Series of 2023

RE-CREATING AND RE-ACTIVATING THE BARANGAY LAPINIG DISASTER RISK REDUCTION AND
MANAGEMENT COMMITTEE DEFINING ITS FUNCTIONS AND OTHER PURPOSES.

WHEREAS, the Philippines has enacted Republic Act No. 10121, otherwise known as the
“Philippine Disaster Risk Reduction and Management Act of 2010”, mandating thereof, the
creation of a Barangay Disaster Risk Reduction and Management Committee;

WHEREAS, there is a need to align the barangay with the thrust and programs of the
National Government on Disaster Management to Mitigate the effects of disasters that may
arise in our area of responsibility as an effect of the climate change the world is experiencing to
date; and

WHEREAS, there is already a need to prepare the community in our barangay for any
fortuitous events brought about by disasters and calamities to prevent unnecessary loss of lives
and damage to properties.

NOW THEREFORE, I, RUCELLE C. CONDE, Punong Barangay of Lapinig, Kapatagan, Lanao


del Norte, by virtue of the powers vested in me by the law, do hereby order and direct the re-
creation and re-activation of the said committee as follows;

SECTION 1. COMPOSITION AND RESPONSIBILITIES. THE Barangay Disaster Risk Reduction and
Management Committee (BDRRMC) shall be composed of the following with corresponding
responsibilities;

Disaster Preparedness: CHARLIE P. JAPSON
Disaster Response: AYDWIN S. CAYOD-ONG
Disaster Recovery and Rehabilitation: MARVIN M. VIOLETA

Operations/Admin (BDRRMO): NESTOR O. GARCIA

SECTION 1.1. Roles and Responsibilities of the Sub-Committee (based on the four thematic
area of DRRM)

1. Prevention and Mitigation


 Conducts research and study on developing initiatives related to DRR and CCA;
 Recommend measures on the implementation of environmental laws such as
but limited to RA 10121, RA 10821, RA 9729 and RA 9003;
 Assist in the implementation of laws, programs, projects and activities to prevent
or mitigate the impact of regular of natural-human-induced hazards;
 Initiates tree planting and forest rehabilitation and conducts risk, exposure,
vulnerability and capacity assessments
 Initiates other PPAs that can help mitigate and prevent the impact of disaster.
2. Preparedness
 Provides support in the development and formulation of the quality BDRRM Plan
 Provides support in the conduct of disaster preparedness activities such as
training of response volunteers, orientation, seminars, or any DRRM-related
activities
3. Response/ Operations
 Initiates implementation of programs, projects and activities related to disaster
response during the onset of disaster;
 Initiates implementation of the forced and pre-emptive evacuation activities of
families living in high-risk areas;
 Ensures that warning signals are received by the affected population people,
especially those who living the high risk on time with the corresponding
recommendation of what to do per level of warning or alert
4. Recovery and Rehabilitation
 Assist in the repair and retrofitting of damaged public properties/infrastructure,
critical facilities and social services;
 Recommend to a higher level of kind what programs, projects, and activities
should be given to them through a participatory assessment, planning
implementation and monitoring.

SECTON 1.2. Roles and Responsibilities of Operations/Administrative (BDRRMO);

 Ensures that all BDRRMC requirements are in place and are in good order, such
as legal documents, forms to be used to provide immediate support and
necessary action to carry out barangay activity or project.
 Ensures that all plans, activities, memorandum of agreement/memorandum of
understanding, BDRRM Plans and policies pertaining to DRRM and CCA are in
place and available anytime.

SECTION 1.3. Roles and Responsibilities of Team under the Sub-Committees of Prevention
and Mitigation and Preparedness;

a. Research and Planning Team


 Facilitates and supports risk assessment and contingency planning activities of
the BDRRMC and other groups in the community;
 Conduct research and development initiatives on Barangay Disaster Risk
Reduction and Management and Climate Change Adaptation;
 Initiates development of plans with appropriate mechanisms for monitoring and
evaluation of the plan implementation; and
 Ensures that all vulnerable sectors such as children, women, pregnant and
lactating mothers, elderly, persons with disability, indigenous people in the
community are involved and participate actively in risk assessment, planning,
implementation, monitoring, and evaluation process.

b. Communication and Warning Team

 Receives warning information from higher DCCs and disseminates such


warning to all teams;
 Maintains appropriate communication links with the higher DRRMCs and
other teams; and
 Organizes and equips couriers.
 Ensures that all people in the barangay should be educated on the meaning
of different warning signals or alarms and necessary actions to be taken;
 Provides adequate warning devices and equipment; and
 Coordinates with the Communications Team for receipt of authoritative
warning information.

b. Transportation Team

 Determines the transport needs and requirements;


 Assigns all available vehicles and transport units to specific functions to meet
the requirements of personnel and property; and
 Coordinates with local transport groups for use of their facilities.

c. Security and Safety Team

 Secures vacated houses, buildings, hospitals, etc., or areas of evacuation


centers and areas of operations; and
 Coordinates with the PNP for the security of the areas

d. Education Team
 Ensures that children and youth are included in community-based disaster risk
reduction and management and climate adaptation activities in the community;
 Educates people especially the most vulnerable groups in the community on
disaster risk reduction and management and climate adaptation;
 Develops information education campaign materials on DRR and CAA and share
these to the public; and
 Coordinates regularly to education sectors in the community for possible
partnership on DRR and CAA advocacy and project implementation.

e. Protection
 Ensures that all Disaster Risk Reduction and Management and climate change
adaptation programs, projects, and activities do not violate the rights of the people,
especially children, women, persons with disability, elderly and other vulnerable
sector or groups in the community;
 Ensures that vulnerable groups sectors such as children, youth, women, pregnant
and lactating mother, elderly persons with disability, indigenous people are
protected and free from any harm before, during, and after emergency of disaster;
and
 Assures compliance with the legal procedures for the implementation of DRRM and
CCA laws in the barangay and other protocols, policies and guidelines related to
DRRM.

f. Damage Control Team

 Establishes a plan to attend to the damages caused by the disaster; and


 Dispatches individuals or teams at the sound of the emergency alarms to pre-
arranged control points for pre-planned or directed action.

SECTION 1.4. Roles and Responsibilities of the Team under the Response Sub-committee;

a. Rapid Damage Assessment and Needs Analysis (RDANA) Team


 Assist the Municipal RDANA Team in the conduct of assessment
 List all affected populations of families who need immediate assistance or support,
especially the vulnerable groups or sectors;
 Submit complete and easy to understand RDANA Reports to BDRRMC or punong
barangay right after the event to decide if the committee ask immediate support
from the higher level local government units or private organization.

b. Search, Rescue and Retrieval Team
 Locates injured or trapped persons and moves them to a place where they can
be taken cared of; and
 Assist higher-level government units or responders in the conduct of search,
rescue, and retrieval operations during an emergency or disaster.

c. Evacuation and Camp Management Team

 Determines ideal sites for evacuation before the occurrence of any disaster, in
coordination with the next higher authority;
 Maintains a chart of routers from a populated area to the evacuation sites and a
list of persons for possible evacuation;
 Keeps current with the situation and advise the BDRRMC Chairman and the
populace through channels, and
 Directs and monitors all evacuation activities within the locality.

d. Relief Distribution Team

 Make immediate survey and make a list of victims;


 Provide relief supplies to the evacuation centers whenever necessary;
 Provide food to the victims outside the evacuation center;
 Provide clothes for the victims, if necessary;
 Assist in the evacuation of victims in danger areas;
 Assist in the recording of casualties;
 Attend to inquiries about disaster victims;
 Accept, store and distribute donated relief supplies; and
 Trace the whereabouts of victims sought by separated members of the family.

SECTION 1.5. Roles and Responsibilities of the Team Recovery and Rehabilitation;

a. Livelihood Team
 Conduct study together with other groups or sectors in the barangay on the
economic impacts brought about by the hazard;
 Provides recommendation or solution about what they have learned and what long
term solutions people can make in collaboration with higher government offices or
agencies that people’s recovered or rehabilitated their livelihood.

c. Post Damage Assessment and Needs Analysis (PDANA) Team

 Conduct comprehensive studies about the total damage caused by the hazards or
disaster in the barangay for a long-term recommendations and solutions;
 Assist the agencies concerned with conducting PDANA in the barangay;
 Records major damage to properties, infrastructures, and environment due to
hazards or disaster events; and
 Submit consolidated results of the assessment and analysis to Municipal DRRMC.
