5 - Mechanical Scope

5.1 Scope

5.1.1 General Description


This specification defines the minimum requirements for mechanical works the
ARAB GAS PIPE LINE PROJECT- PHASE I.

The CONTRACTOR shall provide engineering, procurement, personnel,


supervision, materials, consumables, construction and commissioning to deliver the
complete safe and operable mechanical works for this PROJECT in accordance with
the relevant contract documents, Codes and Standards.

CONTRACTOR shall be responsible for obtaining all necessary permits to complete


the work and shall pay all fees for such permits.

CONTRACTOR shall be responsible to provide final inspection approval


certificates.

Mechanical work description covers the basic requirements for the supply and
installation of equipment, piping, instrumentation and materials.

It is intended to supplement the construction drawings, and to serve, as an installation


guide for activities not detailed.

All work shall be done in accordance with piping drawings, RFQ specification and
requirement and international standards and specifications.

CONTRACTOR shall provide all materials, personnel, tools and construction


equipment for the mechanical installation of the facilities.

The Scope includes, but is not limited to all mechanical works and aspects
requested and described in the (PART I & PART II) of the PROJECT which
described in EXHIBIT B (scope of work)/section 1 general scope and definitions.

5.1.2 Code, standards and documents


The Mechanical scope shall conform to all applicable RFQ specification and
schedules, United States and International Codes and standards including but not
limited to that specified in the “EXHIBIT-G, Data References and Contract’s
General Specifications”.

In case of discrepancy arises or exists between codes, standards and documents, the
most severe shall govern.

CONTRACTOR shall be responsible for obtaining all necessary permits to complete


the work.

5.1.3 Construction
CONTRACTOR shall provide all personnel, supervision, co-ordination, tools and
material as well as competent knowledge of construction for the mechanical
installation, testing and putting into operation all the works as detailed.

CONTRACTOR shall execute all work in a workmanlike manner so as to present a


neat and finished appearance when completed.

CONTRACTOR shall be familiar with the construction drawings of all trades and
when laying out the work with regard to structural piping and mechanical features.

CONTRACTOR shall provide for approval a construction schedule, which will take
into full consideration the availability or delivery of all equipment, materials and the
target completion date required by the COMPANY.

CONTRACTOR shall arrange his own inspection team and equipment for the quality
control of the whole work. It shall be noted that although the COMPANY will
appoint its own independent inspection agent, the responsibility for meting the
appropriate quality standards will remain with the CONTRACTOR.

CONTRACTOR shall perform the commissioning and start-up activities to the


satisfaction of the COMPANY or its representatives.

5.1.4 Project location


The PROJECT consists of two PARTS included but not limited to the following
shown in drawing 6000-10-011:
 Installing approximately 310 km of “36”API 5L X70 pipeline between Syrian
/Jordanian border and Rayan area .
 ten (10) Block Valve Stations tagged as follow:
 BVS 6001: ref to drawing 6000-10-01
 BVS 6002: ref to drawing 6000-10-01
 BVS 6003: ref to drawing 6000-10-06
 BVS 6004: ref to drawing 6000-10-01
 BVS 6005: ref to drawing 6000-10-01
 BVS 6007: ref to drawing 6000-10-01

 The Deir Ali scope which include but not limited to the following:
 fiscal metering station ( FMS ) near the Deir Ali area with 3MMSCMD
capacity: ref to drawing 6000-10-12
 36 Inch of API 5L X70 pipeline branch with approximately length 14 km
equipped with launcher tagged 003L and receiver tagged 003R.
 Three tie-in with existing gas net work facilities as following:
 With the 18 inch Omar pipeline via two (2) hot taping points up stream of the
BVS 913: ref to drawing 6000-10-03
 With the 24 inch Palmyra pipeline via one (1) hot tapping point upstream of
the BVS 4904: ref to drawing 6000-10-02
 With Rayan existing manifold: ref to drawing 6000-10-04

5.1.5 Mechanical activities

1. The Contractor’s scope includes the supply of engineering, personnel,


supervision, equipment, materials and consumable to perform the following
mechanical works; completely tested and accepted by the COMPANY in
accordance with the project and international codes, standards and
specifications to be ready for "START-UP

5.2 Drawing
CONTRACTOR shall provide all drawings and is responsible to show all details of the work
and to ensure the drawings are correct and complete before beginning the work.

Mechanical documentation and drawings to be submitted for COMPANY review shall be in


accordance with, AFPC Schedule ‘B’, “Engineering Documentation”, and as required by
Exhibit ‘F’ – PROJECT Execution and Administration.

5.3 References
Contract General Conditions, drawings, specifications, etc. are referenced in
Exhibit ‘G’ – Contract General Specifications and Standards.

CONTRACTOR shall provide all materials, personnel, tools and construction


equipment to the mechanical installation requirements of the facilities in accordance
with Drawings, General Specifications, Codes and Standards as listed in Exhibit ‘G’.

5.4 Technical Requirements


5.4.1 Materials
CONTRACTOR shall provide materials, tools and construction equipment for the
mechanical installation of project facility(s) in accordance with the approved
drawings, General Specification, Codes and Standards.

All piping, equipment and materials should be approved by COMPANY before


installation site.

Contractor shall provide a manufacturer mechanical inspection book for each


procured main item which shall include but not limited to the following:
- Detailed mechanical drawings
- Complete physical and mechanical specification.
- Complete test certificates according to applicable standards, and RFQ requirements

Contractor shall provide a mechanical construction inspection book for each


procured main item which shall include but not limited to the following:
- Visual inspection certificate.
- Complete physical and mechanical inspection certificate.
- Site erection Complete test certificates according RFQ requirements

All the material to be delivered for the PROJECT shall be new /unused and
purchased from the first class manufacturer included in the approved
vendor/manufacturer list.

5.4.2 Minimum requirements in the fiscal metering station


The station will receive the gas from the main branch gas pipe line with pressure
rating from 32-72 bar-g

All main equipments shall equipped at the inlet with double block and bleed
valves
5.4.2.1 –Metering Skid
The FMS will consist of two (2) main metering trains (2X100%) one on
operation and one as standby.

Each train shall be designed for 125 MSCMH (125000 cubic meter of gas per
hour)

Each train shall typically contain but not limited to the following:
 One filter separator (cartridge type).
 Senior type orifice flow meter (including flow computers).
 One fast acting slam shutdown valve (SSV) at the inlet of train.
 One emergency shutdown valve (ESV) at the outlet of train.
 Vent and blow down system.
 All related piping, instrumentation, valves etc.
 All required walk ways, platforms and accessibility for easy operation and
maintenance requirements

The main trains will take the gas from the main gas pipeline and deliver the
metered gas to the two (2) gas turbine generator via one header with
3MMSCMD capacity

The two trains shall equip with one low flow line with 15 MCMH (15000
cubic meter of gas per hour) as maximum out put flow rate.

the instrument and control scope

5.4.2.2 gas instrument skid


The instrument gas skid shall be designed, procured, installed and
commissioned with the following consideration:

CONTRACTOR shall provide one (1) Instrument gas package consisting of


two trains. Each train typically consists of:

 Common Five micron (5µ) filter cartridge type before inlet header
 One (1) pressure reducing system (two stages pressure reduction).
 All related piping, instrumentation, valves etc.

The instrument gas skid shall be easy operation and maintenance accessible
The CONTRACTOR shall design Buffer tank capable for all station
instruments operation at least 30 minuets of uninterrupted operation

5.4.2.3 Filters shall be designed according but not limited to the following
requirements:
 filter shall be cartridge vertical type c/w quick opening closure
 filters shall be ASME stamped and manufactured by ASME authorized
manufacturers home have ASME certificates
 Filters should be designed according to the maximum design pressure,
temperature ,flow , gas compositions and site conditions
 Maximum filter design pressure shall be 75 bar gauge.
 Filter shall be equipped with vent to blow down system.
 Filter shall be provided with double block and bleed.

 filters shall be equipped with an automatic draining system


 Filters shall be mile painted.
 filters shall be easy operation and maintenance accessibility
 Filter separator shall remove solids to ensure that the outgoing gas stream
shall contain less than 30 PPM by weight and a particle diameter over
than or equal to 10 microns.
 Each filter separator shall be provided with all related control, and
instrument systems.

5.4.3 Minimum requirements for pig launcher / receiver station


The Contractor's scope of delivery, works at the pigging stations shall include but
not limited to the following:

The contractor shall design, procure and construct and install


 Installing One (1) intermediate station (launching and receiving)
tagged S-6006.
 Installing Launcher at the Syrian /Jordanian border tagged L-6000.
 Installing Receiver at the Rayan area tagged R-6012.
 Installing Launcher tagged L-003 at the beginning of the pipeline branch
(from BVS 6003 toward Deir Ali FMS).
 Installing receiver tagged R-003 at the end of the pipeline branch (from
BVS 6003 toward Deir Ali FMS.
Considering the future requirements connections, Telecommunication building and
supply and install Line Break Detection/Control unit and deliver to the COMPANY as
complete system.

For this three (3) launcher and three (3) receivers the CONTRACTOR shall
comply with following:
 The launcher/ receiver pig trap shall have an enough space for working
and maintenance.
 This launcher and receiver shall be designed for a suitable geometric and
intelligent tools inspections.

 Each pigging facility shall provided with two pig signallers one when the
pipeline become above ground and the other on the pig trap it self and the
pig signal shall be transmitted via the DCS
 The pig trap shall equipped with pressure and temperature indicator.
 Pig launcher/receiver trap shall be ASME stamped and manufactured by
ASME authorized manufacturers home have ASME certificates
 The pig launcher /receiver station design pressure shall be 75 bar gauge
 The pig launcher /receiver shall be easy operation and maintenance
accessibility.
 All valves on the main pipe line shall be full bore size.
 Branch connections on the main pipe line shall be barred type.
 The launcher /receiver trap shall be flanged

The typically pig launching /receiving station shall contain but not limited to
the following:
 Anchor block designed to overcome the reaction created by the forth of
change direction.
 Pig signaller when the pipeline go through above ground
 Electrical isolation joint between above and under ground
 By-passed and flanged shut down valve
 Motorized flanged ball valves
 Vent stack and vent system.
 The launcher/receiver trap with all Kickers, drain, vents lines.
 Crane and inserting pigging tools
 All relating piping and instruments
 Accessibility and supporting
 Nitrogen injection assembly
 Future connection valves with blind flange and 0.5 " bleeding valvs

5.4.4 Mechanical requirements for block valve station


The CONTRACTOR shall design, procure and construct and install ten (10) Block
Valve Stations (BVS) tagged as follow:

 BVS 6001.
 BVS 6002.
 BVS 6003.
 BVS 6004.
 BVS 6005.
 BVS 6007.
 BVS 6008.
 BVS 6009.
 BVS 6010.
 BVS 6011.
With the required future, Telecommunication building and supply and install Line Break
Detection/Control unit and deliver to the COMPANY as complete system.

Typically this BVS,s shall include but not limited to the following:
 Welded Shut down valve.
 Vent stack and vent system.
 All relating piping and instruments
 Accessibility and supporting
 Nitrogen injection assembly
 Future valves with blind flange and 0.5 " bleeding valves
The block valve station by pass shall use barred tees up and down stream of
the valve.

The contractor shall procure 36” flanged gear operated full bore
double block and bleed valve to be installed down stream of the
BVS 6003

The future valves shall be sized as the following for all project locations:
All future connection valves should be equipped by blend with double
1/2''bleed valves.

 L-6000 with two (2) 36”# 600 future valve for intended future gas
compressor station.
 BVS 6001 with one (1) 24” # 600 future valve.
 BVS 6002 with one (1) 24” # 600 future valve
 BVS 6003 with one (1) 36” # 600 future valve
 R-003 with one (1) 36” # 600 future valve
 BVS 6004 with one (1) 24” # 600 future valve
 BVS 6005 with one (1) 24” # 600 future valve
 S-6006 (intermediate station) with one (1) 36” # 600 future valve
 BVS 6007 with one (1) 24” # 600 future valve
 BVS 6008 with one (1) 24” # 600 future valve
 BVS 6009 with one (1) 24” # 600 future valve
 BVS 6010 with one (1) 24” # 600 future valve
 BVS 6011 with two (2) 36” # 600 future valve
 R- 6012 with two (2) 36” # 600 future valve for future gas compressor
station required for phase II of the project and one (1) 24” # 600 future
valve for Lebanon future requirements

5.4.5 Mechanical requirements for the tie-in connection point with block valve
station 913 at the OMAR gas pipe line
The CONTRACTOR shall designs, procure, install and commission this tie-
in with the following consideration:

CONTRACTOR shall install two of 18”X900# of double block and bleed


valves on the main 18” pipeline upstream of the valve 913 for the BVS 912
(Nasriah) isolation by using the hot tapping practice (no available future
connection) without shut down the pipeline or interrupting the gas feeding to
the consumers
The CONTRACTOR shall take in consideration that is two classes to be
connected (the existing is 900 # ANSI rate and the new PROJECT is
600#ANSI rate) so control valve is required in addition to double block and
bleed valves systems

So the minimum mechanical requirement for this tie-in is


 Two block and bleed 18”#900 valves on the main 18” pipe line and
upstream of the valve 913.
 Two block and bleed 18” # 900 valves on the tie-in point.
 One 18”#900 SDV
 One 18” #900 control valve.
 One electrical isolation joint 18” with design pressure 75 bar-gauge
 One36”#600 valve on the connection with S-6006
 All related piping, instrumentation, valves etc.

5.4.6 Mechanical requirements for vent stack


The contractor shall design, procure and construct vent stack to vent the
system in the following location:
 L-6000
 BVS -6001
 BVS- 6002
 BVS -6003 participated with L-003
 BVS -6004
 BVS- 6005
 S-6006(intermediate station) participated with tie-in point with BVS 913
 BVS -6007
 BVS- 6008
 BVS- 6009
 BVS- 6010
 BVS- 6011 participated with tie-in point with BVS 4904
 R- 6012 participated with tie-in point with BVS 4905 existing manifold
5.4.7 Mechanical requirements for flare
The contractor shall design, procure and construct flare for the blow down and
venting requirements in the following location:
 FMS participated with R-003 beside Deir Ali power plant

The blow down piping up to main header should be ASTM 333 for the
low temperature piping if like this blow down create excess decreasing in
the temperature

5.5 Painting
The CONTRACTOR shall be responsible for:
The quality of workmanship, which shall be performed in accordance with
schedule V9 and all other relevant documents such as site regulations, safety rules,
referred standards and codes considering the approved vendor recommendations
and instructions.
Maintenance of the paintwork until completion of the contract.
This shall include the repair of any damage caused by third parties.
Provision of all painting, thinning and cleaning materials and tools.
Control of waste resulting from the CONTRACTOR 's painting and coating
activities, in accordance with site regulations and specific contract requirements.
Surface preparation and painting of pipe, valves, fittings and pipe supports shall be
in accordance with the requirements of AFPC Schedule ‘V 9’.

5.6 Insulation
The CONTRACTOR shall apply the insulation for the Lines containing stagnant
liquids or small bore lines with low flow rates, e.g. (automatic) drain lines ,
chemical injection lines, blind ended lines, diesel fuel lines etc., shall be lagged
and heat traced to prevent freezing, solidifying, hydrate or wax formation during
low ambient temperatures,

The CONTRACTOR shall be responsible for:


The quality of workmanship, which shall be performed in accordance with
schedule J and all other relevant documents such as site regulations, safety rules,
referred standards and codes considering the approved vendor recommendations
and instructions.
Maintenance of the insulation work until completion of the contract.

This shall include the repair of any damage caused by third parties.
The material and thickness and installation requirement shall be accordance
schedule J
Insulation shall be installed on piping and equipment where process conditions
require heat retention.

5.7 Steel structural


The CONTRACTOR shall design, construct the steel structural for all
PROJECT location according to AFPC schedule Z

5.8 Pipe support


The CONTRACTOR shall be responsible for the supply and installation of all
pipe supports and special pipe supports detailed on the detailed design drawings
and all other necessary pipe supports to comply with the requirements of
ANSI/ASME B31.3. Subjected to approval by the COMPANY.

All such supports must be suitable for the proposed application.

Pipe supports shall generally comply with the requirements of AFPC Schedule Q.

The CONTRACTOR shall take into account all other requirement when design
the pipe support to avoid any conflict with other activity like heat tracing
insulation, fitting and maintenance requirement.

The contractor shall consider the pipe support according to stress


analysis in addition to critical maintenances

All big valves shall be adequately supported without any conflict with
operation and maintenance requirements

5.9 Accessibility
The CONTRACTOR shall design and install all accessibility requirement for all
PROJECT location which provide the operation and maintenance accessibility
requirement for all equipments, instruments, gauges, samples, valves etc
This accessibility shall provide enough room for operation and maintenance
requirement on the skids, vessels, etc...

All pipe work shall be arranged such that all maintainable items of equipment are
accessible and capable of being removed.

Piping systems shall be designed so that all equipment, valves and instruments can
be serviced safely and conveniently, operating valves shall be accessible at grade
or floor level.

Piping shall be routed to allow access for maintenance and routine operations.
Removal or replacement of equipment shall be possible with minimum
dismantling of piping.

Piping shall not impede access or escape routes and shall not present overhead or
tripping hazards.

Minimum clear headroom for overhead piping shall be 2m.


Without exception, emergency shutdown valves are to be accessible from grade or
floor level and are to be located in clear areas.

5.10 Spacing
The CONTRACTOR shall take into consideration the spacing between
equipments and piping spacing to insure the easy movement for operation and
maintenance requirements.

5.11 Testing, Commissioning and Start-up


5.14.1 Pipe work
5.14.1.1 General
All pipe work shall be subjected to hydrostatic and leak tests on site.
The pipe work shall be subject to hydrostatic testing which shall be
carried out in accordance with ANSI/ASME B31.3 as specified in AFPC
Schedule ‘Q-CP”, incorporating the requirements for both hydrostatic and
pneumatic testing, except as modified hereafter.
All buried pipe work shall be back-filled before any testing commences.

5.14.1.2 Hydrostatic Testing


The testing of above ground and under ground pipe works shall be
performed in accordance with ANSI/ASME B31.3, AFPC Schedule ‘
Q-CP’ and requirements of this Specification.
On completion of all hydrostatic tests the CONTRACTOR shall drain
and dry the tested piping and equipment to the satisfaction of the
COMPANY.

5.14.1.3 Leak Test


All pipe works, shall be leak tested, Leak tests should be carried out
according to pipe maximum operating pressure.
The test duration shall be according to AFPC
CONTRACTOR will provide a suitable soap solution to perform the test
Any leak shall be rectified by the CONTRACTOR, and test shall be
repeated to the satisfaction of the COMPANY.

5.12 Discrepancy
In case a discrepancy arises or exists between codes, standards, drawings and documents,
the most severe shall govern in the following priority:
1- RFQ tender documents
2- (AFPC) scopes and specifications
3- International industry codes and standards
