BARANGAY SAN NICOLAS
PROJECT PROPOSAL
I. LEGAL BASE.
Pursuant to Articles 14, Section 1 of the 1987 Philippine Constitution, stipulate for
protection and promotion of the right of all citizens to quality education at all levels and
shall take appropriate steps to make such education accessible to all. Further, Paragraph
(3) of Section 2, Article 14, of the aforesaid Philippine Constitution also stipulates for
the establishment and maintenance of a system of educational assistance grant, student
loan programs, subsidies, and other incentives which shall be available to deserving
students in both public and private schools, specially to the under-privileged.
Also pursuant to Section 16, of Republic Act No. 7160, otherwise known as the Local
Government Code of 1991, stipulates that, every local government unit shall exercise the
power expressly granted, those necessarily implied there from, as well as powers
necessary, appropriate, or incidental for its efficient and effective governance, and those
which are essential to the promotion of the general welfare xxx.
II. OBJECTIVE.
With the ultimate goal of producing qualified applicants who will uphold the honor and
reputation of the Barangay, this program aims to help financially struggling but
deserving and dedicated students of the barangay San Nicolas.
1. A qualified applicant must enroll in any school anywhere in the Philippines. The
applicant shall present a Certificate of Enrollment/Certificate of Registration Form, a
photo copy of School ID, PSA, and Barangay Indigency.
The Barangay San Nicolas shall maintain as many Educational Assistance beneficiaries
as the funds for the program allow.
V. FUNDING SOURCE.
The Barangay San Nicolas shall appropriate an amount Php. 250,000.00 (TWO
HUNDRED FIFTY THOUSAND) from the Barangay funds for the Applicants of Junior
and Senior Highschool and Php. 260,000.00 (TWO HUNDRED SISTY THOUSAND)
from the SK funds for the College students.

Every college student beneficiary is required to perform community service for at least
40 hours per academic year, under the direction of the Local Youth Development Office
and Municipal Social Welfare and Development, and in accordance with a mutually
agreed-upon schedule.
