AN ORDINANCE DECLARING THE KUBILE SHEELS FESTIVAL TO BE THE

OFFICIAL FESTIVITY FOR THE CELEBRATION OF THE FOUNDING
ANNIVERSARY OF BARANGAY MAOYON, PUERTO PRINCESA CITY

WHEREAS, under the Local Government Code of 1991 (Republic Act No. 7160), Barangays are
encouraged to promote cultural, historical, and local traditions through events and festivities that foster HON. RIC
AYO community spirit and pride; SB
WHEREAS, the Barangay Council of Maoyon recognizes the importance of cultural heritage and its
role in strengthening community identity and unity;
WHEREAS, the Kubile Shells Festival has been an informal yet significant part of the local traditions
in Barangay Maoyon, symbolizing the rich freshwater biodiversity and the livelihood of many residents;
WHEREAS, the celebration of the founding anniversary of Barangay Maoyon presents an opportunity
to formally establish a festivity that highlights the cultural and historical significance of the community;
WHEREAS, the formal declaration of the Kubile Shells Festival as the official festivity will promote H
tourism, economic development, and cultural awareness in Barangay Maoyon; Ex-Offic
ANDAO NOW, THEREFORE, be it ordained by the Sangguniang Barangay of Maoyon in session assembled
er that:
Section 1. Title. This Ordinance shall be known and cited as "The Kubile Shells Festival Ordinance of
Barangay Maoyon."
Section 2. Declaration of the Kubile Shells Festival. The Kubile Shells Festival is hereby declared as
the official festivity for the celebration of the founding anniversary of Barangay Maoyon, Puerto
Princesa City.
Section 3. Definition of Kubile Shells. For purposes of this Ordinance, "Kubile shells" refer to the
marine mollusks scientifically known as Strombus urceus, which are found abundantly in the coastal
waters of Barangay Maoyon and are significant to the local ecosystem and economy.

Section 4. Date of Celebration. The Kubile Shells Festival shall be celebrated annually on August 22,
the founding anniversary of Barangay Maoyon.

Section 5. Objectives. The Kubile Shells Festival aims to:

a. Preserve and promote the cultural heritage and traditions of Barangay Maoyon.
b. Enhance community spirit and solidarity among residents.
c. Boost local tourism and economic activities.
d. Educate and raise awareness on the environmental significance of freshwater biodiversity, particularly
the Kubile shells.

Section 6. Creation of a Festival Committee. A Festival Committee shall be established, composed of

the following:
a. The Barangay Captain as Chairperson.
b. The Barangay Secretary as Vice-Chairperson.
c. Representatives from various sectors including education, tourism, and local businesses.
d. Community leaders and volunteers.
Section 7. Duties and Responsibilities of the Festival Committee. The Festival Committee shall:
a. Plan and organize activities for the Kubile Shells Festival.
b. Coordinate with local government units, non-government organizations, and private sectors for
support and sponsorship.
c. Ensure the implementation of programs that align with the objectives of the festival.
d. Submit a post-event report to the Sangguniang Barangay detailing the outcomes and financial
statements of the festival.

Section 8. Funding. The Barangay Council shall allocate a portion of its annual budget for the
celebration of the Kubile Shells Festival. Additional funding may be sourced from donations,
sponsorships, and grants.

Section 9. Separability Clause. If any provision of this Ordinance is declared invalid or

unconstitutional, the remaining provisions not affected thereby shall continue to be in full force and
effect.

Section 10. Repealing Clause. All ordinances, resolutions, and issuances inconsistent with this
Ordinance are hereby repealed or modified accordingly.

Section 11. Effectivity. This ordinance shall take effect fifteen (15) days following its full publication in
a newspaper of general circulation, if possible, or posting in three (3) conspicuous places in the
Barangay Maoyon, this city, in accordance with article 114 of the implementing Rules and Regulations
of Republic Act 7160, otherwise known as the Local Government Code of 1991.
