Pursuant lo the Cooperative Threat Reduc{ion Agreement which was signed betureen the
Philippin6 end United Stetes of America on Oclober 15, 2015, the US Defense Threat
Reduction Agency (US DTRA) awarded the Cooperative Threat Reduction lnt€grating
Contract (CTRIC) propc.t wtrich aims to enhance the capabilities of the Govemment of
the Philippinos personnel to pr6vent, detec{, report, l€spond, and s€cura dangerous
pathogens and cfiemicals of security cDnoems.
Relatively, two Advi8ories rvere releaaed namely: " Padicipatbn in the Basic Biosafety
Ofrcers (BBSO) Tainingl' and "Participation in lhe Opations and Management (O&M)
Tnining Prqram br FaciliU Opentbn Planning for Senior Technica, Ofic€ls' dated July
18, 2023 and June 27,2023, respectively. The issuances enjoined the participation of
personnel of local govemment unit (LGU)-owned laboratory which resulted in the
significant increaso ol pafticipants in the conduc{ed trainings.
It is also worthy to note that private and govemment-owned clinical laboatories must
ensure the participation of their regpec{ive Biosafety and Bioseq/rity O,llioerc on the
nece$8ry biosafety training as failure to do so will result to the revocalion of thek license
to operate per Department of Heatth Administrative Order No. 2021-0037 which updates
the minimum standerds and tochnicsl roquiremenb for licensing clinical laboratories in
th€ PhilippinB.
With the following developments and to maintain the success of previous trainings, all

Orerview: This course will provide a framework for developing, evaluating, and validating an sOP. The
appropriate scop€ and uses of SOP5 will be discussed. Panicipants will develop, evaluate, and validate an
SOP and become famlllar with templates for laboratory procedures. The knowledge, skills, and abilities
from this course will providc a foundation for SOP dev"lopment end 5erve as an introductorv complement
to Biorisk management and laboratory quality management systems cours€s to develop specific SOPS for
a variety of laboratory administrative and operational control procedures. This workshop is designed to
offer an understanding of common terminology and the processes used to develop laboratory SOPs and
manuals; outline the content that should be included in a standard operatint procedure; describe the
difference between SOPS, plans, and iob aids; and explain the important steps, or elements, of a
laborator/ document managcment s'i5tcm. Participants will lcarn how to cnsurc that SOP5 arc cvaluatcd
and validated so that the same task may b€ completed by difterent people with the same result.

. Describe the requirements for a preventive maintenance program for equipment, role of
personnel in the quality manatement system, relationships between preventive action and rigk
management practlces, and the importance of process improvement in maintainint quality;
