OCIMF is a voluntary association of oil companies having an interest in the marine transportation and terminalling of crude oil,
liquefied natural gas, liquefied petroleum gas, their derivatives and related organic compounds.

Essentially, it is concerned with the safe conduct of these operations and the prevention of pollution. It represents its membership

before intergovernmental, governmental and other organisations. OCIMF is incorporated in Bermuda with a branch office in London.

THE OCIMF SHIP INSPECTION REPORT (SIRE) PROGRAMME

SIRE is a strictly voluntary programme whereby OCIMF Members and certain other entities, (collectively referred to herein as

“Submitting Companies”) submit their vessel inspection reports to OCIMF. OCIMF distributes such reports to OCIMF Members and

certain qualifying non-OCIMF Members (collectively referred to herein as “Programme Recipients”).

Note. The Programme covers the inspection of bulk oil/product tankers (including shuttle tankers and combination carriers), bulk

chemical tankers, gas carriers, and of barges carrying petroleum products, chemicals, or gases, or vessels used in the carriage of
packaged petroleum products or gasses or road tankers carrying the same commodities. Tugs that are utilised in the handling of

barges carrying the above listed products may also be inspected under the SIRE.

“VESSEL OPERATOR” DEFINITION

For the purpose of the SIRE Programme, a Vessel Operator is defined as the company or entity which exercises day to day operational
control of, and responsibility for, a vessel. The vessel operator is the company or entity which holds the Document of Compliance

(DOC) or possesses an evidential document to prove that they are the rightful operator meeting the above definition. The registered
owner of a vessel may or may not be the Operator.

Only the rightful Vessel Operator meeting the above definition criteria and having the necessary DOC or an evidential document to
prove that they are the right operator meeting the above definition and having registered in the SIRE system should submit the
Harmonised Vessel Particular Questionnaire (HVPQ) and response/comments to the inspection report.

Uniform Vessel Inspection Procedure

The Programme requires that participating Submitting Companies follow a uniform Vessel Inspection Procedure. This procedure has
an Inspection Element and a Report Element.

The Inspection Element uses a series of detailed Inspection Questionnaires as appropriate for the type of vessel inspected. These
questionnaires address issues associated with safety and pollution prevention. Inspectors who are employed, or contracted by
Submitting Companies must (with certain exceptions) answer all these questions.

Questions are, in many cases, accompanied by guidance notes and/or references to source documents. Their purpose is to aid the
Inspector’s response.

The Report Element is developed from the completed electronic questionnaire that is submitted by the inspector, either directly to the
SIRE Web site, or to the Submitting Company for further processing prior to transmission to the vessel Operator and to SIRE.

Report Processing

Report processing by the Submitting Company may be undertaken either at their offices, or within a designated secure “Pending” file

on the OCIMF SIRE Internet Web site itself. Each Submitting Company has exclusive access rights to a designated “Pending” file within

the SIRE Web site where inspector responses reside until processed. In either case, the sequence of processing is the same.

Processing includes checking for accuracy, content and adherence to SIRE Guidelines. When the processing is completed, the

Inspectors’ responses are converted into a report and then transmitted to the vessel Operator and transferred to the SIRE System.

Each submitted report contains the Most Probable Receipt date of the Report by the vessel Operator. The SIRE System uses this

information to calculate the date upon which the report will be made available to Report Recipients. The latest date when each report

is made available to Report Recipients is 14 running days after the Most Probable Receipt Date of the report by the vessel Operator.

Vessel Operator Comments relating to the report

Under the terms of the SIRE Programme, the Vessel Operator of any vessel that is the subject of an inspection must be provided with a

paper or electronic copy of the Report by the Submitting Company, sent either by Email, postal mail, courier or facsimile

The vessel Operator has up to 14 days after the Most Probable Receipt Date to prepare and submit comments that relate to the
report.

Either on expiry of the 14 days, or upon receipt of comments by the vessel Operator, whichever is the earlier; the report becomes
available to SIRE Report Recipients.

Note: whilst it is in the interests of the vessel Operator to submit initial comments within 14 days of the most probable receipt date,
comments may be submitted after that time has elapsed.

Comments that are submitted to SIRE will be attached to the Inspection Report to which they relate and then become part of the
Inspection Report. Thereafter, a SIRE Report Recipient may access the Inspection Report and vessel Operator comments.

Submission of Initial Comments and Subsequent Comments

Under the terms of the original SIRE Programme, and in the revisions of 1997 and 2000, the vessel Operator was able to submit to
SIRE, on a one-time-only basis, comments that related to the report. These 2004 revisions to the Programme permit one further

follow-up comments to be made during the one-year period following release of the initial report. The purpose of this enhancement is
to permit the vessel Operator to clarify or closeout issues that may have been outstanding when the initial comments were submitted.

A decision as to whether follow-up comments are required is a matter for the operator to decide and submission of follow-up

Both the original vessel Operator comments and, if applicable, any subsequent vessel Operator comments must be sent to the
Submitting Company and to the SIRE web site electronically in accordance with the instructions listed below.

A Report Recipient who accesses a report where comments are not provided in English has the opportunity to use an in-built language

translation tool that is available at the SIRE web site. The translator will translate comments submitted in any one of the above listed

This translator is provided as a service to vessel Operators who prefer to submit comments in their native language, and thereafter
provide to Report Recipients, the means to translate such comments into English.

OCIMF is not responsible for the accuracy of any translations that are produced from this function and its use is made solely at the risk
of the Report Recipient.

This requires you to have a means of accessing the internet and is the only means of submission. In such case, comments may be
submitted in any of the above listed languages.

the files that can be submitted.

Harmonised Vessel Particulars Questionnaires and the SIRE Programme

OCIMF has published a series of Harmonised Vessel Particulars Questionnaire (“HVPQs”), which asks numerous questions relating to
vessel dimensions, equipment and documents either required, or customarily found on board and which are of a permanent or semi-
permanent nature, primarily related to safety and pollution prevention. These Vessel Particulars documents are separate and apart
from the above-mentioned Inspection Questionnaires.

Under these 2004 revisions to the SIRE Programme, the Harmonised Vessel Particulars Questionnaires have been incorporated as a

mandatory element for those Operators that wish to participate in the SIRE Programme. When used in conjunction with the SIRE

Programme, a HVPQ is to be compiled by the vessel Operator for all controlled vessels and then submitted to the SIRE System. This
submission should take place prior to the first submission to SIRE of an inspection report on the same vessel.

Each HVPQ must be compiled and submitted to the SIRE System in electronic form only, using specialised OCIMF software. OCIMF

will make this software available to vessel Operators free of charge. Once entered into the SIRE System, the HVPQ response will be
made available to Programme Recipients and also to Inspectors who are accredited to the OCIMF SIRE Programme.

The SIRE System creates and feeds a computerised Index giving basic information about the Reports, their availability, or otherwise,
of vessel Operator Comments and BPQ responses received under the Programme.

Once a VPQ has been submitted to the SIRE System, the vessel Operator is encouraged to keep it up to date by regularly revising data
that may change from time to time.

Safeguards have been included in the OCIMF Programme to limit access to the OCIMF System to SIRE registered Programme Recipients. OCIMF,
however, accepts no responsibility if these safeguards prove ineffective.
