EXECUTIVE ORDER NO. 11 S. 2023


REORGANIZING THE BARANGAY ECOLOGICAL SOLID WASTE MANAGEMENT
COMMITTEE (BESWMC) OF BARANGAY LAPINIG, KAPATAGAN, LANAO DEL NORTE

WHEREAS, under Sections 11 and 12 of Republic Act 9003 otherwise known as the
Ecological Solid Waste Management Act 0f 2000 enjoined the creation of the provincial, city,
and municipal solid waste management board;

WHEREAS, further, a barangay solid waste management committee is created in


consonance with Section 10 of Republic Act 9003 through the issuance of DILG Memorandum
Circular No. 2001-38 emphasizing the vital role of the barangay in the successful
implementation of the program, particularly in the segregation, collection and recycling of waste
at source;

WHEREAS, DILG Memorandum Circular No-2004-151 requiring updates on the


organized Ecological Solid Waste Management Committees of Barangays;

NOW THEREFORE, I RUCELLE C. CONDE, Punong Barangay of Lapinig, Kapatagan,


Lanao del Norte by the power vested in me by law, do hereby order:

Section 1. Reorganization of the Barangay Ecological Solid Waste Management


Committee. There is hereby reorganized the Barangay Development Council to be composed
of the following;

Section 2. Functions of the BESWM Committee

1. Formulate a community solid waste management program consistent with that of the
municipality. Policies and plans to implement the program shall include strategies such
as, but not limited to, the following: education, engineering, enforcement, and
entrepreneurial;
2. Be responsible for the segregation and collection of solid waste specifically for
biodegradable, compostable, and reusable wastes;
3. Establish within the barangay or cluster of barangays a Material Recovery Facility
(MRF);
4. Allocate barangay funds for the barangay ecological solid waste management program,
approved by the Sangguniang Barangay. The BESWM Committee shall organize a Core
of Area/Street Coordinators through the conduct of training for barangay residents on
segregation, composting, recycling, and livelihood opportunities from the use of
recyclable waste and to monitor their implementation;
5. Integrate the ESWMC in the barangay development plan and/ or annual investment
program;
6. Find alternative sources of funds other than the regular barangay budgets, and
7. Submit a monthly report to the city or municipal ESWMC, copy furnished to the DILG
local office.

Section 3. Effectivity. This order shall take effect immediately.
