3. (A). Read the following passage then answer the question that follows
Multi-party system is not a new thing in Tanzania; our country had experienced the existence of many
political parties during the struggle for independence like TANU, UTP, AMNUT and ANC in
Tanganyika and ASP, ZPPP, ZNP and UMMA party in Zanzibar. After the independence TANU and
ASP won the independence and form the government in Tanganyika and Zanzibar respectively.
Following the union between Tanganyika and Zanzibar in 1964, there was the constitutional
development in 1965 to declare the existence of single party system in both Tanganyika and Zanzibar
and TANU and ASP took the power in the countries.
On the 1st July, 1992, following the Eighth Constitutional Amendment of 1992, the Parliament of the
United Republic of Tanzania re-introduced the multi-party system of democracy and the numbers of
political parties were registered. The system is under the Act No. 4 of 1992 which allows the existence
of many political parties in Tanzania. This system allows the existence of multi-party democratic
election and the first democratic election in Tanzania was conducted in 1995. The registration of the
political parties is under the Office of the Register of political parties and currently there are many
political parties in Tanzania. Multi-party system was re-introduced due to the number of factors

including ideological changes in the world, spread of neo-liberal policies in developed nations and
widening the scopes of freedom. Multi-party system guarantees the improvement of good governance,
promotion of political awareness and enhancement of citizens’ participation. Through multi-party
system, the citizens are allowed to join with any political parties they wish, and therefore, are allowed to
participate fully and legally in political parties’ activities across the country. The leaders of political
parties conducted political meeting almost in many region in the country for the purpose to win the
voters during the general election. The existence of multi-party system in Tanzania is one of the basic
principles of democracy in the country.
