EXECUTIVE ORDER NO. _____ S. 2024

AN EXECUTIVE ORDER ADOPTING MEMORANDUM CIRCULAR NO. 2023-053 OF THE

DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT RELATIVE TO THE
NATIONWIDE IMPLEMENTATION OF THE BARANGAY ROAD CLEARING OPERATIONS
UNDER THE BAGONG PILIPINAS PROGRAM AND THE CREATION OF BARANGAY ROAD
CLEARING TASK FORCE

WHEREAS, Local Government Units are mandated to maintain all local roads within their
jurisdiction as a basic service and facility, pursuant to Section 17 (b) of Republic Act 7160 or the
Local Government Code of 1991;

WHEREAS, in line with the policy of the government to ensure safety and accessibility of our roads,
DILG MC 2020-027 was issued, or the continued implementation of the Presidential Directive to
clear roads of illegal obstructions on February 7, 2020 which among others, provided guidelines for
the local government units in the conduct of road clearing within their respective localities, with
emphasis on implementation by Barangays and the clearing of barangay and tertiary roads;

WHEREAS, the clearing of roads aims to remove obstructions and illegal constructions that could
help motorists to drive better, and for pedestrians to find safe areas to walk on. Further, by
reclaiming the streets, alleys and walkways, pedestrians will be encouraged to walk thereby
promoting mobility and a healthy lifestyle. Conducting road clearing operations,
establishment/placing street signages, and street lights will make Local Government Units vibrant
and more livable.

NOW THEREFORE, I, _________________________________________, Punong Barangay,

_______________________________, Llanera, Nueva Ecija, by the power vested in me by law, do
hereby issue an EXECUTIVE ORDER creating BARANGAY ROAD CLEARING TASK FORCE, to be
composed of the following:

SECTION 1: COMPOSITION.

VICE-CHAIRMAN Barangay Kagawad, Chairman of Public Order
and Safety (name)
MEMBERS SK Officials (list down the names)

Barangay Tanod (list down the names)

SECTION 2: ROLES AND RESPONSIBILITIES.
2.1. Conduct Barangay Road Clearing Operations (BARCO) and to undertake other initiatives to
reclaim public roads which are being used for private ends;
2.2 Clearing and maintenance of barangay roads, streets, alleys, including those cleared roads that
were turned over to the barangay government
2.3 Conduct an inventory of barangay roads and list them under BARCO Monitoring Template
2.4 Seek assistance from the Municipal Government, Local PNP and BFP during the scheduled
BARCO,when so warrants;
2.5 Submit the accomplished Reporting Template to the concerned DILG Municipal Field Office,
not later than the 20th day of every month, along with the documentary requirements and
means of verification (MOVs) for reporting, assessment, and validation purposes by the DILG
Field Office concerned;
2.6 Continuously monitor barangay road situations, busy streets, violators, and/or obstructions in
all public roads;
2.7 Collaborate, coordinate and provide the Municipal Composite Validation and Assessment Task
Team (CVATT) of the concerned MLGOO of the DILG with the necessary information,
documents, photographs, videos, presentations, that will establish the BARCO compliance,
including copy of BARCO-related ordinances, Executive Orders and Resolutions;
2.8 Ensure to maintain all barangay roads, streets, alleys, existing road right-of-way, which shall
include the sidewalk, road shoulders and the travel-way, free from any obstruction/illegal
construction; and
2.9 Immediately report any violation related to road clearing operations outside the
coverage/management of the barangay, to the proper authorities for their immediate and
appropriate action

SECTION 3: EFFECTIVITY CLAUSE. This Executive Order shall take effect immediately upon
signing.
