within 2 days of conduct of Pre-Test Visit through OARP.

1. ABOUT NATIONAL BOARD OF EXAMINATIONS IN MEDICAL
SCIENCES (NBEMS):
The Government of India established the National Board of Examinations in Medical Sciences
(NBEMS) in 1975 with the objective of improving the quality of the Medical Education by
establishing high and uniform standards of postgraduate examinations in modern medicine on
All India Basis and utilizing existing healthcare infrastructure for capacity building.
The prime objectives of NBEMS is to elevate the standards of post graduate medical education in
modern medicine and conduct examinations of high standard on an all India basis.
NBEMS provides a common national standard for evaluation of minimum level of attainment of
the knowledge and competencies of post graduate and post-doctoral training.
NBEMS conducts the following examinations on an All India basis on Computer Based Platform:

Examination for Republic of Mauritius

2. INTRODUCTION ABOUT NEET PG - 2024
No other entrance examination, either at the state or the Institution level, shall be valid for entry
to MD/MS/PG Diploma courses. Qualifying NEET-PG is mandatory for entry to MD/MS/PG
Diploma courses under various Universities/ Institutions in the country.
Admissions to NBEMS Post MBBS DrNB, DNB and Diploma courses are also undertaken through
NEET-PG only.
NEET-PG 2024 shall be the single eligibility cum entrance examination for admission to
MD/MS/PG Diploma Courses for the academic session 2024-25 which will include the following:
1. All India 50% quota seats for all States/Union territories of India.
2. State quota seats for all States/Union territories of India.
3. All Private Medical Colleges, Institutions & Universities/Deemed Universities all across
the country
4. Armed Forces Medical Services Institutions.
5. Post MBBS DNB Courses, Direct 6 years DrNB Courses and Post MBBS NBEMS Diploma
Courses
The following Medical institutions are not covered by centralized admissions for MD/MS seats
through NEET- PG for 2024-25 session:

5. OVERVIEW OF COMPUTER BASED TEST (CBT):
Examinations which are held on computer-based test (CBT) platform are conducted at secure test
centers with required infrastructure. This is not an Internet-based test, i.e. a candidate does not
take the test over the Internet (online). Instead of reading the questions from a paper booklet and
darkening the ovals in an answer sheet, a candidate will now read the questions on a computer
screen of a pre-assigned workstation and choose an answer by using a mouse to click on the
appropriate option. The computer systems used in CBT conducted by NBEMS are connected over
a LAN without any access to internet. The internet is required in the server room for a brief period
while downloading the QP (Question Paper) bundle and uploading the candidate responses &
data.
The only difference between traditional pen & paper method and computer-based test is in the
way the questions are presented, and how responses are recorded. Only a basic knowledge of
computers is required from the candidates.
A Demo test is available for the benefit of candidates to familiarize themselves with the Computer
Based Test format at website https://natboard.edu.in Applicants will be able to access the Demo
test upon entering their confirmation ID (issued at the end of registration and scheduling
process).

6.2. In case, any candidate reports to the test centre with e-Aadhaar card/e-PAN Card as proof
of identity, the e-Aadhaar/e-PAN number should be printed on it and card should be a
good quality colour print out with clearly visible photograph. The photograph should
not have kinks, scratches and stains, and should definitely match with the candidate
presenting the e-Aadhaar/e-PAN card. Decision of NBEMS in this regard shall be final.
**The name on the photo identification must match with the name as shown on the Admit
card. If the name has been changed due to events such as marriage, candidate must show the
relevant document mentioned at the time of exam (Marriage Certificate/ Divorce Decree/Legal
Name Change Document).

7. REPORTING OF CANDIDATES TO THE TEST CENTRE
7.1. National Board of Examinations in Medical Sciences shall be conducting the NEET –PG
2024 in safe and secure environment. National Board of Examinations in Medical Sciences
reserves its rights to review the test day processes of conduct of CBT
7.2. The candidates shall arrive at the test centre at the reporting time mentioned in the admit
card on the day of scheduled appointment. This will allow time for security checks,
identity verification and checking in for examination.
7.3. Staggered Entry of Candidates: Candidates shall be reporting at the ‘Reporting Counter’
of test venue at as per time indicated in admit cards. To avoid crowding at the test venue
entry, candidate entry should be allowed in a staggered manner. The reporting counter
will close 30 minutes prior to the test start time. It is essential to close the entry 30 minutes
before the exam starts as this allows time for security checks, identity verification and
checking in for examination.

7.4. Candidates reporting late or beyond the prescribed time shall not be allowed to appear in
the exam under any circumstances. NBEMS Command centre issues instructions in an
event any extension to the entry closure time is to be given.
7.5. Please note that only the candidates who have been issued admit card to be allowed entry
inside the examination centre premises subject to fulfillment of documentary
requirements.
7.6. Unfair means case to be registered against the candidates producing false/forged
documents/ID Proofs.

8. SECURITY PROTOCOL TO BE FOLLOWED AT THE TEST CENTRE
8.1. Staggered Entry of Candidates: To avoid crowding at the test venue entry, kindly
encourage staggered entry of candidates. Kindly give instructions to the security guards
not to allow the relatives/ parents of candidates to gather near the entry gate of test centre
to avoid any crowding.
8.2. Barcode/QR Code Reader at Entry Points: The candidate will flash the admit card and ID
proof for verification to the exam functionary with barcode/QR code reader. Candidate
shall be informed about the assigned lab number. There should be NO display of Roll
Numbers and Lab allocation in consolidated charts pasted on walls/boards etc.
8.3. Identity checks will be made upon arrival at the test centre to ensure that there are no
unauthorized candidates appearing for the exam. It should be ensured that the identity
check is being done thoroughly at exam centres.
8.4. Candidates will be permitted to carry following items only with them to the
examination lab:
Admit card printed on both sides of A4 size single paper
Hard copy Govt. Issued ID Proof in Original
A copy of MBBS Registration Certificate (Provisional/Permanent) issued by
SMC/NMC/MCI.
No other document is allowed to be carried inside the test centre
8.5. Candidates at the centre shall be frisked by security guards with Hand Held Metal
Detectors (HHMD) only. There shall be body pat frisking also.
8.6. Candidates shall not be allowed to take the following items inside the examination center
under any circumstances. All the candidates will be subjected to compulsory frisking
before entering the examination center:
(a) Any stationery item like textual material (printed or written), notes, Plastic Pouch,
Calculator, Pen, Writing Pad, Pen Drives, Eraser, etc.
(b) Any electronic device like Mobile Phone, Bluetooth, Earphones, Microphone, Pager, wrist
watch/Health Band, Calculator, Electronic Pen/Scanner etc.
(c) All ornaments like bracelets, Ring, Earrings, Nose-pin, Chain/Necklace, Pendants,
Necklace with pendants, Badge, Brooch etc.
(d) Other items like Wallet, Goggles, Handbags, Belt, Cap etc.
(e) Any eatable item opened or packed, soft drinks, water bottle etc Water Bottle shall be
provided at exam centre to candidates.

(f) Any other item which could be used for unfair means, for hiding communication devices
like wireless/Bluetooth device, spy camera etc.
8.7. No arrangement will be made at the centres for keeping any articles/items belonging to
the candidates. In case any candidate is found in possession of any of the barred items
inside the centre, it will be considered as use of unfair means and action should be taken
against the candidate in accordance with the relevant provisions. To avoid any hardship
candidates have already been advised not to bring such items along with them at the test
center.
8.8. Finger Biometrics of candidates shall be captured at the time of registration for the test
at test venue. Photograph of the candidates shall also be captured at the time of
registration. This is a security feature which will ensure that only genuine candidates are
appearing for the exam. Any candidate not adhering to the aforementioned security
measures will not be allowed to take the test. Under any circumstances, the capturing of
candidate photograph at the time of registration for the test cannot be bypassed,
though, in situations where the finger biometrics could not be captured due to any skin
diseases or physical disability, bypass from NBEMS Command Centre can be sought.
8.9. Bio-Breaks: Not more than one candidate should be allowed to go on a washroom break
from one lab at any point of time. Not more than one candidate should be allowed to enter
the same washroom at any point of time. Invigilators should be instructed to followed the
same stringently.
8.10. Staggered Exit of Candidates: To avoid crowding at the test venue exit, please plan
staggered exit of the candidates from each lab. Please arrange to inform the same to the
concerned candidates through VCO. All efforts to be made to avoid crowding while
candidates are leaving the test centre.

9. TEST DAY PROCEDURES
9.1. After verification of ID and Face ID verification, candidates will be escorted to the
designated computer terminal at the test centre and invigilator will check in the candidate.
9.2. Candidates are required to keep admit card and photo identification with them at all times
during the conduct of examination. If a candidate is detected without admit card and/or
ID proof during the conduct of examination, his/her examination shall be terminated after
approval from Command Centre.
9.3. Candidates are required to listen to the invigilator’s instructions to begin the exam.
9.4. Each workstation will be blocked on three sides – front, left and right. Candidates are
advised not to look around at other candidate(s) as there will be surveillance cameras that
record video.
9.5. Any suspicious or disruptive behavior on part of the candidate may lead to cancellation
of candidature.
9.6. For any issues during the exam, candidate may raise his or her hand to notify Invigilator.
9.7. In case of any technical disruption during the test, rest assured that a registered candidate
will get complete allocated examination time.

10.WHAT CONSTITUTES UNFAIR MEANS:
If during the course of training / examination, a candidate is found indulging in any of
the following, he/she shall be deemed to have used unfair means:
If a candidate is found to have made a wrong statement in his/her application form for
admission to the examinations / counseling /training or has attempted to secure or has
secured admission to any of the examinations of NBEMS by making a false statement or
by production of a false document.
If at any stage, a candidate has tampered with any entry in the certificate or statement
of marks or any certificate issued by any governmental or non-governmental body or
any other document that has been issued to him/ her by the Board.
Use/possession of any kind of electronic gadgets including mobile phones with or
without internet (whether the gadgets are actually used or not).
Having in possession of any note-book(s) or notes or chits or any other unauthorized
material concerning the subject pertaining to the examination paper.
Giving or receiving assistance directly or indirectly of any kind or attempting to do so.
Change of seat without the permission of Examination Superintendent/In charge of
Computer Laboratory.
Contacting or communicating or trying to do so with any person, other than the
Examination Staff, during the examination time in the test examination center/
Computer Laboratory.
Consulting notes, books or any other material or outside person while going out of the
examination hall/Computer Laboratory to toilet or to any other place.
Impersonation.
Using or attempting to use any other undesirable method or means in connection with
the examination.
Smuggling out/copying/video graphing/photography of Question(s) or its part; or
smuggling out answer book/supplementary answer sheet or part thereof.
Running away or swallowing or destroying any note or paper or material found with
him/her.
Threatening any of the officials connected with the conduct of the examinations or
threatening of any of the candidates.
Hacking or attempting to hack or causing interference with the website of NBEMS or its
Technology Partner(s) or their Information Technology systems.
Tampering with Information Technology systems of NBEMS or Technology Partner(s)
or Computer Laboratory.
Damaging the computer systems of computer Laboratory.

Candidate found to have attempted or trying to attempt personally or through another
person to influence or pressurize an examiner, or any officer or official connected with
the examinations of the NBEMS or its technology partner, either at the Board or at the
office of technology partner or their respective residence(s), in any matter concerned
with the examinations.
All candidates appearing or have appeared in examinations conduct by NBEMS are
governed by Non-Disclosure Agreement (NDA) which prohibits the candidate from
publishing, reproducing or transmitting any or some contents of the test, in whole or in
part, in any form or by any means verbal or written, electronic or mechanical or for any
purpose. Any candidate violating the NDA will be treated as Unfair Mean Case.
If at any stage if it is found that the candidate has appeared in same or different
examination of NBEMS with different names, unfair means case shall be registered
against such candidate and dealt accordingly.
Any act of candidate/any person which is detrimental to safe, secure and smooth
conduct of examination and the decision of EEC in this regard shall be final.
Candidate is found talking/peeping to another candidate during the examination hours
in the examination room.
A candidate who refuses to obey the Superintendent of Examination center/ Computer
Lab and changes his/her seat with another candidate and/or creates disturbance of any
kind during the examination and/or otherwise misbehaves in the examination hall.
A candidate found copying from notes written on any part of his/her clothing, body,
desk or table or instrument like setsquares, protractors, scales etc. or who is found guilty
of concealing, disfiguring, rendering illegible, swallowing or destroying any notes or
papers or material found with him/her or found exchanging answer book or question
paper with solution or talking to a person or consulting notes or books outside the
Examination Hall, while going to the toilet or in the toilet.
Any candidate found guilty of having adopted anyone or more of the above Unfair
means/misconduct is liable to be penalized with a penalty by the Ethics Committee,
which may vary from cancellation of the examination/expulsion up to next 14 attempts/7
yrs and/or cancellation of candidature as may be decided by Examinations Ethics
Committee after considering each case.
The above list is purely indicative. If any act of omission or commission attributed to
the candidate/intent by the candidate to vitiate the sanctity of the examination in
decision of NBEMS shall be taken up as unfair means.
Disclaimer - The decision of NBEMS shall be final and binding for declaration of any person
/candidate guilty of foregoing or such offence as shall be classified as Unfair means case (UMC).

STRICT VIGILANCE IS REQUIRED TO PREVENT FOLLOWING KIND
OF UNFAIR PRACTICES:
Impersonation: An imposter appears for the actual candidate forging the identity
in ID proofs in name of the applicants.
Seat swapping: One candidate changes seat with another after registration for the
test. Usually the imposter is not an applicant for NEET PG 2024 and has gained
entry inside the test centre by forging the identity of a third candidate. The
imposter then appears for another candidate by changing seat with him/her after
registration for the test is over.
Seat swapping can be prevented through strict vigilance, by not allowing the
candidate to use bio-break after registration till the exam starts; ensuring that right
candidate sits at right seat in first place and after each bio-break availed; and
through during exam attendance on paper device.
Peeping and talking with other candidates inside the exam hall.
Use of mobiles & other communication gadgets at the center.
Writing answers on piece of paper/ admit card/ face tissue/ body parts/ clothes
etc. and exchanging with other candidates.
Utilizing study material in form of chits/ digital books etc.
By using spyglasses to capture the question papers and exporting them outside
the centre with the assistance of test centre staff in order to get answers.
WiFi Routers installed in centre premises/ Surplus Network switches/ Unused
Network Cables should be looked into with highest suspicion for any possible
attempt to compromise/ hack into the examination network.

11. GENERAL DUTIES OF NBEMS APPOINTED TEST CENTRE
APPRAISERS:
The examination will be conducted under the supervision of VCO (Venue Commanding Officer).
However, there is an important role for NBEMS representative at the test centre who are the EYE
and EAR of NBEMS:
3. Staggered Entry & Exit planned; Provisions to avoiding crowding at entry gate.
4. Planning should be done on the day of Pre-Test Visit about: The movement of candidates;
Procedure going to be followed for lab assignment through scanning bar-code on admit
cards; Corridors to be used for movement of candidates; Labs to be used for conduct of
examination etc
5. Secure Entry Zone demarcated with provision for HHMD frisking, Lab allocation, Hand
Sanitization (if required). Prohibited items not allowed beyond this zone.
6. Labs are well ventilated and proper temperature arrangements are made inside the labs
for smooth conduction of Examination. It is mandatory for the test centres to have air-
conditioners. In case of unavailability of the same at the test centre or if they are inadequate
in numbers/ ineffective, please update your observations in the appraiser report. During the

Pre-Test visit, convey the requirement to VCO of Air-coolers/ Exhaust Fans to make the labs
cooled and ventilated at such centres where ACs are not available/ inadequate/ ineffective.
Please follow-up with VCO before Test Day visit for necessary course correction. Escalate
to NBEMS through Whats App group if there is non-satisfactory response from VCO.
8. Registration Desks have white background for capture of candidate photographs: The
plan for placement of devices for Face ID capture to be scrutinized and ensure that devices
for Face ID and Biometric capture are available and functional; proper lighting and plain
white background is available for clear capture of face of the candidates.
10. CCTV cameras installed and working. There are no blind spots. Such areas should be
identified and VCO should be asked to rectify the coverage accordingly. All testing labs,
server room, all corridors, entry/exit, secure zone are covered.
11. Washrooms clean and hygienic for use. Single entry gate in washroom.
12. Mock Test successfully completed: This shall be available to be reviewed only if the Pre-
Test visit is conducted within 3-4 days of test day. Please check that QP Bundle downloaded
and drive uploaded successfully. All systems going to be used for actual exam are in order.
In case Pre- Test visit is scheduled well before the test day, you may not verify this step.
However, computer systems to be used for exam MUST be checked for suitability. There
are sufficient numbers of computer system available with appropriate buffer in the lab
according to the number of candidates allotted to each lab.
13. Infrastructure backup: It shall be ensured in advance that proper power backup (UPS as
well as Generators), redundant network switches, and technician and network
administrator etc. are available at the test centre. Availability of power back up verified.
14. No suspicious activities at test centre; Unused Lab to be properly sealed on the exam day.
15. List of Invigilators ready to be given on test day; No blood relation certificate ready or
ready to be signed by invigilators on test day.
16. Bottled Drinking Water (500 ml at least) for candidates should be available. In hot
weather conditions, the VCO should be asked to provide the water bottles with cold/
normal temperature.
17. One of the rooms containing server shall be made as Control Room, where NBEMS
representative will be present when not on round of the exam center. The control room shall
be used as central point of contact for all kinds of monitoring/supervision completion of
documentation etc. on the day of examination.

18. It shall be ensured that the entire arrangement require before the Examination are in order
in all respect.

10. In the unlikely event of any technical issues causing disruption of the test for a candidate or
some candidates, you are requested to take note of it and communicate with NBEMS Command
Centre about the same.
11. The appraisers are expected to have a very high degree of suspicion regarding use of unfair
means by candidates like impersonation, swapping of test seats, use of modern high-tech
gadgets for cheating during the test etc.
12. Report unfair mean cases to NBEMS Command Centre.

7. Take manual attendance and verify signatures with pre-printed signatures. Escalate to VCO/
NBEMS appointed appraiser in case of mis-match.
8. Invigilators are responsible for the happenings inside the exam lab and may be required for
providing factual information to the law enforcing authorities in case any unfair means is
detected.
9. Never leave the lab unattended.
10. Do not chit-chat with your fellow invigilators during the examination.
11. A high index of suspicion is necessary to prevent unfair means.
1. Drive password will be shared to all the centres about 2 hours before the start of the exam.
This is to grant access to candidate data to the centres.
2. The question paper will be downloaded about 30 minutes prior to start of the examination.
One (1) password will be sent from the NBEMS to each center about 30 minutes prior to
examination. Internet connectivity may cause delay for few minutes in communication.
3. The VCO/NBEMS Representative should be vigilant and observe that this confidential
activity is done with due diligence. A certificate shall also be filled for this activity in the
format provided (Proforma-1).
4. Uploading of Confidential data after examination: After end of online examination, the
candidate data including Responses, photographs etc. shall be uploaded to centralized
server and NBEMS Appraiser can leave the test center only when the test data is uploaded
successfully from test center. A certificate shall also be filled for this activity in the format
provided (Proforma-1).
SIGNAL SILENCERS/JAMMERS:
1. The signal silencers/jammers are installed in all the computer laboratories. The NBEMS
representative shall check the Installation and verify the working of the jammers during

2. The Jammers will be SWITCHED ON at the start of the examination and will be
SWITCHED OFF after the end of the examination to allow the examination servers to
ensure communication with Control Centre at NBEMS. The exact timing may vary on the
day of examination and will be done in consultation with IT manager and NBEMS
representative.
3. If the jammers have to be switched off during the course of examination for trouble
shooting with the permission of the NBEMS Appraiser, then entry of such events should
be made in the Proforma-2. However, after concluding the examination a Joint certificate
will be issued by NBEMS Representative, Test Centre Administrative and Representative
of Jammer Agency.

4. In case the Jammers are found ineffective, Proforma – 2 shall be updated.
GENERAL INSTRUCTIONS
2. Frequent Round: Take frequent rounds so that invigilators and others on duty remain alert.
During the rounds, confirm that the invigilators have carefully checked: (i) The profile of
the candidate on his/her online screen. (ii) Identity of the candidate. NBEMS representatives
should themselves verify photo and signatures of a few candidates in each computer lab on
random basis. Apart from that, it may also be ensured that the allocated Invigilators for the
respective Room/Lab are performing their duty in the allocated Room/Lab.
3. Computer problem: Generally, no candidate is allowed to shift from allotted seats to other,
in special cases due to technical reasons; candidates can be shifted from allotted seats to
other seat.
4. Queries with Questions: You are not authorized to view questions displayed on
the monitor used by the candidates. Kindly refrain from reading the questions on
candidate console while the examination is on. No clarification should be offered
on technical aspect of questions. Talking to candidates in test labs while the
examination is going on should be avoided.

7. The question paper in these examinations will be divided into multiple time bound
sections. For example, in NEET-PG 2024, there are five time-bound sections (A, B,
C, D & E) in the question paper, each section will have 40 questions and 42 minutes
of time allotted. Candidates will be restricted from proceeding to the next section
until they complete the allotted time for the previous section. Additionally,
candidates will not be allowed to review the questions or modify their responses for
a section after the completion of its allotted time. The questions for the next section
will start automatically after the completion of the allotted time for the previous
section.
8. Candidates are given the option to mark any question, whether attempted or not,
for review. This means that candidates can go through these marked questions in a
section again before the allotted time for that section ends. It is important to note
that questions marked for review will be evaluated according to the marking
scheme as mentioned in the Information Bulletin of the respective examination.

12. Procedure to fill the online Pre- Test Appraisal Report
The Pre-Test Day visit report is required to be submitted within 2 days of conduct of Pre Test
visit through Online Appraisal Report Portal(OARP) only. No Hard Copy report/ Scanned copy
through email is required to be submitted.

14. INSTRUCTION RELATED TO CLAIMING TRAVEL
ALLOWANCES
1. Leave the NBEMS Registration ID blank. Indicate the date of email for
appointment as appraiser under NBE Letter/Order No.
4. Please ensure that timings of arrival/ Departure at each phase of the journey is
indicated correctly.
5. Distance between Place of stay and duty point as well as the amount paid is to
be shown correctly for claiming the Road mileage. Receipt of amount paid for
taxi hired, is to be enclosed with the bill, otherwise it may not be admissible. In
case of travel by self-car, copy of Registration Certificate of the vehicle needs to
be furnished, along with FastTag receipt in case you have travelled on a highway
through a Toll.
6. Processing of claims –
a. The claims are generally processed in a period of Two/ Three month(s).
b. The claim amount is remitted directly to the registered Bank Account
with NBEMS.
c. All payments are subject to deduction of TDS as per Income Tax rules
wherever applicable.
d. Please acknowledge receipt of the claim preferably by e-mail mentioning
claim processing number in the subject line.
