REGION MEMORANDUM
AD No. 57, s. 2020

GUIDELINES ON THE APPLICATION OF PERMIT TO STUDY

1. This refers to the joint dialogue between DepEd-CHED SOCCSKSARGEN


Regional Offices and Southern Philippine Academy Inc. (SPA) with the commitment of
the latter to comply to the prescribed requirements of CHED Manual of Operations for
Private Higher Education Institutions (MORPHE) and CHED Memorandum Order No.
27, series of 2009, “Guidelines Implementing Section 24 of the MORPHE re:
Establishment of Extension Classes/Academic Programs.

2. Considering the welfare of the teaching and non-teaching personnel of this


region, all enrollees of the graduate programs being offered through the extension
classes in this region are hereby resolved in compliance with appropriate policies and
issuances.

3. As stipulated in DepEd Order No. 78, series 2011, entitled “Policy Guidelines on
Involvement of DepEd Officials and Personnel with Non-Accredited Higher Education
Programs and Institutions” all personnel of the department must abide to the following
provisions:
3.a All education personnel must refrain from enrolling in the Master’s and
Doctoral degree programs not recognized by the Commission;
3.b DepEd officials and personnel shall not assist those who are involved in
illegal operations of unrecognized Higher Education Institutions (HEIs);
and
3.c Public school facilities must not be used as venues for holding
unauthorized classes and other activities.

4. Likewise, in the exercise of prudence all teaching and non-teaching personnel are
advised to enroll in the graduate programs with appropriate permit to operate preferably
observing vertical articulation and alignment to their baccalaureate degrees or field of
specialization

5. It is reiterated that all teaching and non-teaching employees from the division
who shall pursue their graduate studies shall apply permit to study every semester to
be approved by the Schools Division Superintendent a month before the classes

commence. Moreover, applicants shall observe and adhere to the provisions


encompassing the process of securing the permit to study, as follows:

5.a Application or letter-requests should be accompanied by the draft filled-


up enrollment form for semester or summer term properly signed by the
Registrar or Dean of the College/University.

5.b Regardless of learning modality deliveries, teaching personnel are allowed


only nine (9) units during the regular semester. Full study load of nine (9)
units during Summer term shall be considered since there are no teaching
duties during Summer. However, school heads and non-teaching
employees must enroll nine (9) units only during the regular semester and
six (6) units during the Summer term to prepare for the opening of classes.

5.c Should a concerned personnel be scheduled for the Comprehensive


Examination the following semester, teaching and non-teaching staff who
intend to enroll the full study load of 12 units in a regular semester and
nine (9) units in a Summer term shall only be permitted.

5.d Part-time study employing all the modular, online or offline distance
learning shall only be pursued during Saturdays and Sundays or starting
6:00 pm during weekdays (Mondays-Fridays).

5.e Issuance of Permit to Study to pursue graduate studies in a duly


accredited college or higher education institution shall be provided per
semester for the period of two school years provided that such schooling
shall not affect the performance of the teacher or employee concerned.

5.f A Very Satisfactory Performance is needed during the time that the
teacher/employee is on part-time study. If in the event, he/she will be
rated Satisfactory or Unsatisfactory/Poor Performance during the first
year of the study, the permit shall be automatically revoked.

6. Attached are the required templates for the permit to study for reference.

7. The AO V and AO IV-Personnel shall review all applications to ascertain


conformity to the set requirements. The AO-IV Personnel shall maintain the list of all
approved applications including their status.

8. Other issuances inconsistent with this guideline is hereby rescinded.

9. For the information, wide dissemination, and compliance of all concerned.
