ABSTRACT

The PNP was established under Republic Act 6975 and later reformed by Republic Act 8551-
aims to have professional, dynamic and motivated personnel collaborating with the community
to combat criminality, terrorism and ensure peace. The modernization efforts of the Philippine
National Police have been primarily focused on improvement of human resources.

The objective of this study is to determine how the Philippine National Police view the current
IPER System which was implemented in year 1992 under NAPOLCOM Memorandum Circular
92-012, and problems in its implementation by the PNP leadership down the line.

A total of four selected personnel (Rater, Ratee, Reviewer and focal person) were requested to
answer a researcher-made validated questionnaire. Respondents were likewise asked for their
recommendations to improve the IPER system. The study revealed that there are debatable
viewpoint in the implementation of the current IPER System and there are some problems
encountered in its implementation and recommendations. Results of the study provide a
compelling case for policy-makers to create more robust and impactful performance evaluation
system its aim to improve the proficiency of human resources, and attain the vision of the PNP
towards becoming a highly capable, effective, and credible police service by year 2030?
