permit, supply the
construction materials and control all site activities. AHCD will assign responsibilities to all personnel
involved in the execution of the project as follows.

10.1 Project Manager


 Ensuring the full compliance of subcontractors with Company Quality policies and with the
requirements of the Project Quality plan
 To ensure that all the equipment required to execute the works according to the construction
programme are available, in good condition, and provide any additional equipment that might be
required
 To co-ordinate with the Site Engineer, Safety Officer, Foreman for a safe and proper execution of the
works
 To guide specific attention to all safety measures in co-ordination with the safety officer & site
engineer

10.2 Site Engineer


 The engineer shall carry out his duties in a manner that shall be co-ordinated by the project manager
on a daily basis and shall ensure proper distribution of the workforce and equipment at required
locations.
 To co-ordinate with the Safety Officer to maintain safe working and proper housekeeping of the site
 To comply with the safety measures and ensure that all Safety Officer Teams are aware of the same
to prevent accident and loss
 To monitor and check all activities and ensure that works shall be carried out according to
specifications, quality and approved drawings
 To inform the QC Inspector of the areas ready for inspection.
 Co-ordinate with the Site Engineer / Foreman and ensure the approved shop drawings/construction
drawings shall be implemented properly
 Maintain survey details and reports, periodically check the progressing works and advise the project
manager of any deviation from the drawings

10.3 Safety Officer


 To ensure implementation of all safety measures related to the nature of works being carried out,
and in accordance with the Project Safety Plan
 To ensure that all the persons involved in the works are aware of their responsibilities, and that they
have enough understanding of the safety procedures
 The safety officer in co-ordination with the Project Manager shall ensure that all the implemented
safety measures are effective enough to maintain safe working on the site
 To maintain continuous inspections of the site activities, advise and train persons on a daily
basis to prevent accidents and personnel injury
 To give special concern to housekeeping and ensure that the site is maintained clean and tidy. To
ensure all the relevant safety sign boards for different works are in place

10.4 Foremen
 Ensure the works are progressed in the sequence as agreed with the Project Manager
 Liaise with the Project Manager and Site Engineer for the allocation of the work force, ensuring
adequate manpower is available
 Liaise with the Site Engineer to ensure all the required plant / materials are available to construct the
works
 Full time supervision shall be required to ensure the works are carried out in accordance to
specifications, quality and approved drawings

11 TRAINING / COMPETENCIES
The Project Quality Team will ensure that proper quality trainings and workshops will be provided to the
project team continuously as per the training schedules approved by the Project Manager.
In addition to that, regular quality toolbox talks shall be delivered by project quality team to discuss and
elaborate the construction processes for each site activity. The training schedules and toolbox tools will
depend on the project stage and its current issues.

12 HEALTH, SAFETY, WELFARE & ENVIRONMENT


All site activities described in this MS needs to be implemented wisely on site considering the attached RA
(See Appendix A)
Below listed bullet points are a reminder of the main matters to be regarded safety wise.
 Safety induction shall have been conducted to all personnel involved prior to start works.
 All personnel shall wear the required PPE in accordance with the RA and Site Safety Rules.
All works at site will be carried out in accordance with the Site Safety Rules / Project Health & Safety Plan /
Project Environmental Plan / MS / RA.
The In-charge (Supervisor / Foreman / Charge hand) for the job must launch the activity with the appropriate
Toolbox talk and make sure that the activity starts properly.
The Supervisor / Foreman is the person responsible for the direct supervision of the works on site and the
full implementation of safety measures.
The Safety Officer is responsible for monitoring safety conditions, alerting the management in case of
deviation and advising technically in terms of safety.
All plant equipment and power tools shall be checked on quarterly basis and on daily basis by the worker
before starting work.
All the waste must be segregated in Specific Waste Skips.

12.1 Risk Assessment and Hazard Analysis


Identify all hazards and control measures related to the works covered by this method statement (i.e.) fire
and hot works, work at height, plant movement, electricity, noise, lifting

 Surface encumbrances
 Falling loads - Materials falling onto people
 Vehicular traffic - People being struck by plant
 Undermining of nearby structures
 Access/egress
 Hazardous atmospheres
 Accidents to members of the public
It is the responsibility of supervisors to make sure that those carrying out the work are instructed and
trained to do so using the control measures identified in the risk assessment. They should directly supervise
those with the least experience until they are deemed to be competent to carry out the work unsupervised.
Those carrying out the work must co-operate with their supervisor by following the instructions they have
been given.

12.2 Health Safety and Environment Induction Training


It is mandatory a safety induction prior to commencement of works. Ensure everyone should attend the
training and is competent to perform the job.
Inexperienced workers shall work under the direct supervision of a competent person.
Trained and competent operators, staff and supervision/management will be deployed in the activity to be
performed.

12.3 Pre-Task Briefings


Pre-Task briefings will take place at the start of each shift, and it must include all details that employees
need to know in order to work safely. All staff must be briefed, and attendance must be recorded in a
traceable form. In case a worker missed the pre-task briefing for any reason, they won’t be able to start
work, unless briefed as-well. The information provided in the pre-start briefing must include the following
topics:
 Works to be performed – Methods to be used, plant and equipment, workforce involved
 Confirm how split-level works will be managed with regards working at heights and edge protection
 Outline the relevant risks and control measures
 Adjacent work/Operations including specific details for how adjacent work/Operations and interface will
be managed.
 Planned start and finish times including breaks
 Specific working boundaries and segregation from other works
 Specific access and egress details to the welfare and work area
 Means of communication and emergency response including a First Aiders list
The person delivering the briefing must allow additional time for questions in order to ensure everyone
understands the briefings contents. Finally, pre-start briefing is the best time to assess if all personnel are fit
for work.

12.4 Toolbox Talk


Toolbox talks, like pre-task briefings, will be used to present the methods of work and their associated risks
to the workforce. Unlike pre-task briefings, toolbox talks will focus on a single topic rather than the full list of
daily tasks. Toolbox talks will be held as often as required, subject to the decision of the site management
team and responding to the ongoing site requirements.

Toolbox talks will be recorded in traceable forms, which will include information on date, time, duration,
details of the topic, and signed attendance.

12.5 Emergency Management


The response to a possible emergency is herewith detailed below:
1. Assess the situation by determining what happened and if there’s risk for further damage
2. Take command by calling for help and clearly explaining the situation
3. Provide protection by safeguarding the area
4. Aid and manage the situation from deteriorating while external help is on the way
5. Guide the emergency services to the incident area.

12.6 Protective & Safety Equipment


The following list shows the personal protective requirements for all personnel carrying out works described
in the present method statement. The list is subject to amendments. If there are further PPE requirements,
they will be included in the pre-task briefings.

 Hard Hat
 Appropriate Eye protection
 Safety boots
 Safety gloves
 High visibility Coveralls and/or Jacket
 Ear protection if ambient sound exceeds 80dB
 Dust mask
 Sun protection

13 QUALITY
Drawings, MS and ITP shall be approved prior starting the work.

When the Foreman considers that the work is ready to be inspected, he informs the Site Engineer. The Site
Engineer then comes to control the works on site and reviews all the items mentioned in the Inspection and
Test Plan (ITP).

At this point, if the Site Engineer spots any deviation, he requests the production team to rectify the work.
As soon as he ensured that the work is satisfactory, he makes Inspection and Testing Request (ITR) including
the check sheets, drawings etc. and gives it to the QA/QC team. The ITR and check sheets shall be submitted
in advance, which will facilitate the Quality Team to inform the Engineer.

The Senior Quality personnel organizes its team and assigns the proper Inspector to carry out the inspection.
If necessary, the Senior Quality personnel highlights the sensitive points of the inspection to his subordinates
before inspection.

The inspection on site is implemented by the QA/QC Inspector together with Engineer’s Representative. At
the end of the inspection, the QA/QC inspector checks that all the persons concerned have signed the
Inspection Check List.
