Job Description:
Job Purpose:

The Health Management Information System Manager (HMIS) is responsible for


compiling, processing, interpretation and analyzing all health and nutrition related
data of all active HFs, and provide constructive suggestion and feedbacks for
improvement of the health and nutrition services delivery through sub health centers
HMIS activities. Strengthening skills of the staff involved in HMIS (both program and
project staff) and keep close communication and coordination with MoPH HMIS
department as well as other stakeholders through various channels.

The HMIS Manager will provide technical support to the design of HMIS tools to
ensure the availability of clear and accurate information at the program/project level.
The HMIS Manager also plays an important role in data management and quality by
designing a HMIS system which adheres to the IMC9s MEAL/HMIS Global Guidelines,
the HMIS Minimum Standards for Quality, and the guiding MEAL/HMIS policies and
procedures, among others. The role holder will also support in project development
including the preparation and management of the HMIS budget, and project design.

Main Duties & Responsibilities:

IMC’s policies, guidelines, and procedures:

 Mainstream the Global MEAL/HMIS Guidelines across all related HMIS activities and at
the field level.

 Apply and adapt existing National HMIS Guidelines, tools, and templates at the relevant
stages of the project cycle.
 Contribute to the creation of a positive image and overall credibility of the organization,
notably through the application of the Code of Conduct, ethics, values, and standpoint
with regards to internal and external actors.

Project design and planning:

 Provide and support MEAL/HMIS department on basic, general and health information
about the target areas and catchments 9areas population.
 Provides reliable, accurate, and timely information and reports for planning and decision-
making purposes.
 Assist the MEAL/HMIS department and the Program team in planning, budgeting,
evaluating, and reporting of the health programs.
 Actively participate in the designing and drafting of project work-plan/action-plan,
needs assessment and situation analysis, Baseline, and end-of-project survey.
 Support to program and MEAL/HMIS team with developing the HMIS tools, HMIS action
plan.
 Identify the budget/resources needed for HMIS activities of projects.
 Represent the organization in the HMIS and provide feedback to IMC program team at
the country office and field offices.

HMIS system:

 Operates the HMIS and other relevant databases, updates and analyze the information
timely and regularly.
 Responsible for managing information for the project and ensuring the integrity of data
throughout the system.
 On the job training to field staff on MoPH standard HMIS formats, Charts, Tally sheets,
Household survey and MoPH policies etc.
 Training of all HFs staff regarding filling HMIS forms and HMIS case definitions
 In coordination with the Program Team and HMIS/MEAL field Focal Points, implement a
reliable participatory HMIS/MEAL framework for the IMC Mission to ensure quality.
 Close coordination with the ministry of public health in registering new health facilities
for HMIS codes.
 Participation in health-related meetings with relevant stakeholders.
 Compile, analyze and interpret health data and information received from provincial-
level health facilities.
 Provide updated HMIS forms for all health facilities.
 Visit and supervise the HMIS activities of the health facilities. e.g. Routine reporting,
surveys, group discussions, patient satisfaction etc) based on work plan.
 Compile and submit HMIS monthly, quarterly, and annual progress reports to the
stakeholder and health ministry through DHIS2.
 Reporting Health data to the stakeholder and cluster leading partner through Report-
Hub and other means available.

Data quality management:

 Manage tools and methods for assessing data quality for all HMIS activities.
 Ensure quality in projects and programs through provision of updated relevant and
timely information for the purpose of planning, implementation, and evaluation of the
programs.
 To check and verify the data in field level (quality, accuracy, consistency).
 To closely monitor the performance of project key indicators versus set targets on
monthly basis and make sure effective action plans are developed to achieve project
targets both at provincial office and HF level.
 Identify and locate backup documentation for reporting against indicators.

Qualitative and quantitative techniques:


 Develop and use different qualitative and quantitate methods of data collection
including structured/semi-structured interviews, key informant interviews, in-depth
interviews, group discussions, focus group discussions, and direct observations as an
MEAL/HMIS tool.
 Conduct training on quantitative and qualitative techniques for data collection for
MEAL/HMIS, program and interviewers.
 Compile and submit HMIS monthly, quarterly and annual progress report.
 Periodic visits to the project sites in order to train the field staff on data collection and
preliminary analysis and reporting.
 Develop questionnaires for monitoring and supervision purposes and apply the different
interview techniques (structured/semi-structured and quality benchmarks).
 Develop database structures to store and manipulate quantitative data.
 Monitors the HMIS activities in the project catchment areas.

Mobile and manual data collection:

 Determine the appropriate data collection tool based on the purpose, advantages, and
disadvantages of mobile data collection techniques.
 Design simple and complex questionnaire using XLS or form builder (Kobo form builder,
ONA form builder, etc.)
 Support in installing and configuring mobile data collection tools (OKD collect, Kobo
collect, ONA collect, etc.) on smart phones or tablets and manage data on mobile servers
(Kobo form builder, ONA form builder, etc.)
 Increase capacity of other staff in developing XLS form and setting up mobile data
collection.

Data analysis:

 Apply standards methodologies for the collection and analysis of data to allow for
comparison and aggregation across time and the different projects.
 Perform qualitative textual analysis and develop topical outlines (coding).
 Triangulate findings from several qualitative and quantitative sources.
 Interpret statistical data for use in decision-making and synthesize quantitative and
qualitative information for write-up/reports and decision making.

Techniques for presenting information:

 Write full narrative reports (needs assessments, internal reviews, progress reports) and
executive summaries.
 Present information and 8tell the story9 of the project to multiple audiences and decision
makers based on the findings from the analysis and monitoring.
 Verify report accuracy and presentation of information, including the use of appropriate
graphs and tables.
Management and leadership:

 Support the Country Office in identifying the human resources needs in HMIS.
 Provide technical supervision and coordination of HMIS Officers from field sites.
 Create and sustain a work environment of mutual respect where team members strive to
achieve excellence.

Capacity development and training:

 Provide coaching/mentoring of staff and on-the-job training to improve skills of the staff
in HMIS and DHIS2.
 Support MEAL/HMIS department on conducting CBFRM Trainings.
 Deliver intermediate-level training to the HMIS team and conduct a training on
qualitative techniques for data collection for interviewers.

Knowledge Management and Learning:

 Support in developing KML mechanisms and processes for mission while ensuring these
mechanisms are in line with IMC9s guidelines.
 Support MEAL/HMIS department on Establishing basic learning systems that incorporate
program studies9 findings, lessons learnt, achievements and gaps, and develop all the
tools required to support learning practices.
 Support MEAL/HMIS department on Facilitation in after-action reviews and lessons
learned exercises, including data collected through CBFRM and other participative forms
of community engagement and feedback collection.

Conflict Sensitivity:

 Support the implementation of the Conflict Sensitivity approach across the program.
 Monitor and report on IMC9s adherence to Do No Harm and the conflict sensitivity (Safe
and Effective Humanitarian Response) approach at the field level.
 Follow up with program teams to ensure the implementation of activities in line with Do
No Harm and conflict sensitivity.
 Perform other duties and responsibilities as required.

Job Requirements:
Qualifications:

 Bachelor or a higher degree in health (medical or related) with having background in


HMIS, epidemiology, public health, and health information management.

Experience:

Essential:

 3-5 years of applied experience with a humanitarian organization in designing,


implementing, and overseeing monitoring and evaluation tasks.
 Demonstrated experience in managing teams and building staff capacity within complex
programing.

Experience with HMIS and MEAL approaches for key donors such as OFDA, ECHO, EU,
DfID, UN etc. Experience in supervision.

Desirable:

 Experience in database design and other tools for information management like DHIS2.
 Experience in the use of qualitative and quantitative software for data analysis.
 Experience with mobile data collection platform.

Competency:

Essential:

 Able to identify gaps in staff knowledge of MEL/HMIS concepts and skills and provide
training in these topics.
 Ability to write full narrative reports (needs assessments, internal reviews, progress
reports) and executive summaries.
 Demonstrated understanding of data protection and confidentiality as part of data
collection and management practices, and ability to respect and maintain confidentiality.
 Proficiency in Microsoft Office applications, including Word, Excel, Outlook, and
PowerPoint.
 Upper-intermediate level MISSION9S LANGUAGE proficiency (Speaking – Reading –
Writing).

Desirable:

 Competency in using statistical software EPI-Info, SPSS, and STATA.


 Possess the basic skills in qualitative data analysis software such as MaxQDA, NVivo,
Atlas.ti.
 Possess the skills on mobile data collection software such as Ona, KoboToolBox.
 Perform inferential analysis using statistical software.
 Communicate the organizational goals to the team.
