RE-CREATING AND RE-ACTIVATING THE BARANGAY LAPINIG DISASTER RISK REDUCTION AND
MANAGEMENT COMMITTEE DEFINING ITS FUNCTIONS AND OTHER PURPOSES.
WHEREAS, the Philippines has enacted Republic Act No. 10121, otherwise known as the
“Philippine Disaster Risk Reduction and Management Act of 2010”, mandating thereof, the
creation of a Barangay Disaster Risk Reduction and Management Committee;
WHEREAS, there is a need to align the barangay with the thrust and programs of the
National Government on Disaster Management to Mitigate the effects of disasters that may
arise in our area of responsibility as an effect of the climate change the world is experiencing to
date; and
WHEREAS, there is already a need to prepare the community in our barangay for any
fortuitous events brought about by disasters and calamities to prevent unnecessary loss of lives
and damage to properties.
SECTION 1. COMPOSITION AND RESPONSIBILITIES. THE Barangay Disaster Risk Reduction and
Management Committee (BDRRMC) shall be composed of the following with corresponding
responsibilities;
SECTION 1.1. Roles and Responsibilities of the Sub-Committee (based on the four thematic
area of DRRM)
Ensures that all BDRRMC requirements are in place and are in good order, such
as legal documents, forms to be used to provide immediate support and
necessary action to carry out barangay activity or project.
Ensures that all plans, activities, memorandum of agreement/memorandum of
understanding, BDRRM Plans and policies pertaining to DRRM and CCA are in
place and available anytime.
SECTION 1.3. Roles and Responsibilities of Team under the Sub-Committees of Prevention
and Mitigation and Preparedness;

Ensures that children and youth are included in community-based disaster risk
reduction and management and climate adaptation activities in the community;
Educates people especially the most vulnerable groups in the community on
disaster risk reduction and management and climate adaptation;
Develops information education campaign materials on DRR and CAA and share
these to the public; and
Coordinates regularly to education sectors in the community for possible
partnership on DRR and CAA advocacy and project implementation.
e. Protection
Ensures that all Disaster Risk Reduction and Management and climate change
adaptation programs, projects, and activities do not violate the rights of the people,
especially children, women, persons with disability, elderly and other vulnerable
sector or groups in the community;
Ensures that vulnerable groups sectors such as children, youth, women, pregnant
and lactating mother, elderly persons with disability, indigenous people are
protected and free from any harm before, during, and after emergency of disaster;
and
Assures compliance with the legal procedures for the implementation of DRRM and
CCA laws in the barangay and other protocols, policies and guidelines related to
DRRM.
SECTION 1.4. Roles and Responsibilities of the Team under the Response Sub-committee;
Determines ideal sites for evacuation before the occurrence of any disaster, in
coordination with the next higher authority;
Maintains a chart of routers from a populated area to the evacuation sites and a
list of persons for possible evacuation;
Keeps current with the situation and advise the BDRRMC Chairman and the
populace through channels, and
Directs and monitors all evacuation activities within the locality.
The duties, functions, and responsibilities of the organization levels of the Fire
Service and its implementation shall be as authorized and prescribed by the BFP.
SECTION 1.5. Roles and Responsibilities of the Team Recovery and Rehabilitation;
a. Livelihood Team
Conduct study together with other groups or sectors in the barangay on the
economic impacts brought about by the hazard;
Provides recommendation or solution about what they have learned and what long
term solutions people can make in collaboration with higher government offices or
agencies that people’s recovered or rehabilitated their livelihood.
Conduct study about the total cost of damage to infrastructure and shelter; and
Submit report to BDRRMC
Conduct comprehensive studies about the total damage caused by the hazards or
disaster in the barangay for a long-term recommendations and solutions;
Assist the agencies concerned with conducting PDANA in the barangay;
Records major damage to properties, infrastructures, and environment due to
hazards or disaster events; and
Submit consolidated results of the assessment and analysis to Municipal DRRMC.
SECTION 2. EFFECTIVITY
