BENGALURU: To relieve people from rural areas of the hassle of taking the
approval of the Town and Country Planning Department for their building
plans, the Assembly on Tuesday passed the Karnataka Municipalities
(Amendment) Bill 2022.
The cabinet sub-committee on e-khata, headed by Law Minister JC Madhu
Swamy, had decided to get rid of technical difficulties in obtaining building 2
plan sanctions in areas that da not fall under local nlanning anthorities The a

awayregularises properties in pockets in gram panchayats that were added to
urban local bodies based on their population.
But the Bill created a ruckus and triggered heated arguments between
Congress and BJP members in the Assembly. Congress members, including
deputy opposition leader UT Khader, said the bill might help real estate
players, allowing them to develop illegal layouts without any civic
amenities or roads. They said the decision could hurt the state more than
help the people. They alleged that the government is allowing properties
that are not assessed by the panchayats to be converted and given khatas.
Municipal Administration Minister MTB Nagaraju, denying the charges,
said that not everyone can avail of the benefit. Chief Minister Basavaraj
Bommai said this is a problem that has prevailed for a long time. The
regularisation of properties is a complicated issue that needs to be solved
one by one. “Through the amendment, we are only trying to help owners
who do not have khatas, without which they cannot get loans or sell
properties.
The regularisation of properties within the planning authority is the
‘Akrama Scheme that is before the court. What we have done now refers to
properties outside the jurisdiction of planning authorities,” he said. The
government is hoping for relief from the court on the Akrama-Sakrama
scheme, he added.
The Karnataka Goods and Services Tax Amendment Act and Bruhat
Bengaluru Mahanaagara Palike Amendment Bill were also passed in the
Assembly.

MANGALURU: Kavoor police have booked a case against BJP MLA Dr Y
Bharat Shetty for allegedly making a provocative speech during a protest
organised by BJP over Leader of Opposition Rahul Gandhi's statement on
Hindus in Parliament.
City police commissioner Anupam Agarwal said Shetty is booked under BNS
section 353(2) based on a complaint lodged by Congress corporator Anil
Kumar. Shetty during a protest on Monday had allegedly said that Rahul
should be locked and slapped inside parliament. He also said that Hindus
are ready to take up weapons if the need arises.
Meanwhile, KPCC working president Manjunath Bhadary told reporters on
Wednesday that he will request Home Minister G Parameshwara to initiate
strict action against Shetty for his attempt to incite violence.
“The manner in which Shetty spoke about Rahul Gandhi makes all
legislators from the coastal Karnataka hang their head in shame. He has
only joined the list of legislators who support violence and intimate
government officials,” he said.
Bhandary maintained that Rahul did not insult anyone in his parliament
speech and only said the Hindu religion does not support violence and thatthe religion does not belong only to RSS and BJP. “What's wrong in that?”

DCC president K Harish Kumar said the Congress will stage protests against
Shetty's remarks across the district for three days. Referring to Swami
Avimukteshwarananda, the 46th Shankaracharya of Jyotir Math in
Uttarakhand, coming out in support of Rahul over his statements, Kumar
said Hindu religion has survived because of its ideals and not due to RSS
and BJP. He demanded the resignation of Shetty and added that he is also
not fit to continue the medical profession.

Two 'Chaddi' gang members shot at while fleeing

gang, allegedly involved in the dacoity of a house in the city, when they
assaulted cops in a bid to escape on Wednesday morning.
The cops had taken four members of the gang to a spot mahajar near Mulki
Bus Stand where they had discarded a rod used in the crime. When they
reached a kachcha road near the bus stand, two of the accused - Raju
Singhania and Bali - assaulted ASI Vinay Kumar and police constable Sharat
with handcuffs and tried to flee.
When they did not heed to the police's warning, the cops first opened fire in
the air and then shot at their legs in self-defence, said Mangaluru city
police commissioner Anupam Agarwal. The accused are out of danger and
are being treated at Wenlock District Hospital while the cops are admitted
toa private hospital in the city.
‘Agarwal said the gang had arrived in Mangaluru three days ago from
Yeshwanthpur in Bengaluru and were returning back after Tuesday's
offence when they were apprehended at Sakaleshpur in Hassan district.
Investigation so far has revealed that the gang was involved in several
dacoity cases in Karnataka, Madhya Pradesh and Rajasthan. Bali was
involved in a house-break that took place at Commercial Street, Bengaluru
while the main accused Raju Singhania was involved in 10 such cases in MP
and Karnataka.
‘The commissioner said they are checking the fingerprint analysis to see if
the gang is involved in more crimes. He said normally the gang members
hide their identity by giving fake names.
‘The gang had entered the house of Victor Mendonca through a narrow
street behind the house located on Kotekani Road. The commissioner said
such gangs usually do a recce before striking their target. Police are also
finding out if they used any other means to choose their target.
Agarwal announced a cash prize of Rs 50,000 for Police Inspector Bharathi
and her team for swift arrests in the case.
