LSA INSPECTION AS PER USMS 06-05 02

1 06-05-02-01 Boats Release arrangements. Maintain the following
and Equipment equipment as defined by maker:

 Lifeboats.
 Rescue boats.
 Davits.
 Fittings, including brakes / limit switches /
safety devices.
 Release arrangements.

2 06-05-02-02 Life jackets for rescue boat sets shall be the


Immersion Suits and inflatable type.
Life Jackets
 At least 1 set, preferably 2 sets shall be
available for training purposes.
 The sets for the rescue boat shall not be
counted as part of SEC allowance. They are
to be extras, ready for immediate use

3 06-05-02-03 LSA Maintenance standards shall meet the maker’s standards,


Safety Equipment as a minimum. These standards must meet or exceed the
Inspection / standards of SOLA

4 06-05-02-04 Daily
Inspection /
Maintenance  Test emergency alarm signal by a single ring
Requirements of the alarm bells, at Noon while vessel at
sea.
 Enter a record of this test in the Deck
Logbook.

Do not test any emergency alarm signal during cargo /


port operations (in port or STS). It can be done only if
required by local regulations
Weekly

 Ensure all survival craft and launching


appliances are ready for use by visual
inspection.
 Lifeboats must be moved out of the stowing
position sufficiently to prove they will clear.
Secure back properly in the stowing
position.
 Start all lifeboat / rescue boat engines, if able
to run out of the water.
o They shall be run for a total period of
not less than 3 minutes.
o The test shall prove ahead and astern
operation.
 Ensure the correct function of the cooling
water pump by an adequate test of cooling
arrangement.
o It is not enough to supply cooling
water just under positive pressure.
o The maker’s recommendation /
instruction to be followed.
 Test alternative starting arrangement for the
lifeboat engines.
 Test emergency generator and familiarise
crew with its operation.
 Operate the ventilation fan flaps in
Accommodation / Engine Room / cargo
machinery rooms.
 Verify the operation of all alarm bells,
including the PA system, by a full testing
general emergency alarm signal.
 Check SCBA compressor (oil level, filter
condition, etc.). Drain lines from the
condensate traps must be left open when the
unit is not in use.
 Record SCBA cylinder pressures as progress
report in PMS.
 Test workshop emergency stops. Check all
guards and protectors are in place.

Monthly

 Inspect all LSA (include lifeboat / life raft


equipment) using PMS generated checklist.
 Check the pressure of lifeboat air cylinders
and recharge as required. Record the results.
 As far as reasonable and practicable, launch
with the crew and manoeuvre in the water
the dedicated rescue boats (not lifeboat), as
per SOLAS 19.3.3.6.
 A responsible officer shall inspect and
record the compressed air equipment, at least
once per month.
 Visual inspect airtight bags for immersion
suits.

Three-Monthly

Lower lifeboats to the water using fall prevention


devices (FPD) and maneuver them. All boats shall
be launched at least once every three (3) months. If
that cannot be done, then:

 VeM / Superintendent must be notified.


 Logbook entries shall be made, including the
reason of postponing.
 Lifeboats launching should be conducted at
first safe opportunity.

Annually - In Accordance With PMS

Through an approved servicing station:

 Lifeboats shall be thoroughly examined.


Include condition of the structure and:

 Engines, propulsion, maneuvering.


 Sprinkler, air supply, power supply.
 Bailing systems, boat equipment,
spares, and tools.
 Release gear device, davit.

 Inflatable life rafts and hydrostatic release


units.
 Inflatable lifejackets shall be re-serviced at
intervals not exceeding 12 months.
 Breathing apparatus and EEBD’s shall be
examined and serviced.
 Perform an air quality check of SCBA
compressor outlet.
 Compressed air equipment shall be inspected
and tested by a qualified service annually, as
per IGC Code 14.2.6.
Five-Yearly

Through an approved servicing station:

 Testing of compressed air cylinders


(hydrostatic test).

Immersion Suits

Inspection or Air Pressure test:

 The pressure test follows Guideline of


MSC/Circ.1114 the immersion suit and anti-
exposure suit be subjected to the air pressure
test such at intervals not exceeding three
years, or more frequently for suits over ten
years of age at a suitable shore-based facility
equipped to make any necessary repairs in
accordance with the manufacturer's
recommendations.
 However, the air pressure test may be carried
out on board ship if suitable equipment is
available.
 Unless otherwise instructed by the
Administrations, the interval of the first test
is counted from the date of manufacture of
each suit.
 The implementation of these Guidelines is
subject to the decision of each Flag
Administration.

The vessels are supplied with new immersion suits


in airtight sealed bags and training immersion suits
in opened bags.

 The airtight bags shall NOT be opened.


 The training suits shall be used during
exercises / training.
 The service provider will replace / inspect all
suits at the 3-year point. This is to meet the
SOLAS requirements for pressure testing.
Additional Inspection

Every time during launching the lifeboat, visually


inspect the falls used.

 Pay attention for areas passing through


sheaves.
 Renew when necessary or at intervals of not
more than five (5) years, whichever is the
earlier.

Regularly inspect for signs of internal corrosion the


plastic-sheathed wires if used for securing of safety
equipment, including lifeboat davit gripes.

 Renew them if corrosion observed or at


30-months intervals.

5 06-05-02-05 Self-  Follow the maker’s instructions on their


Contained Breathing use / maintenance.
Apparatus (SCBA)  Keep the recommended spare parts in stock,
with enough spare for routine maintenance.
 Top up to working pressure when any
cylinder is found at a pressure drop of 10%
or more below operating pressure.
 After using, replace the cylinder with a fully
charged spare.
 Check and clean all parts, particularly the
face mask.
 All air cylinder’s must be marked
permanently with a unique identification
number. This will assist Third Officer to
maintain PMS records in line with job
description:
o Recharge date.
o Monthly pressure of each cylinder.
 Complete RA for refilling of compressed air
cylinders.
o Engine officer in charge shall be
present while recharging air
cylinders.
o Never leave the compressor
unattended while cylinders are being
recharged.
Annual Inspections

All SCBA cylinders shall be emptied and refilled.


This shall be completed as part of the annual drill
plan.

Test Routines

Routine tests shall be conducted by one senior


Engine officer and one responsible Deck officer.
The check lists generated by the PMS shall be
followed.
6 06-05-02-06 Time The requisitions have to be raised at least 12 weeks
Expired Items before any expiry date. Include the existing expiry
date in the requisition.

LSA items with expiry date include, but are not


limited to:

 EPIRB’s batteries.
 SART’s batteries.
 VHF radios (handheld) batteries.
 Pyrotechnics.
 Lifeboat provisions.
 Lifeboat bottled / canned water.
 Air quality test tubes for SCBA compressor.
