EXECUTIVE ORDER NO. 12

"UPDATING AN EXECUTIVE ORDER IMPLEMENTING THE EVACUATION CENTER

PREEMPTIVE AND FORCE EVACUATION GUIDE AND SYSTEM EVALUATION OF
THE BARANGAY LAPINIG, KAPATAGAN, LANAO DEL NORTE".

WHEREAS, Section 5 of Article II of the 1987 Constitution provides that: "The

maintenance of peace and order, the protection of life, liberty, and property, and the
promotion of general welfare are essential for the enjoyment by the people the
blessings
of democracy";

WHEREAS, Section 16 of RA No. 7160 otherwise known as the Local Government

Code of 1991 provides for the General Welfare clause, to wit:" Within their respective
jurisdiction, local government unit shall promote health and safety, maintain peace and
order, and preserve the comfort and convenience of the inhabitants";

WHEREAS, Republic Act no. 10121, otherwise known as the "Philippine Disaster Risk
Reduction and Management Act of 2010" provides for the organization of Local Disaster
Risk Reduction and Management Councils, thereby replacing the existing Municipal
Coordinating Councils;

WHEREAS, the Barangay Disaster Risk Reduction Action Plan (2023-2024) of

Barangay Lapinig, Kapatagan, Lanao del Norte, which was adopted by the
Sangguniang Barangay Resolution No. 2 s. 2023 dated 13 th day of December 2023
stated that Evacuation Center Management is under the Sangguniang Barangay and
BDRRMC.

WHEREAS, the Designated Evacuation Center of the Barangay Lapinig are the
Basketball Court, Day Care Center, and Barangay Hall.

WHEREAS, Executive Order No. 1 S. 2023, Titled AN ORDER REORGANIZING THE

BARANGAY DISASTER RISK REDUCTION MANAGEMENT COMMITTEE (BDRRMC)
OF BARANGAY LAPINIG, KAPATAGAN, LANAO DEL NORTE.

SECTION 1. FUNCTIONS

The sectoral team should have close coordination in times of calamities, disasters and
the need arise.

SECTION 2. RECONSTITUTION /REORGANIZATION

Evacuation Center of Barangay Lapinig is hereby reconstituted / reorganized and shall be
known as the EVACUATION CENTER.
SECTION 3. EFFECTIVITY
This Executive Order shall take effect upon date of issue.

NOW THEREFORE, I, RUCELLE C. CONDE, Punong Barangay of Lapinig,

Kapatagan, Lanao del Norte by virtue of powers vested in me by law, do hereby order.

Done this 22nd day of December, 2023 at Lapinig, Kapatagan, Lanao del Norte.
