Job Title: HSE OFFICER


1. General Reports To: QHSE MANAGER
Information Department: AQMS, MAINTANANCE
Job Location: QATAR

The QHSE Officer is responsible for developing, maintaining, and implementing


Company Quality, Health, Safety and Environment (QHSE) Management System. The
II. Role Purpose QHSE Officer will be fully responsible for implementing safe systems of work and safe
behavioral practices at all levels of the organization. This position provides QHSE
guidance to the organization and supports the operation process to maintain and
continually improve the safety culture and performance, in line with the organization’s
needs to comply with business objectives in the short, medium, and long terms and in
accordance with the terms of our various contracts and the Integrated Management
System.

III. Responsibilities

1. Comply with the implementation of company policies and procedures in order to ensure that all
relevant procedural and legislative requirements are fulfilled.

2. Comply with all relevant health and safety requirements, in order to guarantee employee safety and
eliminate risk.

3. The Safety Officer is responsible for monitoring and assessing hazardous and unsafe situations.

4. Developing measures to assure personnel safety.

5. Correct unsafe acts or conditions through the regular line of authority. May exercise emergency
authority to prevent or stop unsafe acts when immediate action is required.

6. The Safety Officer maintains awareness of active and developing situations.

7. Ensures there are safety messages in each Incident Action Plan. Participate in planning meetings to
identify any health and safety concerns inherent in the operations daily work-plan.

8. Review the Incident Action Plan for safety implications.

9. Investigate accidents that have occurred within incident areas.

10. Ensure preparation and implementation of Site Safety and Health Plan Inspects the site to ensure it
is a hazard-free environment.

11. Conducts toolbox meetings.

12. A HSE Officer is part of the project safety council and leads all efforts to enhance safety.

13. Verifies that all tools and equipment are adequate and safe for use. Promotes safe practices at the
job site.

14. Enforces safety guidelines.

15. Trains and carries out drills and exercises on how to manage emergency situations.

16. Conducts investigations of all accidents and near-misses.

17. Reports to concerned authorities as requested or mandated by regulations.

18. Conducts job hazard analysis.

19. Establishes safety standards and policies as needed.

20. Watches out for the safety of all workers and works to protect them from entering hazardous
situations.

21. Responds to employees’ safety concerns.

22. Coordinates registration and removal of hazardous waste.

23. Advise and instruct on various safety-related topics (noise levels, use of machinery etc.).
