4.2.2.4 The CSPET may modify the passing score or use other options for qualifying a
contractor during safety evaluation if the 70% Pass/Fail criteria turns to be not
realistically achievable.

4.2.2.5 Pre-qualification of contractors in safety is to be valid for a specified period of 5

years.

4.2.2.6 Notify contractors within 60 days of their complete submittal whether or not they
have been pre-qualified in safety.

4.2.2.7 Notify contractors not less than 3 months prior to the expiration of the specified
period of time for their prequalification in safety.

4.3.3 Procedure:
CSPET to perform Contractors Pre-qualification Safety Evaluation in accordance with the
Flowchart specified in Attachment A2 of SMG 07-004-2010. Please refer to schematic
diagram of the procedure in Attachment No. 11.

4.3.4 Records:

4.3.4.1 Contractor Pre-Qualification Safety Evaluation Inquiry and Submittal Data,

Attachment A3, A4, and A5 of SMG 07-004-2010.

4.3.4.2 DOC Certificate of ISM Code.

4.3.4.3 Contractor Pre-Qualification Safety Evaluation Inquiry and Submittal Contents

will be sent to contractors for submission of required information and supporting
documentation by stated deadline.

4.3.4.4 Contractor’s submittal will be returned to the contractor or destroyed within 6

months after the contractor is notified of their safety evaluation results.

5. CONTRACT DEVELOPMENT (PRE-AWARD) PROCESS:

5.1 Responsibilities:

5.1.1 Marine Divisions are to ensure proper planning of request and funds allocation for any
services to be requested through the Marine Planning, Programs and Support Services
(PP&SS) Unit. The concerned Marine Division is to ensure customer forecasts are
included for approval in Business and Operation Plans submittals as applicable.
