1. PREAMBLE
The objectives of Ghana Education Service are to:
i. Increase inclusive and equitable access to and participation in education at all levels
ii. Improve quality of teaching and learning and
iii. Improve management of education delivery.
iv. Ensure provision of life skills training and management of hygiene, family life, gender, health, HIV, etc

The performance contract is meant to deliver the key outcomes of these objectives as indicated in the key performance
indicators under specific outputs or deliverables of this contract.

2. RATIONAL OF THE CONTRACT

for a period of one year between the Head of Basic School of ………………………………………………………………

Region on the other part, to ensure the achievement of outputs/deliverables in fulfillment of the objectives as indicated in
paragraph one (1) above.

4. OBLIGATIONS – DISTRICT DIRECTOR
The District Director shall ensure:
i. Constant and timely flow of approved resources
ii. Competence of the Basic School Head.

5. OBLIGATIONS – BASIC SCHOOL HEAD


The Basic School Head accepts responsibility for the overall performance of the school. Any constraints in achieving the
outputs/deliverables of the school should be made known to the District Director on regular basis, to be shared with the
Regional Director and forwarded to the Director General.

6. MONITORING AND EVALUATION


 The Basic School Head is expected to submit quarterly reports on work progress on the Key Performance Indicators
to the District Director three days to the end of each quarter.
 Performance of the Basic School Head will be monitored throughout the year and evaluated at the end of September
and December.

PERFORMANCE EVALUATION

The following criteria and scores will be used to evaluate the performance of managers of education:

a. Timely submission of quarterly reports ------ 20%


b. Achievement of KPIs ------ 60%
c. Work improvement initiatives ------- 10%
d. Management of physical environment ------- 5%
e. Management/Staff/Students engagement -- --- 5%

CRITERIA FOR RATING OVERALL PERFORMANCE
The following criteria will be used to rate the overall performance of the managers of education on the basis of the total score
obtained:

Excellent (5): 95-100%


Officer has fully met the agreed targets and timelines and has produced results of excellent quality. The Officer is a model of
excellence in terms of the results achieved and the means by which they were achieved.

Very good (4): 85-94%


Officer has achieved most of the agreed targets and indicators and has produced results of good quality within agreed timelines.

Good (3): 75-84%


Officer has achieved the average number of agreed targets and provided adequate supporting rationale/reasons for not achieving
all the specified targets.

Satisfactory (2): 65-70%


Officer has achieved the minimum number of agreed targets and provided adequate supporting rationale/reasons for not achieving
all the specified targets.

Unsatisfactory (1): Below 70%


Officer’s performance has not met the expected minimum standard for the job.

REWARDS AND SANCTIONS

Basic School Head whose output achievement rates are high will be considered on Merit Awards. Low performance achievers will
either be sanctioned or given a remedial support.
