RATIONALE:
Barangay legislation is one of the powers vested upon the Sangguniang
Barangay. Pursuant to Section 48 of the Local Government Code of 1991, the
Sangguniang Barangay as a legislative body shall exercise legislative power. It is the
authority provided by law to propose, enact, amend and repeal laws.

The sangguniang barangay is composed of the Punong Barangay as the presiding

officer and the seven members elected at large and the Sangguniang Kabataan
Chairman as members (Section 390, LGC 1991). In order to ensure quality barangay
legislation, the sangguniang barangay shall craft its internal rules of procedures.

Carrying out the task of enacting an ordinance, not to mention the conduct of an
orderly session remains a very challenging task for barangays officials. The task may be
daunting especially to the barangay officials who have just assumed office and do not
have experience at all.

To ensure that the Sangguniang Barangays effectively carry out this major
responsibility, acquiring skills on barangay legislation is a must.

Hence, this design.

OBJECTIVES:

1. To acquire the necessary knowledge and skills on barangay legislation

plans and budget for peace and order initiatives
2. To ensure a functional Sangguniang Barangay
