Recently, the 42 year old DJ Diplo was in an interview and talked


about how fascinated he was about funk carioca. In the news, a
sentence said by the DJ draws attention: “Music from Brasil has zero
rules, and I love it. It is a total chaos in the creation, and I am amazed
by it.'' said the DJ.

Like in 1942, when samba was considered a crime of vadiagem, Brasilian


funk nowadays is suffering the consequences of a social idealization that
appears in Diplo’s speech: the viewpoint of funk as disturbing and

related to confusion. With this reinforced stereotype as a basis, the


legislative power has a history of creating law projects (PLs), that want to
make the funk movement and its cultural manifestations a crime.

“Authors and singers of any musical style that has derogatory or


offensive contents must be criminalized and punished by the
Judiciary Power. This proposition wants to reaffirm the maleficent
spirit of musical styles that encourage in any way the spread of
crimes or embarrassing situations (...)” Text from PL 5194/2019,
proposed by deputado Charlles Thomacelli Evangelista (PSL), removed
by the same author after some time.

After PL 5194/2019, the legislative idea 65.513/2017 received more than


40.000 favorable votes in a public consultation on the Senado Federal
site. The idea, suggested by the paulista entrepreneur Marcelo Alonso,
defends that bailes funks are “A recruitment strategy organized on
social media by criminals, rapists and pedophiliacs who are
interested in promoting crimes against children and minor
teenagers.” Alonso also said that bailes funk are “in favour of
consumption and market of drugs and alcohol, sexual exploration,
rape, kidnap, robberies, and riots, etc.” Even with the great number of
favorable votes, for the relief of funkeiros, the suggestion was rejected in
a parliamentary commission.

As a consequence of attempts of censorship, sometimes it’s impossible


for MCs to experience Funk as work and cultural expression. They end up
being held responsible for the crimes in communities, independently of
bailes. The complexity of working in an environment that is marked by
inequality and by the abandonment of the State makes artists the center
of a problem that is not only theirs. The doctor in communications Libny
Freire, who studies manifestations of Funk and Charme, the attacks
against the style (funk) have an elitist tone and represent a prejudiced
view that is associated with “good taste”. According to her, Funk is not
questioned only because of the content of its lyrics. “Prejudice has a
social class and an address: it’s the Favela.”

Espirito Santo isn’t not___ much in national news and its interest___
culture is still not very known in the country. When it comes to Funk,
capixaba artists’ names are not frequently mention___. However, a new
generation of capixaba musicians is putting the state on the map of the
funkeiro movement. ES is the homeland to DJ R7, one of the producers
who renewed São Paulo’s Funk with hits like “Baile de Favela” (MC João),
“Tenebrosa” (MC Livinho) and “Solta o Grave” (MC Pedrinho). And since R7
moved to the Paulista capitol, local artists developed a new sound: a
hiper-high-pitch___ with metallic sound called “Beat fino” (fine beat).
