1. In adherence to Republic Act 7090 otherwise known as the Campus Journalism Act of 1991, this
division in coordination with the Butuan City School Paper Advisers Association Inc. (BCSPAAI) shall
conduct the 2023 Division Schools Press Conference (DSPC) at Butuan City SPED Center. Schedules are as
follows:

Journalism Coordinators
February 10, 2022 (3:00pm – 5:00pm) Virtual Meeting of School Paper Advisers (Public and
Private Schools)
February 17, 2023 Simultaneous School-Based Press Conference
February 24, 2023 District Elimination
February 27 – 28, 2023 Submission of District Accomplishment Report and List
of Division Qualifiers (please see attached template)
March 10, 11, and 18, 2023 2023 Division Schools Press Conference
2. The activity aims to:
a. demonstrate understanding of the importance of journalism by expressing and
communicating through variety of journalistic approaches;
b. enhance journalistic competence through individual and group contests in a healthy and
friendly competition; and
c. demonstrate commitment to the challenges of responsible journalism.

3. The 2023 DSPC shall include the following activities:

3.1. Individual Writing Contests (English and Filipino, elementary and secondary) – News
Writing, Feature Writing, Editorial Writing, Sports Writing, Copy reading and
Headline Writing, Science and Technology Writing, Photojournalism, Editorial
Cartooning, Column Writing

3.2. Group Contests – Radio Script Writing and Broadcasting Contest (English and Filipino,
elementary and secondary), Collaborative Desktop Publishing Contest (English and
Filipino, elementary and secondary), Online Publishing Contest (English and Filipino,
secondary only), TV Script Writing and Broadcasting Contests (English and Filipino,
secondary only)
3.3. School Paper Contests (English and Filipino, elementary and secondary, in Portable
Document Format)

3.4. Awarding of Outstanding School Paper Advisers (SPAs) and Campus Journalists (CJs)

4. The participants to this activity are the pupil/student journalists from both public and
private elementary and secondary school with their respective School Paper Advisers and Coaches,
officers of BCSPAAI and Division Journalism Coordinators. Other participants include the Chiefs,
Division and District Supervisors, members of Division TWG and judges. Every teacher-
participant will earn two (2) days service credit on the said activities.

5. No School Paper, No Entry. Each participating schools must submit a school paper or a
newsletter of at least 8-12 pages for elementary and 12-16 pages for secondary, and all campus
journalists must provide a Parent’s Permit in order to be allowed to join the contests.
6. The Registration Fee of the Districts and Schools are as follows. To cover the expenses for
trophies, medals, supplies and materials, meals and snacks, honorarium of speaker-judges, and other
related expenses to be charged against Local School MOOE and or other funds subject to the usual
accounting and auditing rules and regulations. This is to be paid starting February 6 to February 17
2023 only at the Cashier’s Office to give enough time for the procurement processes.

7. In addition, all School Paper Advisers of both public and private schools shall pay the
BSPAAI membership fee of Php 60.00 to the BSPAAI Treasurer Dr. Ella Mae Navarra with contact
numbers, 09079911876.

8. School Paper Advisers of the participating district schools and private schools are advised to
pre-register their contestants to Ms. Niña Solania BSPAAI Secretary, on or before February 27, 2023.
The list of official participants of the different contest categories by district/ schools shall be
submitted to the Division Journalism Coordinators on February 28, 2023. Only those officially
registered can participate in the contests.
